În primul rând doresc să aduc mulțumiri sincere si o deosebită considerație,
doamnei Prof. Univ. Dr. Constanța POPESCU, atât pentru îndrumarea continuă și
competentă, pentru sprijinul acordat pentru dezvoltarea temei de cercetare, cât și pentru
atenția, răbdarea și înțelegerea acordată de-a lungul anilor de studiu, pe parcursul
întregii perioade de realizare a tezei de doctorat.
Aduc mulțumiri profesorilor membri ai Comisiei de îndrumare care, pe parcursul
desfășurării cercetărilor întreprinse, mi-au monitorizat progresele realizate și m-au
orientat spre identificarea celor mai potrivite soluții de abordare a temei de cercetare,
precum și întregului colectiv al Școlii doctorale pentru condițiile acordate pe tot
parcursul elaborării tezei de doctorat.
De asemenea aduc mulțumiri tuturor celor care m-au sprijinit în realizarea și
desfășurarea anchetei statistice vizând opiniile turiștilor în realizarea unui management
competitiv la nivel regional și local orientat spre dezvoltare durabilă.
În fine, dar nu în ultimul rând, aduc mulțumiri părinților, prietenilor, precum și
tuturor celor care au avut încredere în mine și care m-au ajutat sub o formă sau alta pe

CUVINTE CHEIE: competitivitate, durabilitate, turism durabil, dezvoltare

și comunicării (IT&C), analiza preferințelor și opiniilor turiștilor
IMPORTANȚA, ACTUALITATEA ȘI NOUTATEA TEMEI
Creșterea continuă a productivității muncii, reducerea duratei săptămânii de lucru, și
nu în ultimul rând creșterea nivelului de trai au condus la creșterea interesului populației
pentru petrecerea cât mai plăcută a timpului liber. Toate acestea, alături de libera circulație a
persoanelor și a forței de muncă, constituie oportunități semnificative pentru dezvoltarea
turismului regional și local cu implicații directe asupra nivelului de dezvoltare economică și
socială a comunităților locale.
Pe de altă parte, caracterul limitat al resurselor neregenerabile precum și creșterea
gradului de poluarea au ajuns încă din a doua parte a secolului trecut atât în atenția
organismelor internaționale cât și a opiniei publice.
Dezvoltarea turismului, în contextul caracterului limitat al resurselor, a condus la
fundamentarea conceptului de dezvoltare durabilă (sustainable development) și la un
management bazat pe cunoaștere în care inovarea și mai ales ecoinovarea joacă un rol
fundamental, astfel încât, potențialul natural precum și cel antropic local, regional, național și
global să rămână nealterat pentru generațiile următoare.
Managementul competitiv actual este un management bazat pe cunoaștere cu atât mai
mult cu cât complexitatea și dinamica proceselor și relațiilor economice și sociale fac
imposibilă analiza exhaustivă a variabilelor care acționează asupra unei organizații, ceea ce
conduce la un management bazat pe informații stohastice, riscul și incertitudinea devenind
atribute sine-qua-non al societății actuale.
Diminuarea riscului, deși este un deziderat de decenii al managementului, modalitățile
de punere a acestuia în practică s-au dezvoltat semnificativ abia în ultimul deceniu, odată cu
dezvoltarea tehnologiilor informației și comunicării (IT&C) care prin puterea actuală de
calcul oferă posibilitatea analizei unor volume mari și foarte mari de date, astfel încât luarea
deciziilor să fie făcută în timp real, adică într-un interval de timp în care acestea mai pot
conduce la rezultatele scontate.

Dezvoltarea IT&C a permis crearea de medii interactive complexe de analiză și de
testare a rezultatelor obținute prin utilizarea de teste statistice care permit verificarea
semnificațiilor statistice și a relevanței acestora pentru un anumit coeficient de încredere. Se
oferă astfel factorului managerial posibilitatea de a formula scenarii și de a alege acele
variante decizionale care să conducă la rezultatele scontate în condițiile creșterii eficienței și
reducerii riscului.
Având în vedere că prin caracteristicile produsului turistic printre care imaterialitatea,
nestocabilitatea, simultaneitatea producției și consumului, inseparabilitatea beneficiarului de
prestator, precum și faptul că produsul turistic este afectat permanent de modificarea continuă
a preferințelor consumatorului, managementul în turism se desfășoară în medii cu un înalt
grad de risc și incertitudine.
În aceste condiții utilizarea metodelor și modelelor de analiză econometrică a seriilor
de date care caracterizează mediul decizional în turism, concomitent cu metodele și modelele
clasice de fundamentarea deciziei este de continuă actualitate.
Pe de altă parte, modelarea econometrică bazată pe IT&C oferă posibilitatea ca
pornind de la un set de decizii să fie prognozate implicațiile acestora nu numai într-un orizont
de timp scurt ci și pe termen mediu și lung atât asupra rezultatelor economice cât și a
impactului asupra mediului oferind imaginea gradului de durabilitate a direcțiilor de
dezvoltare care urmează a fi puse în practică.
În fine, dar nu în ultimul rând, utilizarea IT&C în analiza preferințelor și opiniilor
consumatorilor de servicii turistice privind managementul competitiv și durabil la nivel
regional și local oferă modalități fundamentate științific de identificare a tendințelor și
corelațiilor dintre indicatorii utilizați. În acest sens, un rol important în proiectarea și analiza
rezultatelor sondajelor statistice îl au aplicațiile informatice specializate, printre care SPSS
(Statistical Package for the Social Sciences), utilizat în demersul științific la analiza opiniilor
turiștilor privind competitivitatea managementului durabil în turism.
Managementul competitiv în turismului regional și local, în condițiile actuale, dar și
viitoare, nu poate fi conceput decât ca management bazat pe cunoaștere și orientat către
dezvoltarea durabilă, astfel încât să nu fie afectat nici potențialul natural și nici potențialul
antropic în destinațiile turistice, asigurându-se în același timp conservarea acestora.

