Section I: Online Testing with ACT-approved Accommodations

General Information

In this Section

In this section, you will find information on: • using the manuals • ACT-approved accommodations for online testing • ACT authorization • the testing window • the time of day for testing • rescheduling

Using the Manuals

The following two administration manuals must be used together for online testing with accommodations.

• The ACT® Test Administration Manual State and District Testing Standard Time Online Testing (referred to throughout as the “standard time manual”) contains the full policies and procedures for online testing and is your foundation manual.

• The ACT Test Administration Manual State and District Testing Special Testing Online Testing (this document) provides supplemental instructions for administering The ACT test in an online format to examinees testing with ACT-approved accommodations.

Be sure all testing staff have complete copies of both manuals, not just the verbal instructions for a particular timing code, in order to verify procedures for any situation that may occur.

ACT-Approved Accommodations for Online Testing

Examinees may take the ACT test in the online format with accommodations specifically authorized in advance by ACT. ACT-approved accommodations for online testing include:

• additional or stop-the-clock breaks with standard time (each approved examinee must test individually in a separate room)

• extended time to complete each test (single sitting or multiple days) • testing over multiple days (at least one test per day)

Note: For accommodations that require other test formats or a reader, examinees must test via paper. See the ACT Administration Manual State and District Testing Special Testing Paper Testing.

ACT Authorization

Based on the diagnosis and documentation provided for each examinee, ACT will authorize timing guidelines. The timing guidelines for each test correspond to a particular timing code assigned to each examinee. The timing guidelines have been established based on analyses of time used by examinees with various disabilities. These timing guidelines indicate the maximum time likely to be used by examinees with various disabilities. More than 90 percent of examinees finish well before the maximum time allowed.

General Information

Testing Window

The ACT tests must be administered only during the authorized accommodations testing window for your state or district. See your Schedule of Events. All tests must be completed during this window.

If other tests (e.g., ACT WorkKeys assessments, state-developed tests) will be administered as part of a multiple-day State and District testing program, all tests in the ACT (no writing) or ACT with writing must be completed first.

Tests administered outside the window or out of sequence will not be scored.

Time of Day

You may schedule testing any time of day. The requirement to begin no later than 9:00 a.m. does not apply to testing with accommodations.

Rescheduling

If an emergency on test day (e.g., fire, tornado, snow) forces the termination of testing or the closing of school, the test coordinator must notify ACT as soon as possible. Protect the security of the test materials, and be especially careful if testing is underway. Call ACT immediately at 800.553.6244, ext. 1788, to explain your situation. Decisions regarding rescheduling will be made on a case-by-case basis.

If you are unable to administer the tests to any examinee approved for accommodations due to examinee illness, you may reschedule that examinee’s tests within your designated testing window without notifying ACT, but all tests must be completed within the window. Because examinees testing as a group must all be working on the same test at the same time, you will need to reschedule all remaining tests for that examinee individually.

Timing Codes and Guidelines

Each examinee with ACT-approved accommodations has an assigned timing code that identifies the timing guidelines authorized for that examinee and determines which Verbal Instructions must be read to that examinee. To schedule testing for an examinee, find the examinee’s timing code on the Preliminary Roster of ACT-Approved Accommodations.

The timing codes, associated guidelines, and test times are shown in this table.

Note the following general instructions. • For timing codes 2, 3, 5, and 7, testing may occur over multiple days; however, each test must be

completed during a single sitting. • For timing code 8 (ACT with writing only), all tests must be completed in a single sitting. • Timing code 6 is the ONLY timing code that authorizes examinees to pace themselves through each

test within the total time allowed—all tests must be administered in a single sitting. For all other timing codes, ALL examinees in the room must be working on the same test at the same time (for example, if administering Test 1—English, all examinees in the room must be working on Test 1—English).

• Examinees with different timing codes must NOT test in the same room. If they do, the tests from that room will not be scored or scores will be cancelled.

• Examinees with any of these timing codes may NOT test in a standard time room. If they do, the tests from that room will not be scored or scores will be cancelled.

• If you are in an ACT (no writing) state or district, SKIP the “writing test” section of EACH timing code and IGNORE timing code 8.

