‘‘(a) NATIONAL STRATEGY.—Not less than 6 months 18
after the date of the enactment of this subchapter, and 19

Management and Budget, in consultation with the head 1
of each designated agency, shall develop and publish a na-2
tional strategy for managing excess property and under-3
utilized Federal real property. The national strategy shall 4
include the following: 5
‘‘(1) A statement of purpose, scope, and meth-6
odology. 7
‘‘(2) A definition of excess and underutilized 8
Federal real property, along with a list of risk fac-9
tors that lead to such property becoming excess or 10
underutilized. 11
‘‘(3) Goals, subordinate objectives, activities, 12
and performance measures, including the milestones 13
and timeframes for achieving objectives. 14
‘‘(4) Resources, investments, and risk manage-15
ment. 16
‘‘(5) Organizational roles, responsibilities, and 17
coordination. 18
‘‘(6) Integration and implementation plans. 19
‘‘(7) For each national strategy after the first, 20
a description of how the previous national strategy 21
has been implemented. 22
‘‘(b) DATA.—Not less than 6 months after the date 23
of the enactment of this subchapter, and every two years 24

sultation with the head of each designated agency, shall 1
develop and implement a plan to improve the Federal Real 2
Property Profile established in accordance with Executive 3
Order 13327 (40 U.S.C. 121 note; relating to Federal real 4
property asset management), that ensures the data col-5
lected is complete, accurate, and consistent. The plan shall 6
include the following: 7
‘‘(1) Clearly defined data collection require-8
ments and consistent data reporting to the database 9
across Federal agencies. 10
‘‘(2) Designation of performance measures that 11
are linked to performance goals and that are con-12
sistent with the requirements in Executive Order 13
13327, or any amendment to or replacement of such 14
Executive order. 15
‘‘(3) Recommendations for how Federal agen-16
cies can collaborate effectively to provide data when 17
determining data collection requirements and lim-18
iting the number of measures collected to those de-19
termined to be essential, taking into account the cost 20
and effort involved in collecting the data when deter-21
mining data collection requirements. 22
‘‘(4) For each plan after the first, a description 23
of how the previous plan has been implemented. 24
‘‘(c) SUBMISSION AND PUBLICATION.— 25

‘‘(1) SUBMISSION.—The national strategy re-1
quired by subsection (a) and the plan required by 2
subsection (b) shall be submitted to each committee 3
of jurisdiction in the House of Representatives and 4
the Senate. 5
‘‘(2) OMB PUBLICATION.—The national strat-6
egy required by subsection (a) shall be published on 7
the Web site of the Office of Management and 8
Budget. 9
‘‘(3) GSA PUBLICATION.—The plan required by 10
subsection (b) shall be published on the Web site of 11
the General Services Administration. 12
‘‘(d) DESIGNATED AGENCY DEFINED.—In this sec-13
tion, the term ‘designated agency’ means each agency list-14
ed in section 901(b) of title 31.’’. 15
(b) CLERICAL AMENDMENT.—The table of sections 16
at the beginning of chapter 5 of subtitle I of title 40, 17
United States Code, is amended by adding at the end the 18
following: 19

SEC. 102. PROMOTION OF COMPETITION IN FEDERAL CON-1
TRACTING. 2
(a) OFFICE OF FEDERAL PROCUREMENT POLICY.— 3
Not later than six months after the date of enactment of 4
this Act, the Administrator for Federal Procurement Pol-5
icy shall issue guidance to Federal agencies to reinvigorate 6
the role of the competition advocate, consistent with the 7
recommendations of the Government Accountability Office 8
in its report GAO–10–833 (July 26, 2010). 9
(b) ELEMENTS OF GUIDANCE.—The guidance issued 10
pursuant to subsection (a) shall include key factors agen-11
cies should consider in appointing and utilizing competi-12
tion advocates, such as placement within the organization, 13
skill set, and potential methods to effectively carry out 14
their duties, and shall direct agencies to require their com-15
petition advocates to actively involve program offices in 16
highlighting opportunities to increase competition. 17
SEC. 103. PROMOTION OF STRATEGIC SOURCING IN FED-18
ERAL CONTRACTING. 19
(a) SAVINGS GOALS.—Not later than six months 20
after the date of enactment of this Act, and for 4 years 21
annually thereafter, the Director of the Office of Manage-22
ment and Budget shall issue Government-wide savings 23
goals for the strategic sourcing of goods and services by 24
executive agencies required to designate or appoint a Chief 25
Financial Officer as set forth in section 901 of title 31. 26

The Director may issue goals required by this section that 1
are customized to individual agencies or sourcing efforts. 2
(b) MATTERS COVERED.—In complying with sub-3
section (a), the Director shall provide at a minimum— 4
(1) guidance to executive agencies on calcu-5
lating savings generated from strategic sourcing ef-6
forts; and 7
(2) standards to measure progress towards 8
meeting savings goals established by subsection (a). 9
(c) REPORT.—Not later than 5 years after the date 10
of enactment of this Act, the Director shall submit to Con-11
gress a report on the extent of savings realized through 12
the strategic sourcing of goods and services by executive 13
agencies during the period Government-wide savings goals 14
are required to be issued pursuant to subsection (a). 15
SEC. 104. STRENGTHENING OVERSIGHT OF INFORMATION 16
TECHNOLOGY OPERATIONS. 17
Section 11303(b) of title 40, United States Code, is 18
amended— 19
(1) by redesignating paragraph (5) as para-20
graph (6); and 21
(2) by inserting after paragraph (4) the fol-22
lowing new paragraph (5): 23
‘‘(5) ANALYSES OF INVESTMENTS IN OPER-24
ATIONS AND MAINTENANCE.—The Director shall re-25

quire each executive agency to develop a policy con-1
sistent with OMB guidance for performing analysis 2
on each operational/steady state information tech-3
nology investment to measure how well the invest-4
ment is achieving expected cost, schedule, perform-5
ance, and other goals, and to determine whether the 6
investment provides the most cost effective way of 7
delivering business value. The agencies shall conduct 8
these operational analyses on a yearly basis and 9
shall report the results to the Director and through 10
existing or newly developed transparency mecha-11
nisms.’’. 12

