Four Mandatory Requirements

ØOne tour or two years managing large plant operations that would include supervising a staff of 75 or more personnel.

ØOne tour or two years serving at a post with regional responsibilities

Ø One tour or two years serving in a Washington based OBO management position.

Leadership and management training at each grade as noted

ØFS-03’s must complete Basic Leadership Skills for promotion to FS-02

ØFS-02’s must complete Intermediate Leadership Skills for promotion to

FS-01

ØFS- 01’s must complete Advanced Leadership Skills

ØSuccessful completion of Contracting Officer training ; PA 340 available at FSI

ØSuccessful completion of Contacting Officer representative course PA 178

available at FSI

ØSuccessful completion of FSI or OBO approved facility management courses (under review)

ØService at a 15% or greater post (hardship) differential/danger pay post (One tour after tenure)

ØCompletion of two directed entry-level assignments (assignment to 15% or greater differential posts will fulfill this requirement)

Elective Requirements

FM must complete five of the eight electives listed

Ø Cross-function experience or out–of-skill code specialty assignment, one tour after tenure.Example – management experience such as Management

Officer, Branch Chief or other supervisory position in OBO, Post Management Officer, Area Managements officer

Ø Operational/Crisis Response, six months cumulative, from entry. Example time spent on travel with a Washington-based Emergency Response Crew, dealing with critical situations such as hurricane damage amelioration

Ø Emergency repair of Mission-closing equipment failures,

Ø Service at posts in evacuation status

Ø Service during and in the aftermath of armed conflict/major disaster

Ø Crisis support teams

Ø Service on an Operations Center task force

¨ Three additional FSI leadership and management courses or their equivalent (exclusive of the mandatory courses) ¡ PA 373 Communication Skills¡ PA 216 Seven Habits of Highly Effective People ¡ PT 230 Fundamentals of Supervision¡ PT 107 EEO Diversity Awareness for Managers¡ PT 218 Leading A diverse Workforce¡ PT 134 Managerial Problem Solving¡ PA 123 Managing Customer Service

¨ Receive either a 2/2 foreign language designation by FSI or successful completion of FSI FAST language course relevant to an assignment

¨ Obtain Facilities Management Administrator (FMA) designation from the Building Owners and Managers Institute International (BOMI)

¨ Obtain the Certified Plant Engineer certification designation from the Association for Facilities Engineering (AFE)

¨ Service in an officially designated Critical needs assignment - one tour after tenure, that has a combined differential hardship and danger pay of 25% or greater

¨ Service at an unaccompanied post one tour from entry on duty
