How many times have you heard, “Wow, this year has flown by!”? I’ve heard it more times than I can count and I’ve said it probably at least as many times. We are well into the holiday hustle and bustle already! I’ve been looking longingly out my window for snow, but so far, nothing but a little of the white stuff mixed with rain. Finger’s crossed!

Chapter 3 had a very successful Symposium this fall. I hope you were able to attend! The feedback has been very positive, from both speakers and attend-ees. I’d like to again thank the team of dedicated,

hardworking folks that helped put on the Symposium. It most definitely is a team effort. If you weren’t able to make it this year, please consider coming next year. We are intending to have another next fall.

By now you should have gotten a survey via email from Anna Michalski asking your opinion about our monthly chapter meetings. It’s a short six question survey, and I hope you will take a quick moment to fill it out. We are considering some changes to the cost, location and frequen-cy of our monthly chapter meetings and your opinion matters.

Like many of you, I tend to reflect during this time of the year. Even though things seem to be busy and moving so fast, it’s good to stop and take a breath for a minute. My wish for us all is to be able to see the good in people, to be thankful for what we have, and to be able to spend some quality time with those we love.

I hope to see you all at the Chapter 3 holiday party!

Education AssistanceWORF tuition assistance is available to all Chapter 3 members for IRWA, classroom numbered courses. WORF is not available for online courses.

Here’s how it works...A member registers online with IRWA HQ and then they will email a copy of their course registration to the WORF representative. Once WORF representative receives the request for assistance and proof of registration the member and HQ will receive a letter confirming WORF’s assistance to pay half of the course tuition. Members are limited to $500 per year.

Once you have completed the course, HQ, will send a copy of the sign in sheet to WORF along with an invoice for eligible members. WORF will then order a check and send it to HQ along with approvals for the tuition assis-tance.

HQ will then reissue a check to the member for the amount of assistance. Note: If the tuition was paid by an em-ployer, it is the members responsibility to turn over the amount of assistance received by WORF.

Course Description:This course reviews the Uniform Act acquisition (negotiation) requirements for Federal and federally assisted programs. During this course, participants examine negotiations styles and explore practical approaches, and are also provided with tips on how to improve settlement rates for right of way acquisitions, with adequate consideration to significant right of way elements involved in the location and design of the project, including possible social, economic, and environmental effects.

Instructor: georgia S. Snodgrass, SR/WA, R/W-nAC, R/W-AMC, is a popular Instructor for the CLS-Professional Development Institute (Contract Land Staff) as well as for the IRWA. She obtained her Bachelor of Science Degree in Business Education from Eastern Kentucky University, Richmond, Kentucky and obtained her Master of Science Degree in School Business Administration from Pepperdine Uni-versity, Malibu, CA. Prior to joining Contract Land Staff, she was a Real Estate Representative III for the San Antonio River Authority with responsibility for acquisition and project management oversight on behalf of the River Authority, plus additional oversight responsibil-ities for the asset management program. Prior to the River Authority, Ms. Snodgrass was the chief negotiator for the San Diego Unified School District and was responsible for their asset management program for 32 years. She is past Chair of both Regions 1 and 2 and Past Chair of the International Membership Committee. She has been approved since 2007 to teach the 700 Series of IRWA Asset Manage-ment Courses as well as IRWA Communications Courses 205 and 213. In addition, she is a Certified Course Coordinator for her chapter.

Course Description:This course is geared toward right of way professionals who may face the issue of contaminated properties, focusing on causes, effects and remedies of environmental contamination. This course emphasizes the importance of knowing the behavior of contaminants in the environment, environmental liabilities and auditing processes, underground storage tank removal and contamination assessment, cleanup and closures. Participants will learn how to evaluate potential problems that occur as a result of acquiring contaminated properties, and to evaluate, manage and minimize risks and liabilities.

Instructor: Fred Walasavage, is a senior environmental protection specialist for the Bonneville Power Administration in Portland, Oregon and has been working directly in the environmental field since 1985. He currently serves as the Program Manager for Environmental Land Actions within Bon-neville. His responsibilities include conducting all levels of environmental site assessments, conducting compliance audits, negotiating environmental issues on real estate transactions, preparing National Environmental Policy Act (NEPA) documentation, conducting biological assessments, acquiring regulatory permits, providing oversight on cultural resource assessments, and general project management. Given that his service area includes six states; Fred has thorough understanding of the many variations in Federal and state environmental requirements as they relate right-of way projects. Fred is a designated “Environmental Professional” as defined by the U.S. Environmental Protection Agency for the purposes of conducting Phase I Environmental Site Assessments. He has conducted over 500 Phase I assessments for Bonneville. Prior to Bonneville, Fred worked as an environmental planner for the U.S. Army corps of Engineers. Fred has served as an active instructor for IRWA since 2005 specializing in the environmental series cours-es. He has been actively involved in the development of the IRWA environmental course curriculum since 2000 and serves as an IRWA subject matter expert. In addition, Fred instructs annual environmental training sessions within Bonneville. He has twice served as the Chair of the IRWA International Environment Committee, past Region 7 Chair, and past IRWA Chapter 3 President. He has received the Chapter 3 and Region 7 “Professional of the Year” awards as well as being a finalist for IRWA’s Frank C. Balfour “Professional of the Year” Award. Fred has a Masters Degree from California State University, Chico and a BS Degree from Unity College, Unity Maine.