SEC. 111. RESCISSION OF UNOBLIGATED BUDGET AUTHOR-14

Of the funds made available by section 129 of the 17
Consolidated Security, Disaster Assistance, and Con-18
tinuing Appropriations Act, 2009, Public Law 110–329, 19

Section 1128J(a)(1)(A) of the Social Security Act 4
(42 U.S.C. 1320a–7k(a)(1)(A)) is amended by adding at 5
the end the following new clause: 6
‘‘(iii) REPORT ON INTEGRATED DATA 7
REPOSITORY AND ONE PROGRAM INTEG-8
RITY SYSTEM.—Not later than six months 9
after the date of enactment of this clause, 10
the Secretary shall submit to the appro-11

data from the Integrated Data Repos-7
itory, and actions taken to define 8
measurable financial benefits expected 9
from the use of the One Program In-10
tegrity System.’’. 11
SEC. 113. STUDY AND REPORT ON THE ENHANCEMENT OF 12
AGRICULTURAL QUARANTINE AND INSPEC-13
TION FEES. 14
(a) STUDY.—The Secretary of Agriculture shall con-15
duct a study to ensure that the amount of the fees col-16
lected under section 2509(a) of the Food, Agriculture, 17
Conservation, and Trade Act of 1990 (21 U.S.C. 136a(a)) 18
is commensurate with the aggregate costs of agricultural 19
quarantine and inspections services provided with respect 20
to the entry into the United States of commercial aircraft 21
or other vehicles. 22
(b) REPORT.—Not later than 180 days after the date 23
of the enactment of this Act, the Secretary of Agriculture 24
shall submit to Congress a report that contains— 25

(1) the results of the study conducted under 1
subsection (a); and 2
(2) the Secretary’s recommendations for ensur-3
ing that fees collected under section 2509(a) of the 4
Food, Agriculture, Conservation, and Trade Act of 5
1990 (21 U.S.C. 136a(a)) are commensurate with 6
the aggregate costs of agricultural quarantine and 7
inspection services provided with respect to the entry 8
into the United States of commercial aircraft or 9
other vehicles, including the costs of any related in-10
spections of passengers arriving on commercial air-11
craft or other vehicles. 12
SEC. 114. AUTHORIZATION OF DEPLETED URANIUM SALES. 13
(a) Section 3112(a) of the USEC Privatization Act, 14
Public Law 104–134 (42 U.S.C. 2297h–10), is amended 15
to read as follows: 16
‘‘(a) TRANSFERS AND SALES BY THE SECRETARY.— 17
The Secretary shall not provide enrichment services or 18
transfer or sell any uranium to any person except as con-19
sistent with this section. For purposes of this section, with 20
the exception of subsection (b), ‘uranium’ shall include but 21
not be limited to natural uranium concentrates, natural 22
uranium hexafluoride, high enriched uranium, low en-23
riched uranium, depleted uranium, and any byproduct of 24
uranium processing.’’. 25

(b) Section 3112(d) is amended— 1
(1) in paragraph (1), by striking ‘‘sell natural 2
and low-enriched uranium (including low-enriched 3
uranium derived from highly enriched uranium)’’ 4
and inserting ‘‘transfer or sell any uranium’’; and 5
(2) in paragraph (2), by striking ‘‘natural or 6
low-enriched uranium’’ and inserting ‘‘any ura-7
nium’’. 8
(c) Section 3112(f) is renumbered as 3112(h). 9
(d) After section 3112(e), insert new subsections (f) 10
and (g) as follows: 11
‘‘(f) REPORTING.—Not less than 30 days nor more 12
than two years prior to the transfer or sale of any uranium 13
for any purpose, the Secretary shall notify the House and 14
Senate Committees on Appropriations, the House Com-15
mittee on Energy and Commerce, and the Senate Com-16
mittee on Energy and Natural Resources of the following: 17
‘‘(1) The amount of uranium to be transferred 18
or sold. 19
‘‘(2) An estimate by the Secretary of the gross 20
market value of the uranium on the expected date 21
of the transfer or sale of the uranium. 22
‘‘(3) The expected date of transfer or sale of 23
the uranium. 24
‘‘(4) The recipient of the uranium. 25

‘‘(5) The funds, if any, the Secretary expects to 1
receive in exchange for the uranium, and the Sec-2
retary’s plans for the funds, and, if the Secretary 3
plans to retain the funds, a citation of the legal au-4
thority for doing so. 5
‘‘(6) The value of the services and materials the 6
Secretary expects to receive in exchange for the ura-7
nium, including any changes to the gross value of 8
the uranium by the recipient for uranium to be pro-9
vided to the Department of Energy. 10
‘‘(7) The purpose of the transfer or sale. 11
‘‘(g) LIST OF TRANSFERS AND SALES.—The Sec-12
retary shall maintain a list identifying all notifications re-13
quired by subsection (f) of this section and for each notifi-14
cation identifying the expected date of the notification, the 15
actual date of the transaction and any information per-16
taining to the actual transaction that differs from the in-17
formation provided in the notification. For each notifica-18
tion, the list shall identify the date of the relevant Secre-19
tarial determination, if any, pursuant to subsection 20
(d)(2)(B) of this section.’’. 21

