Mr. Imre Szabo was to be in attendance concerning a proposed Section 936 Order regarding a dilapidated building at 11120 - 124 Street. Mr. Szabo was not present.

It was Moved by Alderman Fomich Seconded by Alderman Huot That the Council of The Corporation of

the District of Surrey hereby declares that the dilapidated building located on Lot Two (21, Block Four (4) of Section Seventeen (171, Block Five (5) North, Range Two (2) West, Plan Seven Thousand Eight Hundred Sixty-Eight (78681, New Westminster District, being 11120 - 124 Street, Surrey, B.C., is in so dilapidated and uncleanly a condition as to be offensive to the community. It is hereby ordered that the said dilapidated building be demolished, foundation removed or filled in with clean granular material if necessary, and all debris removed from the site by the owners or agent of the owners within sixty (60) days of service of this order upon them. It is further ordered that, should the owners or agent of the owners fail to comply with the aforesaid order within the said period of sixty (60) days, the Permits & Licenses Department, by our own workmen or contractors, may be instructed to enter on the land and demolish the dilapidated building and remove the debris from the site at the expense of the owner, and the charges for so doing, if unpaid by the owner on the 31st day of December of any year, shall be added to and form part of the taxes payable in respect of that land as taxes in arrears.

The report indicated that the present plan designations for the site were as follows:

a. Official Community Plan (1985) - Designation Map: Suburban - Overall Land Use: Suburban - Newton Plan: Suburban; and

b. The site lies within the jurisdiction of the Ministry of Transportation and Highways.

The Planning Committee's recommendation was dealt with as follows:

It was Moved by Alderman Huot Seconded by Alderman Campbell That Application No. 5685-443 be

approved to proceed for rezoning from "Agricultural Zone Three (A-3)" to 'Recreation Zone (P-R)" under Section 716 of the Municipal Act, subject to:

1. Input from the Federal/Provincial Fisheries;

2. Consolidation of the two properties to the satisfaction of the Approving Officer;

3. Solution of the concerns expressed by the Municipal Engineer;

4. Approval from the Ministry of Environment;

5. Approval of the Agricultural Land Commission; and

6. Declaration of the area as a Mandatory Development Permit Area and issuance of a Development Permit.

Such approval to be valid for six months from this date.

(17) Manager's Report PLA 001 Rob Stewart - Proposed Trailer Court and Existing Operation at 11940 Old Yale Road

The Municipal Manager had submitted a report from the Chief Inspector to the Planning Committee, in response to concerns raised with respect to Mr. Stewart's rezoning application.

The Planning Committee's recommendation was dealt with as follows:

It was Moved by Alderman Huot Seconded by Alderman Watkins That the report be received. Carried

2. Heritage Advisory Committee

Alderman Higginbotham made reference to the "Surrey Heritage" booklet and pointed out that this is an outline and understanding of Surrey's heritage. Alderman Higginbotham advised that the Heritage Advisory Committee had produced this booklet. Alderman Higginbotham noted that this booklet is available for $9.50 through the Clerk's Department.

Alderman Higginbotham also pointed out that the booklet will be displayed in various libraries and school libraries throughout Surrey.

Alderman Watkins suggested that the heritage booklet be donated to all schools in Surrey.

The Acting Municipal Manager commented that this is a staff report on the GVRD Policy Coordinating Committee's response to the CTC-RTC decision on dangerous-goods transportation by rail, which was dealt with in the Mayor's Report. In addition to supporting the Policy Coordinating Committee's response, we feel that Surrey should make the further statement outlined in Recommendation 2 of the report.

This item was dealt with under Manager's Report E.2.

Item No. R561 - Fire Permits - Barnston Island (2010-001)

The Acting Municipal Manager submitted a report from the Fire Chief concerning fire permits for Barnston Island.

The report indicated the Fire Chief has received correspondence from Mr. Gilmour, Administrative Officer for Electorial Area "B", requesting that the Surrey Fire Department become responsible for the issuance of fire permits during the "fire-season" on Barnston Island. The report stated that this correspondence requests the Surrey Fire Department issue burning permits on the Island, with infraction reporting left up to local residents and RCMP enforcement. The Fire Chief pointed out that, in his view, this proposal was not workable.

The Fire Chief was recommending that:

1. The Surrey Fire Department not issue fire permits for Barnston Island: and

2. The Fire Chief write the GVRD, suggesting that the British Columbia Fire Commissioner's Office may be of assistance.

The Acting Municipal Manager was recommending that the recommendation of the Fire Chief be approved.

The report indicated the Engineering Department has recommended the installation of two 100-Watt Sodium Vapour Lights. Surrey's annual cost, based on 1985 rates, will be $244.08, with levy receipts totalling $52.00, leaving $192.08 to be paid by the utility . The Acting Parks and Recreation Administrator was recommending that Council consider the establishment of an Expo 86 floral display on the front lawn of the Municipal Hall.

The Acting Municipal Manager commented that if Council wishes to proceed with this project, separate funding would have to be established within the 1986 Budget.

The Acting Municipal Manager submitted a joint report from the Chief Inspector and Municipal Engineer, concerning a copy of correspondence to the Ministry of Consumer and Corporate Affairs from Mr. W. Fehr regarding the towing away of Mr. Fehr's vehicle.

The Chief Inspector and Municipal Engineer were recommending:

1. That Surrey's Zoning By-law No. 5942 be amended to provide regulations for proper delineation of off-street parking spaces and identification of visitor parking spaces.

2. That the Chief Inspector notify all apartment owners that their parking must be maintained according to the Zoning By-law, clearly marked and not restricted in any way 24 hours per day.

