When deciding which city around the world might be the most technologically

advanced, names such as Hong Kong, Shanghai, New York or 1:London/Paris/Berlin

would probably be near the top of the list. A city that would probably not be

2: excluded/included/aside in the top 100 of most people’s lists would be the city of

Yinchuan.

Yet this central Chinese city with a population of just under two million people is

marketing itself as one of the most technologically advanced anywhere around the

world. The Chinese Government plans to make Yinchuan the

3: blueprint/redprint/greenprint for the first ‘smart city’ programme and hopes that

its success will be adopted by other urban metropolises across the county.

How exactly does a ‘smart city’ operate? Most big cities around the world have a

smart travel card that allows people to jump on public transport, or purchase items

in vending machines and shops. London has its 4: Pearl/Rose/Oyster Card, Sydney

has its Myki Card and Hiroshima has ICOCA. But in Yinchuan these types of cards

are not necessary, all people need to use – are their 5: eyes/faces/fingerprints!

4 In Yinchuan when you use a city bus instead of swiping your smart card passengers

must use the facial recognition scanner near the doors. Once your face has been

scanned the 6: money/coins/credit needed for the bus ticket will automatically be

deducted from your bank account. This is because passenger’s faces are linked to

their bank accounts. Another benefit is online 7: fraud/burglary/theft is extremely

difficult.

5 Another aspect of the ‘smart city’ plan are the public rubbish 8: bins/dumps/pots. The

blue bins run on solar power and double as compactors automatically crushing the

rubbish inside once they reach a certain 9: height/weight/colour. The bins also send

out a signal when they are full – so rubbish collectors know when they need

emptying!

6 When entering Yinchuan’s City Hall, people are greeted by holograms and inside

the walls are scattered with QR Codes that provide answers for frequntly asked

questions. Everything from getting a business licence to renewing a

10: bank account/passport/marriage licence is also done online. If succesful the

Chinese governement is hoping to extend the ‘smart city’ programme to another 250

cities.