OBIECTIVELE ȘI METODOLOGIA CERCETĂRII
Demersul științific întreprins pe parcursul elaborării tezei de doctorat Managementul
competitiv în turism în contextul dezvoltării regionale durabile a vizat conturarea unei
imagini cât mai clare și fundamentate științific privind caracteristicile fenomenului turistic din
România în ultimele decenii în condițiile imperative ale orientării managementului în turism
spre dezvoltare durabilă și competitivitate.
Etapele principale ale demersului științific
Pornind de la necesitatea asigurării unui parcurs coerent și clar al cercetării privind
managementul competitiv în turism în contextul dezvoltării regionale durabile, demersul
științific a fost structurat în următoarele etape principale:
Stabilirea obiectivelor principale precum și a celor derivate;
Formularea ipotezelor cercetării;
Identificarea surselor de date statistice necesare caracterizării fenomenului
turistic românesc din ultimele decenii;
Pregătirea și desfășurarea sondajului privind opiniile actuale ale
consumatorilor de servicii turistice în România;
Analiza seriilor de date și a rezultatelor sondajului;
Elaborarea concluziilor în raport cu obiectivele și ipotezele de cercetare.
Obiectivele cercetării
Stabilirea obiectivelor cercetării a avut ca punct de plecare necesitatea implementării
viziunii și obiectivelor Uniunii Europene cu privire la dezvoltarea durabilă, Agenda 2030 a
ONU pentru dezvoltarea durabilă precum și Strategia Naţională pentru Dezvoltarea Durabilă
a României concretizate în Master Planul pentru Dezvoltarea Turismului Naţional în care se
formulează o serie de obiective orientate spre dezvoltarea cât mai rapidă a turismului național
concomitent cu derularea de acțiuni de conservare a patrimoniului turistic pentru generațiile
viitoare
Pornind de la acestea în elaborarea tezei de doctorat s-au avut în vedere trei obiective
principale și nouă obiective derivate.

regiunile de dezvoltare din România prin prisma corelațiilor activităților turistice cu
indicatori care caracterizează nivelul dezvoltării economice și sociale regionale

A1: Identificarea și analiza particularităților dezvoltării regionale a turismului în
România
A2: Determinarea disparităților și similarităților regionale prin prisma analizei
integrate a indicatorilor economico-sociali cu impact în turism
A3: Analiza interdependențelor dintre activitatea turistică, nivelul dezvoltării
economice, rata șomajului și venitul mediu al gospodăriilor la nivel regional.

Ipotezele cercetării
Pornind de la obiectivele principale precum și de la obiectivele derivate și în
concordanță cu orientarea demersului științific au fost formulate două seturi de ipoteze de
cercetare, primul vizând caracteristicile definitorii ale turismul din România din ultimele
decenii, iar al doilea vizând opiniile actuale ale consumatorilor de servicii turistice în
România privind managementul competitiv în turism și orientarea sa spre dezvoltare
regională durabilă.
Ipoteze vizând imaginea fenomenului turistic din România în ultimele decenii:
HI1: Intensitatea circulației turistice și utilizarea eficientă a capacităților de
cazare în funcțiune sunt factori importanți în dezvoltarea regională durabilă în
România.
HI2: Ritmurile de dezvoltare a infrastructurii și circulației turistice au condus la
diferențe semnificative între rezultatele înregistrate la nivel regional cu impact
asupra dezvoltării economice și sociale.
HI3: Între fluxurile de turiști, capacitatea de cazare în funcțiune și dezvoltarea
regională în România au existat și se manifestă interdependențe.
HI4: În ultimul deceniu nivelul activității turistice și al dezvoltării durabile au
indus modificări în gruparea și ierarhizarea județelor României din acest punct de
vedere.
HI5: Sezonalitatea circulației turistice la nivel regional în România are un
puternic impact negativ asupra forței de muncă și a indicilor de utilizare ai
capacității de cazare în funcțiune.
Ipoteze vizând opiniile consumatorilor de servicii turistice în România privind
managementul competitiv în turism și dezvoltarea regională durabilă:
HO1: Utilizarea IT&C pentru îmbunătățirea comunicării între beneficiarii și
prestatorii de servicii turistice este oportună și benefică.
HO2: Protecția mediului și gestiunea ecologică a resurselor la nivelul
destinațiilor turistice reprezintă acțiuni importante pentru dezvoltarea durabilă
regională.

HO3: Modul de aplicare a managementului competitiv orientat spre dezvoltare
durabilă locală și regională influențează alegerea prestatorului de servicii și a
destinației turistice din România.
HO4: Atitudinea consumatorilor de servicii turistice privind managementul
orientat spre durabilitate în turism este influențată de vârsta, genul, nivelul de
instruire și venitul acestora.
Identificarea, culegerea și prelucrarea seriilor de date
Pentru desfășurarea demersului științific al cercetării privind managementul
competitiv în turism în contextul dezvoltării regionale durabile au fost utilizate două surse de
date, prima provenind din bazele de date statistice ale Institutului Național de Statistică (INS)
și ale EUROSTAT, iar cea de-a doua constând în rezultatele cercetării empirice care a vizat
identificarea opiniilor turiștilor privind competitivitatea managementului durabil în turism.
Pentru îndeplinirea obiectivelor principale A și B, respectiv pentru analiza evoluțiilor
principalilor indicatori ai circulației turistice, capacității de cazare în funcțiune, precum și ai
dezvoltării economice și sociale regionale și locale în România au fost utilizate serii de date
statistice furnizate de Institutul Național de Statistică al României, bazele de date Eurostat și
documente elaborate de Comisia Europeană și Guvernul României printre care:

Pentru îndeplinirea obiectivului principal C, respectiv determinarea și analiza opiniei
consumatorilor de servicii turistice privind competitivitatea managementului în turism,
culegerea datelor empirice s-a efectuat pe durata a circa cinci luni. Pentru aceasta s-au utilizat