The Director of the Office of Management and Budg-3
et shall, not later than six months after the date of enact-4
ment of this Act, develop a strategy— 5
(1) to assess the collective results of Federal 6
funding of activities that have the effect of reducing 7
mobile source diesel emissions; and 8
(2) to identify and eliminate any unnecessary 9
duplication, overlap, and fragmentation of such ac-10
tivities. 11
TITLE II—SAVE II 12
SEC. 201. SHORT TITLE. 13
This title may be cited as the ‘‘Savings, Account-14
ability, Value, and Efficiency II Act’’ or ‘‘SAVE II Act’’. 15
SEC. 202. DEPARTMENT OF DEFENSE UNMANNED AIR-16
CRAFT SYSTEMS. 17
(a) EXAMINATION TO IMPROVE INTEROPER-18
ABILITY.—The UAS Task Force established by the Under 19
Secretary of Defense for Acquisition, Technology, and Lo-20
gistics shall conduct an examination of the entire un-21
manned aircraft systems (UAS) portfolio of the Depart-22
ment of Defense, including UAS requirements, platforms, 23
payloads, and ground control stations, for the purpose of 24
developing strategies for improved interoperability of ex-25
isting systems. 26

(b) INCORPORATION IN ACQUISITION STRATEGIES.— 1
In the acquisition strategies for each unmanned aircraft 2
program commenced after the date of the enactment of 3
this Act, the Secretary of Defense shall identify, prior to 4
milestone B, areas in which commonality with other un-5
manned aircraft systems across the UAS portfolio will be 6
achieved. 7
(c) INDEPENDENT STUDY.—The Secretary of De-8
fense shall request a federally funded research and devel-9
opment center to conduct an independent study— 10
(1) to analyze the effectiveness of the UAS 11
Task Force in addressing UAS interoperability and 12
overlap issues; 13
(2) to provide solutions, if needed, to existing 14
interoperability and overlap issues; and 15
(3) to determine whether a single entity would 16
be better positioned than the UAS Task Force to in-17
tegrate all crosscutting efforts to improve the man-18
agement and operation of the UAS portfolio. 19
(d) REPORT.—Not later than March 3, 2017, the 20
Secretary of Defense shall submit to Congress a report 21
containing the— 22
(1) the results of the examination required by 23
subsection (a); and 24

TORY MANAGEMENT GUIDANCE. 4
(a) DEPARTMENT OF DEFENSE INVENTORY MAN-5
AGEMENT GUIDANCE.—As part of the implementation of 6
the Department of Defense Comprehensive Inventory 7
Management Improvement Plan, the Secretary of Defense 8
shall issue revised inventory management guidance that— 9
(1) strengthens demand forecasting, visibility of 10
on-hand inventory, reviews of on-order excess inven-11
tory, and management of inventory held for eco-12
nomic and contingency reasons in order to prevent 13
on-order and on-hand excess inventory; 14
(2) establishes a comprehensive, standardized 15
set of department-wide supply chain and inventory 16
management metrics, including standardized defini-17
tions, to measure five key attributes (materiel readi-18
ness, responsiveness, reliability, cost, and planning 19
and precision) of supply chain management oper-20
ations; and 21
(3) establishes procedures for measuring and 22
reporting these metrics on a regular basis to ensure 23
the effectiveness and cost-efficiency of supply chain 24
and inventory management operations. 25

(b) COMPLETION AND SUBMISSION.—Not later than 1
270 days after the date of the enactment of this Act, the 2
Secretary of Defense shall complete the revision of inven-3
tory management guidance required by subsection (a) and 4
submit the revised guidance to Congress. 5
SEC. 204. REVOCATION OR DENIAL OF PASSPORT AND 6
PASSPORT CARD IN CASE OF CERTAIN UN-7
PAID TAXES. 8
(a) IN GENERAL.—Subchapter D of chapter 75 of the 9
Internal Revenue Code of 1986 is amended by adding at 10
the end the following new section: 11
‘‘SEC. 7345. REVOCATION OR DENIAL OF PASSPORT AND 12
PASSPORT CARD IN CASE OF CERTAIN TAX 13
DELINQUENCIES. 14
‘‘(a) IN GENERAL.—If the Secretary receives certifi-15
cation by the Commissioner of Internal Revenue that any 16
individual has a seriously delinquent tax debt in an 17
amount in excess of $50,000, the Secretary shall transmit 18
such certification to the Secretary of State for action with 19
respect to denial, revocation, or limitation of a passport 20
or passport card pursuant to section 4 of the Act entitled 21
‘An Act to regulate the issue and validity of passports, 22
and for other purposes’, approved July 3, 1926 (22 U.S.C. 23
211a et seq.), commonly known as the ‘Passport Act of 24
1926’. 25

‘‘(b) SERIOUSLY DELINQUENT TAX DEBT.—For pur-1
poses of this section, the term ‘seriously delinquent tax 2
debt’ means an outstanding debt under this title for which 3
a notice of lien has been filed in public records pursuant 4
to section 6323 or a notice of levy has been filed pursuant 5
to section 6331, except that such term does not include— 6
‘‘(1) a debt that is being paid in a timely man-7
ner pursuant to an agreement under section 6159 or 8
7122, and 9
‘‘(2) a debt with respect to which collection is 10
suspended because a collection due process hearing 11
under section 6330, or relief under subsection (b), 12
(c), or (f) of section 6015, is requested or pending. 13
‘‘(c) ADJUSTMENT FOR INFLATION.—In the case of 14
a calendar year beginning after 2013, the dollar amount 15
in subsection (a) shall be increased by an amount equal 16
to— 17
‘‘(1) such dollar amount, multiplied by 18
‘‘(2) the cost-of-living adjustment determined 19
under section 1(f)(3) for the calendar year, deter-20
mined by substituting ‘calendar year 2012’ for ‘cal-21
endar year 1992’ in subparagraph (B) thereof. 22
If any amount as adjusted under the preceding sentence 23
is not a multiple of $1,000, such amount shall be rounded 24
to the next highest multiple of $1,000.’’. 25