• In the verbal instructions for each timing code (except timing code 6), at the end of Test 4, you will receive clear instructions on how to conclude your administration.

Testing Over Multiple Days or During Separate Sessions

If ACT authorized testing over multiple days (timing codes 2, 3, 5, and 7), each test must be completed in a single sitting, and the examinee may not return to a test after being dismissed from that test. The days do not have to be consecutive, but all tests must be completed in the correct sequence within the designated two-week window or the tests will not be scored.

All tests in the ACT (no writing) or ACT with writing must be completed before any other tests that will be administered as part of a multiple-day State and District testing program (e.g., ACT WorkKeys® assessments, state-developed tests). Tests will not be scored if this policy is violated.

The testing time actually used on each test by each examinee and the dates of each sitting must be entered on the ACT Administration Report. For timing code 6, the total time actually used by each examinee on all tests must be entered.

Testing More than One Examinee at a Time

ACT encourages group administrations for examinees approved for similar accommodations and authorized for the same timing code.

Any examinees approved by ACT for stop-the-clock breaks must test individually, each in a separate room. Do NOT include time spent taking breaks in the testing time used by these examinees on your Administration Report.

Timing code 6 is the ONLY timing code that authorizes examinees to pace themselves from one test to the next within the total time allowed. For all other timing codes, ALL examinees in the room must be working on the same test at the same time (e.g., when administering Test 1—English, all examinees must be working on Test 1—English).

Preliminary Roster of ACT-Approved Accommodations

ACT provides the Preliminary Roster of ACT-Approved Accommodations for planning and scheduling purposes. It describes each examinee’s timing code, test format, other approved accommodations (if applicable), and delivery mode.

The following figure illustrates a sample Preliminary Roster of ACT-Approved Accommodations for a site administering the ACT with writing.

The TAA PIN Report

All examinees with ACT-approved accommodations who are eligible to test online are listed on the TAA PIN report in PearsonAccessnextTM.

If the information on the TAA PIN report differs from the Preliminary Roster of ACT-Approved Accommodations, contact ACT Special Testing.

How to Run the TAA PIN Report

Take the following steps in PearsonAccessnext to run the TAA PIN report.

Step Action 1 Go to the Reports menu and select Operational Reports. The Operational Reports screen

appears. 2 On the left, check the box beside Students and Registrations. The student and registration

reports appear. 3 Select the Student Tests with TAA PIN report. The report page appears. 4 Select the Display Report button to view the report, or the Download CSV button to

download it.

Materials Needed for Online Testing with Accommodations

Room supervisors must have the following materials in the test room. • ACT Administration Manual State and District Testing Standard Time Online Testing • ACT Administration Manual State and District Testing Special Testing Online Testing • Answer Document Supplement, if applicable • Calculator Policy • two reliable timepieces, one being a watch or clock showing actual time of day • prepared roster for admitting examinees • student authorization tickets • scratch paper and pencils

Scratch Paper

Refer to Test Day Activities in the standard time manual. Use the following table to determine what scratch paper to use for online testing with accommodations.

If the examinee is testing … The examinee uses this for scratch paper: in a single sitting • student authorization ticket, and

• ACT blue scratch paper, as needed. over multiple days/sittings (timing codes 2, 3, 5, and 7)

• ACT blue scratch paper only.

Note: Give the examinee a fresh sheet of blue scratch paper each day; don’t reuse it. Used scratch paper must be kept secure and returned to ACT.

Student Authorization Tickets

Refer to Test Day Activities in the standard time manual. For examinees testing over multiple days, note the following additional guidelines:

• The student authorization ticket must be reused each day. Collect the ticket each day and keep it secure, then give it back to the examinee on the next test day (next sitting).

• Because they are reused, tickets cannot be used as scratch paper.

Preparing Rosters for Admitting Examinees

Refer to Test Day Activities in the standard time manual. If testing over multiple days, create a new roster for each test room, each day of testing.

Creating Test Sessions

Refer to PearsonAccessnext: Test Sessions in the standard time manual and use this information to complete the following fields.