două metode. O primă metodă a constat în utilizarea unei aplicații informatice specializate
pentru sondaje (www.isondaje.ro), iar cea de a doua metodă a constat în intervievarea directă
a respondenților.
Chestionarul utilizat pentru sondaj a vizat 20 de aspecte, dintre care patru se referă la
identificarea caracteristicilor principale a celor intervievați, caracteristici utilizate la
identificarea segmentelor de populație din punct de vedere al opiniilor privind managementul
competitiv în turism la nivel regional, cinci se referă la caracteristici secundare al celor
intervievați, iar celelalte 11, majoritatea cu răspunsuri multiple, vizând opiniile respondenților
privind oportunitatea utilizării IT&C la îmbunătățirea comunicării între beneficiarii și
prestatorii de servicii turistice, protecția mediului și gestiunea ecologică a resurselor la nivelul
destinațiilor turistice, necesitatea aplicării unui management competitiv orientat spre
dezvoltare durabilă locală și regională, precum și preferințelor turiștilor privind alegerea
destinațiilor turistice din România în contextul dezvoltării durabile
Prelucrarea și analiza datelor a fost efectuată utilizând SPSS (Statistical Package for
the Social Sciences). Variabilele principale, identificatorii, tipul acestora, precum și
codificarea variabilelor, principale și secundare, utilizate în analizele efectuate cu SPSS sunt
prezentate în Anexele 1, 2 și 3 ale lucrării.
Testarea semnificațiilor statistice privind relevanța caracteristicilor intervievaților în
identificarea unor segmente cu influențe semnificative în fundamentarea deciziilor în
managementul durabil și competitiv, a fost efectuată cu ajutorul testului Chi-Square. Ipotezele
testului sunt:
H0: Nu există diferență semnificativă între răspunsurile respondenților în funcție de
structura caracteristicii respondenților în funcție de care se efectuează analiza unei
variabile;
H1: Există diferență semnificativă între răspunsurile respondenților în funcție de structura
caracteristicii acestora și în consecință segmentele respective au influențe diferite
asupra fundamentării deciziei în managementul competitiv.
Pentru validarea sau invalidarea ipotezei nule (H0) a fost utilizat un coeficient de
încredere de 95%, corespunzător pragului de semnificație α=0,05. În cazul invalidării
(respingerii) ipotezei nule a fost acceptată automat ipoteza alternativă (H1).

STRUCTURA TEZEI
Teza de doctorat intitulată „Managementul competitiv în turism în contextul
dezvoltării regionale durabile” reprezintă un demers ştiinţific, prezentat pe parcursul a 285
pagini, și ale cărui rezultate sunt structurate și analizate în șase capitole, precedate de o
succintă introducere, și urmate de concluzii și propuneri, contribuții personale, limite și
direcții viitoare de cercetare, care evidențiază necesitatea utilizării analizelor calitative și
cantitative, precum și a suporturilor IT&C, atât pentru prelucrarea și analiza datelor statistice,
cât și a celor empirice, în scopul fundamentării deciziilor în managementul competitiv și
durabil în turism la nivel regional și local. În cuprinsul tezei de doctorat sunt incluse de
asemenea 62 tabele, 95 figuri, 3 anexe, și 183 surse bibliografice.
În esență, cele șase capitole ale lucrării prezintă demersul științific întreprins sub trei
aspecte. Un prim aspect și, în același timp, direcție de cercetare, analizată pe parcursul primelor
două capitole, vizează coordonatele conceptuale și raportul dintre managementul orientat spre
rezultate și cel orientat spre dezvoltare durabilă.
Cel de al doilea aspect vizat de demersul științific întreprins a fost utilizarea metodelor
calitative și cantitative pentru identificarea și analiza imaginii fenomenului turistic din România
în ultimele decenii. În acest scop, pe parcursul a trei capitole sunt analizate pe de o parte,
interdependența dintre turism și dezvoltarea durabilă la nivel regional în România, iar pe de altă
parte, impactul sezonalității circulației turistice, atât asupra managementului competitiv în turism,
cât și asupra dezvoltării economico-sociale regionale.
Cel de al treilea aspect vizat, căruia i-a fost dedicat capitolul al șaselea al lucrării, a fost
analiza opiniilor actuale ale turiștilor privind aspecte ale managementului competitiv în turism la
nivelul regional precum și la nivelul destinațiilor turistice.
Primul capitol al tezei de doctorat, intitulat Coordonate conceptuale privind
triunivocitatea relației turism-competitivitate-management abordează într-o primă parte
caracteristicile turismului ca o componentă a sectorului terțiar cu tendințe de dezvoltare și în
sectorul cuaternar, în condițiile dezvoltării durabile, evidențiind faptul că, prin obiectivele și
modul de desfășurare a activităților în industria turismului interdependența acestora cu mediul
natural, social și cultural este deosebit de puternică.
În continuare este analizată evoluția și caracteristicile actuale ale conceptului de
competitivitate precum și criteriile de evaluare a acestuia incluse în determinarea Indicelui
competitivității globale (Global Competitiveness Index) elaborat de Forumul Economic
Mondial. De asemenea sunt prezentate principiile adoptate de Comisia Europeană privind un

turism european durabil și competitiv. În ultima parte a capitolului este aprofundată analiza
competitivității în managementul în turism ca proces dinamic și integrator de activități
orientat spre îndeplinirea obiectivelor organizației și satisfacerea nevoilor angajaților.
Capitolul al doilea, intitulat De la managementul orientat spre rezultate la
managementul orientat spre dezvoltare durabilă este consacrat analizei inovării și eco-
inovării ca direcții de acțiune în managementul competitiv bazat pe cunoaștere, precum și a
relației dintre dezvoltarea durabilă și turism în viziunea Strategiei Naționale de Dezvoltare
Durabilă a României.
Este subliniat faptul că, unele dintre cele mai eficiente modalități de asigurare a
dezvoltării economico-sociale durabile sunt inovarea și eco-inovarea. Sunt prezentate Tabloul
de bord al inovării europene (European Innovation Scoreboard) și Indicele compozit al eco-
inovării (Eco-Innovation Index). Pornind de la acestea este efectuată analiza rezultatelor
inovării și eco-inovării în România atât la nivel central cât și regional cu evidențierea locurilor
ocupate de România între statele Uniunii Europene din aceste puncte de vedere.
Este evidențiat faptul că, în condițiile în care economisirea resurselor epuizabile și
reducerea impactului asupra mediului sunt de importanță vitală, trecerea de la managementul
orientat spre rezultate la managementul orientat spre dezvoltarea durabilă impune necesitatea
dezvoltării eco-industriilor, respectiv a eco-turismului, deopotrivă concept și practică. În acest
sens sunt evidențiate obiectivele și principiile evidențiate de Strategia Națională de
Dezvoltare Durabilă a României.
Capitolul al treilea, Metode și modele de fundamentarea deciziilor în managementul
competitiv în turism, analizează atât utilitatea metodelor calitative clasice de management
aplicabile în turism cât și facilitățile și oportunitățile oferite de dezvoltarea IT&C privind
utilizarea metodelor și modelelor de analiză a datelor care caracterizează mediul decizional în
turism, respectiv a analizelor econometrice.
În cea de a doua parte a capitolului sunt prezentate modele și metode de analiză
econometrică utilizabile în fundamentarea deciziei în managementul competitiv în turism,
printre care, metode de determinare a caracteristicilor seriilor de date care descriu fenomene și
procese din turism, precum și de identificare a corelațiilor dintre acestea.
Capitolul patru al tezei de doctorat, intitulat Turism și durabilitate la nivelul regiunilor
de dezvoltare din România, analizează, într-o primă parte evoluția circulației turistice din
România în perioada 1992-2018 oferind pe lângă imaginea de ansamblu a acestui fenomen la
nivel național, o analiză a particularităților evoluției circulației turistice la nivelul regiunilor
de dezvoltare din România.

