U.P. State Shooting Championship Competition in Shotgun Events at Rifle

Shooting Range, Chandaukha, Qasimpur Road, Aligarh, from 5th

to 10th

September, 2017:

Dear All,

The 40th U.P. State Shooting Championship Competition in Shotgun Events is being held at Rifle

Shooting Range, Chandaukha, Qasimpur Road, Aligarh, from 5th to 10th September, 2017. This

competition will be organized by District Rifle Association, Aligarh and conducted by U.P. State Rifle Association, Lucknow.

MATCHES: All the matches will be conducted according to UPSRA Match Book.

PARTICIPATION: Participation is open to competitors belonging to Uttar Pradesh only. Shooters furnishing wrong information or giving wrong domicile will be immediately debarred. Shooters must

have U.P. Shooters ID Cards.

CRITERIA for PARTICIPATION in NR EVENTS:

Shooters who have a minimum of 50% score in Pre-UP State Shooting Competitions will participate in

NR Category. Shooters who have earlier participated in any ISSF category match of any particular

event either in Pre Nationals (North Zone or Mavalankar) or at Nationals (NSCC) are not permitted to participate in NR category match of that particular event in this competition, they will need to

participate only in ISSF Category matches as NR matches are for beginners / new shooters.

CRITERIA for PARTICIPATION in ISSF EVENTS:

National participated Shooters weather achieved Minimum Qualifying Score (MQS) or not, will

participate in ISSF category matches.

SHOOTERS FURNISHING WRONG INFORMATION WILL BE IMMEDIATELY

DEBARRED.

Shooters below the age of 21 years (i.e. born on or after 01-01-1997) and 18 years (i.e. born on or after 01-01-2000) as on 31.12.2017 will be considered as Junior and Youth category shooters respectively.

A Self-Attested copy Municipal Birth Certificate/ Passport must be submitted in case of Junior

and Youth.

Youth category shooters can participate in Youth, Junior and senior category. Junior category shooter

can participate in both Junior and senior category. Shooters aged 60 years or above can participate in

the Veteran category.

Shooters not having UPSRA Shooters ID Cards are requested to download the Shooters Registration

Form available on our website: www.upstaterifle.com. The same is to be duly filled and send with the

Entry Form together with a Demand Draft for Rs.150/- towards registration fee.

A penalty of Rs.200/- will be charged if a Shooter looses his/her Competitor Card during the

Championship and fresh card will only be issued on deposit of Penalty.

Complete Circular and UPSRA Shooters ID Registration Forms will be available at UPSRA Office,

2nd Floor, 8 – Gulzar Colony, Newberry Lane, Lucknow, with all Affiliated District Rifle

Associations/Clubs and on our website: www.upstaterifle.com.

Following is required:-

1. Demand Draft in favour of U.P. State Rifle Association, payable at Lucknow, towards entry fee.

2. Entry Form duly filled in.

3. 2 photographs.

4. Attested copy of Birth Certificate if Junior/Youth. (High School Certificate, Date of Birth Certificate issued by “Registrar of Birth and Death” or issued by Gram Pradhan).

5. Photocopy of UPSRA Shooters ID Card.

6. Score-Sheet of results of Pre-State Shooting Competitions or of UPSSCC of previous 02 years.

Entries must come through Affiliated District Rifle Associations/Clubs and can also be forwarded by

UPSRA Representative of the concerned district. Please note that no entries will be accepted that do not fulfill the above requirements and should reach UPSRA Office, Lucknow, latest by 21

st August,

2017, thereafter, Triple Entry Fee will be charged till 28th

August, 2017 No Entries will be

accepted after that. Those shooters who are neither members of Affiliated Districts nor life Members of UPSRA are required to deposit Rs.3,000/- Refundable Security Deposit. Incomplete entry form,

without details, photographs of competitor, date of birth certificate (for Juniors & Youth) and without

Declaration form, entry fee will not be accepted. These will be treated as late entries and will only be accepted with triple entry fee after the anomalies have been rectified.

TEAM EVENTS:

THERE WILL BE ONLY ONE TEAM FROM EACH DISTRICT. EVERY SHOOTER WHO

IS PART OF SOME PARTICULAR DISTRICT TEAM WILL REPRESENT THE SAME

DISTRICT IN ANY OTHER TEAM EVENT.

