It was attended by Amyotha Hluttaw Speaker U Khin Aung Myint and 204 representatives. Their suspensions from their carriers had to be considered how many years they worked for. After the suspension period, licences were scrutinized and issued to them and they could resume their medical professional. Myanmar Medical Council had scrutinized licences in accord with the rules and regulations of the council. Dr Myat Nyana Soe of Yangon Region Constituency No.4asked whether there was a plan to issue licences to medical prac-titioners and lawyers, who lost their licences in the past, so thatthey could serve in the interest of the State and people makingthe best use of their professional.

Quality paddy for qualityrice through mechanizedfarming

Farmers and workers are basic class ofthe nation. Now is the time when thegovernment is striving for realization of ruralregion development and poverty alleviationscheme, placing emphasis on improvement insocioeconomic life of local folks.

Boosting agricultural production is of vitalimportance for better socioeconomic statusof rural region. Especially, higher per acreyield of various crops, use of quality strainthat can increase output, transformation fromsmall farmland plots to hectare plots throughmechanized farming system have become toppriorities.

The Ministry of Agriculture and Irrigationis making a great stride in conducting researchon crops output growth. But it is required towidely impart agricultural knowledge fordistribution of quality strains including paddystrain that are cost effective use of GAPsystem, utilization of farm equipment on awider scale and making the transition fromconventional farming to mechanized farmingsystem.

Plans are underway to implement modernmechanized farming system in 70000-acreirrigated farmland in Nay Pyi Taw CouncilArea step by step. Machinery for landpreparation, combined harvesters, paddytransplanting machines and other implementsare ready to implement the system. Harvestingand winnowing of monsoon paddy are inprogress at 500-acre model plantation ofmechanized farming. Arrangements are beingmade to cultivate winter crops and summerpaddy in coming growing seasons and to makecent per cent transformation in 12000-acreirrigated farmland through GAP system.

It is necessary to have higher income andcost effectiveness in cultivation of paddy andother crops. Emphasis has to be placed ongrowing of quality paddy for quality rice.Cultivation of quality paddy strains for qualityrice and utilization of modern agriculturalmachinery for minimizing wastage during theperiod from the harvest to the storage arenecessary for farmers.

The paddy and rice businesses are wide.Development of agricultural sector needsmore cooperation. Only with collaborativeefforts between trade and commercedepartments concerned in transforming theagricultural sector into mechanized farmingfrom conventional farming system, will riceand paddy sector develop, thereby enablingfarmers to generate greater incomes and costefficiency.

carrying 45 passengers was forced to crash land atKhartoum airport on Sunday after its wheelsjammed, a civil aviation spokesman said, withoutcausing deaths or serious injury.

The Fokker 50 aircraft left the Sudanese Capitalbound for the southern town of Malakal but theyoung pilot was unable to deploy the wheels onarrival and returned directly to Khartoum,Abdelhafez Abdelrahim told AFP.

Aviation authorities instructed the pilot to flyaround the city for more than an hour, to burn uptwo tons of fuel still in the aircraft before thedescent, and covered the runway with chemicals tofacilitate the landing.

The Sudan Airways general manager blamedUS sanctions for the technical problems that causedthe near-fatal accident.

Purple potatoes lowerblood pressure

SCRANTON PA., 3 Oct— People who ate purplepotatoes cooked in the microwave twice a day fora month lowered their blood pressure by 3 percentto 4 percent, U.S. researchers say.

Joe Vinson of the University of Scranton inPennsylvania said the blood pressure-loweringeffects are likely due to the high concentration ofpotatoes’ antioxidants — which protect the bodyfrom “free radicals,” or molecules that can damagehealthy cells.

Potatoes contain a variety of potentiallybeneficial phytochemicals at similar levels asbroccoli, spinach and Brussels sprouts, but not ifthey are deep fried as French fries or potato chips,Vinson said.

