1. Updated Task Chart The Chair to present an annual report to Council February/March 2019 Request to Council to amend terms of reference to increase number of

meetings from four to six times a year Increase public awareness about local policing matters

2. OPP Highway 7 Report

Inspector Needham MTO responsive to the recommendations made by the Lanark OPP; signage has been posted; and a full MTO investigation is underway regarding the contributing factors; majority of offense notices issued for speeding

3. Mississippi Mill’s policy and procedure for removing vehicles The Chair to provide list of upcoming Legion events to CAO for future

planning consideration CAO to review current by-law regarding vehicle removal/relocation

F. ROUND TABLE

Inspector Needham – approved crime’s grant will result in new collaboration between the Lanark County Detachment and the Lanark County Mental Health. Councillor Torrance – positive relationship developing between the Youth Centre and Lanark County OPP; fundraising opportunities being directed at trouble with youth.

As one of my primary goals is to keep you informed of the latest initiatives relevant to OPP municipal policing.

Please note that: The Safer Ontario Act, 2018, which creates, among other legislations, a new Police

Services Act, 2018 (PSA 2018), received Royal Assent on March 8, 2018. Before thelegislation becomes law, a collection of supporting regulations must be developed,so the Act can be ready for proclamation by the Lieutenant Governor. Until the PSA2018 is proclaimed by the Lieutenant Governor, the existing PSA 1990 continues toapply.

As of July 1st, 2018, Motor Vehicle Accident Reports (MVAR) to third partyrequestors (such as Insurance Services Bureau Canada) are to be directed to theMinistry of Transportation (MTO). The traffic reports are MTO documents that MTOis responsible to provide to third party requestors; the OPP is just assisting withcompleting them. As such, when the OPP created our internal collision reportingsystem the decision was made to return the responsibility for providing the requeststo third party requestors back to MTO. As a result, the OPP Detachmentadministrative staff will resume fulfilling their main responsibilities of assistingofficers, municipalities and civilian governance structures. This change in processwill result in a reduction of the total revenue collected by the detachments on behalfof municipalities as these requests will no longer be processed by the OPP. PaperMVAR unit 4 and 5 provided basic information for the driver, which is now the“driver’s “ portion of the report. It can either be printed or emailed on eCRS to driversinvolved in collisions at their request. The OPP continues to promote community policing model, where the focus is on community needs and public trust. Recent initiatives such as Fraud prevention month and OPP Gun Amnesty combined with our ongoing community mobilization situation tables showcase the proactive form of law enforcement based on education and community effort adopted to improve community relationships and prevent crime before it happens. Implementation of these recent projects and initiatives demonstrates once again our commitment to decreasing crime through reducing the number of calls for services and making our communities safer.

Between now and the end of this year our bureau will continue develop innovative solutions designed to further streamline our operations and enhance municipal policing services

offered to all OPP-policed municipalities. In fact, I believe that our ongoing efforts to continuously improve our services will be a never-ending quest.

In addition to the ongoing and organic growth of our current projects, the OPP Municipal Policing Bureau recently sought your input on a quick survey which will help us assess your communication needs moving forward. We had some great input and suggestions from survey respondents. We plan on implementing some of them right away and look at others for medium-term implementation. Thank you once again for your time responding to the survey.

ONTARIO ASSOCIATION OF POLICE SERVICES BOARDS (OAPSB) ZONE 2 – EASTERN ONTARIO REGION MEETING

MINUTES

The Annual General Meeting of the OAPSB Zone 2 was held on Friday, April 20, 2018 at 9:30 a.m. at the La Cite Golf Course, Hawkesbury, Ontario hosted by the Hawkesbury Police Services Board. PRESENT A total of 46 members of the OAPSB Zone 2 were in attendance representing 20 separate Zone 2 Police Services Boards and Community Policing Advisory Committees. Attached please find a copy of the registration list that was circulated at the meeting. VISITORS David Tilley, Advisor, Ministry of Community Safety and Correctional Services (MCSCS) Fred Kaustinen, Executive Director, OAPSB Dr. Suzanne Filion, Phd, C. Meeting Call to Order

Chairperson Neil Fennell called the meeting to order at 9:30 a.m.