(c) AUTHORITY FOR INFORMATION SHARING.— 5

‘‘(23) DISCLOSURE OF RETURN INFORMATION 10
TO DEPARTMENT OF STATE FOR PURPOSES OF PASS-11
PORT AND PASSPORT CARD REVOCATION UNDER 12
SECTION 7345.— 13
‘‘(A) IN GENERAL.—The Secretary shall, 14
upon receiving a certification described in sec-15
tion 7345, disclose to the Secretary of State re-16
turn information with respect to a taxpayer who 17
has a seriously delinquent tax debt described in 18
such section. Such return information shall be 19
limited to— 20
‘‘(i) the taxpayer identity information 21
with respect to such taxpayer, and 22
‘‘(ii) the amount of such seriously de-23
linquent tax debt. 24

‘‘(1) ISSUANCE.—Except as provided under 1
subsection (b), upon receiving a certification de-2

the Secretary of State may not issue a passport or 5
passport card to any individual who has a seriously 6
delinquent tax debt described in such section. 7

issued to any individual described in paragraph (1). 10

STATES.—Notwithstanding subsection (a)(2), the 19
Secretary of State, before revocation, may— 20
‘‘(A) limit a previously issued passport or 21
passport card only for return travel to the 22

(e) EFFECTIVE DATE.—The amendments made by 4
this section shall take effect on January 1, 2014. 5
SEC. 205. CONSIDERATION OF PROSPECTIVE ANTIDUMPING 6
AND COUNTERVAILING DUTY COLLECTION 7
SYSTEM. 8
(a) REPORT REQUIRED.—Not later than 180 days 9
after the date of the enactment of this Act, the Secretary 10
of Commerce shall submit to Congress a report containing 11
an evaluation of the merits and feasibility of converting 12
from a retrospective antidumping and countervailing duty 13
collection system to a prospective antidumping and coun-14
tervailing duty collection system. If the Secretary rec-15
ommends conversion to a particular prospective system, 16
the Secretary shall include in the report an estimate of 17
the costs to be incurred and cost savings to be achieved 18
as a result of converting to such prospective system. 19
(b) CONSULTATION.—The Secretary of Commerce 20
shall prepare the report under subsection (a) in consulta-21
tion with the Secretary of Homeland Security and Sec-22
retary of the Treasury. 23

SEC. 206. REPORT ON EFFECTIVENESS OF FOREIGN ASSIST-1
ANCE PROGRAMS AND PROJECTS. 2
(a) REPORT REQUIRED.—Not later than one year 3
after the date of the enactment of this Act, the Inspector 4
General of the United States Agency for International De-5
velopment shall submit to Congress a report on the effec-6
tiveness of each foreign assistance program and project 7
of the United States Agency for International Develop-8
ment. 9
(b) MATTERS TO BE INCLUDED.—The report re-10
quired by subsection (a) shall, with respect to each such 11
program and project, include a description of the fol-12
lowing: 13
(1) How funds and other resources provided to 14
a foreign entity under the program or project are 15
spent or used. 16
(2) The extent to which such funds and other 17
resources are spent or used in accordance with the 18
purposes of the program or project. 19
(3) The extent to which such funds and other 20
resources assist in achieving the results intended for 21
the program or project. 22
(4) The extent to which there is a correlation 23
between the program or project and a change in the 24
policies or popular attitudes towards the United 25

SEC. 207. CONVERSION OF PRISON X-RAY SYSTEMS. 3
The Attorney General, in order to reduce the cost and 4
improve the efficacy of Federal prison health care, shall, 5
to the extent practicable and cost effective, convert by 6
2015 all X-ray systems in Federal prisons from analog, 7
film-based systems to digital, filmless systems. 8
SEC. 208. PROHIBITION ON NON-COST EFFECTIVE MINTING 9
AND PRINTING OF COINS AND CURRENCY. 10
(a) PROHIBITION WITH RESPECT TO COINS.—Sec-11
tion 5111 of title 31, United States Code, is amended by 12
adding at the end the following: 13
‘‘(e) PROHIBITION ON CERTAIN MINTING.—Notwith-14
standing any other provision of this subchapter, the Sec-15
retary may not mint or issue any coin that costs more 16
to produce than the denomination of the coin (including 17
labor, materials, dies, use of machinery, overhead ex-18
penses, marketing, and shipping).’’. 19
(b) PROHIBITION WITH RESPECT TO CURRENCY.— 20
Section 5114(a) of title 31, United States Code, is amend-21
ed by adding at the end the following: 22

‘‘§ 742. Restrictions on printing and distribution of 13
paper copies 14
‘‘(a) MANDATORY USE OF ELECTRONIC FORMAT FOR 15
DISTRIBUTION OF CONGRESSIONAL DOCUMENTS.—Not-16
withstanding any other provision of this chapter, the Pub-17
lic Printer shall make any document of the House of Rep-18
resentatives or Senate which is subject to any of the provi-19
sions of this chapter available only in an electronic format 20
which is accessible through the Internet, and may not 21
print or distribute a printed copy of the document except 22
as provided in subsection (b). 23
‘‘(b) PERMITTING PRINTING AND DISTRIBUTION OF 24
PRINTED COPIES UPON REQUEST.—Notwithstanding 25

