submit my article about establishing a Dominion Running Group. With their help and support, I received a few calls and was able to

put together the “1st Annual Dominion 5 Mile Turkey Run/Walk” on Thanksgiving Morning.

We hade 20 runners & walkers show up at 8 am! Thank you and congratulations to all runners and walkers who showed up to this fun run.

If there are any other runners & walkers who would like to join The Dominion Running Group please call me or send me an e-mail and request that I add you to our list and upcoming events. For those 20 brave runners and walkers who ran Thanksgiving morning, I am planning a NEW YEAR’S DAY 5 Mile run & walk with complimentary champagne and beer at the finish line!

DECEMBER 2011The Dominion HOA Board and HOA staff wishes everyone the

warmest and most special of wishes for the Christmas, Hanukkah and New Year Holidays.

Holiday SecurityThe approaching holidays will present additional security concerns.

The HOA will authorize the use of additional security patrols on certain dates during this holiday season-for example, New Year’s Eve. Because of the likelihood of increased guest and other traffic, the HOA security teams will be especially vigilant in policing speed limits and other neighborhood safety concerns. The operation of golf carts and motorized transportation by unlicensed individuals on Dominion streets is prohibited and will be strictly enforced this holiday season.

The City of San Antonio’s ban on the use of fireworks is still in effect. No fireworks are permitted to be used in The Dominion and security personnel will be enforcing this ban.

COMMUNITY MANUALIn response to legislation passed earlier this year, the HOA has

finalized a Community Manual which is a collection of the HOA Articles of Incorporation, Bylaws, and all of the policies of the HOA. Several new policies have been enacted in response to the new legislation from the Texas Legislature.

New policies are as follows:• Solar Device and Energy Efficient Roofing Policy• Flag Display and Flagpole Installation Policy• Display of Certain Religious Items Policy• Rainwater Harvesting System Policy• Records Inspection, Copying and Retention Policy• Statutory Notice of Posting and Recordation of Association

Dominion HOA policies, especially to the Architectural Control Committee procedures. The Community Manual will be publicly filed this month and at such time the HOA membership will receive an email that includes an electronic version of the Community Manual.

HOLIDAY FUNDPlease send in your contributions to the

HOA Staff and Security Officer Holiday Fund. Letters have been sent to all residents and we encourage you to send in your gift to the HOA office. Our staff does a great job for all of us, so let’s show them how much we appreciate them with our Holiday Gifts.

DUES INCREASEThe Board approved an increase in the

HOA membership dues effective January 1, 2012 to $205.00 per month. As you might recall, the dues were increased two years ago by $25.00. This amount is entirely being used to fund the capital reserve program. Capital reserves provide infrastructure funding for all of the major initiatives undertaken to repair our streets, bridges, monuments, irrigation systems, refurbish our landscaping and other infrastructure items. The Board has recently reviewed a five year financial plan which included a detailed assessment of future operations and capital spending. Based on reasonable assumptions and estimates, the Board has concluded that a $15 dues increase is needed to maintain positive net income over the five year period and to achieve the

Board’s goal of having the HOA’s capital reserves funded at a level equal to 70% of the estimated capital expenditures for the 3 year period following 2016. Since $5 of the additional $15 monthly dues increase is estimated to be needed for additional capital reserve funding, that amount will be transferred into the capital reserve program along with the $25 already being transferred.

A letter providing more detail with respect to the HOA’s dues increase will be included with the payment coupons for 2012 being sent out later this month.

QUICKPASS ACCESS SYSTEM REMINDER

All Dominion residents are reminded to obtain the new QuickPass transmitters at the HOA office. The transmitters are smaller than the existing plastic transmitters and will automatically deactivated when removed from the windshield-thus they cannot be “hand-held”. They are $35.00 each and will be installed by an HOA staff member. The HOA will soon be announcing a date when the old, plastic transmitters will be deactivated. When that date occurs, all residents without the QuickPass transmitters will only be allowed entry via the visitor lane at each gate. So please obtain your new transmitter as soon as possible.

You may access QuickPass by going to The Dominion Website, please scroll down and on the lower right hand side you will see the QuickPass link, please click on the link to

log in. Residents are encouraged to visit the new QuickPass security system to update their information and, especially, the guest/visitor authorization section. By doing so, a guest or vendor will be able to enter the Dominion in less time and without the need for a telephone call to the residence. The HOA staff can assist with questions about this new automated, web-based visitor entry approval system.

Also, The Dominion HOA’s access system vendor, QuickPass, will be scheduling a “tagging party” and Q and A session to assist residents with the use of the new entry system. Details and dates will be forthcoming.

