BIOGRAPHY

Gordon R. Sullivan, General (Retired) U.S. Army

General Sullivan is the President and Chief

Executive Officer of the Association of the United

States Army, headquartered in Arlington, Virginia.

Since assuming his position in 1998, General Sullivan

has overseen the transformation of the Association

into a dynamic member-based organization that

represents Soldiers, families, and the defense

industry.

His responsibilities encompass both daily business

operating and strategy planning for the largest

Army-oriented non-profit association. The

Association promotes and advocates programs for

Soldiers and their families, creates opportunities for

Army-Industry and professional dialog; advocates

public awareness of Army and national security

issues through its educational mission and maintains

an outreach program to national leadership on critical issues pertinent to Army

readiness.

Born in Boston, Massachusetts and raised in Quincy, he was awarded a Bachelor of

Arts degree in history from Norwich University and was commissioned a second

lieutenant of Armor in 1959. General Sullivan retired from the Army on 31 July 1995

after more than 36 years of active service. He culminated his service in uniform as

the 32nd Chief of Staff—the senior general officer in the Army—and a member of the

Joint Chiefs of Staff.

General Sullivan currently serves as the Chairman of the Board of Trustees of Norwich

University and the Marshall Legacy Institute, as well as a member of the MITRE Army

Advisory Board, the MIT Lincoln Labs Advisory Board, and a Life Trustee of the Woods

Hole Oceanographic Institute.

In addition to his many awards on active duty, he is also the recipient of the West

Point Association of Graduates’ Sylvanus Thayer Award and a member of the

Sergeants Major Academy’s Hall of Honor.

General Sullivan currently resides in Alexandria, VA. He has three children and three

grandchildren. He is an avid reader, amateur historian, and active sailor and sport

fishing enthusiast.

Harry P. Hallock Deputy Assistant Secretary Of the Army (Procurement)

Mr. Harry Hallock was appointed as the Deputy Assistant Secretary of the Army (Procurement) (DASA(P)) on 14 July 2013. Mr. Hallock manages the Army’s procurement mission including development and dissemination of policies, processes and contracting business systems. He directs the evaluation, measurement and continuous improvement actions for over 270 Army contracting offices worldwide executing contracts for major weapons systems, base logistics support, construction and wartime operational contracting in Iraq and Afghanistan. He ensures the execution of Federal, Defense, and Army regulations for acquisition, procurement, and related business practices. As the Functional Career Representative for Contracting, Mr. Hallock oversees the recruitment, training, certification, and professional development of the Army’s contracting workforce. As designated by the Deputy Secretary of Defense and delegated to the Secretary of the Army, h e provides staff supervision and support to the Multi-National Forces through the CENTCOM to support Joint Force Combat Operations, humanitarian relief, reconstruction, and security of Iraq and Afghanistan. Mr. Hallock is a member of the Army Acquisition Corps and is Defense Acquisition Workforce Improvement Act Level III certified. Bio for Mr. Gary Broadwell

Mr. Broadwell is a retired Navy Supply Corps Captain with over 28 years’ experience in acquisition, contracting, supply, joint logistics, and command. He joined LMI in 2011 and since then has served as the Project Leader supporting the Joint Staff (J4) Operational Contract Support (OCS) & Services Division institutionalizing operational contract support across doctrine, organization, training, materiel, leadership & education, personnel and policy (DOTMLP-p). He oversees all contractor team support and deliverables to include integrating OCS into joint doctrine, policy, training & education, exercises, readiness reporting, strategic communications, and transforming OCS to meet the needs of the Joint Force.

While on active duty, he served as the Chief of Staff to the Deputy Assistant Secretary of the Navy (Management & Budget) within the Office of the Assistant Secretary of the Navy (Research, Development & Acquisition) coordinating acquisition issues across 220 ACAT I-IV naval acquisition programs. Prior to that assignment, Captain Broadwell commanded a specialized echelon II activity that provided swift & tailored acquisition, logistics, transportation, finance, personnel, & security support to Navy, joint, and interagency customers to support high priority and classified Chief of Naval Operations projects. He also served as the Joint Staff (J4) subject matter expert on OCS and led the team that developed the sweeping DOD policy (DOD Instruction 3020.41) for managing contractors deployed with the force. He has held unlimited contracting officer warrants at the Naval Sea Systems Command and Naval Air Systems Command.

