Purpose of the Competition

The 35th Japan Wind and Percussion Competition, one of the projects hosted by the Japan Musical Education

and Culture Promotion Society (JMECPS) is aiming to discover talented soloist from an international

perspective, to foster excellent musicians, and to enlighten the wind and percussion fields. This competition is

developing into an international competition that widely attracts wind and percussion lovers from around the

world as well as promotes international musical and cultural exchange.

A Greeting on the Occasion of the 35th Competition

The Wind and Percussion Competition was first held in 1984. Since then, it has gained a highly qualified

reputation for creating rare opportunities with competitions conducted all over the world for wind and

percussion divisions. It has also been known as a gateway to success for young musicians in their career for

over a quarter of a century. Up until the 34th competition in 2017, the total number of participants exceeded

19,700. More than 200 applicants have already become wind and percussion musicians belonging to

professional orchestras in Japan. There are also more people who work as professional ensemble players or

wind-instrument instructors overseas.

We are honored to announce that each first prizewinner from the four divisions will perform a special concert

which will then be followed by an award ceremony in which each winner will receive The Minister of MEXT

Prize and The Governor of Tokyo Metropolitan Prize. We are able to give these awards because of our

extensive experience of achievements.

For the upcoming 35th competition, we are happy for the special cooperation from Musashino Academia

Musicae which will host the competition of the Flute division, Showa University of Music which will host the

competition of the Horn division, Tokyo College of Music which will host the competition of the Trombone

division and Shobi College of Music(academy) which will host the competition of the Euphonium division.

In order to make it a learning place for any wind and percussion instrument participants, the entire program,

including the 1st and the 2nd rounds, the final competition and the Special Concert performed by the First Prize

winners will be open to the public free of charge. We sincerely look forward to the active participation of

young musicians and the continuous support from all people concerned.

Awards and Monetary Rewards

○The Prime Minister’s Award (scheduled): To the Best Performer chosen in the Special Concert

In the Japan Wind and Percussion Competition, the First Prize Winners from each division will be able to perform with the

Tokyo City Philharmonic Orchestra at the Special Concert. In this concert, the Best Performer will be chosen by the chief

judges of each division and the special judges. This Best Performer will receive "The Prime Minister’s Award (scheduled)" at

the award ceremony. Based on our extensive experience and achievements, it is allowed that the chief judges and special

judges select the winner of this prestigious award.

○The Minister of Education, Culture, Sports, Science and Technology's Award : To the First Prize Winners of each

division

This award is presented to First Prize Winners of each division at the award ceremony, with the approval of the Minister.

○ The Tokyo Governor’s Award: To the First Prize Winners of each division

This award is presented to First Prize Winners of each division at the award ceremony, with the approval of the Governor.

○Orchestra Award: A performance prize for a place in a Concert of Tokyo City Philharmonic Orchestra

One of the First Prize Winners who performs at the Special Concert will be presented with this award. This award is to

provide the winner with an opportunity to take part as a soloist in a concert of the Tokyo City Philharmonic Orchestra.

○Audience Award

This award is presented to the special performer among the first prize winners of each division. The winner for this award is

decided by audience vote.

○Monetary Rewards (given to each division)

● Eligibility The Competition is open to any musicians who were born on or after April 1, 1983.

However, any previous 1st Prize Winners of this Competition are not allowed to participate this.

● Application Procedure

※For the application procedure, please note that applicants who read only English instructions for this

competition can apply only by post to the address written below. If applicants can read Japanese instructions

as well, they can also apply through HP, which gives the explanation only in Japanese.

The designated entry application form can be viewed and downloaded from the last page. This form

will only be accepted when sent by post with the following items included:

i) Affix photographs in the space provided on the application form for both applicant and accompanist

(50mm high x 40 mm wide, front-facing, from the chest-up, taken within the past 6 months).

*Applicants are requested to waive copyrights to the photographs.

If you are going to use a resident’s card, it should have been issued within 3 months. (For any

documents that certify the date of birth, photo copies are acceptable.)

● Approval of Participation

(1) As soon as the completed application form has been received, the Secretariat of the Competition

will inform the applicant via e-mail whether or not the application has been accepted.