THERE WILL BE SEPARATE TEAMS IN NR AND ISSF EVENTS.

ALL TEAM ENTRY FORMS DULY FILLED ALONG WITH ENTRY FEES TO BE

SUBMITTED LATEST BY 03:00 PM ON 05.09.2017. THEREAFTER NO TEAM ENTRIES WILL BE ACCEPTED.

GUEST ENTRY:

Shooters from other States are permitted to participate can participate as Guest Shooters. Their entry

will not be eligible for any medals or ranking and will have to make their own arrangement of

Weapons and Air Pellets, both for practice and matches. Documents to be submitted:

1. Entry Form duly filled.

2. Two passport size Photographs.

3. Recommendation on Entry Form from respective State Rifle Association or by any

International Shooter or National Coach.

4. Self-Attested copy of Shooters ID Card of the recommending International Shooter/National

Coach.

5. Entry Fee will be double times the normal in all the events.

6. Demand Draft in favour of U.P. State Rifle Association, payable at Lucknow.

7. Last date for submitting Guest/MQS Entries is 05.09.2017.

NOTE: Guest Entry will be accepted on the basis of First come First Serve. UPSRA does not

guarantee to accept each and every Guest Entry; however, every effort will be made. Entry Fee will

not be refunded. Any decision taken by U.P. State Rifle Association will be final and binding

ARMS/AMMUNITION:

UPSRA will not provide any arms to the shooters.

UPSRA does not guarantee supply of ammunition to Shooters; however, every effort will be made to

provide ammunition to shooters at the Range. Ammunition, if available, will be sold against cash payment to competitors on their competitor cards and on proper permit issued by concerned District

Magistrate or on valid Arms Licenses having requisite number of limit. Shooter with City or District

Licenses should get permission from respective District Magistrates to carry their weapons and to purchase ammunition at Shooting Range, Aligarh for the Championship. The quantity of ammunition

to be supplied will be decided by UPSRA from time to time, according to the availability of stocks.

At the time of purchasing Ammunition, Shooters must deposit as Security either their Arms

License or Rs.2,000/-. The same will be returned/refunded when the empties and/or unused

ammunition are returned.

IMPORTANT:

1. All participants are requested to go through the instructions carefully and ensure strict compliance.

2. All participants are expected to abide by the rules and regulations for the Championship.

Discipline on and off the field is very essential.

3. The Organizers will have the right to stop any match or event in case of any emergency without assigning any reason for such an action on their part.

4. In case of non participation by the competitors after submission of their entries, the entry fee

will not be refunded. 5. In case of any accident or harm caused by a participant to himself or to any other person at the

range, neither UPSRA nor DRA, Aligarh, will be held responsible for the same in any manner

whatsoever. 6. The Competitors shall observe strict safety regulations and range discipline.

7. Shooters shall not load/commence firing unless on the firing line and only when appropriate

firing order is given by the Range Officer. The competitors shall carry all weapons with

bolts/actions open at all times except on the firing line. 8. Shooters furnishing wrong information regarding their date of birth, caught indulging in any

unfair means or indulging in any indiscipline may be debarred for two years, from taking part

in any shooting championship.

9. Participants are forbidden to practice with their weapons in their hotels and public

places.

10. Clothes/equipment to be used as per ISSF Rules.

11. Smoking, consuming Alcohol, use of Illegal Drugs and Chewing of Pan/Gutka is strictly prohibited at the Range.

DISPUTES:

In case participants have any complaint or there is any dispute, he/she must give the same in writing

immediately to any member of the Jury for redressing his/her complaint/dispute together with

Rs.500/-, Protest Fee.

Shri Jagdeep Madhok, Senior Vice President, UPSRA, will be the Chief Range Discipline Officer in charge of maintaining discipline on the Ranges. Any decision taken by him with regard to any

indiscipline will be binding upon the person/persons concerned.

JURY:

The Jury will consist of following Members:-

JURY OF APPEAL:

If a participant has any dispute, he/she may appeal before the Jury of Appeal comprising 1. Shri

Shyam Singh Yadav, President, UPSRA, 2. Shri Jagdeep Madhok, Senior Vice President, UPSRA. The decision of the members of the Jury of Appeal shall be final and binding upon the complainant.

BOARDING/LODGING:

It will be the responsibility of the shooters to make arrangements for their boarding and lodging.
