Background – EE Program Reports
• 1998 - 2001– Program reports were printed and bound volumes– Program reports were delivered on an annual basis – Limited ability for reader to drill down into the numbers
Marginally Satisfactory for Oversight of 4 Regulated Companies
• 2002 – 2003– CPUC bids out approx $100 million in PGC funds– CPUC Staff responsible for oversight of 14 statewide
programs and 55 “local” programs. Non-IOU contracts managed by utilities.
– Number of Program Implementers increased from 4 utilities to 45 separate entities
– Reports take form of workbook (quantitative information) and narrative (qualitative information)
– Reports are emailed quarterly to CPUC staff, utility contract managers, and R01-08-028 service listNot Ideal for Oversight of 50 Disparate Organizations and Limited Staff Resources

• 2004 - – D. 03-04-055 (April 2003) sets aside funding for
EEGA – CPUC Staff again pick approx $100M in programs– CPUC maintains existing reporting system
(Workbook & Narrative), revised and adapted for 04-05 Monthly reporting of programs.
– Planning for EEGA begins in August 2003. Some funding and effort goes into developing interim system to manage 04-05 program proposals.
– Proposal Evaluation Application (PEA) developed by Intergy for helping manage the selection process.

EEGA Development Process
• Structure/Goals of EEGA– Program Report Tracking
• Reports uploaded to EEGA by program implementers • Document repository contains approved program plans,
report workbooks, report narratives, and supporting documentation
– Program Management• Submittal of report for non-IOU programs triggers report
review and invoice payment. EEGA keeps a record of the approval, what was approved, and when.
– Program Oversight• Program accountability is maintained with record of program
budgets, costs, EE measures, and other program activity • Staff can login to EEGA to review program implementation
status• Up to date record of what the money is being spent on and to
what effect

• Current Status– Programs are submitting reports to EEGA in a
timely manner• A few exceptions due to unforeseen problems with
using Excel as a data collection tool, application bugs, user issues.
• ED will be working with program implementers and utility contract managers to ensure we have data through the month of November (by the end of Dec)
– Next EEGA update to be completed in December
• Data extraction from workbooks to database• 20 preformatted reports summarizing program data
and activity on EEGA

• EEGA will adapt to the final Decision for 2006-2008 Administrative Structure
• Flat File structure for submission, instead of workbooks, being considered for 2006-2008 Programs
• Proposal Evaluation Application may be incorporated as a module within EEGA
• Integration, where appropriate, with other applications and data sources including M&E reports, Historical Data, DEER, evaluation results
• Increased Reporting functionality for IOUs, CEC, CPUC, and Public.