The findings, presented at the national meetingof the American Chemical Society in Denver,showed those who ate purple potatoes loweredtheir diastolic blood pressure — the bottom numberin a blood pressure reading — by an average of 4.3percent and systolic — the top number — by 3.5percent.—Internet

(DMI) boat searching for the French womankidnapped early Saturday in Kenya’s coast hit arock and capsized on Sunday, leaving two militarymen missing.

There were 10 soldiers onboard when theaccident happened. Eight military personnel fromthe Kenya army, Kenya navy and DMI were rescuedby their colleagues while the two, a corporal and asenior private army officer, are still missing so far.

A witness said he saw a boat capsizing at theKiu Channel and one of the officers swimming tosafety and reporting to the Kenya Wildlife Service(KWS) at Mkokoni about the accident. The disabledFrench woman, 66, was kidnapped by suspectedSomali pirates from her beach villa on MandaIsland, which is opposite Lamu Island. She wasthen taken across the border to Somalia where sheis still being held.

It had also been claimed that the security teamhad been shot at by the pirates, who were using thewoman as a human shield, making it difficult forthem to launch any meaningful attacks.

The beach villa’s security guard has beenarrested after the incident.

CHICAGO, 3 Oct—A Seattle man accused of killinga young Chicago-area girl in 1957 now has beencharged as well with sexually assaulting a teenage girl,Illinois authorities said. The suspect, Jack McCullough,was charged in July with the kidnapping and murder of7-year-old Maria Ridulph in Sycamore, Illinois. He isbeing held at the Dekalb County, Illinois jail in one of thenation’s oldest cold cases of murder.

McCullough, who was 71 at the time of his arrest,has been indicted on one count of child sexual assaultand four counts of indecent liberties with a child, theIllinois State Police and the Dekalb County State’sAttorney’s Office said in a statement on Friday.

The victim told investigators that McCulloughraped her when she was 14 in Sycamore, the statementsaid. “Sadly, we have another victim, and for thefamilies of all victims, the pain never goes away,” saidIllinois State Police Director Hiram Grau.

The Union Minister added that according to Article231 (a) of the 2008 Constitution of the Republic of theUnion of Myanmar, those taxes are not included inTable-5—tax to be levied by Region or State and but areto be levied by the State and handed over to Union fund;In Article 254 (a), (b) and table-5 of the 2008 constitutionprescribes the tax to be levied by the Region or StateGovernments; so there is no provision in the constitution

that Union-level organizations have to share fixed per-centage of taxes levied with region and state govern-ments.

He went on that a total of 12 border trade camps inborder regions sharing border with neighbours are han-dling normal cross-border transaction and taxes collectedfrom border trade are handed over to the Union fund;measures are taken to block trade through illegal en-trances and exits and for trade through legal border tradecamps; to transform the illegal entrances and exits toillegal border trade camps, the chosen region should havepeace and safety, smooth transportation, and the twoneighbours should maintain friendly ties, and haveagreed to open border trade camp and reached agreementin commercial, tax and banking services practicable,balance in trade volumes and intersection linking withother regions and states should be available. He con-cluded that all taxes levied from border camps are handedover to Union fund.

U Thein Swe of An Constituency asked “actionsof the Union government for delimitation ofmaritime boundary between Myanmar and Bang-ladesh which is being heard at International Tri-bunal for the Law of the Sea and progress.”

Union Attorney-General Dr Tun Shin repliedthatMyanmar and Bangladesh had held a numberof talks through exchange of technical teamsinclusive of representatives of the two countriesfrom 1974 to 2009 for delimitation of maritimeboundary such as territorial waters, ExclusiveEconomic Zone and offshore shallows in Bay ofBengal; despite those talks, the two nations couldnot reach any accurate and acceptable agreementand thus Bangladesh on 8, October 2009, proposedthat it would like to file delimitation of maritimeboundary.

