THE CITY OF BERKELEY The City of Berkeley covers approximately 10 square miles with a population of 112,000 residents. The population is highly educated and ethnically, economically, socially and politically diverse. Berkeley is noted for its activism and community involvement.

Sheltered by rolling hills and bordered by the San Francisco Bay, Berkeley enjoys a mild climate year-round. Acres of open space, neighborhood parks and City bike lanes offer numerous opportunities to explore the outdoors. The mild coastal climate allows the community to enjoy Berkeley’s wide variety of recreational and leisure opportunities whatever the season.

Berkeley has a wealth of cultural life, and there is much to enjoy within the City’s few square miles. The public marina, panoramic bay views, international shops and restaurants, arts / theater district, and the UC Berkeley campus are but a few of its attractions. Berkeley’s beautiful setting, pleasant climate, and recreational and cultural activities offer a wide variety of leisure opportunities.

Berkeley is only 12 miles from the shops, restaurants and entertainment of San Francisco, and the Bay Area Rapid Transit (BART) train system and the ferry at Oakland’s Jack London Square provide easy access between the two. Getting around within Berkeley is easy on foot, by taxi, or via public transportation. The City is served by three BART stations, a network of buses, and the UC Berkeley campus shuttle.

CITY GOVERNMENTThe City of Berkeley operates under its own charter with a Council/Manager form of government. The City Council consists of eight Councilmembers, elected by districts for four-year terms, and one Mayor, elected “at large” for a four-year term. The City of Berkeley provides a comprehensive set of services to the community. In addition to the traditional municipal services, the City operates its own Health, Housing & Community Services Department providing public health, mental health and environmental health services to the community. The City operates its own residential and commercial solid waste collection, recycling and disposal service. The City’s Parks, Recreation and Waterfront Department offers a number of summer camps, and operates a 1,000 berth marina. The

City’s FY 2018 budget is $476 million, of which $173 million is allocated from the General Fund. The City has a workforce of 1,320 employees.

HUMAN RESOURCES DEPARTMENTThe Human Resources Department provides services to other City Departments and to current and former employees. The department is responsible for administering the recruitment and examination of applicants for employment, occupational health and safety, employee benefits, workers’ compensation, employee training, employee relations and equal employment opportunity programs. The Human Resources Department has 5 Divisions consisting of:

OFFICE OF THE DIRECTOR provides overall leadership and ad-ministrative direction for all Human Resources Department activities, acts as the City Manager’s representative for all dis-ciplinary and grievance appeals, and serves as Secretary and provides staff support to the Personnel Board as established by Section 119 of the City Charter.

PERSONNEL AND ADMINISTRATIVE SERVICES conducts all merit-based recruitment and examination activities in accordance with the City’s Personnel Rules and Regulations, Federal and State laws, and other Ordinances and Resolutions adopted by the City Council. The division administers the classification and compensation plans; conducts organizational and compensation studies, job analysis and desk audits; processes all changes of employment status; establishes and maintains all personnel records and tracks employee benefits.

EMPLOYEE RELATIONS conducts all labor relations activities with the City’s seven labor organizations and represents the City Manager on employee relations matters; advises department staff on labor contract interpretations, Federal and State employment laws, and human resources policies and procedures; and manages and reviews grievances and disciplinary issues. The division also administers and assists departments with the City’s benefits, Workers’ Compensation, and Occupational Health and Safety programs.

TRAINING AND ORGANIZATIONAL DEVELOPMENT DIVISION administers and oversees the Citywide Training Program, which builds employee capacity in the “Three C’s” – Customer Service, One City Team, and Continuous Learning. In addition, the unit also oversees the Leadership Development, Management Skills, and Tuition Reimbursement programs, and provides organizational development services.