2. Chair’s Welcome and Opening Remarks

Chairperson Fennell called the meeting to order. He introduced himself, welcomed everyone to Hawkesbury. He then: • thanked the Hawkesbury Police Services Board (PSB) for hosting the meeting; • thanked Robert Lefebvre and Inspector Campisi for their work in organizing the

agenda for the meeting; • advised everyone that lunch would be served at 12:30 p.m. Jeanne Charlebois, Hawkesbury Mayor was then introduced by Chairperson Fennell and she thanked her Board for organizing the event. She invited everyone in attendance to come back to visit to Hawkesbury again and she thanked the members of Police Services and Boards in attendance for their work. Chairperson Fennell thanked Mayor Charlebois. Chairperson Fennel also noted the attendance of Fred Kaustinen, OAPSB and Chair Eli El-Chantiry of the Ottawa PSB.

6. Delegations

a. Fred Kaustinen Re: Status of Safer Ontario Act and Regulations Mr. Kaustinen provided a presentation on the status of the Safer Ontario Act and Regulations which included the following information: • The Act received Royal Assent and will take effect on the date proclaimed by

the Lieutenant Governor • A number of changes are included in the Act and his presentation addressed

the following points: o How it impacts other legislation – the new Act will impact 64 other

Acts o The regulations under the Act

There is a great deal of work to be done was the legislation is proclaimed

Will include matters such as Transition to Detachment / First Nations Boards; competency of Board members; public Board meetings; annual evaluation of police chiefs; record keeping including minutes; policing and standards; Board member training

o Governance changes: Offered to First Nations for the first time 222 municipalities out of 444 are represented by PSBs; the Act

will ensure representation for all municipalities Requires mandatory Board training and performance standards There will be 1 or more PSBs per Detachment

o Diversity Police services members need to represent diversity in

communities they serve Diversity of Board members Diversity and First Nations training of Board members

o Collaboration Between police and other service providers i.e. other health

agencies, school boards, Children’s Aid Societies, etc. A mandatory community and well-being plan will be required Grants awarded will take into consideration collaboration and

innovation Shared service agreements will now be permitted between

contiguous and non-contiguous communities Alternate Service Delivery utilizing the private sector

o Ontario Special Investigations Unit Comes into effect at the end of June Special constables will be subject to the OSIU

o Discipline Public complaints will be inspected by a Public Complaints

Directorate of which at least ½ will be non-police members There will be limited ability to suspend without pay The disciplinary process applies to former police officers

When Mr. Kaustinen had completed his presentation, members were afforded the opportunity to ask questions. After all questions had been addressed, Chairperson Fennell thanked Mr. Kaustinen for his presentation.

b. Keynote Speaker: Dr. Suzanne Filion, Phd C. Psych, Clinical Psychologist/Speaker Re: Mental Health Treatment and Advocacy

Dr. Suzanne Filion, who specializes in Post-Traumatic Stress Disorder (PTSD), anxiety and depression, gave a presentation on Hawkesbury Hospital’s Grrreat Plan. Her presentation included information on the following:

• Reviewed profile information for the communities of Glengarry-Prescott-Russell relative to Ontario as a whole

• Reviewed the challenges faced in these communities such as fewer/no services, lack of transportation options and isolation

• Service delivery is provided through the main campus at the Hawkesbury Hospital, offices in Clarence-Rockland, Casselman and Hawkesbury and outreach services by 60 health professionals including psychiatrists and psychologists and various community and other partners i.e. Ottawa Hospital, Royal Ottawa Hospital, etc.

• Reviewed the various mental health and additions community services offered such as crisis, addictions, mental health and geriatric-psychiatry

• Reviewed the 2020 Tactical Plan for the Area and how funding through the Bell Let’s Talk Funding assisted in its delivery

• Information was provided on the Diabetes Mental Health Issues and Cyber Psychology programs

• Spoke about resilience and encouraging resiliency training • Reviewed PTSD – it hides under many issues such as drugs/alcohol,

depression, phobia, anxiety, etc. There are 2 ways to help: coping strategies which do not fix the trauma or specialized help to treat the trauma

After all questions had been addressed, Chairperson Fennell thanked Dr. Filion for her presentation.

c. Inspector Franca Campisi, Hawkesbury OPP Detachment Commander and Constable Mario Gratton, Hawkesbury Community Services Officer Re: The Development of the Area’s Situation Table Inspector Campisi and Constable Gratton gave a presentation on their Area’s Situation Table. The presentation included information on the following: • The OPP is committed to the communities they serve • Ideas and strategies need to be developed • The PSB needs to support the police service • There is one Situation Table which serves Prescott-Russell-North Glengarry

(includes the Russell Detachment) • In terms of the Situation Table, the presentation reviewed the stakeholders

involved; the purpose; the timeline; what a situation table is and the filters used to share information and the statistics for the situation table since its formation including the savings in terms of calls for service and next steps