He holds the following professional certifications: Certified Professional Contracts Manager (CPCM), Project Management Professional (PMP), and level 3 Industry Certification in Contract Management – Defense (ICCM-D).

Mr. Broadwell has a B.S. in Business Management from the University of Oregon and a M.S. in Acquisition from the Naval Post Graduate School.

U.S. Army Contracting Command Rebecca Weirick, Executive Director Army Contracting Command-Redstone

Rebecca Weirick is the Executive Director and Principal Assistant for Contracting for the Army Contracting Command-Redstone, a major contracting center of the U.S. Army Contracting Command. Prior to becoming the ACC–RSA Executive Director Ms. Weirick served as the Chief of Contracting for the Air Force Rapid Capabilities Office where she was responsible for a classified contracting portfolio that directs selected study, development and fielding activities tasked directly by the Under Secretary of Defense for Acquisition, Technology and Logistics, the Secretary of the Air Force, and the Chief of Staff of the Air Force. She has been the lead contracting officer on multiple ACAT I-IV programs, commanded the largest contracting squadron in the Air Force and deployed in support of Operation Iraqi Freedom. Additionally, Ms. Weirick has served on the Headquarters Air Staff and Joint Staff in many positions including Assistant Deputy Director, Executive Officer and Legislative Liaison Officer. Ms. Weirick retired from the Air Force at the rank of Colonel in 2010. Ms. Weirick has a Bachelor of Arts from the University of Nebraska at Lincoln, a Master’s in Procurement Management from Webster University, a Master of Science in National Resource Strategy, Industrial College of the Armed Forces and has attended the Air War College Advanced Program Management Course, Defense Systems Management College. Her awards include: Defense Superior Service Medal, Legion of Merit Medal, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (Three Oak Leaf Clusters), Joint Service Commendation Medal, Air Force Commendation Medal (One Oak Leaf Cluster), Air Force Achievement Medal (One Oak Leaf Cluster), Combat Readiness Medal, Air Force Recognition Medal, Iraq Campaign Medal (One Service Star). BRIGADIER GENERAL KENNETH D. HUBBARD Director Capability and Resource Integration J8,

Brigadier General Kenneth D. Hubbard is the son of a career Army officer and a 1986 graduate of the South Carolina State Army ROTC Program. He holds a Master Degree in Business Administration from Syracuse University, and a Master’s Degree in National Resource Strategy from the National Defense University. His military education includes the Industrial College of the Armed Forces, and the U.S. Air Command and Staff College. Prior to becoming the Director, Capability and Resource Integration J8, United States Cyber Command, Brigadier General Hubbard served as the Director for Resource Management (G8), Installation

Management Command. Other previous assignments include the Director of the Army Budget’s Operations and Support Directorate; USFOR-A J8 while assigned as the V Corps G8, Operation Enduring Freedom, Afghanistan; Division G8 (Comptroller) for 1st Infantry Division; Multi-National Security Transition Command – Iraq (MNSTC-I) G8, Operation Iraqi Freedom, Iraq; NATO assignment as Joint Plans Officer in Croatia/Bosnia; Contingency Operations Budget Analyst, Army Budget Office; and Defense Resource Manager, J8, Joint Chief of Staffs. Kenneth w. hunzekerChief Executive Officer and President

Lieutenant General (Ret) kenneth W. hunzeker is the Chief Executive Officer and President of Vectrus, Inc. He was appointed CEO in September 2014 when Vectrus was established as a publicly-traded spin-off from parent Exelis Inc. He has led the organization since April 2011.

Vectrus is a leading, global government services company with a history in the services market that dates back more than 70 years. The company provides infrastructure asset management, information technology and network communication services, and logistics and supply chain management services to U.S. government customers around the world.

Mr. Hunzeker is responsible for all management and global operations of Vectrus. This includes more than 85 operating locations in the U.S., and 15 foreign countries, three continents, and 5,000 employees.