TITLE III—SAVE III 4
SEC. 301. SHORT TITLE. 5
This title may be cited as the ‘‘Savings, Account-6
ability, Value, and Efficiency III Act’’. 7
SEC. 302. SOFTWARE LICENSE MANAGEMENT. 8
(a) SOFTWARE LICENSE POLICIES REQUIRED.—Not 9
later than 6 months after the date of the enactment of 10
this Act, the Director of the Office of Management and 11
Budget shall issue software licensing policies for agencies 12
to follow that include the following: 13
(1) An identification of clear roles, responsibil-14
ities, and central oversight authority within each 15
agency for managing enterprise software license 16
agreements. 17
(2) A requirement that each agency establish 18
an accurate inventory of enterprise software license 19
agreements by identifying and collecting information 20
about software license agreements using automated 21
discovery and inventory tools. 22
(3) A requirement that each agency regularly 23
track and maintain software licenses to assist the 24

software license management life cycle. 2
(4) A requirement that each agency analyze 3
software usage and other data to make cost-effective 4
decisions. 5
(5) A requirement that each agency provide 6
training relevant to software license management. 7
(6) A requirement that each agency establish 8
goals and objectives to better manage enterprise 9
software license agreements. 10
(7) A requirement that each agency consider 11
the software license management life-cycle phases 12
(including requisition, reception, deployment and 13
maintenance, retirement, and disposal phases) to im-14
plement effective decisionmaking and incorporate ex-15
isting standards, processes, and metrics. 16
(b) AGENCY DEFINED.—In this section, the term 17
‘‘agency’’ has the meaning given that term in section 551 18
of title 5, United States Code. 19
SEC. 303. UNITED STATES POSTAL SERVICE FLEET EFFI-20
CIENCY. 21
(a) PURPOSES.—The purposes of this section are to 22
provide for the upgrade of the vehicle fleet of the United 23
States Postal Service, to improve mail delivery services to 24
benefit customers and the environment, to increase sav-25

benchmarks to maximize fuel economy and reduce emis-2
sions for the Postal fleet with the goal of making the Post-3
al Service a national leader in efficiency and technology 4
innovation. 5
(b) AUTHORITY TO ENTER INTO ENERGY SAVINGS 6
PERFORMANCE CONTRACTS.—Section 804(4) of the Na-7
tional Energy Conservation Policy Act (42 U.S.C. 8
8287c(4)) is amended— 9
(1) in subparagraph (A), by striking ‘‘or’’ after 10
the semicolon; 11
(2) in subparagraph (B), by striking the period 12
at the end and inserting ‘‘; or’’; and 13
(3) by adding at the end the following new sub-14
paragraph: 15
‘‘(C) in the case of a contract in which the 16
United States Postal Service is a party— 17
‘‘(i) the purchase or lease of low emis-18
sion and fuel efficient vehicles; 19
‘‘(ii) a measure to upgrade a vehicle 20
owned, operated, leased, or otherwise con-21
trolled by or assigned to the United States 22
Postal Service to increase average fuel 23
economy and reduce the emissions of car-24
bon dioxide of such vehicle; or 25

‘‘(iii) the construction of infrastruc-1
ture, including electric vehicle charging 2
stations, to support vehicles described in 3
clauses (i) and (ii).’’. 4
(c) UPGRADE OF POSTAL FLEET.— 5
(1) POSTAL FLEET REQUIREMENTS.— 6
(A) MOTOR VEHICLE STANDARDS.—The 7
Postmaster General shall develop guidelines for 8
contracted vehicles and vehicles purchased or 9
leased for use by the Postal Service, that, at a 10
minimum, provide— 11
(i) for light-duty vehicles— 12
(I) that emissions of carbon diox-13
ide comply with applicable standards 14
developed by the Environmental Pro-15
tection Agency under title II of the 16
Clean Air Act (42 U.S.C. 7521 et 17
seq.) and may not exceed, on average, 18
250 grams per mile; and 19
(II) to meet applicable average 20
fuel economy standards developed by 21
the National Highway Traffic Safety 22
Administration under chapter 329 of 23
title 49, United States Code, of 34.1 24
miles per gallon; and 25

vehicles, that comply with applicable stand-2
ards— 3
(I) for emissions of carbon diox-4
ide developed by the Environmental 5
Protection Agency under title II of 6
the Clean Air Act (42 U.S.C. 7521 et 7
seq.); and 8
(II) for average fuel economy de-9
veloped by the National Highway 10
Traffic Safety Administration under 11
chapter 329 of title 49, United States 12
Code. 13
(B) APPLICABILITY.—The standards de-14
scribed in subparagraph (A) shall apply to con-15
tracted vehicles and vehicles purchased or 16
leased for use by the Postal Service after the 17
date that is 1 year after the date of the enact-18
ment of this Act. 19
(C) REDUCTION IN CONSUMPTION OF PE-20
TROLEUM PRODUCTS.—The Postmaster General 21
shall reduce the total consumption of petroleum 22
products by vehicles in the Postal fleet by a 23
minimum of 2 percent annually through the end 24

FLEET.—The Postmaster General shall conduct a 4
cost-benefit analysis of vehicles in the Postal fleet to 5
determine if the cost to maintain any such vehicle 6
outweighs the benefit or savings of replacing the ve-7
hicle. 8
(3) ROUTE REQUIREMENTS.—To inform and 9
prioritize purchases, the Postmaster General shall 10
review and identify Postal delivery routes to deter-11
mine if motor vehicles used on such routes can be 12
replaced with technologies that increase average fuel 13
economy or reduce emissions of carbon dioxide. 14
(4) REPORTING REQUIREMENTS.—The Post-15
master General shall submit a report to Congress— 16
(A) not later than 1 year after the date of 17
the enactment of this Act, that contains a plan 18
to achieve the requirements of paragraph (1) 19
and recommendations for vehicle body design 20
specifications for vehicles purchased for the 21
Postal fleet that would increase average fuel 22
economy and reduce emissions of carbon dioxide 23
of any such vehicle; and 24
(B) annually, that describes— 25

