We are a Christian church within the Anglican tradition (Church ofEngland) and we welcome people of all Christian traditions as well aspeople of other faiths and people of little or no faith. The ministry of the Church is the ministry of Christ, its chief shepherd andhigh priest. Those who are ordained are called to share Christ’s work: tospeak in his name and build up the Church of which he is the head.

This service of ordination perpetuates a pattern of ministry in directcontinuity – through a long line of succession – with the apostles. Just asJesus commissioned his first disciples, so by the laying on of hands thearchbishop will commission these disciples to mission. That is, to witnessto the resurrection and to preach the good news of salvation in all theworld. The particular role of bishops – while remaining deacons and priests– is to proclaim and guard the faith, to preside at the sacraments, to leadthe Church’s prayer and to hand on its ministry.

During the service the candidate will be asked to confirm his commitmentto these priorities. The archbishop will ask all who are present toundertake to support the ordination of this candidate, not least because asbishop he will act not just on behalf of particular local Christiancommunities, but of the whole Church.

Christ’s mission is the fundamental and unifying reality for all ministry. Itturns the Church outwards towards the world that God loved so muchthat he sent his only Son. It prepares the Church for that goal and end ofall things, when Christ himself will present to the Father a world madeperfect by his work – when all his people share in the joyful communion oflove that binds the Father and the Son, in the unity of the Holy Spirit.

The Greeting

Blessed be God, Father, Son and Holy Spirit.Blessed be his kingdom, now and for ever. Amen.

There is one body and one spirit.There is one hope to which we were called;

one Lord, one faith, one baptism,one God and Father of all.

Peace be with youand also with you.

God calls his people to follow Christ, and forms us into a royalpriesthood, a holy nation, to declare the wonderful deeds of him who hascalled us out of darkness into his marvellous light.

The Church is the Body of Christ, the people of God and the dwelling-placeof the Holy Spirit. In baptism the whole Church is summoned to witnessto God’s love and to work for the coming of his kingdom.

To serve this royal priesthood, God has given particular ministries. Bishopsare ordained to be shepherds of Christ’s flock and guardians of the faith ofthe apostles, proclaiming the gospel of God’s kingdom and leading hispeople in mission. Obedient to the call of Christ and in the power of theHoly Spirit, they are to gather God’s people and celebrate with them thesacraments of the new covenant. Thus formed into a single communion offaith and love, the Church in each place and time is united with the Churchin every place and time.

The Presentation

The Ordinand is presented by the Bishop of Newcastle and the Bishop of

Worcester.

Reverend Father in God, Graham has been chosen to be Bishop of Dudleyin the Diocese of Worcester.

We present him to be ordained and consecrated to the office of bishop inthe Church of God.

The Archbishop asks

The Preface to the Declaration of Assent

The Church of England is part of the One, Holy, Catholic, and ApostolicChurch, worshipping the one true God, Father, Son, and Holy Spirit. Itprofesses the faith uniquely revealed in the Holy Scriptures and set forth inthe catholic creeds, which faith the Church is called upon to proclaimafresh in each generation. Led by the Holy Spirit, it has borne witness toChristian truth in its historic formularies, the Thirty-nine Articles ofReligion, The Book of Common Prayer and the Ordering of Bishops, Priestsand Deacons. In the declaration you are about to make, will you affirmyour loyalty to this inheritance of faith as your inspiration and guidanceunder God in bringing the grace and truth of Christ to this generation andmaking him known to those in your care?

The Ordinand says

I, Graham Barham Usher, do so affirm, and accordingly declare my belief inthe faith which is revealed in the Holy Scriptures and set forth in thecatholic creeds and to which the historic formularies of the Church ofEngland bear witness; and in public prayer and administration of thesacraments, I will use only the forms of service which are authorized orallowed by Canon.

The Liturgy of Ordination

The Declarations

The Ordinand stands before the Archbishop, who addresses the congregation:

Bishops are called to serve and care for the flock of Christ. Mindful of theGood Shepherd, who laid down his life for his sheep, they are to love andpray for those committed to their charge, knowing their people and beingknown by them. As principal ministers of word and sacrament, stewards ofthe mysteries of God, they are to preside at the Lord’s table and to leadthe offering of prayer and praise. They are to feed God’s pilgrim people,and so build up the Body of Christ.

