WHAT YOU NEED:A free account at HorseShowsOnline (www.horseshowsonline.com). If you don’t already have an account you can create one. A HorseShowsOnline basic membership is FREE.

A record in your account for each person and horse that you will use on show entry forms when you enter a show.

HOW TO GET STARTED:1. Follow the directions to create an account or Login to HorseShowsOnline by clicking the “Member Services” button in the main menu.

2. Once you are logged in, click the “My Horses, People, Shows” button in the member menu.

3. At the People, Horses, Shows page, add any new people and horses to your account as required on the appropriate tab (i.e., My People, My Horses). People and horses are saved with your account. Once you have those records in your account you can use them at every show you enter.4. Click the “Enter show” button to select the show you want to enter and follow the steps in the online entry wizard.

STEPS TO ENTER A SHOW:Select the show you want to enter from your “My People, Horses, Shows” page on the “My Show Entries” tab, or find the show you want to enter in show selector and click the Online Entry icon. This will start the online entry wizard. IMPORTANT: Make sure you have already created the horses and people in your member account.The online entry wizard will guide you through the steps to complete the entry form. The basic steps in the wizard are:

1. Select the horse, people, and riders for your entry

2. Select the classes each rider is entered in.

3. Select the quantity for stalls and other fees.

4. Confirm your selections

5. Checkout and submit the show entry.

The final step generates the completed entry form and submits your entry to the show for review and acceptance. If the show requires a payment at entry time, you will be prompted for your credit card information.

TIPS:You can cancel the entry part way through the wizard and resume the entry later on. For

example if you need to add more people to your account, or you just want to come back and complete the entry later. Unfinished entry forms are listed in your “My entries” tab and will allow you to edit the entry.

People and horses you create in your account are saved permanently and can be used in other shows you enter. You only need to add people and horses once and then they can be reused.

1. Every class offered herein which is covered by the Rules And Specifications of the cur-rent US Equestrian Federation Rule Book will be conducted and judged in accordance therewith.

2. LIFE, SENIOR ACTIVE AND JUNIOR ACTIVE MEMBERS SHALL BE ELIGIBLE TO PARTICIPATE IN ALL CLASSES AT REGULAR COMPETITIONS, EVENTING COMPETITIONS AT THE PRELIMINARY LEVEL OR ABOVE AND COMBINED DRIVING COMPETITIONS AT THE ADVANCED LEVEL, DRESSAGE, REINING AND VAULTING COMPETITIONS AND ENDURANCE RIDES. A NONMEMBER MAY PARTICIPATE AS A HANDLER, RIDER, DRIVER, OWNER, LESSEE, AGENT, COACH OR TRAINER AT REGULAR COMPETITIONS, EVENTING COMPETITIONS, DRESSAGE COMPETITIONS, REINING COMPETITIONS AND COMBINED DRIVING COMPETITIONS UPON PAYMENT OF A $30 SHOW PASS FEE. PARTICIPANTS IN THE FOLLOWING CLASSES ARE EXEMPTED FROM THE REQUIREMENTS OF THIS RULE: 1) LEADLINE; 2) EXHIBITIONS; 3) GAMES AND RACES; 4) CLASSES FOR 4-H MEMBERS; 5) WALK TROT AND ACADEMY CLASSES (ACADEMY CLASSES ARE CLASSES LIMITED TO HORSES USED REGULARLY IN A LESSON PROGRAM); 6) USDF INTRODUCTORY LEVEL TESTS, PAS DE DEUX AND QUADRILLE CLASSES; 7) NRHA ENDORSED REINING COMPETITIONS. 8) OPPORTUNITY CLASSES, 9) CITIZENS OF OTHER NATIONS WHO HAVE PROOF, IN ENGLISH, OF CURRENT MEMBERSHIP IN GOOD STANDING OF THEIR OWN NATIONAL FEDERATION, 10) USEA BEGINNER NOVICE DIVISION; AND 11) ASSISTANT HANDLERS IN DRESSAGE SPORT HORSE BREEDING CLASSES.

3. THE HORSE SHOW EXECUTIVE COMMITTEE reserves the right to itself to interpret all questions and conditions in regard to, or arising out of, or incident to, the show, without claims for damages or recourse of any kind. Any questions not covered in these rules and regulations shall be decided by the Horse Show Committee; their decision is final. The Horse Show Executive Committee shall include the Chairman of the Horse Show Committee, the Competition Manager of The Horse Show, the Horse Show Secretary and the Directors of The Horse Show.