(5) RESTRICTIONS.—To meet the requirements 6
of this section, the Postmaster General may not— 7
(A) reduce the frequency of delivery of 8
mail to fewer than 6 days each week; 9
(B) close post offices or postal distribution 10
facilities; 11
(C) take any action that would restrict or 12
diminish a collective bargaining agreement or 13
eliminate or reduce any employee benefits; or 14
(D) enter into a contract with a private 15
company to perform duties that, as of the date 16
of the enactment of this Act, are performed by 17
bargaining unit employees. 18
(d) DEFINITIONS.—In this section: 19
(1) CONTRACTED VEHICLE.—The term ‘‘con-20
tracted vehicle’’— 21
(A) means any motor vehicle used in car-22
rying out a contract for surface mail delivery 23
pursuant to section 5005(a)(3) of title 39, 24
United States Code; and 25

otherwise controlled by or assigned to the Postal 14

(5) POSTAL SERVICE.—The term ‘‘Postal Serv-16
ice’’ means the United States Postal Service. 17
SEC. 304. GOVERNMENT COMPUTER ENERGY OPTIMIZA-18
TION. 19
(a) AGENCY REQUIREMENT TO SHUT DOWN COM-20
PUTERS.—Except as provided in subsection (b), not later 21
than 6 months after the date of the enactment of this Act, 22
the head of each agency shall make all reasonable efforts 23
to ensure that desktop computers are shut down for at 24
least 4 hours out of every 24-hour time period. 25

(b) EXCEPTION.—The requirement in subsection (a) 1

(1) desktop computers that are used by a per-3
son for 16 or more hours per day; and 4
(2) computers that perform automated func-5
tions essential to the agency for 16 or more hours 6

(c) AGENCY DEFINED.—In this section, the term 8
‘‘agency’’ has the meaning given that term in section 551 9
of title 5, United States Code. 10
SEC. 305. REMOVAL OF BENEFITS FOR FEDERAL EM-11
PLOYEE CONVICTED OF CERTAIN OFFENSES. 12
(a) IN GENERAL.—Notwithstanding any other provi-13
sion of law, an individual may not be paid an annuity 14
under chapter 83 or 84 (as the case may be) of title 5, 15
United States Code, if the individual is convicted of an 16
offense described under section 8332(o)(2)(B) of such 17
title, committed after the date of enactment of this Act, 18
for which every act or omission of the individual that is 19
needed to satisfy the elements of the offense directly re-20
lates to the performance of the individual’s official duties. 21
(b) CREDIT OF SERVICE.—Any such individual shall 22
be entitled to be paid any amounts contributed by the indi-23
vidual towards the annuity during the period of service 24

(c) THRIFT SAVINGS PLAN.— 3
(1) EMPLOYING AGENCY CONTRIBUTIONS.—Any 4
contributions made under section 8432 of such title 5
by an employing agency for the benefit of an indi-6
vidual convicted of an offense described in sub-7
section (a) shall be forfeited. Such contributions 8
shall be returned to the general fund of the Treas-9
ury. 10
(2) EMPLOYEE CONTRIBUTIONS.—Any con-11
tributions made by the individual pursuant to sec-12
tion 8432 of such title shall be payable to the indi-13
vidual, upon application of such individual. 14
(3) COMPUTATION.—The computation of 15
amounts required by paragraphs (1) and (2) shall be 16
made on the date of the conviction of the individual 17
and shall consist of the value of the contributions, 18
including interest accrued, on such date. 19
(d) REGULATIONS.—The Director of the Office of 20
Personnel Management shall prescribe any regulations 21
necessary to carry out this section. 22

SEC. 306. CODIFICATION OF OFFICE OF MANAGEMENT AND 1
BUDGET CRITERIA. 2
The Secretary of Defense shall implement the fol-3
lowing criteria in requests for overseas contingency oper-4
ations: 5
(1) For theater of operations for non-classified 6
war overseas contingency operations funding, the ge-7
ographic areas in which combat or direct combat 8
support operations occur are: Iraq, Afghanistan, 9
Pakistan, Kazakhstan, Tajikistan, Kyrgyzstan, the 10
Horn of Africa, Persian Gulf and Gulf nations, the 11
Arabian Sea, the Indian Ocean, the Philippines, and 12
other countries on a case-by-case basis. 13
(2) Permitted Inclusions in the Overseas Con-14
tingency Operation Budget: 15
(A) Major Equipment: 16
(i) Replacement of losses that have 17
occurred but only for items not already 18
programmed for replacement in the Future 19
Years Defense Plan (FYDP), but not in-20
cluding accelerations, which must be made 21
in the base budget. 22
(ii) Replacement or repair to original 23
capability (to upgraded capability if that is 24
currently available) of equipment returning 25

help address the energy efficiency challenges facing 17
the United States. 18
(2) The Federal Government spends more than 19
$6 billion annually in energy costs. 20
(3) Reducing Federal energy costs can help 21
save money, create jobs, and reduce waste. 22
(4) Energy savings performance contracts and 23
utility energy savings contracts are tools for utilizing 24

(5) Performance contracting is a way to retrofit 3
Federal buildings using private sector investment in 4
the absence of appropriated dollars. Retrofits seek to 5
reduce energy use, improve infrastructure, protect 6
national security, and cut facility operations and 7
maintenance costs. 8
(b) USE OF ENERGY AND WATER EFFICIENCY 9
MEASURES IN FEDERAL BUILDINGS.— 10
(1) IMPLEMENTATION OF IDENTIFIED ENERGY 11
AND WATER EFFICIENCY MEASURES.—Section 12
543(f)(4) of the National Energy Conservation Pol-13
icy Act (42 U.S.C. 8253(f)(4)) is amended to read 14
as follows: 15
‘‘(4) IMPLEMENTATION OF IDENTIFIED ENERGY 16
AND WATER EFFICIENCY MEASURES.— 17
‘‘(A) IN GENERAL.—Not later than 2 years 18
after the completion of each evaluation under 19
paragraph (3), each energy manager shall con-20