In order to deal with the proposal of Bangladesh,special work leading group inclusive of the ministerfor Foreign Affairs as the chairman, the minister forTransport as the vice-chairman and scholars, totaling27 was formed according to Order No. 22/2009 ofthe government dated 29-10-2009 for settlement ofBangladesh-Myanmar marine delimitation dispute.Also, a legal expert group led by the then DeputyAttorney-General Dr Tun Shin, a technical expertgroup led by Commodore Myo Myint Than ofPanmawady Naval Region Command and amanagement and supporting group led by DeputyMinister for Foreign Affairs U Maung Myint wasformed.

As Bangladesh submitted the proposal for thedispute to the International Tribunal for the Law of theSea (ITLOS) on 13-12-2009, the ITLOS addressed itto Myanmar on 14-12-2009. Myanmar also agreed toappear at ITLOS. Why to do so was that Myanmar,a member of the UN, is obliged to settle the disputein peace, accepting the disputes between regional

Four peaceful ways tosettle arguments are prescribed in Article 287 in Inter-national Law of the Sea Convention which is part of theinternational law. To settle dispute before the ITLOS isfirst way. As advantage, the dispute can be resolved at theITLOS and the UN bears all the costs of the tribunal. Thatwas why Myanmar accepted the proposal of Bangladeshto be coped at the ITLOS. So, Myanmar earned recog-nition of global countries as a UN member country toapproach the dispute through peaceful way. Myanmarannounced that it accepted the judicial power of theITLOS on 4-11-2009. Now, marine delimitation be-tween the Myanmar and Bangladesh at the Bay of Bengalreached case No. 16 before ITLOS in Hamburg ofGermany.

ITLOS is formed with 21 judges who come from allover the world and can prove adept in the art ofinternational law without political attachment, and bothsides can submit to send an ad hoc judge each. The twoad hoc judges have equal right like other judges in givingverdict. The present president of the tribunal is aninternational legal expert from Cape Verde in the Caribbean.The tribunal makes judgment about international lawaffairs, profession and marine measuring cases. Now, asthe marine delimitation case is the one that came up firstbefore the tribunal, the world sets eyes on the case andthe case was posted on the website of the tribunal frombeginning to end.

The State appointed the then Deputy Attorney-General Dr Tun Shin of the Attorney-General’s Office asthe representative of the country along with two secondrepresentatives. The Deputy Attorney-General and partymade discussion with the president of the ITLOS, secondrepresentative and judges of Bangladesh about the case,and coordinated arrangements and appointed dates forthe case at ITLOS on 25 and 26 January, 2010.

In coordination with the chairman of legal expertgroup, technical expert group and management andsupporting group, doctors of law, legal expert group,marine measurement experts and judges from all over thecountry, who qualified for international law andinternational marine affairs and three law systems of theworld, were hired to deal with the ITLOS case.

Hearing the case at the tribunal is similar to civil casein the country. The case involves two parts. First part isthe submission of proposal and rebuttal. Bangladeshsubmitted proposal on 1-7-2010 and Myanmar submittedrebuttal on 1-12-2010. Then, Bangladesh resubmittedproposal on 15-3-2011 and Myanmar resubmitted rebut-tal on 1-7-2011. Next, hearing the case started in thesecond part. The tour for hearing the case took 15 daysconsecutively without counting days for preparation.

In accordance with rules and regulations to tackle thecase at ITLOS, Myanmar side headed by legal expertgroup leader in detailed coordination with oversea law-yers group could make submission and resubmission ofrebuttal. Pleading the case by both sides started.

Arguments from both sides have been heard at theITLOS. Bangladesh presented arguments from 8-9-2011to 13-9-2011 for the first time of hearing the case. TheUnion Attorney-General made an opening speech for thecase and Myanmar pleaded arguments from 15-9-2011 to20-9-2011. Myanmar lawyers also firmly presentedarguments from the point of views of legality, marinemeasuring profession and geological way. For secondtime pleading case, Bangladesh pleaded arguments from21-9-2011 to 22-9-2011 and Myanmar, on 24-9-2011.

The Union Attorney-General together with hiredoversea lawyers from Myanmar side presented docu-ments on International Law of the Sea, professions,marine measurement professions, geological evidence.The representatives of both countries made concludingspeeches that they believed the peaceful settlement will

boost existing friendly relations between Myanmar andBangladesh.