GARDENS NEIGHBORHOOD BLOCK PARTY

Late Saturday afternoon, November 12, 2011, many residents of The Gardens came together for their first Neighborhood Block Party. Colorful posters, balloons, pumpkins, other fall decorations, and pleasant aromas from several tables full of scrumptious comfort food and an array of unbelievable delicious desserts welcomed them. About 50 met at the little park located at the Gardens II mailboxes; several had become residents very recently while others have been here for years. How wonderful it was to be able to catch up with old friends, become acquainted with new, and share a couple of fun packed

Learning just how beautiful these people really are was a delightful highlight of the event. Little children were running around and laughing, just being little children; young adults, parents, grandparents, and twenty year residents and newcomers were getting acquainted with each other and sharing in the beauty of what makes life important to them; all adding to the magical fabric that makes The Gardens a very unique place to live. More neighbors will now be waving to ‘neighbors’ across the street rather than to just another resident; just ‘knowing’ one more person helps our personal world become a little larger, as well as helping to make us all feel a little less lonely, more secure, and safer in the bigger world. And… getting to know our neighbor goes a long way to making a better community.

By the end of the evening the evolving ‘sense of community’ was most apparent when the original intention of having an annual Block Party was challenged by many who asked for more of these get together throughout the year, instead of just once in November. The Gardens is already looking forward to more upcoming events throughout the coming year. And, yes, there will definitely be another Neighborhood Block Party in The Gardens’ community next year. It was a very rewarding and fun event.

And, a very special ‘thank you’ goes to Dominion’s HOA for their

encouragement and support in this endeavor. May they continue their quest for increased community activities in all neighborhoods of the Dominion. Thank you, HOA.

LANDSCAPE COMMITTEEIf you have entered The Dominion through the main gate you

can’t help but notice that work has begun on the landscape and irrigation enhancements for the main entry islands. After an extensive bidding process, the contractor to perform this work was awarded to Maldonado Landscape company, a well respected local landscape and irrigation contractor. This is an optimum time to install this landscape because of the cool temperatures and wet weather. Additionally, Maldonado Landscape has secured a waiver from SAWS so that watering outside of Stage II restrictions can be performed to help the new plants establish. As part of their contract, Maldonado Landscape will perform the maintenance of this area for one year, during the warranty period. Native Land Design will continue as the landscape maintenance service provider for the Dominion and Cottage Estates. In addition to this landscape installation, a new irrigation system is being installed in this area and four other areas within the Dominion. This new irrigation system will have state

After these installations are complete, which we anticipate by February, we will be monitoring to ensure the new irrigation system is providing the water savings anticipated, as well as how the more drought tolerant plantings utilized perform in our climate conditions. Data from these test sites will be used to finalize plans which the Landscape Committee has developed to upgrade and improve landscaping and irrigation throughout all of The Dominion over the next few years.

Take a Winter Holidayfrom Watering

Know when to turn it off. You’ve seen it emblazoned across billboards throughout San Antonio: SAWS’ reminder of the day and times we’re allowed to water. But this time of year that’s even easier to remember because you can consider turning it off for the entire winter!

For those of you who hand water or use hose-end sprinklers, that’s pretty straightforward. But for those with automatic sprinkler systems, it means going to the controller and simply turning it off.SOME COMPELLING REASONS WHY YOU SHOULD:

Seasonal variability

Most plants are dormant and need very little to no water to survive the winter. Even evergreen plants need minimal water this time of year.

Winter averaging

SAWS bases its residential sewer service fee on average water use in the winter months when outdoor watering needs are at their lowest. Using less water this winter may actually lower your water bill in 2012.

Shared responsibility

Looking ahead to next year, we face the unprecedented possibility of Stage Three restrictions being implemented if drought conditions persist and the aquifer level drops below 640 feet.

Automatic sprinkler systems make it is easy to set it and forget it, but at this time of year that can be a wasteful and costly convenience. Turn off your system and use it manually on those few occasions when watering is recommended.

GETTING FIT Regular physical activity for at least 30 minutes each day, or broken

up into several shorter periods of 20, 15, or 10 minutes, can help you lose weight, keep it off, and stay fit. It can also improve your energy and mood and lower your risk for heart disease, diabetes, and some cancers. Try some of these physical activities:• Walking (15-minute miles or 4 miles per hour)• Biking• Tennis• Aerobic exercise classes (step aerobics, kickboxing, dancing)• Yard work or house cleaning (gardening, raking, mopping,

vacuuming)

Taking the first step can be the hardest part. Start slowly, at a level that is comfortable for you and add activity as you go along. Sometimes, it helps to have a friend or activity buddy when you start out. It is recommended that adults get at least two and a half hours of moderate physical activity each week. Strengthening activities, such as pushups, sit-ups, or lifting weights, at least two days per week are also encouraged.