4. JUDGES: The California Springfest Horse Show reserves the privilege of substituting or changing judges if it becomes necessary. The judge’s decisions in the show ring are their own responsibility and Show Committee accepts no responsibility for their decisions.

5. SHOW SCHEDULE: Management reserves the right to reschedule, combine or divide any class for the over-all good of the show. All exhibitors will be notified according to the USEF Rules.

6. ENTRIES: ONE HORSE PER ENTRY FORM. Entries must be made on an official entry form or photocopy and be signed by (1) exhibitor, (2) the rider, driver or handler and (3) the trainer or by the agents of such persons and must be accompanied by funds to cover entry fees, stall fees, Association fees, and Drug and Medication fee. In case of a rider, driver, or handler under 18, his/her parent or guardian, or if not available, the trainer must sign. Entries must contain complete address of rider, owner, and trainer with USEF, ASHA, AMHA, and/or UPHA membership numbers when applicable. Non members of USEF must pay the $45.00 show pass fee - you cannot be a Non Member of USEF and compete as an Amateur. Entries must contain complete description of horse with USEF Recording Number (if recorded) and BREED ASSOCIATION NUMBER.

9. NUMBERS will not be released to exhibitors by the Horse Show Office until all entry blanks are complete, all necessary copies of registration papers, USEF membership cards and measurement cards or forms have been seen, and all fees have been paid. Exhibitors must also provide an open check to cover any expenses that might be incurred by them during the course of the show. All accounts must be closed by exhibitors in the show office before end of the show, otherwise the office will close accounts Sunday, April 21, 2019 at a fee of $25.00 per check.

10. REFUNDS will be given if written notice is received by the Show Secretary before the closing of entries. Exhibitors canceling their entries for any reason after the official closing date shall forfeit all stall fees, unless a valid Veterinarian’s or Doctor’s certificate of disability for entered horse/rider is submitted to the Horse Show Secretary prior to the first event of the Horse Show, in which case a $25 cancellation charge will be assessed and the balance of entry fees and association fees will be refunded.

11. CHAMPIONSHIP STAKE ENTRIES. To be eligible, horses must be entered, shown, and judged in any class in the division. To be “shown and judged in any class in which horses compete together, an animal must perform in all required gaits both ways of the ring in the original workout and must remain in the ring until the judge excuses it.

12. USEF MEMBERSHIP. Every owner, trainer, rider, driver and handler competing in USEF-recognized divisions must present a current USEF membership card or copy thereof, or pay a $45 Show Pass Fee.

13. USEF AMATEUR CERTIFICATION. Every person who has reached his 18th birthday and competes in classes for amateurs under USEF rules must possess current amateur certification issued by the USEF. This certification must be available for inspection or the competitor must have lodged with the Show Secretary, at least one hour prior to such class, an application for such certification provided by the Association. Non-members of the USEF may not show in Amateur classes in the absence of this certification.

14. ALL ENTRIES are accepted with the understanding that The California Springfest Horse Show, officials, staff and volunteers, and the Murieta Equestrian Center & Cosumnes Corporation, The California Equine Foundation and the Northern California American Saddlebred Horse Association will not be held responsible for any loss, damage, or injury to any horse exhibited or any article of any kind. All horses shall be under the control and direction of the Horse Show Committee but solely at the risk of the exhibitor, who will be responsible for any loss, damage or injury to any person, animal or property occasioned by him, his agents or employees, or by any animal owned or exhibited by him, and shall indemnify The California Springfest Horse Show and the Murieta Equestrian Center, the California Equine Foundation and the Northern California American Saddlebred Horse Association against any and all loss, damage and liability thus occasioned including but not limited to any and all legal costs, including attorney fees, which may be incurred as a result thereof. The submitting of any entry form shall constitute an acceptance by each person signing same of the provisions herein set forth.

15. MANAGEMENT reserves the right to refuse or accept conditionally, or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries, cancel award prizes, and to cancel, consolidate or split classes without claim for damages.

16. IN ADDITION TO ENTRIES of persons suspended or expelled from the Association, the Recognized Competition may refuse any entry of an exhibitor or the participation of any agent, trainer, rider, driver or handler who has shown an objectionable attitude towards this Recognized Competition or previous unsportsmanlike behavior at a Recognized Competition or to its management.