• Test Assigned: Select the test you will deliver – the ACT (no writing) or ACT with writing. • Form Group Type: Select “Accommodations.” • Scheduled Start Date: Select the date examinees will test. If the session is for examinees testing

over multiple days, select the first date examinees will test.

Assigning Examinees to a Test Session

Refer to PearsonAccessnext: Examinees and Test Sessions in the standard time manual for how to assign an examinee to a test session. If an examinee is approved to test over multiple days, assign him or her to one test session; that one test session will span multiple days (multiple sittings).

Staffing for Online Testing with Accommodations

Room Supervisors: Each room must have a room supervisor who is responsible for all testing activities within that room. The room supervisor must be present for the entire sitting.

Proctors: One or more proctors must be enlisted to assist room supervisors with testing activities. Use the table below to determine the number of proctors required for your room, based on the number of examinees.

Overview

Completed administration reports, rosters, and seating diagrams are required for each test room, including rooms where an examinee tests individually.

The forms and instructions for completing them are located in the back of this manual on perforated pages. To use the forms, remove them from the manual. If you have any questions, contact ACT.

Administration Report

The ACT Administration Report is a paper form completed by the room supervisor that documents examinee’s actual testing times. Each room supervisor must complete the ACT Administration Report during testing.

When completing the form, follow these guidelines. • For timing code 6, as each examinee completes his or her last test, enter the combined total minutes

the examinee actually used on all tests. • For all other timing codes, as each examinee completes a test, enter the total minutes the

examinee actually used on that test.

Roster

The ACT State and District Testing Roster is a paper form prepared by the test coordinator before test day and marked by the room supervisor on test day. It documents examinees’ attendance and type of ID accepted for admission.

Each room supervisor must mark the roster for attendance and type of ID when examinees are admitted to the test room. If testing over multiple days, complete a new roster each day.

Seating Diagram

The ACT State and District Testing Seating Diagram is a paper form completed by the room supervisor that documents the test room layout, type of seating, and location of each examinee.

Each room supervisor must complete seating diagram during testing, even if there is only one examinee in the room. If testing over multiple days, complete a new seating diagram each day.

The ACT State and District Testing Staff List (ACT-approved accommodations) is a paper form completed by the test coordinator that documents all staff involved with accommodations testing.

In addition to the staff list for the standard time administration, the test coordinator must complete one that covers all online testing with ACT-approved accommodations conducted during the testing window.

Standard Time vs. Accommodations

In the system, the difference between standard time and accommodations test sessions is that: • The computer times standard time sessions. • The room supervisor, not the computer, times ACT-approved accommodations sessions for all timing

codes.

Timepieces

The room supervisor must use two (2) timepieces to time the tests, as a precaution in the event one fails. One must be an accurate clock or watch that shows the actual time of day. ACT also recommends that one be an interval timer or stopwatch. Do not use a cell phone as one of your timepieces.

Timing the Tests

Follow these guidelines for timing the tests.

• Each room supervisor keeps the time for his or her room. • Each room must use two timepieces, as a precaution in the event one fails. ACT recommends that

one of these be an interval timer or stopwatch. Do not use a cell phone as one of your timepieces. • All examinees in the room are on the same clock – examinees are not individually timed. • For all timing codes, except for timing code 6, all examinees must be working on the same test at the

same time. For example, if you are administering Test 1—English to a group of examinees all approved for timing code 2, ALL examinees in the room must be working on Test 1—English.

• Examinees must sit quietly until everyone has completed each test or STOP is called. If all examinees in the room complete a test before time is called, you may begin the next test or dismiss them if it is the last test of the day.

• Before you announce the time remaining and before you call Stop, check your timepieces carefully against your calculations.

Announcement of Time Remaining

A verbal announcement of time remaining must be made either 30 minutes and/or 5 minutes before the end of each test. (See the appropriate verbal instructions for your timing code.) If you are testing examinees approved for timing code 6, you will give hourly verbal announcements of the time remaining and announce when there are 5 minutes remaining before the end of testing.

