Seasons Greetings
W e are about half
way thru my term
as your President. My ac-
complishments are not
spectacular. My goals
have not been reached.
My plans are not coming
together the way I had
hoped.
Membership is the num-
ber one concern for the
State of Florida. This is
the only thing that can
keep us going. You must
strive to bring in new
members.
We must think of new
ways to convince Korean
veterans — all veterans
who served in Korea at
any time — that we are
there for them. The only
way we can do this is to
show them we care. We
must make ourselves visi-
ble in the public eye.
I ask you to be more out-
going and present your-
selves with open arms to
receive them in member-
ship.
At our last council meet-
ing I proposed that we
make a change in our

In this issue
dues program and offer life mem-
bership to any veteran seventy
eight or older for $75.00. You all
thought it was a good idea.
I presented it to the Association
Council, but they have not accepted
it. I shall keep trying for their ap-
proval.
The date for the State Convention
will be May 23-24, 2014 at the
Altamonte Springs Hilton Hotel.
Mark your calendars as this is a bit
later than usual.
I ask that every Chapter be sure to
have representation at the conven-
tion . This is your chance to be
heard as to your ideas, suggestions
and wishes.
Also, you will be contacted for ads
in the convention book. Please be
generous in your responses. Read
the request carefully as there are
some new programs for the area in
which you reside.
The nominating committee will be
looking for some new faces to fill
open offices so if you are interested
please submit your resume.
“Honor Flights” are now being giv-
en for Korean vets as well as World
War II vets. Please contact the rep-
resentative in your area and get the
necessary information. This is a
great opportunity for some of our
people to get to Washington and
see the monuments as well as re-
ceiving the trip of a lifetime.
I wish everyone a very Merry
Christmas and hope the New Year
will bring peace, prosperity and
good health to one and all.

with a Fund Rais-
er. After much
thought, I decided
to reach out to the
Chapters and ask
for your input.
We have had a
few successful Fund Raisers in the
past. However, at this time in our life
we have to be realistic. How many
would buy tickets for a cruise? If we
purchased a TV, would we sell enough
tickets to cover the cost?
The saying goes: “two heads are better
than one.” Send me some of your ideas
and let me know how they will work.
Mark your calendar for the DOF Coun-
cil Meeting, Saturday January 25 at
the Hilton, Altamonte Springs.

T his is a somewhat unusu-
al newsletter. Of course I
don’t think I have done a
“usual” DoF News. I think this
one is nearing what I have had
in mind — trying to bring as
much relevant information to Florida KWVA Mem-
bers as I can. But I still do not have the amount of
advance planning information that I would like.
So I am going to try to tell readers more about DoF,

Chapter News From CID 192, Citrus
Co:
We conducted our annual picnic on
Oct. 23; about 60 attended including 15
from the Korean community.
On Nov. 3, we conducted Massing of
Colors. We have extracted Victor Costas
and Hank Butler from an overall view
and shown them alone.

Rita and Hank Butler met with 12
classes in November. Students all
liked Hank’s reports on his time in
the Navy during 1950-1954, that in-
corporated 15 round trips on two
ships to Japan, Hong Kong, Thai-
land, Korea, and many more ports in
the far East.
CID192 had 10 riders on our float in
the Veteran's Day Parade. Pic 023

CID 318 and CID 106: Two Florida
chapters, Indian River County Chapter 318 and
Treasure Coast Chapter 106, commemorated the 60th
anniversary of the Korean War Armistice on Satur-
day. July 27th on Veterans Memorial Island Sanctu-
ary in Vero Beach. The island on the Indian River la-
goon now serves as a quiet haven for reflection on the
sacrifices made by the men and women in the Armed
Forces of our Country.
Joseph A. Gomez, Commander of Chapter 318
served as Master of Ceremonies.
Keynote Speaker Anthony "Tony" Young, Col. US
Army (ret.) a veteran of the wars in the Middle East
and Guest Speaker Peter Popolizio, Commander
Chapter 106, a decorated Korean War veteran, both
reflected on their combat experiences and paid trib-
ute to those who served with them.
Vincent Abbate and George Todd (above), mem-
bers of chapter 318 placed a special floral wreath at
the island’s Korean War bronze marker; the marker is
a gift from Chapter 106 to Chapter 318.

that it is “… an association of Flori-
da KWVA Chapters,” and that it
has three meetings each year—
Council Meetings in September
and January, and a Council Meet-
ing and Convention in May.
So, DoF is an Association of Chap-
ters. But I think it has evolved to
more of an organization of itself, or
perhaps Chapters have not seen
their roles sufficiently. I guess what
I am saying is that it took me five
years to learn this, and I wonder
how many Chapter Presidents and
Commanders share this view. My
message is “Chapters, you define
DoF!”
My appeal to all Chapter leaders is

The dedication of the Korean War
Memorial was beautiful and sad.
Eddie Ko played a big part. I would
estimate 300 attendees. The South
Korean ladies did a great job with
their songs, beautiful voices. I am
sending pictures and program un-
der separate cover.
Marie and I were interviewed after
the ceremonies. Will see what
comes of that.
My son, Dan, and I had a great con-
versation with Eddie Ko. He cer-
tainly has a deep respect for you

CID169. Nearly seventy members and their spouses attended the Annual Christ-
mas luncheon and Awards Banquet on December 12 at the Mission Inn in Howey-in-the-
Hills. Outstanding service awards were presented to: Treasurer-Membership Gloria Cor-
bet, Secretary Doreen Peever, Color Guard and Tell America leader Joel Briggs, and 1st
VP Art Iversen. 2nd Vice President Don Lynch received the Chapter’s highly-valued Eddie

January 2014 DoF Council meeting
of how a Chapter can change its Sta-tus from Active-NA to Active.
If your Chapter is deficient, we ask
you to contact DoF Secretary Chuck
Husbands to get it corrected.
Your Chapter should have access to
the Association Membership DB; if
you do not, i.e., no Access Code and PW, you should call Mr. Feaster im-
mediately.