It is hoped that ITLOS will make impartial judg-ment on the case in accord with International Law of Seain March of 2012; officials concerning the territorialwaters dispute between Myanmar and Bangladesh areworking under the directive of the Union government,there are three parts in Law of Sea; the first one isterritorial waters, normally it is 12 miles under the law;the second one is continental shelf; and the third isExeclusive Economic Zone; if the distance goes beyond200 miles, it is assumed as economic zone called offshoresea; Myanmar demanded Equidistance Method whichensure justice; only if the method is not applicable, theother method is used; that is why Myanmar made suchdemand as its attitude is to adopt Equidistance Method;laws and precedents of international tribunals are referred;Myanmar chose Equidistance Method after consultingwith attorneys as it will make no loss to its side and willbe fair for the opposing site; the method adopted by theother side is what they called Angle by Sector; they askedfor the territory as the situation is in special conditionaccording to their method; Myanmar turned down theirclaim; the demarcation line we demanded is underEquidistance Method, but that their demand is underAngle by Sector Method; both sides are to be heard inaccord with the procedures of the tribunal; after expertsof both sides are heard, the tribunal comprising of all 23judges has to hear third expert summoned separately bythe tribunal; after hearings, the tribunal will adopt themethods which will not suffer each side; the case is thefirst in the world regarding territorial waters and forMyanmar; and the judges are also trying to pass impartialverdict with great care, said the deputy attorney-general.

Peaceful Gathering and Peaceful Procession Billsubmitted on 26 September was discussed, based onamendment proposals submitted by Hluttaw representa-tives on 29 September. Paragraphs and subparagraphswith no amendment proposal are approved withoutsubmitting separate proposal and acquiring approval ofthe Hluttaw. Amendment proposals are discussedparagraph by paragraph.

Chapter (1) title, paragraphs 1 and 2, andsubparagraphs (a) we are approved as part of the bill asthere is no proposal for amendment.

U Aung Thein of Ywangan Constituency submittedthe proposal “to insert the word freely behind the phraseone’s desire in paragraph (2), subparagraphs (b) and (c)of original text, the phrases desires and or with anyother ways in paragraph (2), subparagraph (e) of originaltext, the phrases desires and or with any other ways inparagraph (2), subparagraph (f) of original text, the wordprocessions in paragraph (3), subparagraph (b) of origi-nal text and the word rights in subparagraph (c), and thephrase one’s desire in paragraph (4) of original text”.Union Minister for Home Affairs Lt-Gen Ko Ko sug-gested the original text is more appropriate when hisattitude was acquired.

U Aung Thein said he accepted the clarification ofthe Union minister.

The Hluttaw decided the proposal of U Aung Theinwas not approved and paragraph (2), subparagraphs (b),(c), (e) and (f), paragraph (3) subparagraphs (b) and (c),and paragraph (4) are part of the bill as in original.

Paragraph (2), subparagraphs (d, g, and h), para-graph (3), subparagraph (a) and paragraph (4),subparagraphs (a and b) are approved as part of bill asthere is no proposal for amendment.

U Khin Maung Yi (a) U Khaing Maung Yi of AhlonConstituency submitted the proposal of amendment onsubstitution of the word personal profile in the originalprovision of paragraph 4, subparagraph (c) with the wordname and address. In asking the attitude, Union Ministerfor Home Affairs Lt-Gen Ko Ko remarked that it shouldkeep the word as original provision.

As U Khaing Maung Yi submitted that he would liketo seek decision of the Hluttaw, the majority ofrepresentatives objected his proposal. The Hluttaw ap-proved that paragraph 4, subparagraph (c) shall be part

of the bill.As there is no amendment to subparagraphs (d) and

(e) of paragraph 4, the Hluttaw approved them.The Bill Committee submitted that the clause however,

if it is not against the State security, prevalence of lawand order, community peace and tranquility or lawsprescribed for the sake of the people, it shall notrefuse issuance of permission behind the original pro-vision of paragraph 5. In asking the attitude, UnionMinister for Home Affairs Lt-Gen Ko Ko remarked thatas it was thorough supplement, there was no separatesubmission.