Applications for all divisions are accepted on a first-come-first-served basis. The application

process will be closed when the number of entries for each division reaches their quota. For your

information, the order of performance will be fairly and strictly decided by the Secretariat of the

Competition, at the end of July.

(2) Approved applicants will receive an acknowledgement letter including directions for payment of

the entrance fee, via e-mail. Follow all instructions in the e-mail. With regard to payment of the

entrance fee, please remember to pay before the *the due date.

*The due date is within 7 days of having received the e-mail. If an applicant has difficulty in

making payment within 7 days, please inform the Secretariat of the Competition.

● Entrance Fee 33,000 yen (tax inclusive) payable at the time of the second entry step stated above.

●Issuance of Entrance pass Upon confirmation of his/her acceptance, an entrance pass will be issued by the Secretariat

of the Competition and sent to the applicants via e-mail (in PDF file), at the end of July.

Applicants should print it out, making sure the photo is visible, and bring it on the day

of the competition.

* Affix a photo (of the applicant-not needed for the accompanist) in the space provided

on the entrance pass. The photo should be identical to the one provided on the application

form.

●Participant’s Obligations The participants and their accompanists should arrive punctually at the reception

for the competition of each division on the date and time which are designated by the

Steering Committee. At this time, participants must carry their participant’s entrance passes.

* Participants are strictly required to adhere to the official meeting time of every competition.

If the applicant cannot come due to having emergent accidents on the day, please let the office

know about it on the spot.

●Travel and Accommodation Expenses

Participants must bear travel and accommodation expenses for the competition yourself.

●Date & Time of Performance

After the application period, the order of performances will be decided fairly division by division.

This process will be managed by the Secretariat of the Competition. In addition, the Chairperson

of the operational steering committee will be present each time.

(Decision making process will finish by the end of July).

● Items for Performance

(1) With regard to the performance, all participants should perform strictly according to the

instructions for each of the required repertoires as stated below.

(2) With regard to the performance time, participants should strictly follow the instructions

provided by the steering committee.

(3) All rounds and the final competition shall be open to the public for free of charge.

●Accompaniment The participants must bring their own piano accompanist for the competition. The accompanist's

personal contact information should be clearly stated on the application form along with the attachment

of a photograph. In addition, the piano score turner must be prepared by each participant.

*In the case of the change of the accompanist, participants are required to submit the designated form

(can be viewed and download from the last page — “Accompanist Change Form”), by

e-mail by the due date. The designated form should be sent as a PDF file and should be

attached to the e-mail. (Due date: August 10, 2018, Friday. The form will be accepted only when it

arrives by the due date.)

●Method of Audition

Finalists will be chosen from the participants who have passed the 1st and 2nd round. The prizes will be

decided at the Final Competition.

For the Special Concert, the steering committee determines necessary matters in addition to

what has been mentioned above, concerned with the audition for this competition.

●Notes (1) In principle, in terms of legal copyright issues, the use of copied music scores is prohibited.

(2) The piece (both required and elective) chosen by each participant shall not be changed

after application.

(3) Participants should inform their accompanist of all schedules for the competition. Participants

should understand all schedules for each division before he/she contacts their accompanist.

(4) The official language for this competition is Japanese. English or any other language

interpretation will not be provided. If the participants need interpretation help for any

language for any reason, please make their own arrangements.

(5) In the case of natural disasters (ex. earthquake/typhoon…) during this competition,

the Steering Committee will advise how to handle the situation.

(6) The Prize Winners of this competition must have permission from the JMECPS for one year,

starting from August 31, 2018 whenever intending to perform or participate any concerts,

campaigns, and advertisements that are planned or sponsored by parties/institutions other than the

JMECPS.

(7) All performances concerned with this competition will be ruled under the JMECPS. Therefore the

rights listed below all belong to the JMECPS. Applicants cannot lodge a protest whenever the

JMECPS is going to use those rights.

i) To make audio and/or video recordings, and to take photos of performances.

ii) To broadcast the performances, live or recorded, via radio, TV, or Internet.

iii) To put any recordings of performances on the HP of the JMECPS.

Rules and Procedures of the Japan Wind and Percussion Competition

Chapter I General Provisions

(Appellation)

Article 1 This competition shall be called the “Japan Wind and Percussion Competition”, and shall be abbreviated to

JWPC. The name is prefixed with the calendar year and the total number of times it has been held. The

Competition is held each year.