He initially joined ITT in August 2010 after 35 years of distinguished service in the U.S. Army. His Army career was highlighted by troop assignments in Infantry and Armored divisions and high-level military and joint staff positions. He has more than 20 years of defense community experience in program management, strategy development and finance, working with key decision makers within the Army, Department of Defense, Office of Management and Budget, and Congress.

His most recent Army assignment was Deputy Commander, United States Forces–Iraq. During a previous tour, he commanded the Civilian Police Transition Team responsible for training and equipping over 400,000 Iraqi security forces. He also served as the Vice Director for Force Structure, Resources and Assessment, J-8, The Joint Staff, Washington, DC, and he commanded the 1st Infantry Division as well as 5th U.S. Corps, both in U.S. Army Europe.

Mr. Hunzeker holds a bachelor’s degree from the U.S. Military Academy at West Point and two master’s degrees, including one in Systems Technology (Command, Control and Communications) from the Naval Post Graduate School, and one in Strategic Security Studies from the National Defense University.

Don Tison Assistant Deputy Chief of Staff, G-8

Headquarters, Department of the Army Washington, D.C.

Don Tison currently serves as Assistant Deputy Chief of Staff, G-8, responsible for Army Programs, Force Development, Quadrennial Defense Review, Army Studies Management, and the Center for Army Analysis. In this capacity, he is the principal advisor to the G-8 with responsibility for providing professional advice to the G-8 on key issues to include formulating plans and programs, acquiring resources, developing communication networks, executing operations, and evaluating results. Additionally, as of March 2009, Mr. Tison serves as the Department of the Army Deputy Chief Management Officer with the overarching responsibilities for establishing the Office of Business Transformation, governing Army enterprise business transformation efforts and collaborating Joint enterprise efforts within the Department of Defense. In addition, he served for over two years as the Chairman, Headquarters and Support Activities Joint Cross Service Group, Base Realignment and Closure 2005 and was the Executive Director of the Army’s Business Initiative Council from January 2003 through April 2004. Prior to this position, Don Tison served as the Deputy Director, Program Analysis and Evaluation Directorate from January 2001 to January 2003. He was responsible for Army planning, programming and budgeting matters. As the senior civilian, he was responsible for a broad range of independent and unique duties that revolved around the Army program development in support of the Program Objective Memorandum and the Future Years Defense Program.

U.S. Army Expeditionary Contracting Command Brigadier General Michael D. Hoskin Commanding General

BG Michael D. Hoskin became the Commander of the U.S. Army Expeditionary Contracting Command on August 1, 2014. ECC, headquartered at Redstone Arsenal, AL, is a subordinate command of the Army Contracting Command. It provides effective and agile expeditionary contracting across the full spectrum of military operations for Army service component commands and federal agencies. Along with acquisition programs in support of Soldiers, civilians, and their families at Army installations outside of the continental United States, ECC also plans and performs expeditionary contracting during military and humanitarian operations. BG Hoskin was commissioned as a second lieutenant Armor officer through the Army ROTC program after graduating from Ferrum College, VA in 1986. Director, Defense Contract Management Agency

Lt. Gen. Wendy M. Masiello is the Director of the Defense Contract

Management Agency. As the Director, she leads a Department of Defense

agency that consists of more than 11,900 civilians and military personnel who

execute worldwide contract management responsibilities, covering more than

20,000 contractors and more than $223 billion in unliquidated obligations.

In her previous assignment as the Deputy Assistant Secretary for Contracting,

Office of the Assistant Secretary of the Air Force for Acquisition, Washington, D.C., she was responsible

for all aspects of contracting relating to the acquisition of weapon systems, logistics, operational, and

contingency support for the Air Force.

General Masiello was commissioned in 1980 as a distinguished graduate of the Reserve Officer Training

Corps program at Texas Tech University, where she received a Bachelor of Business Administration

degree in marketing. In 1984 she received a Master of Science degree in logistics management

(contracting and manufacturing management) from the Air Force Institute of Technology on Wright-

Patterson Air Force Base, Ohio, and in 1999 she was a distinguished graduate from the Industrial College

of the Armed Forces, Fort Lesley J. McNair, Washington, D.C. where she received a Master of Science

degree in national resource strategy.

