    ver the past year, we have been greatly encouraged by theresponse rom churches and aith communities across the United

    States towards the issue o human tracking. In less than nine months,more than 2500 congregations verbally committed themselves as Abolition-

    ist Churches, arming their stance against modern-day slavery in all its orms and

    declaring their unity with those that are oppressed. In conversations with leaders across denominations, the biggestquestion we continue to hear is what can our church do to make a dierence right now?In response, we at the Not or Sale Campaign humbly oer a plan o action toward eectively changing the sociological,environmental, political and economic actors that allow human tracking and slavery to continue, both in your regionand on a global scale. We recognize that congregations vary widely in their respective demographics, location, andresources, and understand that each group will nd their own niche within the network o Abolitionist Churches. TeNot or Sale Campaign team looks orward to working with congregations as you commit to take action on behal othose that are being exploited.

    Above all, we believe the ollowing to be a living document that changes and grows as our collective experiences growtogether.     Over the past year all o us here at the Not or Sale Campaignhave been attempting to create, locate, tie together, and pres-ent the best practices o the modern abolitionist movement. Ourhope is that this handbook clearly and accurately presents these bestpractices or communities o aith, while casting a vision or successulcollaborative abolitionist work in your church and with the Not or SaleCampaign.

    It cannot be overstated that this handbook is oered as a jumping o point. Do not be mistaken about the realities acing

    all o us in this ght; truly this handbook cannot be set-in-stone, because collectively we ace too many unknowns mov-ing orward due to the fuid nature o tracking. Slavery is pervasive and evasive. It changes ace and tactics rom city tocity, country to country.

    Slavery lives on the ringes. It nds haven in darkness. Tis reality is clear. It is here where we nd our call to action:ogether we must cast light by collectively building a ast moving, relevant campaign that dares to dream o a world thatghts or and ensures reedom or all.

    As a church (and global society) we nd ourselves ar behind in the ght. It is undeniable, however, that together we canstem the tide! Tere is beauty in the hope delivered through Gods unbending grace. Amen.

    It is in this spirit that we invite you to join the give and take that is the abolitionist movement as ostered by the Notor Sale Campaign. Yes, you will nd that the campaign is a fuid process, and oten fuid in practice. Tere is no ully

    perected rule o operation to draw rom. Te reason or this is stated above. In this deeply interconnected world, ull oshadows, both virtual and real, we cannot combat this evil using the same old tactics. In other words, we cannot contestCriminality 2.0 by running Campaign 1.0. Only by laying down dierences and pooling respective resources and abili-ties can we build a movement with lasting eect, creating holistic change to combat slavery in our world.

Stand against human tracking by statingin name that your congregation is opposed to modern-slavery in allits orms.     Host a viewing o Not for Sale: Te Documentaryor other flms about human tra-fcking or your church and local community.While it is possible to get inormed aboutthe issue o modern-day slavery through books and printed materials, nothing impacts thesoul like seeing the aces o those who are in bondage, ootage o the perpetrators that areexploiting these innocent people, and meeting the workers who are on the ront lines o thebattle to end slavery in our lietime.

    Begin an assessment of your churchs demographics, location, and resources.3.

    Who attends your church? Use our assessment orm (see appendix II) to glean names, contact inormation, occupa-tions, abilities, talents, and individual resources. Pass this out at programs or services to locate interested individuals

    who may want to participate in your churchs abolitionist group.

    Gather and display news articles on the subject of human trafficking.4.

    Corporately pray or tracking victims and perpetrators you read and hear about. Discuss and learn rom the ar-ticles to urther enhance your understanding o tracking. Modern slavery cases take on numerous looks and aces.

    Tings to consider:Do cases hold similarities/diferences by region, city, state or country?Note consistencies and/or inconsistencies in work by service providers which in many cases are under-und-ed and under-supported. For example, is there a service provider organization specically assisting victims otracking in your area?

