Flu shots to be givenaround the parish

The flu can be more thanjust an inconvenient illness.State health officials warnthat an estimated 36,000 peo-ple nationwide die from theflu each year and influenza ismost contagious before symp-toms appear.

That’s why health officialsare reminding all Louisianacitizens to talk to their physi-cians about getting a flu shot.Flu shots are especiallyimportant for people olderthan 50 and children or adultswith chronic illnesses such asasthma, kidney disease, heartdisease or children and teenson long-term aspirin therapy.Flu shots also are highly rec-ommended for women who areat least three months preg-nant during flu season andpeople who care for or workaround the elderly, who aremost at risk for serious com-plications from getting the flu.

There is plenty of vaccineto go around this year andhealth officials advise peopleto get their shots duringOctober to prepare for the fluseason, which generally runsfrom December to March.Shots are available throughphysician’s offices, parishhealth units and other clinicsrun by the Louisiana HealthCare Review. Shots are free toMedicare clients, and mostother locations charge a nomi-nal fee of $10 - $20.

“You cannot get the flufrom the flu shot,” StateHealth Officer Dr. JimmyGuidry added. “The flu shotcan be given in a matter ofminutes, but shots must begiven every year because theinfluenza virus changes fromyear to year.”

A mass choir is beingassembled to perform at thesecond annual parish-wideThanksgiving service, spon-sored by the CameronMinisterial Alliance and setfor Nov. 19. The ministershave chosen to hold the ser-vice at First Baptist Churchin Cameron again this year.

Any singers, instrumentalmusicians or choir directorswho wish to participate maycontact Cyndi Sellers at 775-7586. Music is still beingselected and suggestions arewelcomed. An organist wouldbe appreciated.

A planning meeting will beheld Tuesday, Oct. 28, at FirstBaptist Church to finalizemusic and set rehearsaldates. Copies of music will bemade available to choirsahead of time if requested.

Last year’s choir involved30 singers. Organizers hopefor an even larger group thisyear.

The Miss Cameron Parishpageant will be held Jan. 9. Acontestant must be 17 yearsof age and not older than 22years of age by Jan. 1, 2004.She must have resided in herlocal community for one year.In addition to receiving a furcoat and an all expense paidtrip to Maryland, theLouisiana Fur and WildlifeFestival will also give a $750scholarship to the 2004 MissCameron Parish. The dead-line for applications is Friday,Dec. 19.

South Cameron Elemen-tary School will sponsor abook fair at school Nov. 7through Nov. 14.

Family Event will takeplace Wednesday, Nov. 12,from 12 - 3:30 p.m.

Crain, in his comments,defined honesty and integrity,and said that “each of ourhonorees has demonstratedthese characteristics. Eachstands a little taller and hasgained our respect for thecharacter they demonstrate.”He also commended the par-ents for teaching morals andvalues in the home.

Crain also outlined the his-tory of Freemasonry (orMasonry) for the guests. Heidentified it as the oldest andlargest fraternal organizationin the world, with over twomillion members in North

America alone. He said theorigins of Masonry are lost intime but scholars believe itbegan among the stonema-sons guilds in the MiddleAges.

The first Grand Lodge wasformed in London in 1717 andby 1731 when BenjaminFranklin joined there werealready several lodges in thecolonies.

Thirteen signers of theConstitution and 14 U. S.presidents have been Masonsas well as people from DavyCrockett to Buzz Aldrin toRoy Clark and John Wayne.

Men interested in becom-ing Masons may contact anyMason for information. TheCameron Lodge meets twice amonth, on the second andfourth Tuesdays.

Fire driven by stiff windfrom the Gulf of Mexico madequick work of destroying fourhouses facing Egret Streetand the Gulf on Wednesday.

Holly Beach VolunteerFire Department Chief J.P.Constance said he was out-side at the trash station nextdoor to the fire station on La.27 when he noticed smoke ris-ing into the air from near thebeach front.