She has held a variety of systems acquisition roles including principal contracting officer for surveillance

and reconnaissance systems, weapon systems and test ranges. She was an assistant professor at the Air

Force Institute of Technology and Executive Director for the National Reconnaissance Office Inspector

General. She has also served several staff tours including Deputy Director of Plans and Programs, and

Director of Contracting at two systems acquisition centers.

General Masiello commanded an air base wing, and from July 2005 through January 2006, she deployed

to Iraq as Principal Assistant for Contracting Forces in Iraq/Afghanistan. Her responsibilities included

contracting and acquisition support to forces in both countries, security transition support in Afghanistan,

and humanitarian relief following the Pakistani earthquake.

Her awards and decorations include: the Legion of Merit; Bronze Star Medal; Defense Meritorious

Service Medal with oak leaf cluster; Meritorious Service Medal with two oak leaf clusters; Air Force

Commendation Medal; Joint Service Achievement Medal with oak leaf cluster; Air Force Achievement

Medal and the Global War on Terrorism Service Medal.

Melanie Johnson, Executive Director

Army Contracting Command-Rock Island, Ill.

Melanie Johnson is the Executive Director and Principal Assistant Responsible for Contracting for the Army Contracting Command-Rock Island, a major contracting center of the U.S. Army Contracting Command. She serves as the center’s senior civilian procurement authority, supporting the total contracting requirements of diverse customers including the U.S. Army Sustainment Command; the Joint Munitions & Lethality Life Cycle Management Command; the Program Executive Office–Ammunition; the Program Executive Office- Assembled Chemical Weapons Alternatives and Chemical Materials Agency; the Program Executive Office-Enterprise Information Systems; the Information Technology Agency; Army Central Command; U.S. Forces Afghanistan; Combined Security Transition Command Afghanistan; Office of the Administrative Assistant for the Secretary of the Army; the Surface Deployment and Distribution Command; and the Office of the Program Manager–Saudi Arabian National Guard. In this position, she advises the commanding generals and executive officers of supported commands and activities on the total contracting process. She is responsible for staff supervision and management of major contracting areas including ammunition, installations, chemical demilitarization, information technology, the Logistics Civil Augmentation Program, Army prepositioned stocks, reachback for Southwest Asia, and contract support staff, having oversight of more than 500 employees and in excess of $80 billion worth of contracts. Prior to becoming the ACC–RI Executive Director, Ms. Johnson served as the Director of Field Support Contracting, ACC–RI where she led approximately 200 contracting professionals executing actions in the Sustainment, Reachback, and Logistics Civil Augmentation Program Contracting divisions, as well as the Enhanced Army Global Logistics Enterprise Contracting Office. Ms. Johnson has more than 34 years of acquisition experience including service as the Chief, ACC-RI Installation Contracting Division, August 2009-December 2010; Army Sustainment Command Executive Officer, October 2008-July 2009; and as Chief, Propellants, Explosives and Artillery Contracting Branch, May 2005-October 2008. She has also held various procuring contracting officer and source selection assignments for the execution and management of facilities and production contracts for conventional ammunition produced at commercial facilities, government-owned contractor-contractor operated installations, and government-owned government-government operated installations; as well as non-standard ammunition foreign military sales in support of the Afghanistan and Iraq missions. Ms. Johnson graduated from Western Illinois University with a bachelor of art degree in Liberal Arts. She earned a master’s in Business Administration from the University of Iowa. She is an Army Acquisition Corps member, Level III certified in contracting, and Level I certified in program management. She has completed the Army Senior Executive Education Program – Basic and Intermediate courses, the Army Force Integration course and the first ASC Journey to Leadership Tier III program. Jenny Hahn is President of FD Associates, Inc., an export consulting firm specializing in ITAR & EAR licensing and compliance located in the Washington DC area. Jenny joined FD Associates in 1992, initially assisting the firm in domestic procurement for international clients and related export licensing obligations. Over the past 23+ years, Ms. Hahn has consulted with numerous small and medium size companies on their export licensing and compliance requirements helping them to understand and strategize their business objectives in compliance with the ITAR and other US export regulations. In addition to oversight of the 6 associates supporting licensing and compliance requirements for client companies, Ms. Hahn assists clients with various compliance requirements including mergers and acquisition notifications, customs detention and seizures, compliance procedures and manuals, training programs, auditing and voluntary disclosures. In the past decade, Ms. Hahn has conducted more than 150 ITAR/EAR training programs and conducted more than 50 export compliance audits. Ms. Hahn’s principal technology areas include aerospace parts and components, satellite parts and components, unmanned aerial vehicles/systems, night vision equipment, ballistic/armored equipment, firearms/ammunition, propulsion systems for missiles, Intelligence Surveillance and Reconnaissance equipment and various weapon systems. Ms. Hahn has volunteered at various Society for International Affairs events and assisted in the development of the original and updated version of the SIA exemptions handbook and the updated Mergers and Acquisitions guidelines. Prior to joining FD Associates, Ms. Hahn was employed by the Marriott Corporation, in its restaurant division. Ms. Hahn attended the George Washington University majoring in political science.

