Thank you for your request for information about our Heatsmart and Sustainable Homes
financial assistance programmes in Hawke’s Bay.
Since the programme started in 2009, around 13,500 homes have taken advantage of HBRC funding the replacement
of inefficient fires, and installing insulation in their homes. The programme will continue until 2023, or when air
quality consistently meets the national standards set by government. The populations in HBRC areas with air quality
problems in winter have collectively benefited from a 54% (approx.) improvement in air quality over the last seven
years.
There are two forms of financial assistance available to HBRC ratepayers, the non-repayable grant ($608 plus GST when applicable) or the voluntary targeted rate (VTR) on your property where, in return for the council paying for the services, the ratepayer agrees to the imposing of a targeted rate on the property over ten years. You can choose which financial assistance you require, but you cannot have both. The targeted rate is calculated to recover the GST exclusive cost of the services to council, plus an amount reflecting the funding rate. The target rate is subject to GST. The funding rate is subsidised by 50% for clean heat (currently 2%) but not for insulation (currently 4%).

NOTE: a non-compliant burner is a burner which exceeds the emission limit of 1.5 g/kg specified in the Resource Management (National Environmental Standards Relating to Certain Air Pollutants, Dioxins, and Other Toxics) Regulations 2004.
Burner emission limits The following burner emission limits apply within the Napier and Hastings Airsheds:
Airshed / Airzone Burner Emission Limits Hastings Zone 1 ( < 2ha ) 1.0 g/kg for freestanding fires and insert burners without wetback.
1.5 g/kg for insert burners with a wetback.

Woodburner emission limit of 1.5g/kg applies to all properties less than 2ha regardless of whether property is within or beyond an Airshed. This limit is specified in the Resource Management (National Environmental Standards Relating to Certain Air Pollutants, Dioxins, and Other Toxics) Regulations 2004. Approved burners are required to have a thermal efficiency of 65% or greater as described in AS/NZS4013:1999.

Planned programme outcomes

Improved civil defence domestic resilience (water and power)
The sustainablehomes programme covers the whole of the Hawke’s Bay region, and can include financial assistance for clean heating, insulation, ventilation, domestic water storage and the replacement of septic tanks, double-glazing, solar hot water and solar PV.
As part of the 2018 – 2028 Long Term Plan, HBRC has agreed to borrow up to $13 million over the next 10 years to provide financial assistance packages that will allow 1300 homes in Hawke’s Bay to become more sustainable, reduce energy consumption, and become more resilient in a civil emergency.
This programme will complement the current heatsmart programme that subsidises funding for the replacement of domestic wood burners. The scheme will be fully cost recovered (packages will be repaid through a voluntary targeted rate (VTR) on the property) so there is no impact on the general ratepayer.
These activities are classified as a private benefit and funded by charging for those who take up the offer of Council assistance. In return for the council paying for the services, the ratepayer agrees to the imposing of a targeted rate on the property over ten years.
The targeted rate is calculated to recover the GST exclusive cost of the services to council, plus an amount reflected in the funding rate. The targeted rate is subject to GST.
To access the VTR funding, homeowners / ratepayers need a good HBRC rate payment history, and no existing VTR. VTRs can however be combined to include the balance of a previous VTR in a single VTR (one per property), that VTR could be a sustainable homes combination up to $20,000. HBRC approval may be withheld if there is evidence that adding the repayments will cause hardship, as per the guidance of the Consumer, Credit and Finance Act Amendment for responsible lending.

Clean Heating – Woodburners, Heatpumps, Gas fires, Pellet Burners – (minimum $1000 – Maximum $10,000)
Description Available to those who don’t qualify for the Heatsmart subsidy across the region. Heatsmart has already assisted 13,500 Hastings and Napier homes to replace old fires that don’t meet national emission standards with clean heat options that include woodburners, heatpumps, gas fires, and pellet burners. As a result, air quality in these cities has improved by 54%, and in 4 of last 5 years we’ve met the 2020 targets for air quality. The existing insulation service under EECA programme is being extended to include clean heat July 2019 for high deprivation areas under EECA scheme.

Insulation – (minimum $1000 – Maximum $4500)
In partnership with the Government four-year programme known as Warmer Kiwi Homes, making the homes of lower-income New Zealanders warmer and drier by providing grants to insulate (and heat homes from July 2019. EECA funding 67%; Supplier (DHB and power trust) funding 25%; HBRC VTR balance targeted at low income mesh blocks

Water Storage and Septic Tanks (Minimum $1000 – Maximum $20,000)
Description Choice of tank size is selected by owner. Average domestic rain water tanks are 2000ltrs or
under. Larger tanks 30,000 ltrs (3m x3m size) cost around $2,800 plus install and consent
fees. The water storage solutions might also include the cost of system solutions, including
pump replacement. HBRC bears no liability for the quality of water stored that is sourced
from rainwater or bore supply. This will remain the responsibility of the home owner /
consent holder. Septic tanks can cost more than $20k but the VTR cap is $20k over ten years
with any balance paid by the customer.
Rationale Improve resilience; reduce storm water pressure; reduce ground and surface water takes;
reduce leachate from old septic tanks
Considerations Water storage is for the collection of rainwater, or establishing a reserve from bore or
reticulated supply. It is not designed as a potable supply due to public health requirements.
The Building Act G12/A5 2 NZ requires a consent if the tank is connected to the potable
water, back flow prevention to protect the network supply and the work must comply with
the Building Code as consented by TLA’s. Structural Clause Code: If a chartered Engineer has
designed the platform, it will be exempt. A Platform has to have restraints to safeguard from
an event. Septic tanks should be Oset approved systems and installation should be with
accredited suppliers who have completed the relevant waste water accreditation training.
VTR to be cleared on property sale
Benefit Capturing local rainfall for non-potable purposes can contribute up to 40% reduction in
demand for reticulated supply and other councils are already encouraging this. A valuable
by-product of rainfall collection is that it also reduces the pressure on storm water systems.
Reduction in effluent leachate into surface and ground water. Improved water quality.
Increased domestic resilience in emergency event.

Solar (Hot water or Photovoltaic)
Description Two different systems, one piped one cabled, cable is easier to retro fit. New build would not qualify for HBRC financial assistance. This is a (relatively) young market, restrained by power company purchase rates and payback period, the more you spend longer it takes to pay for itself

Considerations Professional body www.seanz.co.nz any new supplier has a go through vetting process to be a member, QA /Qc audit option. Photovoltaic (PV) system – no council consent required but must have authorisation from Unison. Permission to distribute; Unison fee is $160 (Oct 2018) Compared with hot water systems, PV can have up to 25-year performance warranty on panel return. All PV systems installed are monitored by Installer for faults. Battery technology has yet to hit volumes that reduce price. Current average starter system is $6,000 -$11,000

The Ratepayer must complete an application form and the Direct Debit Payment Authority form provided by Council which will facilitate the payment of the Sustainable Homes Rate assessed on the Property. This completed form shall be received by Council before it authorises the provision of the Council Funded Sustainable Homes Service.
In the event of three consecutive instalment payments being missed, the full balance of the loan is repayable immediately with any future/ alternative arrangement being entirely at the discretion of HBRC. If the property is sold while the VTR is in place, the balance must be settled at the point of sale.
