The Biannual General Body meeting of AIRASA was held on 4th& 5th February 2021 at Sri

SrinivasaKalyanaMandapam, Visakhapatnamas called vide letter dated 07.12.2020 circulating on

social media site Whats Group, website and duly intimation given to Registrar / Commissioner Trade

UNION Bandra East, Mumbai 51, and copy to DRM/Vishakapatnum . On 04.02.2021 President

AIRASA Mr. Partho Bhattacharyya, inaugurated the BGM by his welcome speech to all delegates who

attended the meeting after follow the Constitutional Quorum after waiting one hours of scheduled

meeting time .The delegates, office Bearer CWC members of Group C Cadre Retired (Honorary

Members ) or Working( except suspended Members of AIRASA ) of different zones & divisions and

Production unit joined the Physical meeting. Mr. N. Chandra Sekhar, Central organizing secy. for

VSKP with other organizer of VSKP welcomed all delegates at VSKP, the city lying between the

Eastern Ghats and the coast of the Bay of Bengal, and expresed thanks on behalf of all accounts staff

of VSKP. General Secy. Mr. Reji George submitted GS report during the tenure and distributed to all

delegate and he read out / expressed the barriers and harm created by Mr. Ashok Dwivedi, the then

Addl. G.S. from blocking of bank accounts twice, keeping forcefully AIRASA original FD papers since

2012 and finally not to renew society registration at Mumbai in time in past. All misconduct of Mr

Ashok Diwedi and MR jogender Babar intimated to Registrar Trade Union Mumbai and also Branch

Manager SBI Churchgate Mumbai time to time all acknowledgment put up in meeting .MrRejiGeorge

General Secretary AIRASA had to work in those unwanted situation for achieving the demands of

AIRASA at Railway Board level and other ministry level especially for arrear of 5th CPC and GP-5400

to Sr. SOs. GS express his gratification on favorable award of Supreme Court for 5th CPC arrear

payment and now Rly. Bd will have no scope except to extend the payment to all accounts staff of

Indian Railways. Secretary Finance, Mr. Nirmal Mandal has submitted his financial report audited by

Chartered Accountant for the year 2017, 2018, 2019 and 2020 and the copies were distributed to all

delegates for his comments if any financial irregularity observed.

In second session on 4th Feb 2021, discussion held on GS report and also Secy. Finance accounts.

G.S. report Accounts of 2017 to 2020 unanimously and loudly passed by all present Ordinary

members, office Bearers of AIRASA (President/GS/Working President/Finance Secretary) & present

delegates and CWC members in the house. AIRASA President in his speech explained the situation

was created by Mr. Ashok Dwivedi specially his misconduct against Association as well as disregards

to the chair of President. Mr. JoginderBabbar, the then Addl. G.S also took part with Mr. Ashok

Dwivedi and used improper language also disregarded the President, saying puppet etc. Findings no

other alternative, first issued show cause notice to them and finally expelled them from the

Association. All the course of action appraised to the Registrar of Trade Union/ Mumbai and Branch

Manager SBI Churchgate Mumbai. Thereafter, BGM was adjourned for next day i.e. 5th Feb 2021 by

the President of AIRASA.

On 5th February 2021, BGM session starts after having breakfast at 10.00 a.m., Mr. Partho

Bhattacharyya was in the chair of President of the meeting. President asked central office bearer to

express their opinion and exchange their views for the betterment of association in coming days. The

Following office bearers deliver their speech to the BGM.

1. Nirmal Mandal, Secy. Finance, said that all have to be more sincere to collect subscription regularly and deposit into central accounts through online and in special case or situation it might be collected in cash but must be deposited it within a reasonable time instead of pocketing. Secondly, the printer & cupboard shown in the Balance Sheet needs to be write off as the same laying with the then GS. Mr. N. Srinivasan when he left over the association and not handed over to his successor.

2. P. Suryanarayan, KGP/SER/Vice President express his gratitude to the AIRASA and its leader especially GS, President, Secy. Finance, Ramesh Kumar and Dr. Nirmal Ch. Dey for their numerous visits at New Delhi ignoring lot of difficulties.

3. Mr. PradipDasgupta/NJP, Joint Secy. suggested to conduct mobilizing tour for AIRASA, he said in his zone new generation does not show interest to come into the association but they are eager to know about AIRASA.

4. Mr. D. Nageswar Rao/ Working President – said a special look is required to bring justice for the SV cadre as they are deprived in avenue as well as financially since abolishing of 03 increments. Mr. Nageswara Rao has opened a Telegram Group of AIRASA and agreed to utilize the said Telegram Group by all members after suggesting by Mr. N. Chandra Shekar for awareness program and other publicity among the members and uphold the demand to authority.