Biography

LTG (Ret.) Robert P. Lennox Vice President and Customer Facing Executive – Ground Forces for General Dynamics Mission Systems and General Dynamics Land Systems

Army Lieutenant General Robert (Bob) P. Lennox (retired) is a Vice President of General Dynamics

Mission Systems and General Dynamics Land Systems. He is responsible for developing and supporting

General Dynamics’ ground forces customers and assists in new business development opportunities with

the U.S. Army, Marine Corps and Special Operations forces.

His last military position was as the Principal Deputy Director, Cost Assessment and Program Evaluation

(CAPE) for the Office of the Secretary of Defense (OSD). In this position, Lennox conducted evaluations

of Army, Navy, Air Force and Marine Corps programs and made budgetary recommendations to senior

Defense Department leaders. He held this position from May 2012 until March 2014, retiring from the

Army on March 1, 2014 after thirty-seven years of service. His assignments have included locations

throughout the United States, Germany and the Middle East.

Lennox served at every level and commanded every echelon of the Air Defense Artillery from platoon

leader to Commanding General of Fort Bliss, Texas. He also served as the Commandant of the Air

Defense Artillery School. Away from the troops, he served as: Assistant Professor at the Department of

Social Science, United States Military Academy at West Point; Deputy Commanding General at the U.S.

Army Space and Missile Defense Command; and Deputy Commanding General at the US Army

Accessions Command.

While stationed in the Pentagon, Lennox was the Deputy Operations Officer of the Army Staff, the Chief of

the Army's Quadrennial Defense Review (a strategy/Policy) team, and as the Army G8. Lennox was also

responsible for the modernization and equipping of the U.S. Army, and the development of the Army's

five-year budget plan. This position led to his final uniformed assignment working for the Secretary of

Defense as Principle Director, OSD-CAPE.

Lennox has received multiple awards and decorations including the Defense Distinguished Service Medal,

and the Distinguished Service Medal with Oak Leaf Cluster. He has served on the Joint Staff, the Army

Staff and the Secretary of Defense Staff and has been awarded those identification badges.

Lennox graduated from the U.S. Military Academy at West Point in 1977, where he earned a Bachelor of

Science Degree in Engineering. He also holds a Masters Degree in Business Administration from Stanford

University and a Masters in National Security and Strategic Studies from the National Defense University.

MG Cedric T. Wins assumed duties on July 7, 2015, after serving as Director, Requirements Integration Directorate, Army Capabilities Integration Center, Joint Base Langley-Eustis, Virginia. MG Wins graduated from the Virginia Military Institute and was commissioned a second lieutenant in the Field Artillery in July 1985. Mr. David M. Thiede Senior Executive Service Director, Resources and Analysis (J-8) US Southern Command