(2) ANNUAL CONTRACTING GOAL.—Section 13
543(f)(10)(C) of the National Energy Conservation 14
Policy Act (42 U.S.C. 8253(f)(10)(C)) is amended— 15

‘‘(iv) CONTRACTING GOAL.—It shall 14
be the goal of the Federal Government, in 15
the implementation of energy- or water- 16
saving or conservation measures pursuant 17
to paragraph (4), to enter into energy sav-18
ings performance contracts or utility en-19
ergy service contracts equal to 20
$1,000,000,000 in each year during the 5- 21
year period beginning on January 1, 2014. 22

fairs and the Secretary of Defense, shall conduct a study 19
examining the extent to which payments may be made 20
under both the Medicare Advantage program and under 21
the veterans health care system or the TRICARE program 22
for health care furnished to individuals who are eligible 23
under such Medicare Advantage program and the veterans 24
health care system or the TRICARE program. 25

The report shall contain recommendations that— 3
(1) preserve access to benefits under the Medi-4
care program for individuals eligible for such bene-5

(2) focus on satisfaction and health outcomes of 7
such individuals with respect to such benefits; 8
(3) provide for the efficient use of Federal 9
funds; 10
(4) account for the adequacy of the veterans 11
health care system and the TRICARE program; and 12
(5) minimize disruption to the availability of 13
Medicare Advantage plans and networks of providers 14
participating in such plans. 15
(c) DEFINITIONS.—In this section: 16
(1) The term ‘‘Medicare Advantage program’’ 17
means the program under part C of title XVIII of 18
the Social Security Act. 19
(2) The term ‘‘TRICARE program’’ has the 20
meaning given that term in section 1072(7) of title 21
10, United States Code. 22
(3) The term ‘‘veterans health care system’’ 23
means the health care system established under sec-24
tion 1705 of title 38, United States Code. 25

(a) OPTION TO RECEIVE MEDICARE SUMMARY NO-2
TICE ELECTRONICALLY.— 3
(1) IN GENERAL.—Section 1806 of the Social 4
Security Act (42 U.S.C. 1395b–7) is amended by 5
adding at the end the following new subsection: 6
‘‘(c) FORMAT OF STATEMENTS FROM SECRETARY.— 7
‘‘(1) ELECTRONIC OPTION BEGINNING IN 8
2015.—Subject to paragraph (2), for statements de-9
scribed in subsection (a) that are furnished for a pe-10
riod in 2015 or a subsequent year, in the case that 11
an individual described in subsection (a) elects, in 12
accordance with such form, manner, and time speci-13
fied by the Secretary, to receive such statement in 14
an electronic format, such statement shall be fur-15
nished to such individual for each period subsequent 16
to such election in such a format and shall not be 17
mailed to the individual. 18
‘‘(2) ONE-TIME REVOCATION OPTION.—An indi-19
vidual who makes an election described in paragraph 20
(1) may revoke such election once. 21
‘‘(3) NOTIFICATION.—The Secretary shall en-22

(2) ENCOURAGED EXPANSION OF ELECTRONIC 4
STATEMENTS.—To the extent to which the Secretary 5
of Health and Human Services determines appro-6
priate, the Secretary shall— 7
(A) apply an option similar to the option 8
described in subsection (c)(1) of section 1806 of 9
the Social Security Act (42 U.S.C. 1395b–7) 10
(relating to the provision of the Medicare Sum-11
mary Notice in an electronic format), as added 12
by subsection (a), to other statements and noti-13
fications under title XVIII of such Act (42 14
U.S.C. 1395 et seq.); and 15
(B) provide such Medicare Summary No-16
tice and any such other statements and notifi-17
cations on a more frequent basis than is other-18
wise required under such title. 19
(b) RENEWAL OF MAC CONTRACTS.—Section 20
1874A(b)(1)(B) of the Social Security Act (42 U.S.C. 21
1395kk–1(b)(1)(B)) is amended by striking ‘‘5 years’’ and 22
inserting ‘‘10 years’’. 23

This title may be cited as the ‘‘Savings, Account-3
ability, Value, & Efficiency IV Act’’ or the ‘‘SAVE Act 4
IV’’. 5
SEC. 402. STUDY ON CHALLENGES IDENTITY THEFT POSES 6
FOR INTERNAL REVENUE SERVICE. 7
(a) IN GENERAL.—The Secretary of the Treasury (or 8
the Secretary’s delegate) shall conduct a study on the 9
challenges identity theft poses for the Internal Revenue 10
Service, especially the ability of the Internal Revenue 11
Service to identify false tax returns before fraudulent re-12
funds are issued. 13
(b) REPORT.—Not later than September 1, 2016, the 14
Secretary (or the Secretary’s delegate) shall submit to the 15
Congress a report on the study conducted under sub-16
section (a) and shall include in the report recommenda-17
tions to address the challenges identity theft poses for the 18
Internal Revenue Service. 19
SEC. 403. STUDY ON COST-EFFECTIVE ACQUISITION OF 20
MEDICAL EQUIPMENT AND SUPPLIES UNDER 21
THE MEDICARE PROGRAM. 22
(a) IN GENERAL.—The Secretary of Health and 23
Human Services shall conduct a study that— 24