5. Dr. Nirmal Ch. Dey, Internal Auditor(Nominated being well qualified ) stressed for collection of subscription for meeting its expenditure. He said so many zones have good amount in their a/csas a proportion of distribution of subscription as per constitution but simultaneously central fund is very meager and not sufficient to meet expenditure. Moreover, zone or division fund are ideal and not reducing or money with bank in dormant condition whereas Centre fund rapidly reducing to meet the activities of Association. So, Central Body should meet their expenditure @ 50% of expenditure of each zone or division subject to production of vouchers etc. after collecting subscription in full amount (100%). Secondly, so many zones are not depositing central body portion of subscription and therefore request for onward transmission to central body. He suggested collecting the subscription though AIRASA WEBSITE after updating to utilize its maximum available facilities.

6. N. C. Shekar, Joint Secy. / VSKP, emphasizing to earmark a month for collection of subscription. It reminds to all that the said month is for paying subscription. And would be easy to watching the progress of collection.

7. P. Suryanarayana / NGP/ Dy. Genl. Secy. said staff that elevated from Group –D after passing departmental examinations is not getting MACP benefit properly. This may be looked into.

8. AshisBandopadhya/ER/KPA, Central Orgn. Secy. said JAA should be provided 4200 GP on par with ASM.

9. K. K. Tripathi /Eco Rly /BBS said that the percentage of Sr. AA should be increased to 15% and

simultaneously percentages of AFA cadre have to be increased for adjusting more Sr. SO in Group – B.

10. Mr. V. Bandy Rao, Sr. SV /Retd/SCR described the status of SV cadre also stated the injustice and deprive from benefit faced by the cadre. He himself suffered and urged to uphold the issue at appropriate level to set right the demand of SV cadre.

11. Mr. Jahangir Pasha/ BZA/SCR, Joint Secy. said being a member of AIRASA we should feel proud of our leader like Reji George, GS and Partho Bhattacharyya , President who rigorously visited at Delhi & briefing the history to the advocate for pleading the arrear case at court and 5400 GP at the appropriate level. Also said we should ignore the rebellion group at present that are creating obstructions.

12. Mr. Ashis Das/KPA/ER, Vice President, said to maintain the departmental hierarchy. 13. Mr. Alex Lobo/ADI/WR, said over phone and SMS that all qualified C.A. and ICWA should be

given Gazetted status, same to be provided to Sr. SO. 14. Mr. Rakesh Gupta/ASR/NR, Vice President expresses his support to the decisions to be taken

in the BGM. 15. Mrs. Arvinda Kaur/DMW/PTA, Vice President expresses her support in writing on paper send

to Whatsapp No of GS to the decisions to be taken in the BGM and also will be a part of the new body if members will select her .

Before approaching to the next item, President of AIRASA express his gratification on the attendance of the physical BGM ignoring the shortcomings and more than 140 members as per Membership Register Submitted by Finance Secretary AIRASA (Based on subscription paid by member and receipt of membership issued by General Secretary or Finance Secretary AIRASA ) from all over Indian railways including VSKP accounts staff were present in the BGM and 13 Valid Members/Hon Members of central office bearers (those name in the letter head pad) physically attended the BGM which is more than one-third to make a quorum figure in terms of AIRASA constitution. Following items / proposals have passed in the BGM by the delegates and members through voting.

1. In terms of Serial No. 27 of AIRASA Constitution under heading – Amendment to constitution, Followings amendments, which needs of hours, are placed to the house of BGM for passing it with majority of votes AS stipulated in FORM I Sr no 18 of Trade UNION act 1926 Performa .

At Serial No. 6 (b) Membership. – The Association (AIRASA) may admit accounts person who was member of the Association and was

holding designated portfolio but had to DE-touch from Association by superannuation or by

voluntary retirement from service. The same person may become the regular member of AIRASA by

paying subscription. (The same member may be an executive of central office bearers or Zonal or

Divisional office bearers if elected or selected by the AGM or BGM) subject to the followings –

a) The retired person either Group – B officer or Group – C should have a good conduct,

maintaining contact with AIRASA office bearers, extend help maintaining office procedure,

after DE-touching from AIRASA and would be free from all types of misconduct against the

AIRASA. He had not executed any efforts or make correspondence with Government officials

or Railways officials without prior permission or intimation of/to General Secretary or

President of Association, WILL be inducted as Honorary Members stipulated in Trade Union

ACT 1926 Section 22(2) on need basis as per IREM Para 2518 part c Sr no 10 .

b) He had not hindered any facts nor forcefully hold any official documents which deemed to be

kept with respective executives.

c) Membership subscription is enhanced from Rs. 100.00 to 200.00 per calendar year beginning

from January 2021.