He was headed back to thestation to organize a responsewhen the call about the firecame in about 1:20 p.m. Hehad the Cameron ParishSheriff ’s Department sendout a call for units fromCameron, Hackberry andJohnson Bayou. In all, morethan 30 firefighters showedup.

The Holly Beach andJohnson Bayou departmentsboth operate as part of

Cameron Parish FireProtection District 10.

The strong wind from thesoutheast fanned the flamesand made the blaze extremelyhot, Constance said. Vinylsiding on houses to the east,north and west were buckledby the heat.

Leeroy Stelly of HollyBeach said he was doing sometractor work when he noticedthe fire. He sent his helper tophone for help. Then theysprayed water from gardenhoses on a wood fencebetween one of his rental cab-ins and the eastern-mostburning building. They wereable to prevent all but minordamage to the fence and

cabin.Firefighters also limited

damage to the damp on thewest side to melted siding andsmoke damage.

Constance said it took firefighters until after 5 p.m. totap out the fire, but they hadto return twice during thenight to put out flare-upsfrom the smoldering debris.

The owners of the houseswere Paula Omishea of HollyBeach, Loveless Laquette ofAbbeville, Dalton Allemand ofDuson and Rixby Marceaux ofKaplan.

Allemand is former man-ager of Kroger in Sulphur.

Constance said the firestarted in the Laquette campbut the cause has not beendetermined.

The BP Grand Chenier Operations Area is currently updating and replacing damagedpipeline markers on its Cameron Parish pipeline systems. Company personnel willaccess the right of ways by airboat and small 4-wheel drive vehicles for the purpose ofcompleting the marker upgrades. Local employees familiar with the area and aware oflandowner concerns in regards to security and safety of property and livestock will beperforming the work. The marker upgrades will be completed in October 2003. We atBP have an ongoing interest in maintaining the benefits derived from all of the area’sresources as well as the safety of our neighbors. I recently had the opportu-nity to drive the “CreoleNature Trail”. Having beenaway from Cameron Parishfor many years, I found itvery enlightening and some-what depressing. CameronParish is still one of the mostbeautiful natural environ-ments I have ever seen. Birds,alligators and other wildlifeare abundant. The beaches atRutherford and along thewestern end of the Parishwere clean and although not“Florida”, very beautiful andhave great tourist potential,especially the beaches west ofHolly Beach. I visited the restarea north of the GibbstownBridge and it was worth thestop. The Grand Lake areahas grown tremendously andseems to be a booming “bed-room” community or suburbof Lake Charles. What I founddepressing was the decline ofthe communities of lower andwestern Cameron Parish, thelack of business activity, theabandoned properties and theproliferation of “camps”instead of “homes.”

There are only 16 daysbefore the opening of our reg-ular duck season (Nov. 8),while our youth hunts for thewest zone is Nov. 1 and 2.The statewide snow - blueand ross geese, along with thewhite fronted geese (speckledbelly) season opens Nov. 1.

Hunters are getting mud-boats and outboards ready,repairing blinds, re-stringingdecoys and cleaning up theold shotgun to get ready. Theweek before the season opens,most hunters cut their canesand brush up the blinds.

It’s time to get the labready, getting the dummiesout to fetch train, getting thewhistle ready for more train-ing, as the lab is the righthand of the hunter.

Although we’ve had a cou-ple of dry northers, withbeautiful weather, we don’tsee many ducks down yet,and my rice field buddies tellme the same. Let’s hope forsome good, cold weather tocome to bring the birds downto our area.

I got a chart from a shot-gun shell company tellingwhat’s the best shots to use ondifferent ducks. I think it’skind of interesting, as most ofus still have problems withthe steel shot shells.

First, it is recommended tocheck the best pattern to seewhich choke is best in dis-tance of 20 to 30 yards. It isrecommended not to takeshots further than 30 yards(90 feet), as that’s where mostof your crippled ducks comefrom, as the pattern of shotsbreaks up, scattering way toomuch.