You may post the Start and Stop times or time allowed for each test on the board if one is available (e.g., Test 1, 45 minutes: Start time—8:45, Stop time—9:30). Verify your calculations before writing the time on

the board. Do not write time remaining on the board as it can be confusing depending on when examinees check it. Time remaining must be a verbal announcement.

Documenting Testing Times

Follow these guidelines for recording each examinee’s testing times.

• Make a note of the time each examinee completes each test and calculate the minutes actually used by each examinee on that test (e.g., total minutes from the START of Test 1 to the time the examinee finishes Test 1). Enter this number on the ACT Administration Report.

• Timing code 6 (time-and-a-half, single sitting) is the only timing code that is self-paced. You must record the total minutes used by each examinee on all tests (e.g., from the START of Test 1 to the time the examinee completes his or her last test).

Breaks between Tests

Depending on the disability, examinees may be authorized for additional or stop-the-clock breaks, single sitting. This will be specified on the State and District Test Accommodations Roster. Each examinee approved for this accommodation must test individually.

Breaks for timing codes 6 and 8 are as directed in the Verbal Instructions. For all other timing codes, if you choose to administer more than one test per sitting, you may allow examinees a break between tests.

An examinee may not be dismissed for an extended break (e.g., lunch) to return later and resume testing.

Using the Verbal Instructions

When reading the Verbal Instructions, be sure to: • Read aloud the instructions in the shaded boxes, loudly and clearly, exactly as written. Do not depart

from the text. • Do not read aloud text in (parentheses). • Pause after each series of dots (…) and wait for examinees to finish the task before proceeding. Look

at the examinees to be sure they are following instructions. • Perform all tasks only when directed to do so.

Important! Practice reading the Verbal Instructions before test day.

How to Begin Testing with Announcements

For all timing codes, take the following steps to begin testing and make these announcements.

Step Action 1 When all examinees have been admitted and seated, greet the examinees and, if you wish,

introduce yourself and your proctors.

• Hats: Some hats may obstruct your view of examinees’ eyes and may allow examinees to conceal prohibited behavior, such as using a cell phone, earpiece, or other electronic device. Not all hats may hinder your ability to monitor examinees, and examinees may wear hats or other head coverings due to religious convictions or medical reasons. The announcement to remove hats is left to your discretion.

• Institutional requirements: You may dismiss an examinee who purposefully disregards a posted regulation of your site or school policy and Mark Complete their online test. Some schools, for example, do not allow smoking on school grounds. Explain to the examinee the reason for the dismissal and document in full on the Irregularity Report.

• Nervous noise: Some examinees relieve tension through talk and movement before and after tests. Because they must maintain complete silence during testing, allow this normal behavior, but remind them to be considerate of other rooms that may still be testing while your room is taking a break.

• Restrooms: Describe the location of restrooms and drinking fountains available during the break.

• Continuing to work on a test section after time has been called on that test section. This means that you cannot make any changes to a test section outside of the designated time for that section.

• Using notes, dictionaries, or other aids. • Using scratch paper that was not provided to you by testing staff during the administration. • Not following instructions or abiding by the rules of the test site. • Exhibiting confrontational, threatening, or unruly behavior; or violating any laws. If A-C-T

suspects you are engaging in criminal activities, such activities will be reported to law enforcement agencies.

• Allowing an alarm to sound in the test room or creating any other disturbance.

All items brought in to the test site, such as hats, purses, backpacks, cell phones, calculators, and other electronic devices may be searched at the discretion of A-C-T and its testing staff. A-C-T and its testing staff may confiscate and retain for a reasonable period of time any item suspected of having been used, or being capable of being used, in violation of this list of prohibited behaviors. Follow these guidelines for examinees authorized to test over multiple days. • Each test must be completed in one sitting, without stopping the clock. • If you choose to administer more than one test per sitting, you may allow examinees a break between

tests.

How to Administer the English Test

Take the following steps to administer the English test.

Step Action 1 When you are certain that all examinees have finished the pretest section and are on the English

test screen, continue by saying:

Listen carefully. We will now give you a sheet of scratch paper. Write your name and today’s date at the top of each sheet. Do not share your scratch paper with anyone. How to End the Last Test and Dismiss Examinees

Take the following steps to end the last test and dismiss examinees.