Pornind de la aceste aspecte, în partea a doua și a treia a capitolului sunt analizate
evoluțiile regionale ale indicatorilor cu impact în turism, cu accent pe evidențierea
disparităților dintre regiunile de dezvoltare prin prisma interdependențelor dintre nivelul de
trai, educație și șomaj, iar pe de altă parte, este analizată interdependența dintre activitatea
turistică și nivelul dezvoltării durabile la nivel regional și local.
Capitolul al cincilea, intitulat Sezonalitatea și managementul competitiv în turism,
evidențiază impactul acestui fenomen cu implicații negative atât asupra competitivității în
managementul turismului, cât și asupra nivelului dezvoltării economico-sociale la nivel local
și regional în România. Pornind de la analiza fenomenului sezonalității circulației turistice în
state din cadrul Uniunii Europene și a modului cum acest fenomen este controlat în unele
state, demersul științific se concentrează asupra implicațiilor sezonalității la nivel regional în
România. În acest sens sunt analizate implicațiile acestui fenomen asupra utilizării capacității
de cazare în funcțiune, precum și asupra populației ocupate în turism. Sunt evidențiate
implicațiile negative și sunt formulate propuneri pentru limitarea acestora printr-un
management competitiv și durabil la nivel regional.
Capitolul al șaselea al lucrării, intitulat Analiza preferințelor turiștilor, modalitate de
fundamentare a deciziilor în managementul competitiv în turism, a vizat identificarea
opiniilor, vizând opiniile respondenților privind oportunitatea utilizării IT&C la
îmbunătățirea comunicării între beneficiarii și prestatorii de servicii turistice, protecția
mediului și gestiunea ecologică a resurselor la nivelul destinațiilor turistice, necesitatea
aplicării unui management competitiv orientat spre dezvoltare durabilă locală și regională,
precum și preferințelor turiștilor privind alegerea destinațiilor turistice din România în
contextul dezvoltării durabile.
Analizele efectuate au condus, pe de o parte, la identificarea de segmente de turiști cu
opinii sau preferințe diferite privind calitatea produsului turistic sau al destinațiilor turistice,
opinii care trebuie să constituie priorități în particularizarea ofertei în managementul
competitiv în turism, iar pe de altă parte, identificarea opiniilor turiștilor privind aspecte ale
dezvoltării durabile regionale și locale, aspecte care pot constitui constrângeri pentru
furnizorul de servicii turistice, dar de care trebuie ținut seama în fundamentarea unui
management competitiv orientat spre dezvoltarea regională durabilă.

CONCLUZII ȘI PROPUNERI
În condițiile globalizării și ale creșterii competiției pe piața serviciilor turistice
managementul competitiv în turism este un proces dinamic în care, atât obiectivul social
(satisfacerea unor nevoi sociale), cât și cel economic (rentabilitatea) trebuie să țină seama pe
de o parte de modificarea continuă a preferințelor consumatorilor de servicii turistice, iar pe
de altă parte de necesitatea conservării potențialului natural și antropic al destinațiilor
turistice.
În România, unul din cele mai importante documente care oferă cadrul unui
management durabil și competitiv în turism este Strategia Naţională pentru Dezvoltarea
Durabilă a României ale cărui obiective principale sunt protecția mediului, echitatea și
coeziunea socială, prosperitatea economică și îndeplinirea responsabilităților internaționale
privind dezvoltarea democrației și a practicilor dezvoltării durabile în întreaga lume,
evidențiind, de asemenea impactul semnificativ al interrelațiilor dintre turiştii-consumatori,
industrie, mediu şi comunităţile locale la realizarea dezvoltării durabile.
Un rol important în implementarea și desfășurarea unui management competitiv în
condițiile dezvoltării durabile, îl au identificarea proceselor tehnologice și a modelelor de
afaceri, care să conducă la producția de bunuri și servicii, primordial prin utilizarea resurselor
regenerabile prin dezvoltarea proceselor de inovare și ecoinovare. Pentru măsurarea
performanțelor, precum și pentru a atrage atenția factorilor decizionali, la nivelul Uniunii
Europene au fost elaborate și implementate mai multe instrumente, printre care Tabloul de
bord al inovării (European Innovation Scoreboard) precum și Tabloul de bord al eco-inovării.
Din păcate, atât în domeniul inovării cât și al ecoinovării, România se afla în 2018 în ultima
parte a clasamentelor.
Un management competitiv în turism trebuie să îmbine strategiile de piață cu
strategiile de protecție a mediului. În acest sens, Master Planul pentru Dezvoltarea Turismului
Naţional formulează o serie de obiective orientate spre dezvoltarea cât mai rapidă a turismului
național concomitent cu derularea de acțiuni de conservare a patrimoniului turistic pentru
generațiile viitoare, vizând trei domenii prioritare: economic, ecologic și social, dezvoltarea
cărora trebuie făcută în perfectă armonie.
În condițiile în care România dispune de un potențial turistic de o mare diversitate,
turismul ar putea să aducă un aport mult mai mare la dezvoltarea economică și socială la nivel