    What services do victims need and are they receiving them; how can your congregation assist?What was law enorcements response?Who was treated as the victim/perpetrator?Look or patterns and ways in which your congregation can intervene to help. By using your churchs person-al assessment orm (section 2, step 3) as a guide, think through how your congregation, and other partneringaith communities, can respond where needs arise.

    Build a resource center.5.

    Be a place where your members as well as others can learn about human tracking and how they can take action. Asyou educate and inorm your own congregation, become a resource on the issue o human tracking in your com-

    munity. Actively work to educate and inorm others outside o your church body. Consider hosting a lending libraryo inormational and action resources such as books, inormational pamphlets, law enorcement statistics, inorma-tion about political actions taken and not taken, documentaries, lms, prayer guides, etc. (We will be more thanhappy to recommend - and provide - these resources when they become available to us).

    Be innovative in promoting your resource library. For example, create a slavery on your church website, and/or haveone-on-one discussions with other church leaders. Be creative!

    cess in your Conference, Diocese, District, and Denomination.As your congregation grows in knowledge and action about tracking in your

    town, city, region and globally, become a beacon or con-tinued action within your overall church structure.

    By raising the issue o modern slavery in your aithcommunity, you will collectively assert the call oraction to combat tracking throughout society.You will be proclaiming, as a moral call, thatenough is enough. It is time or us all to act.

    Start by meeting with other faith communities to let them know your desire to see all congregations in1.

    your region acting together to combat trafficking.Provide them with resources and inormation. Encourage them to stand with the worlds enslaved by declaring theircongregation an Abolitionist Church and become a member o the Abolitionist Church Network. Oer them ac-cess to your resource library, news clippings, lms, and more. Continually educate others in your area and grow thenumber o abolitionists in your area. Oer, in humility, guidance and vision to work collectively.

    Connect with local/regional service providers who work with victims. Ask them what their needs are2.

    and support them in their efforts.What better way to start outreach in your area than by assisting victims o tracking in your town? Please note thatthis requires time and eort in the orm o building and maintaining a relationship with service providers who arerightullyprotective o victims.

    Ater perorming an assessment o your churchs resources and talents you can better gauge what you can providevictims. Creatively work with service providers by rst nding out theirneeds! Serve as a conduit or other aith communities to service pro-vider organizations in your area, both aith-based and not.

    Be sure to report back to your congregation the ndings o

    the local anti-tracking group and provide avenues orinvolvement by your community members.

    I your area does not have a service provider and youeel called to galvanize the ormation o an organiza-tion, the Not or Sale Campaign has many contactsthat can assist in the intellectual and tangible needsor the creation o a service provider.

    2a. Medical Care. Most victims are in need oadvocates to assist them in obtaining medical care,even while they are in the medical system. Considercoordinating a group o medical proessionals in your

    aith community and sphere o infuence to be involvedin caring or and working with victims who are coming toreedom and wholeness.

    2b. Counseling/Mental Health. Victims have oten been through im-mensely traumatic experiences and would greatly benet rom proessional counselingand mental health services. As you commit your church to being a House o Reuge, realize that the people you willbe helping may be deeply scarred at many levels mentally, emotionally, physically, and spiritually and they may takea signicant period o time to stabilize or even become unctional.

    2c. Translation. Victims may speak little or no English. Consider coordinating a database o those in your sphere oinfuence who are multi-lingual and are open to assisting tracking victims as they navigate the legal and medicalsystems on their road towards recovery.

    2d. Job Placement. Assistance in locating and procuring a job is key to the long-term assistance or a survivor. Con-sider coordinating a group o business owners and career counselors to assist survivors in job training and placement.

    2e. Short and Long Term Housing. Survivors are in need o both short-term and long-term housing.

    2f. Companionship/Friendship. Many victims suer another orm o silence and ear ater being reed rom tra-ckers. Building long-standing and meaningul relationships is essential to the rehabilitation o a survivor.

