APPLICATION OF LINK CONEXION AEREA S.A. DE C.V. d/b/a TAR AEROLINEAS FOR AN EXEMPTION
Link Conexi6n Aerea S.A. de C.V. d/b/a TAR Aerolineas (TAR), pursuant to 49 U.S.C . §
40109 and Subpart C of the Department's Rules of Practice in Proc eedings , hereby applies for an
exempt ion from 49 U.S.C. § 4 1301 authori zing it to engage in : 1) scheduled foreign air
transportation of persons, property and mail between Queretaro , Mexico , and San Antonio,
Texa s and 2) charter foreign air transporta tion in accordance with 14 C.F.R. Part 212 . TAR
intends to begin scheduled service to the Unit ed States in July 2016 and respectfully requests tha t
the Department act promptly on this applicat ion I so that TAR can begin marketing and selling
the new service in April 2016 without delay. TAR requests that any exempti on issued by the
Department remain in effect for a period of at least one year .
In further support of its applicatio n, TAR states as follows:

I. Applicant
TAR is a Mexican airline with a fleet of nine (9) Embraer ERJ-145 aircraft . TAR serves
over 29 destinat ions in Mexico including Guadalajara, Monterrey , Puerto Vallarta, and is a
corporation organized under the laws of Mexico . The complete name and address of TAR is as
follows :

The names, addresses , and citizenship of all Directors , Officers , and Key Management
Personnel is attached as Exhibit 1. None of the persons listed are related by blood or marriage.
A summary of TAR's ownership is attached as Exhibit 2. TAR is substantially owned and
effectively controlled by Mexican citizens .
TAR was founded on October 18, 2011, inaugurated operations on March 14, 2014, and
currently serves 27 cities in Mexico . TAR has never served the United States and does not
presently hold economic authority from the Department.
II. Proposed Service
TAR intends to operate twice-weekl y scheduled roundtrip service between Queretaro and
San Antonio utilizing nine aircraft seating fifty (50) passengers . TAR intends to begin its
Queretaro -San Antonio service in July 2016 and plans to expand to additional U.S. destinations
as the airline grows. TAR requests that DOT issue it an exemption authorizing it to engage in: 1)
scheduled foreign air transportation of persons, property and mail between Queretaro, Mexico ,
and San Antonio , Texas ; and 2) charter foreign air transportation in accordance with 14 C.F.R.

Part 212. TAR is aware of the limitations on charter operations for Mexican airlines and is
willing to accept the standard conditions that the Department has previously placed on Mexican
airlines when granting authority to engage in charter foreign air transportation.
III. Fitness
TAR is a privately-owned Mexican airline; the government of Mexico has no ownership
stake in the airline. TAR is subject to the regulatory jurisdiction of the Direccion General de
Aeronautica Civil (DGAC), located at :

TAR has an Air Operator Certificate and Concession issued by DGAC, which are attached
as Exhibit 3.
The owners of TAR do not hold an interest in any other U.S. or foreign air carrier,
common carrier, or person engaged in the business of aeronautics, and TAR does not have any
arrangements or cooperative working arrangements with a U.S . or foreign air carrier that would
affect the proposed service .
Maintenance of TAR' s aircraft will be undertaken by the airline at its home base in
Queretaro . Mexico is a contracting state to the Convention of International Civil Aviation
(Chicago Convention) and observes all applicable ICAO standards . The equipment utilized to
perform these services will be maintained by TAR in accordance with all relevant ICAO
annexes . Routine line maintenance will be undertaken at the various outstations that TAR