Large ducks such as mal-lards and pintails with a mod-ified (M) or improve cylinder(IC) shot size of 1 through 4.Over 30 yards full choke (F),shot size BB 1-2-3. Mediumducks such as woodducks,widgeon (M) or (IC), 2through 6, over 30 yards (F) 1through 4. Small ducks such

as teals (IC) (M) 3-4-6, over 30yards (F) 3 & 4’s. Shotgungauges in 10-12-16 & 20.

Large geese such asCanada geese (IC & M) use T-BBB & BB shots in 10 & 12gauge and medium geese likeblues - snow & ross use 10 &12 gauges with (IC & M)BBB-BB & 1’s. Over 30 yardsfor both of these geese stilluse (IC & M) and the samesize shots. Remember,always buy a good shell withthe right amount of ounces.The more ounces, the betterknock-down power you have,just like the length of theshells. A 3-inch shell hasmore knock-down power thana 2-3/4-inch, but the 3-1/2-inch has more than both ofthese.

While you’re getting readyfor hunting, be sure yourduck callers are free of debrislike food particles and othermatter and tune your callerso you don’t have an awfulsound.

well deer hunting, but still alittle warm for me. We justcut our trails for our deerblinds, fixed feeders andcleared up the blind this lastweekend; now we’re ready.

Although our Area 3,District 5 in Southwest La. isnot known as a prime trophydeer hunting area in Louisi-ana, we do at times kill goodbucks in this district, but thestate has no listing of trophy

deer on its books for thisarea,made up of Beauregard,Calcasieu, Cameron, Allen,Jefferson Davis, Evangline,Acadia and VermilionParishes.

has slowed, but you can pickup a few at the GrandChenier jetties.

Red snapper season forrecreational anglers will closeat 12:01 a.m. Nov. 1 (localtime). It is projected that4.47 million pounds are tohave been caught. It will notre-open until April 21, 2004.This means that bag and pos-session limits for red snapperin or from the Gulf ’s federalwater is zero.

Fisheries Commission has setthe opening of the 2003-04 furtrapping season for Nov. 20and will have a closure datefor March 31, 2004.

70 miles per hour and theirnickname is “can”. Their pri-mary diet is wild celery. Theyare called canvasbacksbecause the feathers on theirbacks looks like canvas fabric.They are most vocal duringcourtship. Canvasback sea-son this year for our westernarea is Dec. 20 through Jan.18. During the specified 30-day season and during youthhunts, the daily bag limit isone.

Cameron Parish at a mostcritical phase in its history.According to the U. S. CensusBureau, Cameron Parish hasa declining population, 32% ofthe housing units are vacant,and a more startling statisticthat Cameron Parish has lost21.4% of its nonfarm employ-ment from 1990-99.

Leadership and vision arethe most important charac-teristics of all of CameronParish’s elected officials andin my opinion, this Sheriff ’srace is the catalyst for thegrowth of Cameron Parish’seconomic future. Most peoplethink, and they are correct,that the Sheriff ’s job is to pro-tect the citizens from thecriminal element and to pre-vent crime and I think thecurrent Sheriff ’s administra-tion has done an admirablejob. However, in a Parish suchas Cameron where there areno incorporated municipali-ties and no sole parish orstate representative, his orher job entails much more“unofficial” responsibilities.One might argue that thepolice jury represents theParish and they do, but eachmember is elected by an iden-tified constituency of votersand not the collective parish.

THE CAMERON PARISH School Board recognized several outstanding 4-H studentsand volunteer leaders at a recent board meeting.

There are other officials elect-ed by a Parish wide vote, butnone will be as visible andinfluential as the Sheriff.

The Sheriff becomes theoff the record representativeof the Parish. This sheriff hasto have the leadership abilityand skills to form a cohesivenon-political relationshipwith Cameron Parish busi-nesses, organizations and cit-izens to work for the econom-ic future of the Parish. A per-fect example of this situationis in Jefferson Parish. The,“unofficial” but without adoubt, leader of JeffersonParish is Sheriff Harry Lee.He is the most powerful andinfluential political figure inJefferson Parish and this istrue of most Parishes wheremunicipalities are small orfew.