Course Description:Participants will learn how to determine and appraise the larger parcel, techniques for appraising the part acquired, identifying and measur-ing various types of damages and how to value the remainder after acquisitions. The course introduces ways to handle special benefits and explores the before and after approach (how, why and when), and includes numerous exercises and case studies to aid in understanding.

Instructor: larry Castellanos, SR/WA, earned his MBA with an emphasis in finance from the University of San Francisco and his Bachelor of Sci-ence Degree in business administration with a concentration in finance from CSU, Sacramento. Mr. Castellanos joined Associated Right of Way Services, Inc. in 1997 and currently serves as vice president of operations. He is responsible for project management of multi-faceted projects including property appraisal, acquisition and relocation advisory assistance. Mr. Castellanos began his career in 1990 as a right of way agent for the California Department of Transportation in Orange County. He has broad knowledge and experience in property acquisition, relocation services and appraising property for public agency acquisitions. Mr. Castellanos is a California Certified General Real Estate Appraiser. He has made presentations to the Appraisal Institute, California Redevelopment Association, Consulting Engineers and Land Surveyors of California and the IRWA on topics including appraisal, acquisition and relocation issues.

Who should take this course:This course is geared toward experienced appraisers who are in the process of conducting partial acquisitions and deals with the special problems of the valuation of partial acquisition, both fee/easement.

Wonder how the Monday night event started? Here is a little history. The conference used to run Sunday through Thursday. On Monday evenings, IRWA hosted a networking event that focused on local interest and flavors. On Tuesday evenings an auction was held, raising funds for the Foundations. In 2007 the conference was shortened, ending on Wednesday. The auction was then included in the Monday night event.

Last fall IRWA decided to end their hosting of the Monday night event, but wanted to continue as a spon-sor. The RWIEF and CRWEF stepped up to serve as host! From the overwhelming response, with 1,130 attendees -- the largest ever -- we think you had as much fun as we did!

This incredible event would not have been possible without a posse of boots on the ground. Thanks go to our sponsors, our hard-working volunteers, the Foundations’ Trustees and the staunch support re-ceived from you, the IRWA members! With your attendance and our sponsors’ generous donations, the Foundations raised approximately $102,000 for right of way education programming!! President-Elect Report: Seth Hemelstrand, SR/WA Seth Hemelstrand reported that Brooke Sturtevant has a packet for new Chapter 3 members, which includes a coupon for a free lunch. He suggested that the Board engage the new members attending a luncheon and get to know them and invite them to participate in the Chapter activities and leadership.

Vice President Report: Kari Lowe, SR/WA Kari Lowe spoke about the Holiday Luncheon, which will be held following the December Board meeting. There will be drawings for gift baskets, which were donated. The celebration will be held at Hayden’s Grill on December 9. Kari Lowe also reported on speakers arranged for future luncheons; potentially January or February is still open. Please contact Kari if you have a suggestion or would like to volunteer to be a luncheon speaker. Treasurer Report: Anna Michalski Regina Thompson motioned to accept the Treasurer’s Report as written for October, 2016; Seth Hemelstrand seconded; motion carried. Anna Michalski reported that two lifetime memberships are being paid for at $50 each. There will be no additional lifetime memberships authorized to be paid for by the Chapter. Secretary Report: Jean Celia Anna Michalski motioned to accept the meeting minutes as written, for October 20, 2016; Joe Gray seconded; motion carried. Old Business: Status of Education Plan for 2017 Janine Kidd reported that there is one more class offered by Chapter 3 this year, C800 (Principles of Real Estate Law) on November 14 and 15. Janine also reported that the Education Committee has been created. Members are Janine Kidd, Jeff Nakken, Joy Socash, Chelsea Hickok, and Vera Anderson. Their goals are to develop a Chapter Course Coordinator Guide, create a 2018 education plan by June 30, 2017, and create a 2019 education plan by September 30, 2018. New Business: NW Regional Account Joe Gray reminded the Board that an agreement needs to be created for Chapter 3 and the Northwest Regional Alliance fund. Seth Hemelstrand, Kari Lowe, and Jim Lingeman agreed to write a draft agreement and provide it to Jean Celia for review and next steps.

BriefsJoe Gray encouraged early planning for the 2017 Northwest Regional Conference. He also reminded the Board that there needs to be a replacement for him as the Chair of the Transportation Committee. Changes at ODOT Joe Gray reported that he is retiring from the Oregon Department of Transportation (ODOT) as of January 1, 2017, and will be working for Sound Transit in Washington State. Scott Claus is the interim Right of Way Manager at ODOT. Mike Stone is the Assistant State Right of Way Manager, and there are other openings as well. Monthly Chapter Luncheons Subsidizing: Lori Hathaway reminded the Board that Chapter 3 typically subsidize the cost of lunch meetings. Most chapters charge the actual cost of the lunches, or they make a bit of a profit. The budget was discussed, along with the Chapter funds potentially needed for the 2019 Conference. Anna Michalski agreed to provide a report on subsidies provided for lunches for the past three years. Location: Anna Michalski agreed to send a survey to members regarding preference for location of the monthly luncheon meetings, as well as the costs charged to members for the lunches. Anna said she would create a craft survey and send it to the Board for review; it will focus on location and the amount charged for lunches. Summer Meetings: Summer meetings are often not well attended. The report that Anna provides will include questions so an informed decision can be made regarding holding summer meetings and luncheons. It was mentioned that when a member registers for a luncheon, they can register on line and pay at that time. So when a specific number of attendees must be guaranteed, this will ensure that all who register also pay. Providing education credits for attending lunches was also discussed.