As there is no objection from paragraph 6 to paragraph8, subparagraph (d), the Hluttaw approved them.

U Thein Nyunt of Thingangyun Constituency sub-mitted a proposal of amendment to substitute the phrasethe rules prescribed in regional necessary require-ment in the original provision of paragraph (8),subparagraph (e) with the phrase following the existinglaw. The Hluttaw asked the attitude of the Union Ministerfor Home Affairs, and Lt-Gen Ko Ko remarked that itshould be kept as original provision.

U Thein Nyunt sought the approval of the Hluttaw.The majority of representatives did not approve theproposal, and the Hluttaw decided that paragraph (8),subparagraph (e) shall be part of the bill in line with theoriginal provision.

U Khaing Maung Yi of Ahlon Constituency submit-ted a proposal of amendment a new clause to add onemore subparagraph that if it is completed in decision ofregion or state police force commander, appeal canbe submitted to chief minister of region or state asparagraph 9, subparagraph (c), and to substitute theclause that the decision of chief minister of region orstate shall be final resolution in accord with thesubparagraph (c) of the original provision with thesubparagraph (c) and the original provision subparagraph(c) is to be designated as the subparagraph (d). In askingthe attitude, Union Minister for Home Affairs Lt-Gen KoKo remarked that it should keep the word as originalprovision.

U Khaing Maung Yi sought the approval of theHluttaw. The majority of representatives did not approvethe proposal, and the Hluttaw decided that subparagraphsof paragraph (9) shall be part of the bill in accord withthe original provision.

The Bill Committee submitted that subparagraph (a)of paragraph 10 should be cancelled and the remainingclause is to be formed as paragraph 10. Likewise, U SaiMaung Tin of Laikha Constituency submitted a proposal

(from page 9)to amend single clause that it shall peacefully assemble atthe place prescribed in the permission with regard to thepeaceful assembling in the paragraph 10 instead of provi-sions of subparagraphs (a) and (b) of paragraph 10 in linewith the original provision.

The Chairman of Bill Committee reported that thesubparagraph (a) was cancelled due to unconformity withthe constitution.

With regarding the amendments, the Union Minis-ter for Home Affairs was sought for his attitude. Lt-Gen KoKo said that as these amendments did not harm the originalmeanings, and so he said he had no separate remark.

The Hluttaw approved paragraph 10 as part of thebill in accord with amendment. As there was no objectionagainst the paragraph 11, the Hluttaw approved that it shallbe part of the bill.

U Khaing Maung Yi submitted a proposal to cancelthe phrase it may be possible in second line of subparagraph(a) of paragraph 12 in accord with the original provision. Inasking the attitude, Union Minister for Home Affairs Lt-GenKo Ko remarked that it should keep the word as originalprovision.

U Khaing Maung Yi said that he would like towithdraw his proposal. Thus, the Hluttaw approved thatsubparagraph (a) of paragraph 12 shall be part of the bill.

As there is no objection, subparagraphs (b) (c) and(d) of paragraph 12 shall be part of the bill.

U Tun Myint Oo of Mongpan Constituency sub-mitted a proposal “to cancel the phrase and chantingslogan in the original provision of subparagraph (e) ofparagraph 12 and U Thein Nyunt of Thingangyun Constitu-ency, a proposal to substitute the clause not to do chantingand shouting in the subparagraph (e) of paragraph 12 with

the clause not to do chanting and shouting except slogansallowed”.

In asking the attitude, Union Minister for HomeAffairs Lt-Gen Ko Ko remarked that he has no objection asamendment of U Thein Nyunt reflected disciplinary acts andprocess of democratization.

U Tun Myint Oo accepted the attitudes of the UnionMinister and U Thein Nyunt.

Thus, the Hluttaw approved the subparagraph (e)of paragraph 12 in line with the amendment of U TheinNyunt shall be part of the bill.

