    TimeFrameofProgram:Ongoing planning will be required for the online librarian (with the support of the faculty, staff,and student advisory committee) to solicit and establish relationships; clarify goals and

    objectives with online faculty and GPCs Military Outreach Program. Elementsoftheprogram

    (i.e.webpagetofeaturestudentartwork,bookdiscussionblog;internalwikiforlibrary

    staff&facultycollaboration,studentwikifordiscussionofglobalimpactofmilitary

    conflicts)willbeongoingbaseduponresponsefromthetargetaudience.

    GoalsandRationaleofProgram:

    The program is based on the following AASL Standards for 21st

    basedMilitaryOutreachProgram.Veteranfriendlycollegesareestablishingoutreach

    programstohelpveteranstransitionfromamilitarylifestyletocivilianlifestyleina

    proactivewaythatreducesanystigmatheveteranmayfeelisassociatedwithaskingfor

    help(Lokken, Pfeffer, McAuley, & Strong, 2009).

    IntendedAudienceandDemographics:Georgia Perimeter College (GPC) is the largest associate degree-granting college and the third

    largest institution in the University System of Georgia. GPC has five locations in metroAtlanta. As of Fall 2011, there were [4256 exclusively online students] (52% between the ages of

    21-30; 23% between the ages of 31-40; 13% between the ages of 16-20; 72% female; 28% male;

    98% from GA; 39% 1st generation college students. The ethnicity represented in the studentbody includes 52% African Descent, 39% European Descent, 4% Asian, and 5% other

    (American Indian, Pacific Islanders)) (Fact Sheet, 2010).

    GPC enrolls the largest population of veterans among 35 University System of Georgia (USG)colleges, serving them through its advising and counseling center and Military Outreach Center

    (Impact Report, 2011).

    StepsforImplementation:1. Online librarian to coordinate virtual meetings (regularly scheduled prior to the start of Fall,

    Spring, and Summer class terms) inviting online faculty to make them aware of all library

    programming being conducted throughout the term. The purpose is to discuss how the libraryprogramming may seamlessly be integrated into their course curriculum in effort to better show

    support for online students. Student centered learning is a primary characteristic of educationreform efforts. Students, faculty, and staff must actively contribute to support and promote thistype of education in higher education (Rizescu & Rizescu, 2009).

    2.OnlinelibrariantomeetwiththeMilitaryOutreachProgramDirectortobrainstormways

    thelibraryprogramcanvirtuallyincreaseawarenessoftheirservices.3. Student assistant to establish internal wiki for faculty, library staff, and student advisorycommittee to exchange ideas about the best resources (books, articles, videos, and various

    artwork) related to military conflict worldwide to be featured on various library website pages

    and/or social networks.4. Student assistant to add web content promoting the program and online website resources

    throughout the month of September and October to have a sufficient variety of resources posted

    by November prior to Veterans Day.5. Student assistant to design and launch a website page to feature various types of original

    artwork submitted by students (i.e. recordings of poetry readings, short stories, music, recordings

    of dance routines, paintings, etc.). The artwork featured throughout the month of May will beprimarily focused on the Military Appreciation Month theme.

    6. Student assistant to establish wiki for student collaboration by multiple class sections

    (spanning several terms) to add content documenting the global impact of war on international

    relationships; to be updated by students and faculty as students work on various class projects.

    7. Throughout the month of March, solicit ideas for a compelling Cost of Freedom collage

    from students through a design competition promoted through the monthly newsletter, the library

    website, and social media to be used on electronic and physical banners to be displayed duringmilitary appreciation month.

    8. Ensure that the Office of Institutional Technology has added the chat feature to the military

    outreach webpage no later than the end of April prior to the virtual open house to be conductedthroughout the month of May.

    9.Inviterepresentativesfromvariousnationalmilitaryoutreachprogramstoactivelyjoin

    ourdiscussionsonTwitterandFacebookthroughoutthevirtualopenhouseperiod.