EQUAL EMPLOYMENT OPPORTUNITY (EEO) AND DIVERSITY DIVISION administers, implements, and coordinates the City’s EEO matters; ensures compliance with EEO provisions; enforces diversity efforts pertaining to recruitment and retention; administers the City’s Harassment Prevention Policy and discrimination complaint process; conducts internal investigations of complaints filed; and assesses reasonable accommodation requests in compliance with the provisions of the Americans with Disabilities Act (ADA) and the CA Fair Employment and Housing Act (FEHA).

THE POSITIONThe City is looking for a people centric, service oriented leader and strategic partner to serve as its Human Resources Director. Reporting to the Deputy City Manager, the Director is a critical member of the City’s senior leadership team, and serves as a strategic advisor to the City Manager, Deputy City Manager and department directors on all human resources and employee matters. The Director will provide the strategic vision and leadership in the development and implementation of all aspects of human resources for the City while overseeing the five divisions of the Human Resources Department. Working collaboratively with all departments, the Human Resources Director recommends and implements effective strategies, programs, and policies to meet a variety of city-wide needs and resolve labor relations challenges.

KEY PRIORITY INTIATIVES• Conduct a comprehensive organizational assessment

of the City’s human resources functions, processes, and culture with specific focus on recruitment/hiring, personnel rules, and departmental policies and procedures.

• Identify, recommend, and implement changes aimed at building a streamlined, efficient, data driven, high performing and people centric human resources department that aligns with the City’s strategic goals and objectives.

• In anticipation of numerous tenured employees retiring in the next 2-3 years, enhance the City’s workforce planning and recruitment efforts through comprehensive succession planning; assess the candidate recruitment and selection process; and initiate a “recruitment process optimization program;” and promote the City’s robust training program and other initiatives to expeditiously achieve city wide workforce goals.

• Lead strategy development, planning and preparation for labor negotiations, and oversee the contract negotiations with three of the City’s labor unions in 2018.

• Oversee and lead the policy/procedure development and implementation of the HR Enterprise Replacement Program system.

KEY RESPONSIBILITIES• Plans, organizes, directs and gives overall policy guidance

and review to the continuing work and special projects of the Human Resources Department; makes determinations and decisions in the most difficult or critical cases.

• Directs all aspects of the administration of the department, including employee selection, performance evaluation and training of subordinate staff, preparation and management of the Departments $3.8 million budget.

• Directs the City’s labor relations program, including meeting and conferring over wages and benefits and conditions of employment; provides for the timely implementation of new contract provisions; administers contract grievance procedures and coordinates arbitration proceedings; and maintains a productive relationship with the City’s organized employee organizations.

• Develops and implements new policies, procedures and programs, to improve the human resources system and/or to bring it into conformance with new regulations, laws and best practices.

• Oversees the City-wide Layoff Policy to ensure its proper and fair administration; investigates allegations of violations of individual employee rights under layoff.

• Makes recommendations to the City Manager and Deputy City Manager relative to requests from operating departments for new positions and approves all appointments and promotions, as delegated by the City Manager.

• Directs programs of employee training and development, including the training that strategically aligns with Employee Succession Planning.

• Serves as Secretary to the Personnel Board.

• Performs other related duties as required or assigned.

THE IDEAL CANDIDATE The ideal candidate will be and or possess:

• An experienced human resources leader and change manager with experience in highly unionized and regulated public sector environments.

• A strong HR generalist background with solid experience in, labor relations, recruitment/classification/selection, and talent management who is able to perform and direct the various HR functions.

QUALIFICATIONS • Equivalent to graduation from a four-year college with major

course work in business or public administration, employee relations, industrial psychology or a closely related field. An appropriate advanced degree, and experience in a similarly complex urban public agency is desirable.

• Eight (8) years experience in various areas of HR functions, including labor relations of which at least four (4) years have included supervision of a professional staff in a complex civil service and unionized environment. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

COMPENSATION & BENEFITS The current salary range for the position is $146,233.00 - $201,024.00. The City of Berkeley offers an attractive benefits package.