(1) identifies categories of rental of medical 1
equipment and supplies (as defined in section 2
1834(j)(5) of such Act (42 U.S.C. 1395m(j)(5)))— 3
(A) for which payment may be made under 4
title XVIII of the Social Security Act for the 5
rental of such a category of equipment and sup-6
plies; and 7
(B) with respect to which the Secretary de-8
termines that payment for the purchase of such 9
category of equipment and supplies, instead of 10
such rental, would result in lower expenditures 11
under such title; and 12
(2) for each category of equipment and supplies 13
identified under paragraph (1), provides rec-14
ommendations— 15
(A) on the extent to which payment should 16
be provided under such title for purchase in-17
stead of rental of such category of equipment 18
and supplies; and 19
(B) in the case that payment for the pur-20
chase of such a category is not authorized 21
under such title, for the development of a pay-22
ment system or methodology under such title 23

(b) REPORT.—Not later than one year after the date 1
of the enactment of this section, the Secretary of Health 2
and Human Services shall submit to Congress a report 3
on the study conducted under subsection (a) and shall in-4
clude in the report recommendations developed under 5
paragraph (2) of such subsection. 6
SEC. 404. REPORT ON FRAGMENTATION OF DEPARTMENT 7
OF DEFENSE FOREIGN LANGUAGE SUPPORT 8
PROGRAMS. 9
(a) REPORT REQUIREMENT.—The Secretary of De-10
fense shall prepare a report on streamlining the manage-11
ment of contracts for foreign language support programs 12
of the Department of Defense. 13
(b) MATTERS COVERED.—The report shall include— 14
(1) an assessment of the current approach 15
taken by the Department of Defense for managing 16
foreign language support contracts, including, at a 17
minimum— 18
(A) an analysis of spending for types of 19
foreign language support services and products 20
that have been acquired— 21
(i) by the executive agent for foreign 22
language support services; and 23
(ii) by components of the Department 24
other than such executive agent; and 25

(B) based on the results of the analysis 1
under subparagraph (A), a reevaluation of the 2
scope of the executive agent’s efforts to manage 3
foreign language support contracts to determine 4
if any adjustments are needed; 5
(2) recommendations to reduce fragmentation 6
in contracting for foreign language support pro-7
grams, including such recommendations as the Sec-8
retary determines appropriate relating to the adop-9
tion of uniform contracting procedures, increasing 10
collaboration among Department of Defense compo-11
nents, gaining efficiencies, and controlling spending. 12
(c) DEFINITIONS.—In this section: 13
(1) FOREIGN LANGUAGE SUPPORT PRO-14
GRAMS.—The term ‘‘foreign language support pro-15
grams’’ includes a range of services and products 16
that the Department of Defense considers foreign 17
language support, such as translation and interpre-18
tation services, the assistance of personnel who pos-19
sess language skills, and foreign language instruc-20
tion. 21
(2) EXECUTIVE AGENT.—The term ‘‘executive 22
agent’’, with respect to foreign language support 23
programs, means the Army. 24

(d) SUBMISSION TO CONGRESS.—The report required 1
by this section shall be submitted to Congress not later 2
than 180 days after the date of the enactment of this Act. 3
SEC. 405. AUDIT OF DEPARTMENT OF DEFENSE BY PRI-4
VATE ENTITY. 5
(a) FINDINGS.—Congress finds the following: 6
(1) Section 1003(a)(2)(A)(ii) of the National 7
Defense Authorization Act for Fiscal Year 2010 8
(Public Law 111–84; 10 U.S.C. 2222 note) requires 9
that the financial statements of the Department of 10
Defense be validated as ready for audit by Sep-11
tember 30, 2017. 12
(2) Section 1003(a) of the National Defense 13
Authorization Act for Fiscal Year 2014 (Public Law 14
113–66; 127 Stat. 842; 10 U.S.C. 2222 note) re-15
quires that, upon the conclusion of fiscal year 2018, 16
the Secretary of Defense shall ensure that a full 17
audit is performed on the financial statements of the 18
Department of Defense for such fiscal year and sub-19
mit to Congress the results of that audit by not later 20
than March 31, 2019. 21
(b) REQUIREMENT.— 22
(1) IN GENERAL.—The Secretary of Defense 23
shall award a contract to a highly credentialed inde-24
pendent external auditor to perform an audit of the 25

financial statements of the Department of Defense 1
for fiscal year 2018. Such audit shall be in addition 2
to the audit required to be performed by the Sec-3
retary of Defense on such financial statements for 4
that fiscal year. 5
(2) CONTRACT REQUIREMENTS.—The contract 6
awarded under paragraph (1) shall require the audi-7
tor to complete the audit and submit to Congress a 8
report on the results of the audit within 365 days 9
after award of the contract. 10
(3) SAVINGS INCENTIVE.—The contract also 11
shall provide for payment to the auditor of 1 percent 12
of any amounts identified by the auditor as potential 13
savings upon achievement of such savings, if 14
achievement of such savings occurs within 1 year 15
after completion of the audit. 16
(4) NATIONAL SECURITY PROTECTIONS.—The 17
contract awarded under paragraph (1) shall ensure 18
that the audit is carried out consistent with and sub-19
ject to any national security protections applicable 20
under law or regulation. 21

TRATIVE FUNCTIONS AT MILITARY INSTAL-4
LATIONS. 5
(a) AUTHORITY.—Using funds appropriated to a 6
military department for operation and maintenance, the 7
Secretary of that military department is authorized and 8
encouraged to enter into contracts or other agreements for 9
the performance of maintenance and administrative func-10
tions at military installations in the United States under 11
the jurisdiction of the Secretary with a proximately located 12
local or State government, or combination of such govern-13
ments, in order to utilize the government’s efficiencies in 14
already performing such functions for the general public 15
and to reduce the cost to the Federal Government of pro-16
viding or procuring such functions. 17
(b) NATIONAL SECURITY PROTECTIONS.—The Sec-18
retary of a military department shall ensure that each con-19
tract and agreement entered into under this section is con-20
sistent with the security plan for the military installation. 21