regional printr-un management competitiv, axat deopotrivă pe competitivitate și protecția
resurselor, în direcția dezvoltării durabile regionale și locale.
În același timp însă, prin faptul că desfășurarea procesului de management în turism
depinde semnificativ pe de o parte, de preferințele turiștilor potențiali, preferințe care sunt în
continuă schimbare, iar pe de altă parte de constrângerile determinate de particularitățile sale
(nestocabilitate, imaterialitate, simultaneitatea producției și consumului, nondurabilitatea),
fundamentarea eficientă a deciziilor este determinată de calitatea cunoașterii evoluției
fenomenului turistic nu numai la nivel local sau regional, ci și la nivel european și global.
Dezvoltarea actuală și viitoare a IT&C permite utilizarea metodelor și tehnicilor
econometrice de analiză a mediului în care se desfășoară activitățile manageriale în turism,
oferind un plus de evaluare și validare a concluziilor analizelor efectuate. Prin rigoarea și
puterea de analiză oferită, acestea contribuie la implementarea unui management competitiv
bazat pe cunoaștere la toate nivelurile decizionale, permițând o întrepătrundere a strategiilor
de competitivitate aplicate la nivel microeconomic, cu cele de la nivel macroeconomic.
Aceste considerente au condus la concluzia că, în fundamentarea deciziilor în
managementul competitiv în turism este necesară, pe de o parte cunoașterea evoluției și
caracteristicilor fenomenului turistic la nivel regional și național, comparativ cu evoluțiile
acestuia în celelalte state membre UE, iar pe de altă parte cunoașterea preferințelor turiștilor
la un moment de timp cât mai apropiat de cel al luării deciziilor.
Referitor la identificarea și caracterizarea imaginii fenomenului turistic din România
în ultimele decenii au fost testate cinci ipoteze.
HI1: Intensitatea circulației turistice și utilizarea eficientă a capacităților de cazare în
funcțiune sunt factori importanți în dezvoltarea regională durabilă în România.
Concluzia generală: Ipoteză acceptată
Concluzia se bazează pe faptul că în urma analizelor efectuate în subcapitolele 4.1 și
4.2.1 a rezultat că regiunile de dezvoltare cu valorile cele mai ridicate ale circulației turistice
printre, care București-Ilfov, Centru, Nord-Vest și Vest se caracterizează prin cele mai mari
valori ale PIB/locuitor, în timp ce regiuni, precum Sud-Vest Oltenia și Nord-Est, cu valori
mici ale circulației turistice, mai ales în ceea ce privește turiștii străini, se caracterizează prin
valori mici ale PIB/locuitor și ale venitului mediu pe gospodărie, precum și prin rate mai mari
ale șomajului.
Deși concluzia generală este de acceptare a ipotezei HI1, trebuie remarcat faptul că,
din analizele efectuate, a rezultat o creștere a decalajelor dintre regiunile de dezvoltare, atât
din punct de vedere al circulației turistice cât și al dezvoltării regionale.

Acest aspect este evidențiat de analizele cluster efectuate la nivelul anilor 2008 și
2018, din punct de vedere al riscului de sărăcie, ratei șomajului, accesului la internet și al
nivelului de educație. Cu excepția regiunii de dezvoltare București-Ilfov, în care valorile
indicatorilor analizați o poziționează pe primul loc privind nivelul de dezvoltare durabilă, în
poziționarea celorlalte șapte regiuni s-au produs mutații semnificative. Astfel, dacă în anul
2008, în clusterul cu cele mai slabe performanțe se aflau regiunile Nord-Est și Sud-Vest
Oltenia iar în clusterul cu performanțe medii se aflau regiunile Nord-Vest, Vest, Sud-Est,
Sud-Muntenia și Centru, după 10 ani, în 2018, raporturile dintre acestea se schimbă, astfel
încât regiunile de dezvoltare Nord-Vest, Centru și Vest se desprind formând un cluster cu
performanțe semnificativ mai bune din punct de vedere ale indicatorilor analizați, în timp ce
regiunile de dezvoltare Sud-Est și Sud-Muntenia rămân în urmă și alături de regiunile Nord-
Est și Sud-Vest Oltenia formează clusterul cu performanțe slabe și foarte slabe din punct de
vedere al dezvoltării durabile.
HI2: Ritmurile de dezvoltare a infrastructurii și circulației turistice au condus la
diferențe semnificative între rezultatele înregistrate la nivel regional cu impact
asupra dezvoltării economice și sociale.
Concluzia generală: Ipoteză acceptată
O primă particularitate în comparație cu celelalte regiuni de dezvoltare o reprezintă
regiunea de dezvoltare București-Ilfov, în ceea ce privește atât evoluția numărului sosirilor, de
4,51 ori mai mare în 2018, decât în 2001, cât și cel al numărului înnoptărilor turiștilor străini
în structurile de primire turistică cu funcții de cazare, care în 2018 era de 3,78 ori mai mare
decât în 2001. Aceste evoluții se datorează faptului că în regiunea de dezvoltare București-
Ilfov se află capitala României, municipiu în care sunt concentrate pe lângă organismele
guvernamentale centrale, centrele de afaceri și sediile centrale ale marei majorități ale
companiilor mari naționale și transnaționale din România principala formă de turism fiind
turismul de afaceri. În același timp numărul sosirilor și mai ales al înnoptărilor turiștilor
români în structurile de primire turistică cu funcții de cazare este foarte mic, plasând această
regiune pe ultimul loc. În concluzie, românii nu consideră regiunea București-Ilfov o
destinație turistică.
O altă particularitate se înregistrează în regiunea de dezvoltare Sud-Est care, din punct
de vedere al numărului înnoptărilor turiștilor români, se află pe primul loc, în timp ce în cazul
turiștilor străini se situează pe penultimul loc. Acest fapt evidențiază un management cel puțin
defectuos privind atragerea turiștilor străini pe litoralul românesc în condițiile în care pe
litoralul bulgăresc al Mării Negre numărul acestora este incomparabil mai mare.

O a treia particularitate se înregistrează în regiunea de dezvoltare Centru care, pe lângă
faptul că, după București, este regiunea cu cea mai mare intensitate a fluxului de turiști străini,
în ultimii 8 ani a înregistrat o creștere accentuată a capacității de cazare în funcțiune, depășind
în 2018 cu 7.011.976 locuri-zile, capacitatea de cazare a regiunii Sud-Est, regiune în care este
inclusă Dobrogea cu potențialul turistic deosebit al Deltei Dunării și litoralului Mării Negre.
O a patra particularitate este dată de intensitățile diferite ale corelațiilor dintre
capacitățile de cazare în funcțiune și numărul înnoptărilor turiștilor în structurile de primire
turistică cu funcții de cazare. Aceste corelații sunt de intensitate foarte puternică in cazul
regiunii de dezvoltare Centru, de intensitate puternică în regiunile București-Ilfov, Nord-Est și
Nord-Vest, de intensitate slabă în regiunile Vest și Sud-Vest Oltenia și de intensitate foarte
slabă, practic inexistentă în cadrul regiunilor Sud-Est și Sud-Muntenia. Acest aspect
evidențiază carențe semnificative în managementul în turism din regiunile unde corelațiile
dintre dezvoltarea infrastructurii de cazare și gradul de utilizare a acesteia este slab și foarte
slab.
HI3: Între fluxurile de turiști, capacitatea de cazare în funcțiune și dezvoltarea
regională în România au existat și se manifestă interdependențe.
Concluzii
Ipoteză acceptată pentru regiunile de dezvoltare București-Ilfov, Centru,
Nord-Vest și Nord-Est, Sud-Muntenia și Vest
Ipoteză respinsă pentru regiunile de dezvoltare Sud-Est și Sud-Vest Oltenia
Aceste concluzii rezultă din analizele efectuate și prezentate în subcapitolul 4.3 al
tezei de doctorat, în care au fost determinate și testate din punct de vedere al semnificației
statistice, pentru un coeficient de încredere de 95%, corelațiile dintre indicatorii numărul
sosirilor în structurile de primire turistică, capacitatea de cazare în funcțiune și trei indicatori
ai dezvoltării regionale, respectiv PIB/locuitor, rata șomajului și venitul mediu pe gospodărie.
În cele șase regiuni de dezvoltare pentru care a fost acceptată ipoteza HI3,
interdependențele dintre fluxurile sosirilor turiștilor în structurile de primire turistică și
indicatorii dezvoltării regionale sunt de intensitate medie, în cazul PIB/locuitor și rata
șomajului, și puternice în cazul venitului mediu pe gospodărie. În ceea ce privește capacitatea
de cazare în funcțiune, interdependențele dintre acestea și indicatorii dezvoltării regionale
sunt de intensitate puternică, în cazul PIB/locuitor venitul mediu pe gospodărie, și de
intensitate medie în cazul ratei șomajului.