    FundingandBudgetNeeds:Additional funding will need to be allocated for a student assistant to the online librarian

    working 19 hours per week. *Currently,thereisalibrariandesignatedforonlinelibrary

    servicesbuttheyarealsoresponsibleforoneofGPCssmallercampuslibrariestherefore

    additionalsupportmaybeneededasonlinestudentresponselevelincreases.No additional hardware or software investment is required. A work station for the student

    assistant equipped with the necessary hardware and software for website design and desktop

    publishing are readily available and support from the Office of Technology is readily accessibleas well.

    Printing costs will need to be budgeted for the production of banners to be

    displayed near the campus libraries as well as various student services offices advertising the

    programstoparticipateinavirtualopenhousethroughoutthemonthofMay(National

    MilitaryAppreciationMonth).

    StudentAdvisoryCommitteefacilitatingandmonitoringquestionsandcommentsonthe

    programsinternalcollaborationblog.StudentswillrandomlypostThisdayinhistory

    statementstopromptdiscussion.

    OnlineFacultyfacilitatingandmediating(asneeded)discussion.Thegoalistoavoid

    censoringcommentsbutduetothedifferencesinperspective,itisexpectedthatsomelevel

    ofmediationwillberequiredtominimizethenegativeimpactofinflammatory

    comments.

    Marketing:Design The Cost of Freedom electronic marketing campaign that arouses student curiosity

    enough to lead them to click on links posted on miscellaneous GPC website pages & variousstudent services social network fan pages.

    Include Cost of Freedom featured articles in the librarys monthly eNewsletter to be distributed

    to the exclusively online student & faculty email list. *Soliciting content from students and

    faculty for the monthly newsletter is essential for maintaining engagement with the library

    programs.

    Display banners advertising the The Cost of Freedom online program to be displayed duringthe month of May in common areas leading up to the campus libraries. The idea is to arouse

    curiosity and promote dialogue by encouraging both face-to-face and online students to just

    begin to question the cost of freedom.

    YouthParticipation:The student advisory committee will be asked to suggest ideas about military themed projects

    that would appeal to the target demographic(s).

    Student volunteers will also play a critical role in facilitating online discussion. They willinitially be needed to demonstrate the use of various platforms for presentation and discussion

    such as the VoiceThread presentation tool which will be incorporated within the featured book

    review blog.Students who are in the military, or veterans, or who know veterans will be encouraged using

    prompts posted on social media to share stories describing the personal and social impact of

    military service on their lives. Interviews or recorded messages can be recorded and uploadedusing a web 2.0 presentation or video tool (i.e. Slideshare, Slideboom, Prezi, YouTube).

    Evaluation:A student assistant will be responsible for monitoring and reporting the traffic to various onlinelibrary pages. They will also be responsible for monitoring and tracking the number of people

    who like our fan page on Facebook and follow us on Twitter. We will use this data to

    determine what content has more or less appeal for our target audience.The Office of Institutional Technology is also be monitoring the usage level of the Ask a

    Librarian chat service that is accessible from the library webpages and also accessible using

    mobile devices.

    Incooperationwithfacultyintegratingthethemeofthelibraryprogramwithvariousclass

    projects,wewilldesignstudentevaluationformsthatassesswhetherornottheyfoundresourcesandservicesprovidedbytheonlinelibrarytobeadequate.

    Resources:Resources will include links to references provided on the online library: webpages,Facebook and Twitter accounts.

    Develop and publish online a comprehensive book list which includes texts that address military

    conflicts from various perspectives: historical, social, economic, and political impact.

    Selected books from each area will be the focus of a book review including a brief summary andimage of book cover.

    In an ongoing effort to encourage dialogue, students will be encouraged to create VoiceThread

    presentation videos about their favorite book(s), poems, songs, artwork, etc. to share their

    thoughts related to current or past military conflict. Using VoiceThread the discussion about abook can be extended further with viewers leaving recorded comments.
