The meeting commenced at 707 PM Allan McPhail Chair for 2012 welcomed everyone to the meeting Jeff Scott introduced new board member Sandy Berg from the City of Kingston Board and staff members were then introduced

The Chair advised of a deletion under Presentation and Consideration of Reports of the Statement of Expenditures and Revenues (SER) to the end of December 2012 which was not available

a) Recognition of Cataraqui Region Conservation Authority Staff Years of Service

Lisa Osanic Chair of the Personnel Committee announced that there was one staff member who was being recognized for his long standing years of service She announced that Steve Knechtel has provided thirty (30) years of service to the CRCA Lisa advised that the ldquoYears of Servicerdquo plaque had been updated to reflect this change At this point Steve assembled for a photo with Lisa and Allan McPhail 2012 Chair

b) Frontenac Arch Biosphere ndash 10 years strong Don Ross Executive Director

Don Ross Executive Director Frontenac Arch Biosphere (FAB) provided members with a power point presentation entitled ldquoLooking to the Futurerdquo which is attached to these minutes This presented an overview of the Frontenac Arch Biosphere the working landscape and an operations model of the Network Program Structure

Mr Ross also provided members with a handout entitled ldquoThe Frontenac Arch Biosphere Network Accomplishments 2012rdquo He noted that FAB is an incorporated non-profit organization with a volunteer Board of Directors drawn from communities and interest across the region

In closing Mr Ross thanked the Cataraqui Region Conservation Authority for its support over the years

The Chair expressed his thanks to Don for the presentation

Bill Pierson arrived during the delegation

5) Remarks from the 2012 Chair (Report IR-001-13 distributed at the meeting and attached to these minutes)

The Chair read his remarks out loud a copy of which is attached to these minutes He also took the opportunity to thank members for their participation in the Work Plan Session held throughout 2012 He noted that these sessions provided members with a better understanding of the structure of the Conservation Authority He also thanked staff especially Rob McRae for his role in organizing the work plan

The Administrative Assistant advised that correspondence regarding the appointment of member(s) to the Cataraqui Region Conservation Authority for 2013 had been received from Brockville Front of Yonge Greater Napanee Kingston and Rideau Lakes She noted that only appointments which requiring renewal had been requested Steve Knechtel further advised that an Athens appointment remained vacant and a new representative from Gananque was pending

Allan McPhail 2012 Chair advised of his willingness to serve another year He thanked Authority staff and members for their support over the past year Allan then turned the chair over to Steve Knechtel General ManagerSecretary-Treasurer for the election of chair and vice-chair of the Conservation Authority The General Manager declared the positions vacant and advised that he would call for nominations for the position of chair and vice-chair of the Authority three times

i) Appointment to Advisory Boards (Report IR-003-13 presented at meeting)

Steve Knechtel General ManagerSecretary-Treasurer reported on the indication given in response to an e-poll by the members regarding their interest to serve on the three advisory boards He advised that a table of those members interested was presented on screen There was concern on the low number of members per advisory board and members present were encouraged to participate Members were advised that there were approximately three or four advisory board meetings per year

The Chair expressed his concern that this situation was continuing and together with low meeting attendance questioned the need for advisory boards After some discussion members asked about the possibility of disbanding the advisory boards and creating a Committee of the Whole The General Manager advised that this was an option He indicated some research on structure and a process for standing committees which are currently based on advisory board membership would be required

Staff were asked to report back at the next meeting with options

After this enough volunteers to create the advisory boards if needed were identified

Members reviewed section 1 of the report and concurred that Bob Morrison be appointed to the Frontenac Arch Biosphere Reserve (FABR) Board and that Jim Neill be appointed to the Rideau Corridor Strategy Steering Committee (as alternate) No one was appointed to the Cataraqui Trail Management Board It was confirmed that the representatives to Conservation Ontario are the Chair of the CRCA Allan McPhail and the General Manager as alternate

Steve Knechtel General ManagerSecretary-Treasurer reported on the indication given in response to an e-poll by the members regarding their interest to serve on the three advisory boards He advised that a table of those members interested was presented on screen There was concern on the low number of members per advisory board and members present were encouraged to participate Members were advised that there were approximately three or four advisory board meetings per year

The Chair expressed his concern that this situation was continuing and together with low meeting attendance questioned the need for advisory boards After some discussion members asked about the possibility of disbanding the advisory boards and creating a Committee of the Whole The General Manager advised that this was an option He indicated some research on structure and a process for standing committees which are currently based on advisory board membership would be required

Staff were asked to report back at the next meeting with options

After this enough volunteers to create the advisory boards if needed were identified

Chairrsquos Remarks ndash January 2013 Annual General Meeting (draft 1)

Throughout 2012 I have had the pleasure of being the CRCA Chair and working with the

members of this board the staff and numerous other groups We do a lot of work throughout

our watershed communities I would like to speak about some of our accomplishments over the

past year

As a board one of our big tasks in 2012 was to put together a four-year Work Plan Our

facilitated meetings with Rob Wood as well as our discussions with CRCA staff helped us to

understand how the CRCA works and also helped us to come together as a team We now have

an approved work plan for 2013 to 2016 to help keep us focused and help us to develop our

annual budgets Thank you to all of the board members and the staff who participated in this

process

The Cataraqui Source Protection Committee completed their Source Protection Plan in 2012 It

was submitted to the Minister of Environment in September This plan is an important

milestone in protecting our sources of local drinking water

While we are awaiting its approval we will be working closely with the Source Protection

Committee our municipalities and other local agencies to determine the best ways to

implement this plan

In May 2012 we were pleased to host the Environmental Commissioner of Ontario and his

Advisory Committee here at the Outdoor Centre We had an opportunity to discuss a number of

our initiatives as well as environmental matters that are of mutual interest

Things are changing at the federal and provincial levels of government This may present some

more opportunities for Conservation Authorities in the future In response to changes at the

provincial level Conservation Ontario produced a White Paper that discusses possible changes

to our current system of resource management and the role that Conservation Authorities

could play in the future The General Manager Steve Knechtel and I met with local MPPs John

Gerretsen and Steven Clark

Many of our projects are accomplished with the assistance of volunteer organizations We work

closely with the Cataraqui Conservation Foundation Cataraqui Trail Management Board

Rideau Trail Association and two Friends groups I would like to tell you about two projects that

I helped to officially open this year Both are small projects but they make a big improvement to

their Conservation Areas

The first is a new boardwalk along the shore at Gould Lake Conservation Area The old

boardwalk which provided access to the swimming dock was in really bad shape and needed to

be replaced The Rideau Trail Association volunteers designed and helped to build a safe new

boardwalk that provides access to a well-used outdoor recreation facility

The Friends of Mac Johnson Wildlife Area volunteers worked closely with CRCA staff to make a

number of improvements to our canoe launch area at Centennial Road in Brockville The area is

also heavily used as a lunchtime picnic spot by nearby workers in the Brockville industrial park

The improvements included a new dock and steps new entrance and interpretive signs and an

improved parking area and improved landscaping

Lastly I encourage all of our board members to keep your councils informed about the

activities and projects of the CRCA That is a key role for us as board members and one of the

reasons why our municipalities appoint us