De asemenea, o concluzie importantă este și faptul că, în cazul regiunilor de
dezvoltare București-Ilfov, Nord-Vest, Centru și Vest, impactul pozitiv este dat de
dezvoltarea intensă a circulației turistice, iar în cazul regiunilor Nord-Est și Sud-Muntenia,
interdependența este între un nivel relativ redus al circulației turistice și un nivel redus al
dezvoltării durabile la nivel regional și local.
HI4: În ultimul deceniu nivelul activității turistice și al dezvoltării durabile au indus
modificări în gruparea și ierarhizarea județelor României din acest punct de
vedere
Concluzie generală: Ipoteză acceptată.
Concluzia se bazează pe rezultatele obținute în urma a trei analize cluster (prezentate
în capitolul 4.4) efectuate la nivelul anilor 2008, 2016 și 2018 structurarea județelor pe
clustere fiind efectuată pe baza a șase indicatori, patru vizând numărul sosirilor și al
înnoptărilor turiștilor români și străini în structurile de primire turistică și doi indicatori ai
dezvoltării durabile la nivel județean, respectiv PIB/locuitor și rata șomajului.
Analizele efectuate, pe lângă unele caracteristici comune precum evoluția ascendentă a
circulației turistice și o serie de disparități care au accentuat diferențele dintre județele
României în perioada analizată având ca rezultat creșterea discrepanțelor dintre județele
dezvoltate și cele mai puțin dezvoltate din punct de vedere al indicatorilor analizați.
Astfel, dacă în anul 2008 în cea mai defavorizată grupă din punct de vedere economic
și al nivelului șomajului și cu unul din cele mai slabe niveluri ale circulației turistice se aflau
șapte județe (Alba, Vaslui, Teleorman, Dolj, Gorj, Mehedinți, Hunedoara), în 2018 numărul
acestora a ajuns la zece, prin regresul înregistrat în județe precum Buzău, Galați sau Gorj care,
deși se bucură de potențiale turistice semnificative un reușesc să atragă decât un număr foarte
mic de turiști. Pe de altă parte sunt județe, printre care Alba, Covasna, Vrancea și Caraș-
Severin în care, în perioada analizată s-au înregistrat atât intensificări ale circulației turistice
cât și ale nivelului dezvoltării regionale ceea ce a condus la trecerea acestora în clustere cu
caracteristici superioare din punct de vedere al indicatorilor analizați.
În același timp, la polul opus se aflau județe, printre care Brașov, Cluj și Sibiu care,
prin prisma indicatorilor analizați, formează grupul leader ai întregii perioade. Consider că
rezultatele înregistrate în aceste județe se datorează unui management turistic de calitate cu
implicații pozitive în dezvoltarea durabilă regională. De asemenea, cu evaluări semnificativ
pozitive, pe primele locuri se situează Municipiul București și județul Ilfov însă acest fapt se
datorează în primul rând particularităților lor și în mai mică măsură promovării lor ca
destinații turistice.

HI5: Sezonalitatea circulației turistice la nivel regional în România are un puternic
impact negativ asupra forței de muncă și a indicilor de utilizare ai capacității de
cazare în funcțiune
Concluzie generală: Ipoteză acceptată.
Concluzia se bazează pe studiile și analizele prezentate în capitolul 5 al tezei de
doctorat. Însă și în cazul acestei ipoteze analizele au scos în evidență faptul că între regiunile
de dezvoltare din România există diferențe care le particularizează din punct de vedere al
impactului sezonalității circulației turistice.
Cel mai mic impact al sezonalității asupra utilizării capacității de cazare în funcțiune s-
a înregistrat în regiunea București-Ilfov, fapt datorat dominanței turismului de afaceri, cel mai
mare indice de sezonalitate înregistrând-se în luna septembrie și nu în luna august, ca în
celelalte șapte regiuni de dezvoltare.
La polul opus, cu cea mai mare amplitudine a sezonalității, se află regiunea Sud-Est,
unde impactul turismului estival este dominant. Cu excepția lunilor de vară, capacitățile de
cazare în funcțiune în această regiune sunt utilizate în proporții foarte mici cu efecte negative
atât asupra recuperării investițiilor și cheltuielilor de întreținere cât și asupra personalului
aferent acestor structuri.
O concluzie foarte importantă care se desprinde de aici este faptul că, în perioada
analizată, impactul sezonalității circulației turistice asupra populației ocupate în acest
domeniu a fost foarte puternic, afectând în medie peste 10% din populația ocupată în turism la
nivelul României.
În ceea ce privește identificarea și analiza opiniilor consumatorilor de servicii turistice
în România privind managementul competitiv în turism și orientarea spre dezvoltare
regională durabilă au fost testate patru ipoteze.
HO1: Utilizarea IT&C pentru îmbunătățirea comunicării între beneficiarii și
prestatorii de servicii turistice este oportună și benefică
Concluzie generală: Ipoteză acceptată.
Această concluzie este rezultatul opiniei respondenților, care în proporție de 88% au
considerat că rezervarea online este o modalitate foarte importantă și care influențează
semnificativ comunicarea prestator-consumator de servicii turistice.
În ceea ce privește modalitatea de comunicare, în urma analizelor opiniilor
respondenților a rezultat că pe primul loc se află rețelele de socializare (Facebook), despre
care, în medie peste 75% dintre aceștia au considerat-o importantă și foarte importantă,
urmată de site-urile de recenzii specializate (TripAdvisor), aplicațiile mobile dedicate, precum