Whoever is elected Sheriffof Cameron Parish must stepinto this Leadership role andbecome a Visionary for thefuture of the Parish. Pleasetake this election seriously,educate yourself on the candi-dates, their backgrounds,their leadership skills, theirvision for the future ofCameron Parish and thenmake your educated decisionand vote for whomever youfeel has this leadership andvision so you and CameronParish “win” this election.

My interest in CameronParish is a selfish one. Iwould eventually like toreturn one day and I want toinsure that I return to aviable and growing CameronParish.

Savoie opened the scoring ona 20 yard jaunt in the firstquarter. Merryville tied thegame on an 18 yard touchdownpass from Craig Lanier to JoshSpillers. After the Merryvillescore it was all South Cameronas the Tarpons ran off 6 unan-swered scores. Savoie added a25 yard run in the first quarterto up the Tarpons lead.

The Tarpons scored 21points in a very productive 2ndquarter to put the contest away.The first of those scores cameon a Savoie to T-John Henry 28yard pass play. I have just returned fromour Bible study class down atour club house here in“Village Woods”, led by ourvery competent leader,Kathryn Carpenter.

At the closing of the ses-sion we prayed for worldpeace and our nation.

Kathryn was at one timethe head of the WMU

(Women’s Missionary Union)in the state and stated shehad visited the Oak GroveBaptist Church twice. Shehad remembered me playingthe piano and Rev. WallacePrimeaux, who was pastor atthat time.

Afterward we held a birth-day party for her to celebrateher 86th birthday.

The group is non-denomi-national and we all feel soinspired from her teaching.We are now studying Romansin the Bible, the goal being toread the entire Bible when wehave finished.

I ran across a copy of myfirst Lagniappe column whenI was moving. I wrote this onJan. 2, 1959. Evidently wewere still recuperating fromthe aftermath of HurricaneAudrey. Thought you mightremember.

LLAAGGNNIIAAPPPPEEIf the muffler on my car is

busted, if my tailpipe is drag-ging, my frame is bent and mygasoline tank is leaking gasunderneath, excuse my dust,exhaust or what have you. Ihave probably just crossed theship channel on the bargethat is being used temporarilywhile the ferry is in drydock.

I have seen my share ofbad roads and inconveniencein the last 18 months butnothing to equal this; that is,nothing that will tear up anautomobile so bad.

It may have been becausethe tide was low but wecrossed on the barge lastweekend and drug bottomboth ways trying to climb up

an 8-inch difference betweenthe approach apron and thebarge.

The causeway road was invery good condition. This isgoing to be one of the mostscenic routes in the Hug TheCoast highway when thehighway is completed. Here’shoping that the powers thatbe can finagle a bridge overthe Calcasieu for us.

very good on their Christmastree sale. The Saturdaybefore Christmas they donat-ed all the trees that were leftto families that didn’t havetrees. I believe that all thechildren in the parish werevisited by Santa this year.Every effort was made to seethat no child would be left out,thanks to some worthy orga-nizations and some kindhearted people.

Waterfowl huntareas to open

Refuge Manager TerryDelaine has announced thatthe waterfowl hunt areas atSabine National WildlifeRefuge (NWR) will be openfor pre-season scoutingSaturday and Sunday,October 25 and 26, from 8 a.mto 5 p.m. each day.

Hunters may walk-in orlaunch a boat to scout forpotential hunting spots.Weapons and all waterfowl“blind” materials must be leftat home until the seasonopens, this weekend is forscouting the hunt area only.

Fishing equipment is notpermitted in any area closedto fishing.

Delaine reminds youthhunters that the refuge willbe open for the YouthWaterfowl Hunt on November1 and 2.