(Organization)

Article 2 This competition is organized by the Japan Musical Education and Culture Promotion Society (JMECPS), and

the Managing Body shall be established in the JMECPS. All of the rights with respect to this Competition and

the performance of the participants, etc. shall belong to the JMECPS.

(Purpose)

Article 3 The purpose of this competition is to discover talented soloists with an international perspective, to foster

excellent human resources, and enlighten further the genre of wind and percussion instruments.

(Contents)

Article 4 This competition shall be held each year for four divisions selected from wind and percussion instruments,

including flute, clarinet, oboe, bassoon, saxophone, trumpet, horn, trombone, euphonium, tuba, percussion, and

marimba.

(Steering Committee)

Article 5 The steering committee is organized for this competition.

5-2 Members of the steering committee shall be chosen from those who will be able to carry out outstanding

management skills under the chairman of the steering committee, and have insight into the trends of the society

and the music world.

5-3 The steering committee is responsible for the selection of the chairman and the vice chairman for the operational

steering committee.

5-4 The steering committee is responsible for the selection of chief judges for each division with a fair discussion

and an examination.

5-5 With regard to the decision of judges for each division, first the chief judge needs to recommend candidates to

the steering committee. The steering committee then decides final judge members after a strict and fair

examination and discussion.

5-6 The chief judge of each division needs to have an approval from the steering committee for required or elective

repertoires and other matters for the competition.

(Operational Steering Committee)

Article 6 The operational steering committee members shall be elected only when the steering committee judges they are

needed for the smooth operation for the competition. In this case, members shall be chosen from those who have

rich knowledge or experiences for the division.

(Chief Judge of each Instrument Division)

Article 7 The chief judge of each instrument division shall be elected by the steering committee. The chief judge of each

instrument division shall become a member of the steering committee for the hosting year. Then with the

cooperation of the steering committee, he/she should be responsible for the management of his/her instrument

division competition of the year.

(Music Universities/Colleges/Academies giving special assistance)

Article 8 For this Competition, Music Universities/Colleges/Academies giving special assistance will be selected. They

will be expected to provide competition venues as well as management support. In principle, the request for the

support shall be made two years prior to the year of hosting the competition. When making requests to those

Universities/Colleges/Academies, the steering committee needs to check if those requests are appropriate for the

Universities/Colleges/Academies. The selection of the judges should be made without favoring people from only

specific universities, colleges or academies. The steering committee and the chief judge of each division should

be in charge of the competition management at each Music University/College/Academy during the competition

period.

Chapter II Participation and Entrance

(Eligibility for Participation)

Article 9 This competition is open to musicians whose age is 35 or younger. However, the past 1st Prize Winners of this

competition shall not be eligible for the entrance into this competition.

(Application)

Article 10 The applicants for this competition are required to fill in all necessary information in the prescribed application

form, enclose document(s) that certify the date of birth of the applicant. Applicants should send them to the

Secretariat of the Japan Wind and Percussion Competition within the Japan Musical Education and Culture

Promotion Society during the application period. (Note: Applications will only be accepted by post if applicants

can follow on English instructions, and must be postmarked on or before the due date. If applicants can follow

Japanese directions, they can apply through the on line system.)

(Approval of Participation)

Article 11 Upon delivery of the required documents in the preceding Article, the Secretariat of the Competition shall send

an official notice (acknowledgement letter) to the applicants via e-mail informing him/her whether his/her

application has been accepted or not. Acceptance will depend on the quota. Applicants whose application have

been accepted are required to pay the entrance fee of 33,000 yen within 7 days of receiving the

acknowledgement letter. All approvals of participation shall be regarded as confirmed after the Secretariat of the

Competition has received the entrance fee. It should be noted that in principle the entrance fee is non-refundable

even if the applicant withdraws his/her application.

(Issuance of Entrance Pass)

Article 12 The Secretariat of the Competition shall issue a participant entrance pass and send notice to all qualified

participants once their applications are confirmed with the receipt of all necessary application documents as well

as the entrance fee. On the pass, a receipt number, performance order, gathering time, performance time which

are all decided by the steering committee will be written.