U Win Myint of Pyay Constituency submitted aproposal to add one more new paragraph bearing that do nottalk incorrect information (rumours) or incorrect factsas subparagraph (e) below the subparagraph (d) of originalprovision paragraph 12. In asking the attitude, Union Ministerfor Home Affairs Lt-Gen Ko Ko remarked that the submissionwas better so he had no separate report.

Thus, subparagraph (e), paragraph 12 shall bepart of the bill in line with the new supplement.

Due to adding subparagraph (e), the subparagraphs(e, f, g and h) of paragraph 12 shall be subparagraphs (f, g,h and i).

As there was no objection, subparagraphs (f, g andh) of paragraph 12, paragraphs 13 and 14 shall be part of thebill.

U Thein Nyunt of Thingangyun Constituencysubmitted a proposal to insert the clause to withdraw theorder of permission in accord with the evidences behindthe clause for ensuring region peace and tranquility inthe first line of paragraph 15 of the original provision and thephrase with official letter behind the clause with regard towithdrawl in the fifth line. In asking the attitude, UnionMinister for Home Affairs Lt-Gen Ko Ko remarked that thefirst part of proposal should not need to insert, and he hadno objection against the second part.

U Thein Nyunt withdrew the first part of hisproposal.

Thus, the Hluttaw decided that the first part ofproposal was not approved, and the second one wasapproved.

As there was no amendment, it shall be part of thebill.

U Win Swe of Nyaungshwe Constituency submit-ted the proposal “to add a new phrase not exceed … thanbefore the phrases “or fine” in paragraphs 17, 18 and 19 ofthe original provision. In asking the attitude, Union Ministerfor Home Affairs Lt-Gen Ko Ko said that as the submissionwas appropriate and he agreed it. And, he added that if theapproval has been sought from the organization that canapprove the fine to be prescribed in the bill, he said he willsubmit the report again.

Thus, paragraphs 17, 18 and 19 shall be part of thebill in line with the amendments.

As there was no objection, the title of Chapter VIII,paragraphs 20, 21 and 22 shall be part of the bill.

Therefore, the Hluttaw approved the title andpreamble of the bill shall be part of the bill.

Union Minister for Home Affairs Lt-Gen Ko Kosubmitted a proposal “to approve the Rights of PeacefulAssembling and Peaceful Processing Bill in line with theamended paragraphs and subparagraphs. The Hluttawapproved it in line with the sub-rule (d) of Pyithu HluttawRule.

Today’s approved the Rights of Peaceful Assem-bling and Peaceful Processing Bill comprising eightchapters and 22 paragraphs. As Section 354, Sub-section(b) of the constitution of the Republic of the Union ofMyanmar stipulates every citizen shall be at liberty in theexercise of the following rights, if not contrary to the laws,enacted for Union security, prevalence of law and order,community peace and tranquility or public order and moralityfor assembling peacefully without arms and holdingprocession, they strove for enacting this bill.

sued licences to advocates on recommendation of theBar Council and the Union Supreme Court issuedlicences to the Higher Grade Pleaders. Works ofpleaders were scrutinized under the Bar Council Actand the Legal Practitioners Act.

When complaints about advocates happened,the Union Supreme Court looked into the cases andhanded over the cases to the Bar Council to be pro-ceeded. Then, the Bar Council assessed the cases indetail and sent recommendations on the cases to theUnion Supreme Court. Then, the Union Supreme Courtwarned or suspended the licences or fired the pleadersconcerned, he added.

Permanent revocations of licences of pleaderswere very rare as the Bar Council scrutinized each casein details and only warnings and licence suspensionswere happened unavoidably.

If a pleader concerned petitioned for a punish-ment of liscence suspension or revocation during theperiod of the punishment, the Bar Council could makesuitable recommendation after making reassessmentof the case according to the justice, equity and con-science and could send it to the Union Supreme Court.On recommendation of the Bar Council, the UnionSupreme Court had to decide the case again, he said,

The Union Supreme Court also had to scruti-nized the complaints about the high grade pleaders, hesaid. Therefore, matters related to licences of medicalpractitioners and pleaders had handled by the MyanmarMedical Council, the Bar Council and the Union Su-preme Court based on the justice, equity and con-science, he said.