Step Action 1 When examinees submit the final test, they are automatically logged out of TestNav (examinee

test status will be “Completed”).

Check to be sure that each examinee’s screen says “Sign out complete.”

Note: All examinees must be logged out of TestNav before examinees can be dismissed.

2 Collect all student authorization tickets and scratch paper. Do not allow examinees to handle the tickets or scratch paper of other examinees.

Keep each examinee’s scratch paper and student authorization ticket together, with the examinee’s ticket on top of the scratch paper. Do not collect tickets and scratch paper in separate stacks.

3 Count to be sure you have a ticket from every examinee and have accounted for all scratch paper, matching multiple sheets to the examinee, if necessary.

Multiple Days

Follow these guidelines for examinees authorized to test over multiple days. • Each test must be completed in one sitting, without stopping the clock. • If you choose to administer more than one test per sitting, you may allow examinees a break between

tests.

How to Administer the English Test

Take the following steps to administer the English test.

Step Action 1 When you are certain that all examinees have finished the pretest section and are on the English

test screen, continue by saying:

Listen carefully. We will now give you a sheet of scratch paper. Write your name and today’s date at the top of each sheet. Do not share your scratch paper with anyone. If you need more scratch paper during testing, raise your hand. Do not use your student authorization ticket as scratch paper. I will collect your ticket and all scratch paper before you are dismissed.

2 Give each examinee a sheet of blue scratch paper, then say:

You have up to 135 minutes to work on the English test. I will announce when 30 minutes remain. When I call time, stop and submit your test.

If you finish before time is up and you have reviewed your answers, you may submit your test early. Once you submit your test you will not be able to return to it. If you finish early, sit quietly until I give you further instructions. You may not read or engage in any other activity that could distract others still testing.

8 If examinees are still working after 1 hour and 45 minutes (105 minutes), say:

Attention. You have up to another 30 minutes to work.

9 When all examinees have completed the English section, or another 30 minutes (135 minutes total) have passed, say:

Stop. Submit your test now.

10 Verify that all examinees move properly through the screens by navigating to Review, select End of Section, then Submit Section, to end up on the screen that says “Mathematics” and requires a seal code. All examinees must be on this screen before proceeding.

Some types of calculators are prohibited. For example, you may not use any version of the TI-89. You are responsible for knowing if your calculator is permitted. We will check your calculator periodically during the test. If you use a prohibited calculator, you will be dismissed and your tests will not be scored.

You are also responsible for making sure your calculator is working properly. We will not provide you with backup batteries or a replacement calculator.

Do not share your calculator with another examinee.

If you need to use your backup calculator, raise your hand and we will check it. You may have only one calculator on your desk or in operation at a time. If you did not bring a backup calculator and yours malfunctions, continue testing.

If your calculator has games or other functions, you may not use those functions during the test; you may use only the mathematics functions. Keep your calculator flat on your desk.

Multiple Days

day with stop-the-clock breaks.

Stop-the-Clock Breaks

Follow these guidelines for examinees authorized for stop-the-clock breaks. • If you have more than one examinee authorized for stop-the-clock breaks, you must test each

examinee individually in a separate room. • The entire ACT (no writing) or ACT with writing must be completed in a single sitting. • Stop the clock during a test only as authorized on the Preliminary Roster of ACT-Approved

Accommodations. • An examinee may not be dismissed for an extended break (e.g., lunch) to return later and resume

testing. • Complete an Irregularity Report documenting the number of minutes (duration) of each break, the

time when the break occurs, and whether it occurs during a test or between tests. See Irregularities in the standard time manual.

• If the examinee takes a break during a test (seal code entered, test not yet submitted), direct the examinee to log out of TestNav. Follow the steps for How to Stop/Interrupt a Test. When the examinee returns, follow the steps for How to Resume an Interrupted Test. See the Irregularities section of the standard time manual.

How to End the Last Test and Dismiss Examinees

Take the following steps to end the last test and dismiss examinees.

Check to be sure that each examinee’s screen says “Sign out complete.”

Note: All examinees must be logged out of TestNav before examinees can be dismissed.