și utilizarea blog-urilor și microblog-urilor (Tweeter), site-urile de partajare de conținut media
(YouTube) prezentând un interes mai mic.
HO2: Protecția mediului și gestiunea ecologică a resurselor la nivelul destinațiilor
turistice reprezintă acțiuni importante pentru dezvoltarea durabilă regională
Concluzie generală: Ipoteză acceptată.
Majoritatea covârșitoare (peste 93%) a respondenților aparținând populației cu vârste
până la 65 de ani au considerat că, la nivel local și regional, managementul competitiv și
durabil aduce beneficii protecției mediului și gestiunii ecologice a resurselor.
Analiza opiniilor respondenților privind pe de o parte modalitățile practice utilizate,
iar pe de altă parte direcțiile principale de acțiune pentru realizarea unui management
competitiv și orientat spre protecția mediului, la nivel local și regional a reliefat aspecte
pozitive cât și negative. Astfel, în timp ce opiniile acestora privind existența și întreținerea
spațiilor verzi precum și gestiunea consumului de apă și de energie au reliefat cel puțin un
nivel de bun satisfacție, în cea ce privește gestiunea deșeurilor și diminuarea poluării fonice
ponderile celor nemulțumiți sunt semnificative, fapt ce evidențiază două direcții importante de
acțiune spre creșterea competitivității managementului la nivelul destinațiilor turistice. În
acest context, pentru un management competitiv și durabil se impun restructurări ale
modurilor de gestionare și modernizări ale tehnologiilor existente în acest domeniu precum și
pentru reducerea semnificativă a poluării fonice.
HO3: Modul de aplicare a managementului competitiv orientat spre dezvoltare
durabilă locală și regională influențează alegerea prestatorului de servicii și a
destinației turistice din România
Concluzie generală: ipoteză acceptată.
Această concluzie se bazează pe analiza opiniilor respondenților privind
caracteristicile locației și direcțiile de acțiune ale prestatorilor pentru a veni în întâmpinarea
așteptărilor și preferințelor consumatorilor de servicii turistice. Analizate prin prisma
dezvoltării durabile locale și regionale conform opiniilor respondenților, de importanță
semnificativă în alegerea prestatorului de servicii turistice, pe primul loc se află design-ul
interior (84,14%), urmat de manifestarea unei atitudini responsabile față de mediu (82,65%) și
existența unor dotări tehnologice moderne (81,18%). În același timp, existența unei arhitecturi
inedite, precum și prezența unei anumite tematici a locației au prezentat mai puțin interes.
Aceste opinii vin în concordanță cu recomandările respondenților privind direcția și
amploarea investițiilor pe care ar trebui să le facă prestatorul și care vizează în principal
amenajarea spațiilor verzi, dotarea camerelor și sisteme și instalații tehnice adecvate.

HO4: Atitudinea consumatorilor de servicii turistice privind managementul orientat
spre durabilitate în turism este influențată de vârsta, genul, nivelul de instruire și
venitul acestora
Concluzie generală: ipoteză acceptată
Caracteristicile respondenților (vârstă, gen venit, studii) au determinat formarea de
segmente de populație cu puncte de vedere diferite în legătură cu aspectele analizate, printre
care utilizarea IT&C în comunicare, efectele managementului competitiv asupra mediului,
cele privind alegerea caracteristicile destinației.
Utilizarea IT&C în comunicarea prestator-beneficiar de servicii turistice prezintă un
interes mai mare pentru segmentele de populație tânără (în general peste 86%) și cei cu nivel
de superior de educație (93,5%) în timp ce alte segmente de populație au fost mai rezervate,
printre care segmentele de populație cu studii gimnaziale (63,3%) și cele de vârsta a treia
(71,4%).
Deși majoritatea covârșitoare a respondenților consideră în proporție de peste 93% că
un management competitiv ar avea efecte pozitive asupra mediului, în cazul segmentului de
respondenți în vârstă de peste 65 de ani acesta scade la 71,43%, iar în cazul celor cu nivel
gimnazial de educație scade la 54,55%.
În ceea ce privește așteptările privind caracteristicile locației, segmentele de
respondenți cele mai interesate de atitudinea responsabilă au fost cele ale respondenților de
gen feminin (87,44%), cei cu venituri peste 6000 lei (85,08%), precum și cei cu studii
postuniversitare (86,36%). Mai puțin interesați au fost cei cu venituri sub 3000 lei (79,3%),
cei în vârstă de peste 65 de ani (64,29%) și cei cu studii gimnaziale (54,55%).
De design au fost interesați în mod special respondenții cu venituri între 3001 și 6000
lei (91,24%), precum și cei din grupa de vârstă 41-65 de ani (89,22%). În ceea ce privește
dotările tehnice, cei mai interesați au fost respondenții cu venituri între 3001 și 6000 lei
(85,40%), cei cu studii superioare (84,55%) și cei din grupa de vârstă 26-40 ani (84,17), iar
cei mai puțin interesați au fost cei cu studii gimnaziale (63,64%), precum și cei în vârstă de
peste 65 de ani (64,29%).
Deși cele patru ipoteze privind managementul competitiv în turism și orientarea spre
dezvoltare regională durabilă au fost acceptate, acestea trebuie privite în corelație cu
caracteristicile segmentelor de turiști către care se orientează prestatorul de servicii turistice.
Pe baza studiilor și analizelor efectuate au rezultat mai mute propuneri care vizează
aspecte ale managementului competitiv și durabil la nivel regional, în mai multe domenii,
printre care, ecoinovarea în conceperea și efectuarea produselor turistice, atragerea și