Constituency No. 1 asked whether there was a planto categorize and disclose the list of farmland inSittway District confiscated by departments to pub-lic or not, to scrutinize and categorize the extraconfiscated farmland and to allow farmers to usethe their confiscated farmland and grazing landlegally or not.

Deputy Minister for Home Affairs Brig-Gen KyawZan Myint replied that land were confiscated for specialprojects and departments under the 1894 Land Acquisi-tion Act and measures for land acquisition had to takenstep by step under the agreement of the Union Govern-ment and ministries concerned. If the land should bemade acquisition, the Union Minister for Home Affairshad to appoint a deputy commissioner as an officer forland acquisition under Section 4 (1) of the Act and grandthe power of land acquisition to a deputy commissionerunder the Section 6 of the Act. The deputy commissionerhad to carry out the tasks under the rules and regulationsof the Act and had to make acquisition as least of the requiredland. Besides, a department or an organization which madeacquisition were obliged to use the land as they applied forand if they did not follow the obligation or no longer wantto use the land, they must be return the land to the State, hesaid.

He continued to say that any one can apply to adistrict administration office concerned through ward/vil-lage, township administrative bodies to see not only catego-ries of the land acquisition and list of land acquisition inrespective areas but also extra land acquisition when theywere made, encouraging the people to carry out the work inaccordance with rules and regulations as a district generaladministration department concerned was available to co-operate with a land record department concerned.

He continued to say that those farmers who viewedthat they lost their farmland when the governmental depart-ments and organizations made more land acquisition morethan the areas they were permitted could apply for gettingtheir farmland to a township or district general administra-

tion office concerned through their ward/village adminis-tration bodies concerned. A representative of a state govern-ment and officials from the General Administration Depart-ment, Settlement and Land Record Department and Fisher-ies Department would made field trips to do assessment ofthe land acquisition and the Region/State Governmentwould make arrangements for the farmers.

Land acquisition was not allowed for the privateinterests and just for interests of State and the people. Onrecommendations of the region/state governments onassessment made by regional administrative bodies, theMinistry of Home Affairs had to report to the UnionGovernment. The Union Government had been makingthe land acquisition in accordance with the rules andregulations, he said. Next, the Hluttaw announced thatthe question was transferred to the Public Complaintsand Petitions Committee.

Regarding the question raised by U Zon Hle Htanof Chin State Constituency-2 who asked whether thereis a plan to set Chin State as a special zone for ruraldevelopment and poverty alleviation and to imple-ment special projects in the state as Chin State has thehighest poverty rate among 14 States and Regions,Union Minister for Environmental Conservation andForestry U Win Tun answered that it is required topresent a report describing reasons to the Union govern-ment through the Chin State government for setting up of“Chin Hills Development Special Funds” for Chin Statewith natural barriers and that is not included in “24-Special Development Regions Project”.

The Union minister continued to say that Iwa-3and Koyoko quality apple strains which are suitable forthe Chin State are being used and systematic agriculturalmethods, grafting from quality plants and imports ofquality strains carried out. The Ministry of Agricultureand Irrigation will encourage in extended growing ofapple and other fruits like grape which are suitable for theregion. He called or active participation of the Stategovernment in this process.

State under pasturized breeding system. 8040-acre ofpasture land was set for breeding of 2000 mythuns inHaka since 2010. Arrangements are being made to set uppasture lands and a special breeding zone for mythuns intownships with the potential for mythun breeding. Whenmeat production develops, private sector will be invitedto invest in canned meat and leather production busi-nesses.

The proposal submitted by Pyithu Hluttaw Rep-resentative Thura U Aung Ko of Kanpetlat TownshipConstituency of Chin State to set a prioritized plan bythe Union government for poverty alleviation in ChinState and to lift the ban as a restricted area and to buildinfrastructures for emergence of ecotourism was an-swered by the Union Minister for Hotels and Tourism.