2 Collect all student authorization tickets and scratch paper. Do not allow examinees to handle the tickets or scratch paper of other examinees.

Keep each examinee’s scratch paper and student authorization ticket together, with the examinee’s ticket on top of the scratch paper. Do not collect tickets and scratch paper in separate stacks.

3 Count to be sure you have a ticket from every examinee and have accounted for all scratch paper, matching multiple sheets to the examinee, if necessary.

Guidelines

Follow these guidelines for timing code 6. • All examinees in the room must begin testing at the same time and then progress individually through

their tests and take breaks at their own pace. • The clock starts when the first test (English) begins. All examinees are on the same clock. • The maximum time allowed is shown in this table.

If administering … The total time allowed to complete all the tests and take breaks is…

Example: If examinees start the English test at 8:30 a.m., examinees taking the ACT (no writing) have until 1:30 p.m. to complete all four tests; examinees taking the ACT with writing have until 2:30 p.m. to complete all five tests.

• When work is completed on a test, the examinee must submit it and notify the room supervisor he or she is ready to take a break or begin the next test.

• You may dismiss an examinee as soon as he or she has completed the last test. • The total minutes actually used by each examinee must be recorded on the ACT Administration

Report. • You must make verbal time-remaining announcements every hour and when five minutes remain

before time is called. • When time is up, all remaining examinees must stop working and submit their tests.

Breaks between Tests

Examinees may take a short break after each test. If additional breaks are taken, submit an Irregularity Report. The clock does not stop for breaks.

How to Administer the English Test

Take the following steps to administer the English test.

• If any examinees remain in the room during break, and as examinees return, monitor them closely.

Take the following steps to end the last test and dismiss examinees.

Step Action 1 When examinees submit the final test, they are automatically logged out of TestNav (examinee

test status will be “Completed”).

Check to be sure that each examinee’s screen says “Sign out complete.”

Note: All examinees must be logged out of TestNav before examinees can be dismissed.

2 Collect all student authorization tickets and scratch paper. Do not allow examinees to handle the tickets or scratch paper of other examinees.

Keep each examinee’s scratch paper and student authorization ticket together, with the examinee’s ticket on top of the scratch paper. Do not collect tickets and scratch paper in separate stacks.

3 Count to be sure you have a ticket from every examinee and have accounted for all scratch paper, matching multiple sheets to the examinee, if necessary.

Important! Do not dismiss any examinee until you have verified that the number of student authorization tickets collected equals the number distributed

4 After all tickets and scratch paper have been collected, say.

Your score report will be mailed in approximately five to eight weeks. Be sure you have all your personal belongings. As you leave, please remain quiet. Thank you for your cooperation. You are dismissed.

5 Close the test session in PearsonAccessnext and return materials to the test coordinator. Refer to Administering the Online Tests in the standard time manual.

In this section, you will find information for the test coordinator on: • collecting materials from room supervisors • materials to be kept by the school • packing and shipping materials back to ACT

Collect Materials from Room Supervisors

In addition to the materials to be collected listed in “Posttest Activities” in the standard time manual, collect the completed ACT Administration Reports from each room supervisor after testing is completed.

Materials to be Kept

In addition to the materials to be kept listed in “Posttest Activities” in the standard time manual, keep for six months and then securely destroy the following materials.

• copies of the ACT Administration Reports • a copy of the TAA PIN report

Packing and Returning the Materials

Bundle the accommodations materials together to keep them separate from the standard time materials but return them in same envelope with the standard time materials, according to the instructions in Posttest Activities in the standard time manual.

In addition to the materials listed in step 2 of How to Pack and Return the Test materials in the After Testing section of the standard time manual, insert the following documents into the envelope.

• the TAA PIN report • completed ACT Administration Reports • completed ACT State and District Testing Staff List (ACT-approved accommodations)

Anonymous Security Hotline Testing staff are expected to report test administration irregularities and security issues to ACT Test Administration by completing an Irregularity Report or calling 800.553.6244, ext. 2800. Immediate reporting to ACT is critical to the standardized administration of the ACT. In exceptional situations, testing staff may wish to file an anonymous report about concerns that the ACT tests may have been compromised.