Chairperson Fennell thanked Inspector Campisi and Constable Gratton for their presentation.

d. Johanne Renaud, CMHA Champlain East Re: Mental Health and the Justice System Ms. Renaud provided information on the following as part of her presentation: • Reviewed various court-related programs and services:

o pre-charge diversion program which is a voluntary agreement The OPP have a Mental Health Strategy entitled “Our People;

Our Communities” The local area Situation Table assists with this program Reviewed the types of offences eligible to participate in the

program i.e. thefts under $5,000, mischief, fraud Reviewed reasons for pre-charge diversion i.e. reduced calls

for service, better chance of future employment; no criminal record etc. The program also results in a reduced workload on the court system;

Reviewed the process involved o Release from Custody at Court Services Program which was

established in 2010. This program helps people who are released from a distant court to obtain their personal effects

o Court Liaison services which are provided to clients older than 18 years of age. The Province is looking at implementing this program province-wide. Templates for this program were offered for anyone interested

o Mental Health Diversion Program which is a program greater than 12 months and is offered to clients older than 16 years.

o Court Support Program

o Intensive Case Management – an assessment and planning tool used in Ontario, Quebec, and the USA. She reviewed the goals of the program, the fact that mobile services are provided and the client profile that the program serves

o Reviewed other programs and services such as the Group Programs offered i.e. Anger Solutions

• Reviewed statistics for the various programs offered

Chairperson Fennell thanked Ms. Renaud for her presentation. 7. Secretary-Treasurer’s Report a. Financial Report

The Treasurer provided a summary of the financial statement indicating a bank balance of $5,148.73 to April 19, 2018. She circulated a copy of the financial statement outlining the revenues and expenses that had transpired since the last report. Moved by Diane Smithson, Mississippi Mills Seconded by Andre Rivette, Cornwall THAT the financial report to April 19, 2018 showing a bank balance of $5,148.73 be approved as presented by the Secretary-Treasurer.

b. Correspondence

The Secretary advised that there was no correspondence to report on. 8. Updates

a. David Tilley, Police Services Advisor, MCSCS

Mr. Tilley provided information on the following issues: • The Safer Ontario Act and Police Services Act 2018 received Royal Assent

on March 8, 2018. Before the legislation is proclaimed and becomes law, supporting regulations must be developed.

• No new Provincial Appointees will be appointed by the Public Appointments Secretariat until after the Provincial election in June, however, reappointments are still being issued until December 31, 2018. Members were asked to speak with David if their appointments would be expiring between now and July 31, 2018.

• As part of the legislative changes under the Safer Ontario Act, 2018, community safety and well-being planning is being mandated to municipalities. Municipalities will have 2 years once the legislation is proclaimed to come into force to develop and adopt their first plan. Free booklets are available from the Ministry’s website.

• The Proceeds of Crime grant application process closed on December 22, 2017. Applicants will be advised if they are successful by April 30, 2018.

• Reviewed other grant programs such as the Safer and Vital Communities Grant, Policing Effectiveness and Modernization Grant, Supporting Police Response to Sexual Violence and Harassment Grant, Constable Joe MacDonald Public Safety Officers’ Survivors Scholarship Fund and Reduce Impaired Driving Everywhere (R.I.D.E.) Grant

• In terms of Major Case Management Inspection Program, notices went out in January. Three (3) pilot sites have been chosen. The Ministry is now scheduling for inspections this year into early next year. The OPP’s inspection will be completed next year.

After all questions had been addressed, Chairperson Fennell thanked Mr. Tilley for his presentation.

b. King Yee, OAPSB Zone 2 Director

Mr. Yee provided comments or information on the following matters: • Eli El-Chantiry, the Executive Board and Fred Kaustinen were recognized for

their work in obtaining input from the members in regard to Bill 175 • advised that the OAPSB Annual General Meeting is being held May 22-26,

2018 in Blue Mountain • The Annual OAPSB Labour Conference will be held in Toronto in

September. The conference will be worthwhile as there will be a coordinated seminar which will be helpful with the number of policing contracts due this year. Any settlements are used in negotiating with the OPP.

Chairperson Fennell thanked Mr. Yee for the information.

a. Consideration of contributing to the OAPSB Annual Conference scheduled for May 22-26, 2018 in Blue Mountain (Note: In the past a contribution of $1,000 has been made). David Tilley called for nominations for the position of Vice-Chairperson. Moved by Warren McMeekin, Lanark Highlands Seconded by Harry Baker, Beckwith THAT Tom Bird be nominated for the position of Vice-Chairperson for a one-year term.