Up to 2010-2011 fiscal year, the Ministry ofBorder Affairs built 19-mile and four-furlong tarred road,35-mile and seven-furlong gravel road, 817-mile and six-furlong earth road and three above 100-foot bridges andone under100-foot bridge and nine suspension bridgeswith the contribution of K 2570.619 million. Besides,extended construction of earth road, village-to-villageroad and rural road are being prioritized in eight town-ships with a total fund of K 90.24 million in Chin State for2011-2012 fiscal year.

From the beginning of 2002-2003 fiscal year todate, the Ministry of Agriculture and Irrigation reclaimedhighland farming on 2684 acres by the department con-cerned and 4109 acres by farmers totaling 6793 acres.Reclamation of 100-acre highland farming is under ar-rangement in accord with the funds for 2011-2012 fiscalyear and 46 acres have been reclaimed so far. Dependingon the funds for coming fiscal years, reclamation ofhighland farming will be continued. The Ministry ofEnvironmental Conservation and Forestry under the firstfive-year plan performed making the list of slash and burnfarmlands for elimination of slash and burn farming inChin State from 2002-2003 fiscal year to 2006-2007fiscal year, setting up of 6349-acre of crop and forestplantations and 3290-acre of forest plantation owned bylocal people, demonstration on natural fertilizer anddistribution of .115 million saplings. During the secondplan from 2007-2008 to 2011-2012, 600-acre of forestand crop plantation and 1036-acre of local-owned forestplantation have been established so far. Demonstrationon making natural fertilizer and distribution of 0.13million saplings have been carried out. Courses on yamgrowing and propagation of herbal orchids and valuableteak plants are being conducted for local people in NatmaHill National Park in cooperation with Makino BotanicalGarden of Japan.

Regarding the proposal submitted by U Nyunt Tinof Yangon Region Constituency-2 on 29 September tourge the Union government to enact a law related toMyanmar aviation with the aim of upgrading MyanmarAirways as a National Flag Carrier in global aviationsector, serving the national interest, Dr Myint Kyi, DrMyat Nyana Soe, U Kyaw Kyaw and U Khin Maung Yidiscussed saying that it is required to lay down plansfor development of Myanmar aviation sector as plansare being implemented in other ASEAN member coun-tries for development of aviation sectors. A boardshould be formed by setting as a public firm fordevelopment of Myanmar aviation sector which lackedprogress due to various reasons. Harmonious efforts ofthe Union government, private companies and all citizensshould be made without seeking profit. In accord withchanging economic policies and economic system of theState and ASEAN standards, it is time to draw a bill inconformity with the present time and system for emer-gence of National Flag Carrier by revoking MyanmaAviation Law. Regarding the proposal, Union Minister forTransport U Nyan Tun Aung replied that Department forCivil Aviation is supervising the functions of domesticand international flights in accord with provisions ofInternational Civil Aviation Organization whileDepartment of Marine Administration domestic andforeign going shipping in accord with provisions ofInternational Marine Organization.

In the aviation sector, Myanma Airways operatesflights of three F-28s, three AFTs and three MA-60s to 25domestic routes from Yangon at its centre for passengersand commodities transport. Moreover, one joint ventureairline, four private airlines and Myanma Airways, totalingsix are giving aviation services.

private and joint venture airlines in competitiveness indomestic passenger transport. At present, it is a difficultsituation to achieve success in undertaking the tasks asmanagement system and financial control system of theState-owned economics of Myanmar are not in conform-ity with the market economic system.

At the meeting, Leader of “Wa” Special Region(2) peace making group U Shauk Min Hlyan said that“Wa” Special Region (2) is a part of the Republic ofthe Union of Myanmar; the Union and it will notsecede from the Union; it will never commit the act ofdisintegrating the Union and it will cooperate with thegovernment for peace and stability and development ofthe border region, moving ahead on ensuring internalpeace.
