    CHAPTER 1

    THE PROBLEM AND ITS BACKGROUND

    1.1 Introduction

    Local authorities have recognized the need to provide civic and recreational facilities to

    their constituents. They have become aware of the importance of such facilities to the development

    of an individual and the community as a whole. For example, some benefits of recreational facilities

    are wellness and possible crime prevention. Recreation centers provide an active lifestyle to

    individuals giving them some health benefits, while sport or outdoor activities had driven the youth

    to spend their leisure effectively. Involvement in these pastimes can divert the attention of those

    individuals to commit crime, giving them a sense of purpose especially the out of school youth.

    Even more, political or social gathering is also a factor to an individuals ability to cope with

    other people. It enhances self confidence and improves the ability to adapt with the challenges of

    life. In relation, during social events politicians or public officials can express their ideas, visions

    and plans for the town or city to their constituents. This prerogative is commonly executed during

    commencement programs, political rallies and medical missions or even in government funded

    concerts. However, school grounds, municipal gymnasiums and plazas are not the only areas

    wherein politicians can administer their plans, nowadays convention centers which can attract

    more constituents are the new home of political-related activities. In relation to the aforementioned

    benefits and motives, the municipal government of Binangonan had realized the necessity of

    developingthe towns social and recreational facilities.

    1.2 Statement of the Problem

    The researcher would like to addressthe projects main problem;

    1.2.1 Major Problem

    The BIRETRACC proponents are the Sangguniang Bayan and the Office of Mayor Cecilio

    Ynares with the support of Engineering and Municipal Planning and Development Coordinating

    Offices. Professionals in these two departments have backgrounds in engineering and

    construction, however in the said offices there were no officials with professional experience in the

    field of architecture and planning. Consequently, both architecture and engineering are important

    fields needed to resolve specific design issues such as, the proper application of solid waste

    management program, forest degradation and the universal concept of sustainable design or green

    building.

    Accordingly in the presence of the proposed BIRETRACC plans, what are the architectural

    principles and solutions that can be use in the project which can further enhance the proposed

    recreation, training and convention facilities?

    In addition, the researcher aims to respond to the following minor problems that may

    ascend during the projects development.

    1.2.2 Minor Problems

    Under the Municipal Physical Framework Plan, one of the general development strategies

    is to conserve the towns remaining forest areas. In addition the Department of

    Environment and Natural Resources (DENR) is protecting the natural wealth of the

    country. Limitations on the removal of trees can affect the proposed BIRETRACC,

    therefore what is the best way to maintain the natural features of the site without

    neglecting the proposed BIRETRACC spaces?

    Complexes will surely produce large volume of solid wastes. Theres R.A. 9003 or the

    Ecological Solid Waste Management Act of 2000, directing local government units to

    produce an effective solid waste management program. Therefore, what will be the best

    form of solid waste management system which the BIRETRACC can adopt?

    The proposed project has indoor facilities which can be use during rainy season. In this

    period, large amounts of water are expected to go down on the lowest portion of the sitewhich can result to flooding and affect the projects facilities. Hence, what is the best action

    in terms of space location or physical treatment which can prevent this scenario?

    Recreational and social facilities should be accessible to anyone. What type of design can

    be use to make the project universally accessible?

    The inclusion of impounding area will be an eyesore to the general development of the

    project. What is the better way to visually hide this required facility?

    How to produce a unique architectural form, suited for tourism design that can best

    indentify the character of Binangonan and the Filipinos in general?

    The BIRETRACC is a public facility. Should the local government of Binangonan expect a

    return of investment?

    The researcher believes that by answering and satisfying the enumerated problems, this

    will make the research study more uncommon and interesting.

    1.3 Objectives of the Study

    1.3.1 Major Objective

    To design a new scheme for the proposed Binangonan Recreation Training and

    Convention Complex (BIRETRACC). A proposed design that incorporates the relationship among

    users, built environment and nature.

    1.3.2

    Minor Objectives

    1.3.2.1 To design a complex that is environment-friendly in its architectural and landscape

    designs.

    Identify the sites flood prone areas through siteinspection and analysis;

    Implement in the proposed design the solid waste management plan of the local

    government;

    Identify the DENR resolution and its provisions regarding the cutting/removal/transfer of

    trees. Then, apply it into the concerned areas of the site with existing trees and vegetation;

    and

    Provide new concepts and principles in landscape development.

    1.3.2.2 To design sports facilities that are accessible to all users and can easily manage by a local

    government unit.

    Provide case studies involving sports or public facilities properly managed by a local

    government unit; and