A mockup of the 2014 Convention
Booklet has been sent to all Chap-
ter leaders. Additionally, all detail
for the book has been uploaded to
www.dfl.kwva.org (Meetings But-
ton).
I ask that each Chapter purchase
an ad for their Chapter. I also ask
that Chapters solicit additional ads
from businesses in their areas.
Note that when soliciting ads, you
are required to have the Dept. of
Agriculture letter on your person
(this has also been sent to Chapter
leaders).
And last but not least, I also ask
that individual members purchase
personal ads; these will be shown
on the Freedom Fighters page and
are very important both for our
success and our legacy.
Page 11 is an ad layout sizing chart
with prices enumerated for both
black and white and color. Copy for
ads may be camera ready, or sent
electronically in JPG or PDF at a
minimum of 300 dpi resolution.
The Book will contain many pages
that tell our story, and as many
pages of ads as we can secure. Ads
should be on white paper. Every
size ad is shown in the mock up
and all Chapters need to do is sell
the ads and get them to me as soon
as possible. April 1st is the dead-
line, but for my sanity, the earlier
the better.

Winter Council Meet-
ing, January 25, 2014,
Altamonte Springs. (Please see
page 17 for registration form.)
I do not have the agenda for this
meeting, but normally, it will start
about 9:30 or 10:00 with the first
half-hour devoted to training for
Chapters.
This is followed by DoF Business,
and then after a lunch break, Chap-
ters are given about three minutes
each to tell what is going on in
their Chapters.
Of course Chapters have the oppor-
tunity to propose DoF actions but
generally they do not.
There is generally good will among
all. I have liked going. And I urge
as many members to come as pos-
sible—all are welcome whether a
member of a Chapter or not, but
only DoF officers and Chapter
Presidents and Commanders may
vote at the Council meetings.
When we get any more information
on the Council meeting we will
pass it on.
The DoF News
There is not too much to say about
the News, except that I want it to
serve as a vehicle to report on DoF
activities and events, planning for
future ones, and as a vehicle to
help inform all KWVA members
how to get the most of their mem-
bership.
This issue is a bit long, but I think
the contents justify this length. It
will go to all members who receive
their Graybeards at a FL address,
and who have a valid email.
It may go out under a “junk email,”

Subject: Association Bylaws change
petition.
Beginning on the next page and extending onto the
flip-page following is a petition to the KWVA to
change Association Bylaws and Procedures to specifi-
cally enable Active Associate Members to hold certain
appointed Chapter positions, notably Secretary and
Treasurer.
The reasons that we think support allowing such ap-
pointments are clearly outlined in the referenced pe-
tition. My purpose in presenting it here is to make
you aware of the Petition, and to ask you to read and
support it
Also, I want you to be aware of the fact that we have
prepared the petition as coming from President Bob
Hebner, DoF President. We did this because we felt it
would have more impact if came from DoF with its
twenty Chapters cosigning.
But, in the event your Chapter will not be represented
at the January 28, 2014, Council Meeting in Altamon-
te Springs, or that DoF will not support it, I would
very much appreciate it if you would extract it from
this document, put your return address in the place at
top, and get as many to sign it from your chapter as
possible, and send it to Chairman Ewing.

DoF History
I’ve left too little space for a dis-
cussion of DoF History. What I
am doing, or trying to do, is digit-
ize all materials of historic value
in DoF.
While I found a lot of photos in
three ring binders, what I have
seen is mostly spurious, i.e., it
does not specifically relate to DoF.
More about this next time too!

Bylaws change: To specifically enable Active Associate Members to hold certain appointed Chapter positions.
Whereas: The population of KWVA Regular Members with the desire and skill-sets needed to fill certain
Chapter officer, board and other positions is declining as we age, and
Whereas: The practice of filling Chapter Officer positions with a “quasi-officer” and then having the actual
duties performed by another person is perceived as not only unethical and perhaps illegal, and but it is unac-
ceptable to those willing and able to serve, and
Whereas: KWVA Active Associate Members with the desire and skill-sets to perform the duties of certain
Chapter Officer and Board of Director positions are more readily available to fill these positions, and
Whereas: These persons are much more capable of performing the duties of these positions, especially in to-
day’s automated environment, and
Whereas: At least one Department of Florida otherwise active chapter is considered Active-NA because it has
appointed Active Associate Members to its Secretary and Treasurer positions, and
Whereas: Others Florida Chapters have indicated a need for this authority.
NOW THEREFORE, BE IT RESOLVED: That ARTICLE V, DEPARTMENTS AND CHAPTERS, II Chapters,
Section 4 of existing Bylaws be changed as follows:
Existing:
Officers. Each Chapter of the Korean War Veterans Association, Inc. shall elect a Chapter President, Vice

President(s), and elect or appoint a Secretary, a Treasurer and if so required, Directors, to form at least a
Council/Board of ten (10), according to approved Chapter Bylaws. The results of said election shall be trans-
mitted forthwith to the KWVA Secretary. The President shall appoint all other Officers and Committees with
the approval of the Council/Board. Chapter Bylaws will determine if those who are appointed to the Council/
Board will have the right to vote in Chapter matters. After their election to the office in the Chapter, the Presi-
dent and Vice President(s) titles can be changed to Commander and Vice Commanders, with the approval of
the Chapter membership, during their time in office. No person may hold two (2) elective offices, except for
Secretary and Treasurer, which may be held by one (1) person if elected or appointed.
