He moved that the resolution be made the special order for Wedneaaay, immediatriy after the reading of the journal, which was car- ried after a waate of debate tf cue hour and a half. Senate bill So. 42, introducea also by Senator Rose, was deferred until the same day, after being amended to read $2000 instead of $1000. This is aa act to enlarge tbe State Board of Forestry and to provide for the expense of said Board. Senate Bill Xo. 41. An art to encoar- age tree planting in the State of Califor- nia and setting apart tbe22 lof February as arbor day and making awards vi $2000 annually as premiums for tree planters. Senator Caminetti of Amador intro- duced a new rule in the Senate, com- pelling all persons who have any clsisnt against th* State to make oat a pr.cn- facie case or get no money aad empow- ering the Committee on Claims to take all the testim icy in short-band from th* claimants and their witnesses.