The following weekend therefuge will open for regularwaterfowl hunting. WaterfowlHunting is permitted only onSaturday, Sundayand Wednesday morningsfrom November 8th throughNovember 30th andDecember 13th throughJanuary 18th .

Two new “No Wake Zone”buoys have been installed tothe east and west ofBackridge “Humpback”Bridge to increase the safetyof boaters in central andbackridge canals.

Vastar Road will be openthroughout the waterfowlseason for hunters to accessthe 10,000 acre hunting areaopened three years ago. Theentrance to Vastar Road is thewooden bridge across thehighway from the West CoveRecreation Area and adjacentto the parking area for theWetland Walkway. Hunterscan park in pull-off areasalong the road and walk in orhand launch small boats.

Mr. Sanner advised the boardon the necessary action to betaken in order for the district topurchase the ambulance facility.He requested a copy of theappraisal and stated that hewould return to the next boardmeeting with more informationneeded to complete the transac-tion. He also advised the board onbidding procedures for contractingthe work to be done on the build-ing.

Mr. Sanner was asked toadvise the board on an incidentinvolving a stretcher beingdropped while transporting apatient. The patient requestedcompensation for medical bills.Mr. Sanner advised the board thatthe patient would need confirma-tion from a physician stating thatthe injury was caused by the dis-trict in order for the district toassume responsibility.

Mr. McEvers made a motionthat Mr. Broussard contact salesrepresentative concerning 12 leadupgrades for cardiac monitors. Hewould like to know more about thediscounts offered while under ser-vice contract. Second by Mrs.Mooney. None opposed. Motioncarried.

Healthcare. The Board ofPromise Healthcare is currentlyfinalizing a review of all of thefacilities both owned by and man-aged by Camelot to decide whichones will be included in its futureoperations. Mr. Hicks informedthe Board that PromiseHealthcare has reviewed hospitaloperations, physical plant, rev-enues and outstanding debt andhas decided not to include SouthCameron Memorial Hospital in itsfuture operations. This meansthat South Cameron MemorialHospital will remain under thecurrent lease agreement withCamelot Healthcare.

Ms. Jones then asked Mr.Hicks how Camelot was planningto meet its current financial oblig-ations. Mr. Hicks responded thathe was seeking other financingsources to pay off both the IRSdebts and debts owed to the Boardfrom past accounts receivableturned over to Camelot at theinception of the lease agreement.

A member of the Hospital staffthen expressed concern regardingthe current group hospitalizationcoverage extended to employees byPromise Healthcare and whetherthis coverage would continueunder Promise or an alternateprovider. Mr. Russell Kahn, anattorney and legal representativeof Promise Healthcare, stated thatall Hospital employees were cur-rently covered by PromiseHealthcare’s group coverage andthat sufficient time would beallowed for Camelot to obtainanother contract so that no lapsein healthcare coverage will occur.

With regard to the abovemotion, Mr. Stolier informed theBoard that the LouisianaDepartment of Health andHospitals currently provides fundsfor Critical Access FeasibilityStudies and that he would providethe Board with informationregarding requesting those funds.

Old BusinessWaterfront Property – On a

motion by Mr. Wilkerson, second-ed by Mr. Dupont it was movedthat disposition of the waterfrontproperty be tabled until somefuture date when the Board candevote more time and resources tothis matter. The motion carried.

Structural Report – Mr.Fawvor informed the Board thathe had received one estimate onconstruction of a new roof over theexisting business office fromArmentor Services, Inc. of Iowa,Louisiana. The estimate was for$24,275.00 and included all mate-rials and labor to construct boththe support pilings from theground up and the roof itself. Mr.Fawvor informed the Board thatthis amount exceeded the require-ments of the current bid law andthat the Board would be requiredto bid out the project when themoney became available. Ms.Jones reminded the Board that itsmaintenance money was stillunder levy by the IRS and couldnot be disbursed until a releasewas issued.