17. AMERICAN SADDLEBRED HORSES must be registered with the American Saddlebred Horse Association or the Canadian American Saddle Horse Registry. They must be entered in their full registered names with registration numbers and under the names of the owner(s) of record with the ASHA or the CASHA. A copy of the registration papers showing proof of ownership, or a copy of the registration papers with a Certificate of Eligibility to Show issued by the ASHA must be submitted with entry form at the time of making entry. Owners, riders, drivers, handlers and trainers of horses competing at USEF Licensed competitions in the American Saddlebred sections must be current competing members in good standing with the ASHA. Owners, riders and trainers of horses competing in American Saddlebred restricted walk/trot classes are exempt from this rule. Owners, riders, drivers, handlers and trainers of horses competing at USEF Licensed competitions in the American Saddlebred sections must be current competing members in good standing with the ASHA. Owners, riders and trainers of horses competing in American Saddlebred restricted walk/trot classes are exempt from this rule.

18. HACKNEY PONIES must be registered with the American Hackney Horse Society and/or the Canadian Hackney Society. A copy of the pony’s registration papers showing proof of ownership must be submitted with entry. Ponies may not be shown in Harness Pony or Roadster classes unless the owner possesses a current measurement card or a valid measurement form issued by the USEF. A copy of the original card or form must be submitted with entry form.

19. ROADSTER PONIES: Effective March 1, 2004, all Roadster Ponies must be re-measured and issued new measurement cards prior to competing in recognized competitions for the year 2004 and beyond. An additional rule change provides that ponies must now be 13 hands (52 inches) and under. Owners and trainers must be current members of either the American Hackney Horse Society or the American Road Horse and Pony Association.

20. MORGAN: horses shown in this division must be registered with AMHA. Must be entered in their full registered name. Must be entered under the names of the owner(s) or lessee of record. A copy of registration papers showing recorded ownership or proof of lease must be submitted with the entry form. Owners, lessees, exhibitors and trainers of horses participating at USEF Licensed competitions in all Morgan sections must be current members in good standing with AMHA. Lead Line and Walk/Trot classes are exempt from this membership.

21. ALL RIDERS, DRIVERS, AND ATTENDANTS shall be neatly and suitably dressed on entering the show ring.

22. STALLS WILL BE AVAILABLE FROM 12PM ON TUESDAY, APRIL 16, 2019. Stalls are 10 x 10 with double doors. All owners and exhibitors will be held responsible for any damage incurred by them or their agents to barns or other equestrian center properties on the show grounds and will be billed accordingly. Upon arrival, please check the condition of your stalls and report damage to management at once to avoid your personal financial responsibility.

23. EARLY ARRIVALS. There will be no provision for early arrival.

24. FEED AND BEDDING can be ordered in advance of arrival at https://murietaequestriancenter.com/event/california-springfest-horse-show/ .

28. PENALTY. There will be a penalty of $50.00 or 10% of the check, whichever is greater, if a check is refused by the bank for any reason. No checks will be processed through the bank a second time, and must be covered by a money order, cashier’s check or cash, for the full original amount in addition to the penalty.

29. PRIZE MONEY will be mailed within thirty days of the conclusion of the Horse Show provided proper federal ID is included with entry.

30. SCRATCHES AND RIDER CHANGES. All scratches and rider changes must be made in the horse show office before the start of each performance. No charge. Please cooperate!

31. PROTESTS. Any exhibitor lodging a protest must do so in writing in accordance with current USEF Rules and Procedures.

32. REQUIREMENTS FOR ADDING A CLASS. The guidelines for adding a class will be a $350.00 sponsorship and a minimum of three entries. If these requirements are met you will receive a refund of $100. Please feel free to consult with Management on any additions or changes for the 2019 Horse Show.

33. Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles if they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

1. ALL HORSES MUST HAVE PROOF OF NEGATIVE COGGINS TEST PERFORMED WITHIN 12 MONTHS OF THE SHOW

2. USEF GR 845

a. All horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within 6 months prior to entering the property. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consists of one of the following methods mentioned below. The frequency of the vaccine administration should be per the vaccine manufacturers’ or veterinarian’s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian.

b. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian on documenting that the horse in question received the vaccinations, name of the vaccines and date of vaccine administration.

c. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of vaccine purchase which is signed by the owner, or agent with care, custody and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration.

d. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon requests by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested.

3. In addition all out of state horses are required to have a Health Certificate current within 30 days.

FACILITY POLICIES

Please comply with these policies with your clients, family and friends.The staff at MEC wishes you a safe and successful event!1. Water is metered, please use this precious resource wisely.2. Horses must only be washed in wash racks.3. When stabling at MEC, please bring a water bucket and hose. Please do not

empty your water buckets in the stall at the end of the show.4. It is your responsibility to check your stall(s)/area. Any concerns of problems,

please call MEC managemen.t5. Do not put any nails or screws in the walls (including nails for curtains).6. Do not tie horses or hang items from barn cables.7. All garbage and manure must be placed in appropriate disposal areas.8. Dogs must be on leash at all times and are not permitted in the food service

areas, concessions or bleachers. Proof of rabies vaccination for all Dogs brought to the Facility is required.