They are to baptize and confirm, nurturing God’s people in the life of theSpirit and leading them in the way of holiness. They are to discern andfoster the gifts of the Spirit in all who follow Christ, commissioningthem to minister in his name. They are to preside over the ordination ofdeacons and priests, and join together in the ordination of bishops.

As chief pastors, it is their duty to share with their fellow presbyters theoversight of the Church, speaking in the name of God and expounding thegospel of salvation. With the Shepherd’s love, they are to be merciful, butwith firmness; to minister discipline, but with compassion. They are to havea special care for the poor, the outcast and those who are in need. Theyare to seek out those who are lost and lead them home with rejoicing,declaring the absolution and forgiveness of sins to those who turn toChrist.

Following the example of the prophets and the teaching of the apostles,they are to proclaim the gospel boldly, confront injustice and work forrighteousness and peace in all the world.

The Archbishop addresses the Ordinand directly:

Graham, we trust that you have weighed and pondered all this, and that youare now fully determined to devote yourself to this ministry to which Godhas called you. We pray that you may offer to him your best powers ofmind and spirit, so that as you follow the rule and teaching of our Lord youmay grow up into his likeness, and sanctify the lives of all with whom youhave to do.

And now, in order that we may know your mind and purpose, you mustmake the declarations we put to you.

Do you accept the Holy Scriptures as revealing all things necessary foreternal salvation through faith in Jesus Christ?

Ordinand I do so accept them.

Will you be diligent in prayer, in reading Holy Scripture, and in all studiesthat will deepen your faith and fit you to bear witness to the truth of thegospel?

Will you lead your people in proclaiming the glorious gospel of Christ, sothat the good news of salvation may be heard in every place?

Brothers and sisters, you have heard how great is the charge that Grahamis ready to undertake, and you have heard his declarations. Is it now yourwill that he should be ordained?It is.

The Ordinand turns to face the Archbishop, who continues

Graham, remember always with thanksgiving that God has entrusted toyour care Christ’s beloved bride, his own flock, bought by the shedding ofhis blood on the cross.

You are to govern Christ’s people in truth, lead them out to proclaim thegood news of the kingdom, and prepare them to stand before him when atlast he comes in glory.

You cannot bear the weight of this calling in your own strength, but only bythe grace and power of God. Pray therefore that you may be conformedmore and more to the image of God’s Son, so that through the outpouringof the Holy Spirit your life and ministry may be made holy and acceptableto God.

Pray earnestly for the gift of the Holy Spirit.

The Ordinand and congregation kneel and the College of Bishops moves to stand

The Ordination Prayer

The Ordinand continues to kneel before the Archbishop.

We praise and glorify you, almighty Father, because in your infinite love youhave formed throughout the world a holy people for your ownpossession, a royal priesthood, a universal Church. We praise and glorifyyou because you sent your only Son Jesus Christ, the image of youreternal and invisible glory, the firstborn of all creation and head of theChurch. We praise and glorify you that by his death he has overcomedeath; and that, having ascended into heaven, he poured out your HolySpirit upon his disciples, to give them power to preach the gospel to theends of the earth and to build up your people in love.

Through your Spirit, heavenly Father, fill this your servant with the graceand power which you gave to your apostles, that as a true shepherd he mayfeed and govern your flock, and lead them in proclaiming the gospel of yoursalvation in the world. Make him steadfast as a guardian of the faith andsacraments, wise as a teacher and faithful in presiding at the worship ofyour people. Through him, with his fellow servants in Christ, increase yourChurch and renew its ministry, uniting its members in a holy fellowship oftruth and love. Give him humility, that he may use his authority to heal, notto hurt; to build up, not to destroy.

‘Top Church Training’ is a small Dudley-based charity supporting16-25 year olds into employment, education and training.

The pastoral staff handed to Graham today is a gift from the Diocese ofNewcastle. It is a traditional Northumbrian shepherd’s crook made byNeville Straker of Amble.

The episcopal ring, a gift from the parishioners of Hexham, includes thedesign of the Hexham processional cross, and was crafted by AlanHarrison of Kirkharle, Northumberland.

The pectoral cross, in the Russian Orthodox style, was given by CanonJohn Stanley Purvis (who prepared the modern English version of theYork Mystery Plays) to Graham’s late Father-in-Law, Dr KennethThomson. Today would have been Kenneth’s 87th birthday. The cross hadpreviously been used by a Bishop of Whitby.

Graham will use a mitre which belonged to Bishop Douglas Sargent,Bishop of Selby (1962-1971), by whom he was baptised.