At 7 (a) under Management of General Council - There is an immense important to create one (01) additional post of Additional General Secretary in place of a joint Secretary Accordingly it is passed in BGM by the present office bearers and members.

At 7 (b) - Amendment as – General Finance Secretary may be elected from anywhere in India

and should not have any restriction of jurisdiction.

It is also decided to operate all Zonal Bank Account with the COUNTER SIGNATURE OF

General Secretary AIRASA .

The List of All Elected office Bearer /CWC Members of AIRASA will be send to all concerned

in ZONE/Division/Production Unit and also in Office of Trade Union .

If any Members/Group formed parallel Association on the name of AIRASA / Present LOGO of

AIRASA then Legal Action will be taken against such miscreants.

At 7 C – Function of the President. – In addition to the existing provision under serial

number, President function would be – Observing all activities of Association, interfere into

unforeseen events found not properly dealt by General Secretary or any misconduct

performing against AIRASA by any executive of central office bearer or Zonal/ Divisional

office bearer and President is allowed to take immediate action against that person either

suspension/removal from Association With the approval 2/3rd members this provision may

apply only an exceptional cases or situation needs. Normally, Serial No. 24 (b) will applicable

for removal of members.

Provision for engagement of Internal Auditor as per FORM I AND AIRASA constitution

Engage of an Internal Auditor in AIRASA Central Executive Committee for auditing of all

vouchers in terms of accounting principle & book keeping with help of C A . Name of the

Internal Auditor is to be placed in FORM I OF Trade Union Act Part B page 6.

At 7 H (b) – Restriction of holding cash in hand of Rs. 500.00 is withdrawn and a rational cash

may hold by Secretary Finance but should not exceeded Rs. 30000/- (Rupees thirty thousand

only).

At 19 – Power of Expenditure. Considering the inflation of money value expenditure limit of

Rs. 1000.00 is amended as to 5000.00 (Rupees five thousand only).

At 16 (a) – Existing provision is deleted and amendment as – Subscription of each member

would be 200/- per year. Subscription would be collected online only, no cash collection

would be accepted only in exceptional case. Share of earlier provision in constitution is

modified as – Central fund will re-imburse 50% (fifty) of the expenditure incurred by

Zone/Division/PU/Project against production of voucher or statement of expenditure subject

to the collection against each zone or division or PU. If any special mobilization for

organization is planned based on the situation, the expenditure thereon would also be re-

imbursed @ 50% (fifty) by central body with valid vouchers or may decide after negotiation.

At under Sl. No. 13 (a) – Read as G.S. or President will be authority for calling AGM or BGM of

the AIRASA instead of existing entry i.e. CWC meeting or its consent. It may also read as -

henceforth, G.S. & President will be appropriate authority in emergent situation instead of

CWC meeting or its consent. It will be applicable in all lines in AIRASA constitution and as per

Trade Union Act 1926.as the case may be.

2. Following new provisions are incorporated in the constitution –

Validity of Membership – AIRASA will collect its subscription through online /net

banking / updating AIRASA WEBSITE for collection of subscription and issue of receipt

thereon duly signed by GS/FS OF AIRASA.The Validity of Membership only decided

based on receipt and incorporated in Membership Register.

At under Sl. No. 30. - WEBSITE OF AIRASA – maintenance charges with documents

per year will bear by AIRASA and efforts to be made to upto date the site with

relevant information.

At under Sl. No. 31. – A disciplinary committee is permitted for formation with one

(01) Chairman( Hon Members) and four (04) other members two (02) from retired

person( Hon Members)& two (02) from on service. The committee will deal the cases

of appeals of any member of AIRASA or any executives of central or zonal or divisional

body found doing misconduct against AIRASA. Decision of the committee would be a

majority of opinion, and chairman opinion will be the deciding factor if not accorded

by two other members. Disciplinary committee will submit its recommendation to the

G.S. & President, and Registrar Trade Union Mumbai .

At under Sl. No. 33.All accounts person who are inducted or admitted in AIRASA by

issuing membership under article provision at Sl. No. 6 (b) under head Membership,

At under Sl. No. 34. The decision or resolution passed in the AGM or BGM shall have

to abide by the all members and executives of AIRASA even he/she is not attended

the meeting.

At under Sl.No. 35. If any court case has to file in any court or CAT which is inevitable

for the interest of AIRASA and its members, the WAKALATNAMA will be signed by

General Secretary AIRASA on behalf of all members of AIRASA.