Mr. David “Dave” Thiede assumed duties as Director, Resources and Analysis (J8), in April 2013. As the Director, he advocates for resources, manages programmatic portfolios, and conducts assessments to support US Southern Command’s achievement of strategic goals. His responsibilities include budget execution, program management, PPBES activities, assessments required to evaluate US Southern Command’s readiness and performance, and acquisition/contracting services. Mr. Thiede has previously served in the J8 at both geographic and functional combatant commands – US Central Command (1998-2001 and 2006-2010) and US Special Operations Command (2004-2006). He was the Chief, Requirements & Analysis Division and later, the Deputy Director, Resources & Analysis Directorate at US Central Command where he communicated resource requirements, reinforced decision-making through modeling and analysis, and managed resources supporting simultaneous combat operations in two theaters of war. At US Special Operations Command, he was the Chief, Program Strategy Division and later, Director of Programming, Center for Special Operations Requirements and Resources, responsible for leading the development of the command’s programming strategy, guidance, and analysis at a critical time when the command was growing its force structure and total obligation authority. Mr. Thiede joined the Senior Executive Service in April 2013. Previously, he was a Management Consultant with IBM following a 27-year military career in the US Army. While with IBM, he principally worked in the acquisition and intelligence communities consulting on projects with US Special Operations and Central Commands. He began his military career as an Infantry officer and later served in Operations Research/ Systems Analysis positions. In addition to his combatant command experience and traditional military assignments in both light and mechanized infantry organizations, Mr. Thiede served as faculty in the Department of Mathematical Sciences at the US Military Academy. Mr. Thiede earned a Master of Science degree in Strategic Studies from the US Army War College and in Operations Research from the Georgia Institute of Technology. He also holds a Bachelor of Science Degree from the US Military Academy. He is licensed by the state of Virginia as a Professional Engineer. Mr. Thiede and his wife, Shari , have two adult sons.

Office of the Assistant Chief of Staff for Installation ManagementMajor General Theodore “Ted” C. Harrison Director, Operations

Maj. Gen. Theodore “Ted” Harrison III became the Director of Operations for the Assistant Chief of Staff for Installation Management on October 9, 2015.

General Harrison was commissioned as a second lieutenant in Air Defense Artillery after graduating as a distinguished military graduate from Virginia Tech in 1980. He has served at various levels of command and staff positions throughout his career. Most recently, he served as the commanding general of the U.S. Army Contracting Command from October 2, 2013 to August 19, 2015.

He is a graduate of the Senior Service College Fellowship Program at the University of Texas, Austin. He holds a master’s in Business Administration from Frostburg State University, MD., and a Bachelor of Science in Marketing Management from Virginia Tech. He is a graduate of the Air Defense Artillery Basic Course, Aviation Officer Advance Course (with honors), Defense Program Managers Course, and Command and General Staff College. General Harrison is Defense Acquisition Workforce Improvement Act Level III certified in both contracting and program management.

Early in his career General Harrison served as a Hawk Platoon Leader in the Republic of Korea and as a Vulcan and Stinger Platoon Leader in the 82nd Airborne Division, Fort Bragg, NC. After completing Rotary Wing Flight Training he served as an Aero Scout Platoon Leader, Flight Operations Officer, and Air Cavalry Troop Commander in 4th Squadron, 12th U.S. Cavalry, Fort Hood, Texas.

General Harrison’s acquisition career began at Letterkenny Army Depot, PA, where he served as a contracting officer and Executive Officer to the depot commander. He also served as Director of Contracting, Osan Air Base, Korea; Weapons System Manager for Aviation Ground Support Equipment, U.S. Army Aviation and Troop Command; and as Army Section Chief, Office of Defense Cooperation, U.S. Embassy, Rome, Italy. His acquisition command assignments include Commander of Lima Army Tank Plant and Defense Contract Management Agency, General Dynamics Land Systems; Commander, 410th Contracting Support Brigade, Joint Base San Antonio-Fort Sam Houston, Texas; Commanding General, Expeditionary Contracting Command, Redstone Arsenal; Commanding General, U.S. Army Contracting Command, Redstone Arsenal. Other key assignments include Chief of Staff, Joint Contracting Command (Iraq/Afghanistan); Director, Procurement Operations for Iraq and Afghanistan, Deputy Assistant Secretary of the Army (Procurement); and Director, National Contracting Organization, U.S. Army Corps of Engineers.