(Notification of Performance Date)

Article 13 The participants will be informed of their performance time and date of the competition after the closure of the

application period.

(Obligations of the Participants)

Article 14 The participants are required to come, carrying his/her the entrance pass, together with the accompanist at the

reception of the designated competition venue on the time and date of the competition, as designated by the

steering committee. If the participant wishes to withdraw from the competition for any reason, he/she is required

to notify the Secretariat of the competition prior to the competition.

14-2 Any official Japanese-English (or other languages) interpretation will not be provided at this competition. Any

participant who has need for interpretation service for any language should make their own arrangements, and

must follow all of the rules and regulations regarding the performance of this competition.

14-3 All applicants for the Marimba division will be required to pay 2,000 yen, in addition to the entrance fee, at the

reception on the day of the 1st round. This is for keyboards replacement of the instrument provided by the

Secretariat.

(Travel and Accommodation Expenses)

Article 15 All expenses regarding traveling to and from the competition venue as well as accommodation shall be borne by

the participants.

(Order of Performance)

Article 16 The order of the performance for participants shall be decided by the steering committee.

(Rules of Performance)

Article 17 The performance shall be done in accordance with all the instructions of the steering committee. The participants

must perform all pieces and points designated by the steering committee. If there is any violation of the rules of

performance, the participant shall be disqualified.

17-2 Accompanists are also required to observe all the provisions concerning the performance and make sure of them

prior to the performance.

(Repertoire)

Article 18 The repertoires shall be decided in accordance with the approval of the steering committee.

(Judgment)

Article 19 The judgment of the performance shall be conducted in accordance with the rules and regulations stipulated by

the steering committee.

Chapter III Rules and Regulations of the Judgment

(Duties of the Chairperson of the Steering Committee, the Deputy Chairperson of the Steering Committee, the Foreperson of

the Judge of each Instrument Division, and the Jurors)

Article 20 The chairperson and deputy chairperson of the steering committee shall supervise and comprehend all the

instrument divisions, and provide them with the directions and guidance in their operations.

20-2 The foreperson of the Judge of each instrument division shall be responsible to make sure that fair judgment be

made in such division.

20-3 The judges shall be in principle composed of seven members, including the chief judge of each instrument

division. They shall be responsible for the 1st and the 2nd rounds and the final competition. (However, judges

who have been invited from overseas may join the Judge from the 2nd round.) The judges cannot renounce their

rights of judgment during the competition.

20-4 The judges for the Winners’ Special Concert shall consist of the chief judges of each instrument division with a

number of learned persons in the field of music who are elected as special judges. They shall be responsible for

the election of the award winner of the Special Award and shall attend the award ceremony.

Chapter IV Awards and Prizes

(Awards and Monetary Rewards)

Article 21 At the time of the announcement of the competition results, all of the awards and special prizes from public

offices and other organizations as well as the Jury shall be presented to the award winners. The Prize Winners

of the 1st place, 2nd place, 3rd place, and 4th&5th places shall be awarded cash prizes worth 700,000 yen, 300,000

yen, 100,000 yen, and 50,000 yen respectively. All finalists at the Final Competition shall be awarded

certificates with the signatures of the Judges of each division.

(Award Ceremony and Special Concert for Winners)

Article 22 The award ceremony as well as a special concert for the 1st Prize Winners of each instrument division shall be

held at the end of this Competition.

(Supplementary Provisions)

–. The Prize Winners of this competition must have permission from the JMECPS for one year, whenever intending

to perform or participate any concerts, campaigns, and advertisements that are planned or sponsored by

parties/institutions other than the JMECPS.

–. All performances concerned with this competition will be ruled under the JMECPS. The JMECPS is going to

hold all rights to performances for this competition.

–. Any change to these Rules and Procedures in relation to the management, operation, and any matters concerning

the Competition shall be considered by the steering committee, and approved by the Board of Directors

of the JMECPS.

–. Any problems with or questions about this competition will be solved by consulting the Japanese version of

Rules and Procedures guide or Japanese laws.

–. If any question arises out of, or in connection with, this English version due to inconsistency in the translation,

the Japanese version shall prevail.

–. In the case of natural disasters (ex. earthquake/typhoon…) during this competition, the Steering Committee will

advise how to handle the situation.