9. No leading horses or dogs from golf carts or other vehicles.10. All participants are responsible to sign a liability release with show

management.11. Parking permitted ONLY in designated areas only (please be aware of fire

and emergency access). ALL HORSE TRAILERS & RV’s must be parked in designated parking areas. There will be no trailers permitted in the barn isles, including the side and front of the barns; show management is responsible for enforcing and reinforcing this rule throughout the show.

12. Advertisements and flyer postings are ONLY allowed on the designated “posting boards” located by each arena.

13. All RV’s or living quarters are subject to fees. A “fees paid” sticker will be issued and must be visible to MEC personnel in the window of the vehicle.

14. No entrance into designated areas marked “PRIVATE”. Please be extra courteous to our resident clients, guests, patrons and horses.

15. A current Driver’s License is required for ANY motorized vehicle being operated on grounds. This includes children on motorized skate boards, scooters or golf carts.

16. Trailer-in exhibitors must refrain from emptying all manure from their trailers in the parking areas.

17. For your safety, please lock all vehicles at all times while at the show. MEC is not responsible for lost or stolen items or damaged vehicles.

Classic English Pleasure - Saddle Seat EquipmentRestricted to amateur riders showing American Saddlebreds, Morgans, Arabians or Half-Arabians that have not competed in a USEF rated division since October 1, 2017. Lesson and/or academy horses permitted. The Classic Pleasure horse must exhibit a natural, relaxed manner. Its headset should complement its natural confirmation. Classic Pleasure Horses must be plain shod. Rim pads or a single pad and therapeutic wedge will be permitted. Gingering is NOT permitted in Classic Pleasure.

The Classic Pleasure horse’s walk should be flat-footed and ground covering, but stylish, with light to medium contact. The trot should be four-cornered and fluid, not labored, executed at medium speed. Excessive speed and aggressive motion are to be severely penalized. Classic pleasure horses should be able to trot on the rail.

The Classic canter should be a true three beat gait ridden with light to medium rein contact, and be straight, correct and organized on both leads. It should give the appearance of a smooth, quiet, collected and comfortable ride with aggressive speed or choppiness to be heavily penalized.

At all gaits, the Classic horse should appear to be suitable for an entry level rider, regardless of the experience of current rider.

To be judged 80% on manners and way of going and 20% on confirmation.

HUMANE TREATMENT OF ANIMALS POLICY

Murieta Equestrian Center enforces the humane treatment of all animals for shows held on our premises. Notification of mistreatment of animals may result in verbal and written warnings as well as those involved requested to leave the facility.

Slapping or hitting a horse on the head, one time or more than one time, in any manner, either with the rider’s hands, reins or any other object; Using a bit in such a way that a horse is caused to bleed from its mouth or face; Using any object held in the rider’s hand, other than the bridle reins or a light leather quirt, to hit a horse; Any act which the general public would perceive to be inhumane to the horse. This includes such acts occurring not only in the show arena but also those occurring anywhere on the show grounds including but not limited to, the warm-up area, practice pen or any other location.

1. If show management at any MEC event discovers inhumane treatment of a horse, it may immediately bar the responsible party and horse from further participation in the event. Show Management must be notified within seven days of the closing date of the show involved, and that complaint will be referred to the appropriate committee for investigation and consideration.

2. Inhumane treatment is the exhibition of a crippled or injured horse, or a horse with any other health abnormality, which could thereby result in the horse’s undue discomfort or distress. The decision of show management or judge as to inhumane treatment shall be based upon consultation with a veterinarian. If show management or judge determines, in the sole discretion of either, that the welfare of the horse requires immediate action, and a veterinarian is not available, show management or judge may implement any action allowed by this rule.

3. Abuse includes excessive jerking, spurring, whipping, slapping, use of lip wire or similar device, or any other act intended to cause trauma or injury to a horse. Any act of abuse, or intent to abuse a horse, in the show arena or on the show grounds which could also potentially endanger the safety of other persons or animals will be dealt with in the strongest possible manner.

4. Administration of drugs while on the show grounds, including show arena and practice arena, is strictly prohibited unless administered in a life-saving situation. Such an instance must be reported to show management. The decision of show management as to life saving treatment should be based on consultation with a veterinarian. Show management shall disqualify and/or refuse entry to any contestant and/or owner for violation of this rule.