3. November month of calendar would be the month for collection of subscription every year.

5. AIRASA’s WEBSITE will be modified for collection of contribution of subscription through

online and issuing receipt by GS/FS . Maintenance charges of website will be paid from

AIRASA central fund.

6. AIRASA CONSTITUTION will be reprint covering all amendments passed in 10th BGM on 4 &

5th February 2021 at VSKP duly approved by present office bearers President/Working

President/General Secretary /Finance Secretary /Present CWC Members and ordinary

Members attended 10th BGM. It is also decided that Amended copy of AIRASA constitution

passed in physical BGM Will be send to Registrar /Commissioner Trade Union Bandra

Mumbai 51 MS FOR INCORPORATE Under Sr no 18 of FORM I .

President then declared lunch time on 5th February 2021 at 2.00 pm.

After lunch open session commence at 5.00 pm, and details programme of open session including

cultural program are as follows –

Evening session was very glamorous with the presence of DRM, Mr. C. K. Srivastava, ADRM (Infra)

,Mr A SAXENA , FA&CAO (WST)/BBS, Mr. P. Ramachandran Rao, ADRM (Operation), Dr. C. Surya

Lakshmi, Sr. DFM/WAT , Mr. S. K. Chatterjee and Dy. FA & CAO(CON)/WAT, Mr. M.V.

Narasimham,Miss Avinash Kaur DFM /WAT and entire accounts staff of WAT Dvn. All the officers

welcomed by AIRASA President & GS and Mr. N.ChandraSeker on behalf of organizer of BGM.

At 5.00 pm, open session starts with lightening of the Lamp by DRM, Mr. C. K. Srivastava, first then

all the officers joined the function including AIRASA President, Mr. ParthoBhattacharyya and GS , Mr.

Reji George. All the delegates were presented with Memento and flower BouquetReji George

General Secretary gave a brief history of AIRASA. ADRM 2. Dr. Surya Lakshmi spoke on the present

challenges ahead in Railways. FA&CAO/BBS, ADRM 1, FA&CAO/Cons. and Sr.DFM/WAT spoke on the

role of Finance and Railway Accounts. DRM Sri C.K. Srivastava spoke on role and importance of

Finance, disinvestment, privatization, PSU, all to bring efficiency in Railways. Followed by Vote of

Thanks by by Dr. NirmalDeyRetd. Sr. AFA., where he thanked all the Organizer and delegates. Dinner

and Memento was served to all the Delegates and staff of VishakapatinamDivn.

The Bank operation at SBI Churchgate will be operate by General Secretary and any one

amongst President or Treasurer of AIRASA Central Body.

7. All the four namely Mr. Reji George, General Secretary, Mr. ParthoPratim Bhattacharya, President, Mr. D. Nageswar Rao, Working President and Mr. NIrmal Mandal, Secretary Finance have been again elected as per section 22(2) of Trade Union act 1926 to the respective post with vote by the delegates & members whose name were in subscription Register of the BGM for the next tenure i.e. upto April 2022 considering their roles to achieving the prime demands of accounts staff which is at door step and needs their existence at this juncture. Sri N C Shekhar Additional General Secretary to assist him time to time .

Charter of Demand. ( Passed in BGM on 4th& 5th February 2021 at VSKP.) 1. Take immediate action for granting arrears of 5th CPC to all accounts staff. Issue order immediately for granting Rs. 5400/- GP (non-functional) to supervisors in a/c in terms of 7th CPC.

2. Stop merging of Accounts carder with personnel or others.

3. After passing Appendix-III examination consider it as entry level to maintain parity with organized accounts cadre. 4.Similar action may take after passing Appendix-II examination treated it as entry level to maintain parity with organized accounts cadre.

5. After passing App.-III treated it as entry level to maintain the parity on per with Audit and Account Deptt. for MACP benefit. 6. Extend benefit of MACP as entry pay on passing Appendix-II & Appendix- IIIA with effect from 01.01.2006 as per 6th CPC.

7. Upgrade GP 2800/- to 4200/- for JAA referring to the case of ASM.

8. Restore grant of 03 (three) additional increments to ASVs after passing Appx.-IV examination and increase the percentage to 80% for Sr. ASV from the date of discontinuing.

9. Grant stepping up pay in terms of Para 11.40.82 of 7th CPC.

10. Provide Group – B status for Supervisors of accounts deptt. as per recommendation of CPC.

11. Change designation in accounts department as per AIRASA demand.

12. Stop departmental LDCE (30%) Gr.’B’ examination and follow procedure as per Audit & Accounts department.
