In addition to street, sew- er, water and other normal City projects, the City works on flood mapping, flood control and flood risk reduction projects. The City occasionally requests cost-share participation from state and federal agencies such as USDA Rural Develop- ment, Housing and Urban Development (HUD), the State Revolving Fund (SRF) loan programs and the North Dakota State Water Commission (the “SWC”) re- garding various studies, project develop- ment, design, and construction activities. In accordance with cost-share policies, the City must conduct an engineering services selection process at least every three years to qualify for cost-share re- garding project engineering and develop- ment. This RFQ process will satisfy the cost-share requirements of any state or federal agency. REGARDING ENGINEERING SERVICES

The City of Mapleton (“City”) is a municipal corporation in Cass County, North Dakota. In addition to street, sew-er, water and other normal City projects, the City works on flood mapping, flood control and flood risk reduction projects. The City occasionally requests cost-share participation from state and federal agencies such as USDA Rural Develop-ment, Housing and Urban Development (HUD), the State Revolving Fund (SRF) loan programs and the North Dakota State Water Commission (the “SWC”) re-garding various studies, project develop-ment, design, and construction activities. In accordance with cost-share policies, the City must conduct an engineering services selection process at least every three years to qualify for cost-share re-garding project engineering and develop-ment. This RFQ process will satisfy the cost-share requirements of any state or federal agency.

Scope of ServicesThe City is seeking general engi-

neering services and consulting to assist, advise, and act on behalf of the City re-garding proceedings and projects, includ-ing a Ground Storage Reservoir project, of the City, including regular attendance at meetings of the City, project develop-ment, study, survey, design, bidding, contract administration, construction inspection, property acquisition, regu-lar cooperation and interaction with the City’s staff, legal counsel, and other con-sultants, and otherwise performing all other tasks as necessary to act on the City’s behalf.

Submission RequirementsThe Qualification Statements must

include:1. Name of Respondent and general

information regarding Respondent’s en-tity structure;

2. Name, title, address, telephone number, and email address of contact person authorized to contractually obli-gate Respondent;

3. General introduction and brief his-tory of Respondent;

4. Description of Respondent’s spe-cialized or relevant experience or knowl-edge;

5. Confirmation that Respondent meets the appropriate North Dakota li-censing requirements;

6. Description of noteworthy infra-structure projects Respondent has devel-oped, designed, administered, and man-aged in the area, specifically including sewer, water, storm sewer, street and flood control projects;

7. Description of any other character-istics that would be uniquely relevant in evaluating Respondent’s experience;

8. Identification of key management, field, and staff members Respondent would assign to provide City’s services;

9. Information regarding Respon-dent’s management, field, and staff members designated above, including name, position, telephone number, email address, education, and experience, in-cluding information regarding relevant project experience; and

10. General description of Respon-dent’s ability to meet Respondent’s time and budget requirements.