    In the San Francisco Bay Area,the Not or Sale Campaign is assisting inthe process o building a local abolitionist

    coalition. Consisting o communities o aith,business leaders and members, university

    students, and concerned citizens, the coalitionbuilds awareness about local trafcking cases,

    assists local service provider SAGE(Standing Against Global Exploitation),and is working to expose trafcking cases.

    Reach out to political leaders (e.g. mayor, city council,3.

    governor) and begin to find out what, if anything is being

    done in your community to fight human trafficking. Regardlesso how much is being done, these contacts will give you a knowl-edge base to guide your decision making regarding what needs tobe done on a governmental level and how you can help.

    Make local police and law enforcement officials aware of4.

    your presence and desire to be involved in combating trafficking.

    Remember, human tracking crimes usually dont just stop at trackingtheyoten extend into kidnapping, rape, assault, thet, and even murder.

    Be mindul about reaching out to your local law enorcement ocials. Dialogue about local level tracking. Askabout assessments and taskorces. Do they exist? Why or why not? I you sense any derision begin the process oshiting outlook and action through steady interaction and conversation. Encourage your local enorcement ocersto seek out training (the Not or Sale Campaign can assist in locating and providing training) to better equip lawenorcement to act upon the red fags o tracking.

    We cannot stress enough the importance o building a healthy working relationship with local law enorcement. Iyou are to make headway, a solid relationship will be key to productive actions.

    Attend local anti-slavery coalitions, discussions, conferences, and meetings.5.

    Te more you know about what is going on in your region and abroad, the more eective you will be in changingthe environmental actors that allow human tracking and slavery to continue.

    Search out existing local level coalitions. Find ways that your congregation might plug-in and assist their eorts.Remember that your goal is to enhance any existing groups by enriching their work by oering the collective gitso your congregation and the assistance ound within the collective strength o the Abolitionist Church amily. I acoalition does not already exist, invite others to gather and begin the process o building an abolitionist coalition.

    Offer to provide a meeting place for the abolitionist coalitions in your area to meet.6.

    Sometimes acilities and locations can be hard to come by.

    Connect with universities to encourage them to become involved in the shaping of policy and societal7.

Te Not orrade Show is designed to train students how to start the groundbreaking Slavery Mapping Project that was rstimplemented in 2006 by students at the University o San Francisco.     In order to be set ree, those in bondage need advocates who are willing to represent and assist them, rst inregaining their reedom, and then in healing rom their experience and recovering their lives. By committing yourchurch to be a House o Reuge, you are declaring your church to be a place where those who have been victims orwitnesses o human tracking or slavery can come or help, saety and support.

    Beyond being a signal to the community that you are standing in solidarity with those who have been tracked or heldin bondage, we oresee the Not or Sale Campaigns orange fag o reedom becoming a modern day north star, a signto tracking victims and the enslaved that your congregational meeting space is a place where they will nd reuge.

    Declaring your church as a House o Reuge is a major commitment, and one that shouldnt be taken lightly. We havehighlighted a ew concerns that should be taken into account, and we highly recommend that you pursue this optiononly ater careul consideration.

    Security.1. Te reality o human tracking is such that those who are operating tracking rings may be involvedin larger crime circles, like the Russian Maa, the riad organizations out o Asia, drug cartels in South America,US-based rings, etc. I you choose to directly oer your church as a House o Reuge and begin to advertise youracilities as such, you may need to consider the need or protective services.

    We highly recommend building a strong relationship with local and ederal law enorcement agencies, and appriseyoursel o any and all inormation about organized crime activity in your region prior to declaring your church as a

    Facilities.2. I your church is set up in such a way that you are able to house tracking survivors, consider oeringyour acilities to local service providers that are assisting survivors.

    We strongly encourage collaborative work with an existing service provider that is already serving those who arebeing rescued rom tracking rather than attempting to duplicate services.