The LDEQ, Office ofEnvironmental Services, is accept-ing written comments on a DraftLouisiana Pollutant DischargeElimination System (LPDES) per-mit prepared for DunhillResources Inc., South Pecan LakeProduction Facility, 730 NorthPost Oak, Suite 400 Houston,Texas 77054. The facility is locat-ed approximately 5 milesNorthwest of Grand ChenierLouisiana in Cameron Parish.

The principal discharge fromthis source made into SuperiorCanal, waters of the state classi-fied for Primary ContactRecreation, Secondary ContactRecreation, Propagation of Fishand Wildlife, and Agriculture.Under the SIC Code 1311, theapplicant proposes to dischargecertain wastewater streams asso-ciated with oil and gas explo-ration, development and produc-tion operations from a proposedoilfield facility.

During the preparation of thispermit, it has been determinedthat the discharge will have noadverse impact on the existinguses of the receiving waterbody.As with any discharge, however,some change in existing waterquality may occur.

Board with information regardingthe status of refunds paid byCamelot for patient overpay-ments. He stated that a total of$568.71 had been paid during themonth and that these paymentsbring the outstanding balance to$12,585.61.

Mr. Morris reported that theroof in the business office is stillleaking and that other outstand-ing repair bills, including theplumbing and new kitchen hoodwere still under consideration forreimbursement.

Mr. Morris reported thataccording to the hospital’s recordsthe amounts owed to the employ-ees for insurance withheld fromtheir payroll checks but never paidwas $1356.26. He stated thatonce that figure is confirmed bythe Board’s auditors that theHospital will immediately reim-burse the employees for thoseamounts with the Board’sapproval.

On a motion by Mr. Dupont,seconded by Mr. Fawvor the LowerCameron Hospital Service Districtauthorized Mr. Morris to reim-burse the employees for insurancepremiums withheld from their paychecks as soon as the amounts canbe confirmed by the auditors. Themotion carried.

Mr. Morris then stated thatthere were no hospital inspectionsreports or surveys since the lastBoard meeting and that theHospital’s license renews onSeptember 30, 2003.

On a motion by Mr. Dupontseconded by Mr. Wilkerson, theBoard accepted theAdministrator’s report for themonth of September. The motioncarried.

New BusinessDistance Calculation – Mr.

Fawvor reported to the Board thatat the request of Mr. Stolier’s officea distance calculation had beenperformed by the firm of Lonnie G.Harper & Associates, Inc. usingGPS (global positioning satellite)to calculate the distance betweenSouth Cameron MemorialHospital and the Calcasieu Oaksremote campus. This distancecalculation was performed to pro-vide proof to the Centers forMedicare & Medicaid Services(CMS) that the remote campusfalls within the thirty-five (35)mile rule. If the distance betweenthe Hospital and Cal-Oaks is morethan 35 miles then services at theremote campus would have to bediscontinued or the Hospitalwould not be paid for them afterFebruary 1st, 2004. Mr. Harper’sreport shows that the distancebetween South CameronMemorial Hospital and theCalcasieu Oaks facility is 27.49miles, so it falls well within the 35mile limit.

Accounting System – Mr.Fawvor reported that at theBoard’s request he had purchaseda computerized accounting pro-gram and that the auditors wereinstalling previous year’s historyfor the generation of financialreports.

Camelot UpdateMr. Bob Hicks, CEO of

Camelot Healthcare, LLC, pre-sented the Board with a short his-tory concerning the managementperiod and subsequent leaseagreement between the LowerCameron Hospital Service Districtand Camelot Healthcare, LLC.He also explained how the currentdebt concerning 941 employeetaxes owed to the InternalRevenue Service was created.Next, Mr. Hicks explained that acorporation called Sun Capital hadbeen contracted by CamelotHealthcare to begin factoring all ofCamelot’s receivable accounts toprovide necessary operating capi-tal in a timelier manner. Thisrelationship between CamelotHealthcare and Sun Capital even-tually led to the formation of anew corporation called Promise