Item No. R572 - Servicing of Parking Area - Cedar Grove Baptist Church

(Formerly Ellendale Heights Baptist Church) - Located at 10330 - 144 Street (2152-14400)

The Municipal Manager submitted a report from the Chief Inspector concerning the servicing of the parking area for the Cedar Grove Baptist Church, located at 10330 - 144 Street.

The report pointed out that economic conditions have not improved favourably for the Church at this time. The Church obviously cannot raise the funds immediately to complete their paving requirements. Council may wish to extend the time period for completion of the paving to the end of 1986, giving the Church the opportunity to raise the necessary funds.

The Chief Inspector was recommending that Council extend the time period for completion of the required paving to the end of 1986.

Item No. R573 - Renovations to the Muni.cipa1 House at 13355 - 68 Avenue for lleen Drop-In Centre

The Acting Municipal Manager submitted a report from the Chief Inspector concerning the proposed teen centre on 68 Avenue.

The report pointed out that Council has approved $47,000 to convert an existing house into a teen centre, which will be managed by the Parks & Recreation Department. The report indicated that in consultation with the Parks & Recreation staff, a set of drawings and detailed scope of the work has been developed. To implement the project, t:he Corporation has two options.

The Chief Inspector was recommending that Council sign a standard Form of Construction Contract with Gary Grelish, to convert the existing residential house into a Teen Centre fo r an upset price of $30,000.

The Acting Municipal Manager commented that on August 26, 1985, Council approved the use of the referenced house as a Teen Drop-In Centre and $47,000 for its renovation.

The Acting Municipal Manager was recommending that the recommendation of the Chief Inspector be approved in principle, subject to the Chief Inspector and the Municipal Solicitor establishing a satisfactory agreement between Surrey and Mr. Grelish.

The report indicated the Parks & Recreation Commission discussed and approved the applications for grants under the Canadian Jobs Strategy and Job Development Grant Program at its meeting on November 6th. The applications include three staff who will be working on the 1986 B.C. Championships for the Physically Disabled, which has been awarded to the Municipality to host. It is anticipated that the staff will be hired for thirty-five weeks.

The Acting Parks and Recreation Administrator was recommending that Council approve the applications under the Canadian Jobs Strategy and Job Development Grant Program.

The Acting Municipal Manager submitted a report on the purchase of a walkway between Unwin Park and Pioneer Park, which was discussed at the Regular Council meeting held on October 21, 1985.

The Acting Municipal Manager commented that on October 21, 1985, Council tabled Land Purchase By-law No. 8390, pending a staff report on the implications of the footpath from a crime prevention point of view.

Item No. R576 - City of Port Moody Productivity Data Base - Regular Council Meeting October 21/85 (0810-001)

The Acting Municipal Manager submitted a report from the Marketing Manager concerning the City of Port Moody Productivity Data Base, which was discussed at the Regular Council meeting October 21, 1985.

The report indicated that there are very few measures of productivity which provide true and meaningful comparisons amongst municipalities. However, the 1:CMA has developed measures of this type, including ratios of financial nature and personnel nature, and ranges of acceptability. While these indicators cannot be taken as absolutes, if they are collected year by year on the same basis, they can become indicators of trends within the municipality, but not: necessarily between municipalities.

The Marketing Manager was recommending that Council support the resolution from The City of Port Moody,, requesting that the GVRD establish a productivity data base and that the GVRD contact the International City Managers' Association and the Canadian Association of Municipal Administrators to secure the information already established by these bodies in defining productivity in a municipal setting.

The Acting Municipal Manager stated that he agreed with the comments of the Marketing Manager about: the difficulty in comparing municipalities.

The Acting Municipal Manager submitted a report from the Municipal Treasurer concerning the proposed Machinery and Equipment Depreciation Reserve By-law, 1985.

The report indicated that the proposed By-law will set aside $371,400 in 1985 for the replacement of worn out or obsolete equipment. Assuming this 1985 depreciation provision is approved, the following balances are estimated for December 31, 1985:

The report indicated the Development Permit was extended for one-year periods in 1983 and 1984. Prior to the renewal to December 4, 1985, Council requested that the site be reinstated to the satisfaction of the Chief Inspector. The site was subsequently reinstated to a condition satisfactory to the Chief Inspector.

The Deputy Planner - Current was recommending that Council pass a resolution authorizing the renewal of Development Permit 6781-339 for a period of one year to December 4, 1986.

9. Public Hearinq

10. Election Proclamation

The Election Proclamation was not made at this meeting.

Alderman Bose raised the matter of enumeration and pointed out there are 72,000 registered voters in Surrey, with a population of approximately 168,000. Alderman Bose noted that the Voters List should have approximately 112,000 to 120,000 registered voters.

The Municipal Clerk stated that he has made a provision of $50,000 to $60,000 in the 1986 Budget for an enumeration. The enumeration would take place in the spring and the Clerk's Department could also undertake to have polling cards. The Municipal Clerk added that he is considerinq the matter of polling divisions as well.

The Municipal Clerk concluded by pointing out that there are changes coming to the Municipal Act that would permit only Canadian citizens to vote in Municipal elections.

In answer to a question, the Municipal Clerk stated that the cost of polling cards would be approximately $10,000 and an additional $2,000 to $4,000 would be required for mailing.

Alderman Easton noted that the cost of enumeration is expensive. Alderman Easton pointed out that yearly elections are very expensive and lead to voter apathy,. Alderman Easton suggested two-year elections, rather than an enumeration.