gestiunea fluxurilor de turiști, precum și orientarea cât mai eficientă spre preferințele
turiștilor.
Din analiza performanțelor României comparativ cu celelalte state membre ale
Uniunii Europene privind inovarea și eco-inovarea au rezultat următoarele propuneri vizând
managementul în turism la nivel regional și local:
Conștientizarea membrilor comunităților locale privind conceptul de eco-turism și a
avantajelor implementării acestuia în proiectarea și realizarea produselor turistice locale și
regionale.
Valorificarea particularităților și a tradițiilor specifice fiecărei entități locale, precum și la
nivel regional. În acest sens o atenție aparte trebuie acordată Deltei Dunării precum și
comunităților situate de-a lungul malului românesc al Dunării.
Promovarea în proiectarea serviciilor turistice a modului de viață tradițional, astfel încât
pe de o parte să se mențină echilibrul secular om-natură, iar pe de altă parte educarea
turiștilor în spiritul reducerii impactului negativ asupra mediului, astfel încât, relația
turism - ecologie - dezvoltare durabilă să fie una efectivă și eficientă.
Proiectarea și realizarea de complexe turistice la nivel regional, și mai ales local, să aibă
ca obiective fundamentale încadrarea în specificul arhitectural local, utilizarea
tehnologiilor verzi, precum și dimensionarea lor, astfel încât intensitățile fluxurilor de
turiști să nu perturbe echilibrele locale.
Ținând seama de faptul că posibilitățile de implementare ale eco-inovării și eco-
turismului, în România diferă semnificativ de la o regiune la alta se impune ancorarea cu
precădere a resurselor către regiunile și comunitățile locale cu niveluri reduse de
dezvoltare economică și socială.
Pornind de la concluzia că între regiunile de dezvoltare din România există decalaje
semnificative din punct de vedere al dezvoltării economico-sociale, în ceea ce privește
raportul dintre turism și dezvoltarea regională durabilă au rezultat următoarele propuneri:
Fructificarea eficientă a potențialului natural și a celui antropic regionale și locale mai ales
în regiunile de dezvoltare în care circulația turistică are valori scăzute pentru a reduce
decalajele existente între regiuni din acest punct de vedere.
Având în vedere, pe de o parte, că dezvoltarea turismului la nivel regional și local necesită
investiții relativ mici, iar pe de altă parte conduce la ocuparea semnificativă a forței de
muncă, sensibilizarea comunităților locale și regionale în acest sens poate conduce la
rezultate semnificative privind creșterea nivelului de trai și reducerea șomajului.

Dezvoltarea capacității de cazare în funcțiune a structurilor turistice cu funcții de cazare să
se bazeze pe studii fundamentate la nivel regional astfel încât să se asigure un echilibru
între aceasta și intensitățile fluxurilor de turiști.
Sprijinirea comunităților locale la realizarea și desfășurarea de acțiuni de promovare a
potențialelor turistice specifice în scopul atragerii atât de turiști români cât și străini.
Reducerea fenomenului de sezonalitate în turism prin promovarea la nivel local și regional
a tradițiilor specifice fiecărui anotimp astfel încât să se asigure atât o cât mai bună ocupare
a forței de muncă, cât și a capacităților de cazare pe durata unui an.
În ceea ce privește orientarea producției de servicii turistice în concordanță cu
caracteristicile segmentelor de turiști precum și a evoluției preferințelor lor, din prelucrarea
datelor sondajului au rezultat următoarele propuneri:
Dezvoltarea și utilizarea pe scară largă a IT&C pentru asigurarea unei cât mai bune
comunicări prestator-beneficiar de servicii turistice.
Proiectarea și realizarea locațiilor turistice trebuie să aibă în vedere în primul rând
manifestarea unei atitudini responsabile față de mediu, design-ul interior precum și
existența unor dotări tehnologice moderne care să asigure atât satisfacerea nevoilor
turiștilor, cât și protecția și utilizarea în primul rând a resurselor regenerabile.
Acordarea unui mai mari atenții și regândirea modului de gestiune a deșeurilor și a poluării
fonice în destinațiile turistice considerate de respondenți, la momentul actual, ca fiind
necorespunzătoare.
Proiectarea serviciilor turistice în concordanță cu așteptările segmentelor de turiști cărora li se
adresează. În acest sens trebuie proiectate și realizate servicii turistice diferențiate pe grupe de
vârstă și de niveluri de venit, acestea fiind în principal caracteristice care diferențiază preferințele
turiștilor în mod semnificativ
Concluzionez că, studiile și analizele efectuate, prin rezultatele lor prezentate în teza
de doctorat, oferă o imagine fundamentată științific asupra turismului din România
comparativ cu cel din celelalte state membre ale Uniunii Europene și poate contribui
semnificativ la perfecționarea managementului competitiv în turism, în condițiile dezvoltării
regionale durabile.

LIMITE ȘI DIRECȚII VIITOARE DE CERCETARE
Limitele cercetării
Studiile și cercetările efectuate pe întreg cuprinsul demersului științific s-au bazat, pe
de o parte, pe seriile de date statistice furnizate atât de Institutul Național de Statistică al
României, precum și pe cele furnizate la nivel european prin bazele de date EUROSTAT, iar
pe de altă parte, pe baza rezultatelor sondajului statistic organizat de autor cu referire la
opiniile turiștilor privind managementul competitiv în turism, limitele cercetării au fost date
de:
Perioada scurtă de timp de când sunt disponibile date privind inovarea și eco-inovarea la
nivel național și regional în statele membre ale Uniunii Europene.
Caracterul stocastic al circulației turistice și, în consecință, inducerea unui anumit nivel
de probabilitate în rezultatele obținute (în general am utilizat un coeficient de încredere
de 95%).
Discontinuități în seriile de date privind populația ocupată în turism, ca urmare a
modificărilor survenite in timp de CAEN (Clasificarea activităților din economia
națională).
Răspunsurile celor chestionați pot fi afectate de erori cauzate de neînțelegerea
întrebărilor sau de evenimente petrecute pe durata sejururilor, evenimente care au avut o
anumită amprentă asupra acestora.
Direcții viitoare de cercetare
Pe parcursul demersului științific întreprins s-au cristalizat mai multe direcții de
cercetare care să contribuie la adâncirea analizelor efectuate până în acest moment, printre
care:
Aprofundarea analizei și identificarea unor modalități concrete de includere a eco-
inovării în managementul structurilor turistice la nivel regional și local.
Identificarea cauzelor care au determinat diferențele semnificative dintre circulația
turistică și rezultatele acesteia pe litoralul bulgăresc și cele de pe litoralul românesc al
Mării Negre.
Derularea unor studii la nivel regional care să conducă la identificarea căilor de creștere
a intensității circulației turistice și reducerea impactului sezonalității acesteia asupra
forței de muncă implicată în turism.

THE IMPORTANCE, CURRENTNESS AND NEWNESS OF THE TOPIC
The continuous increase of labor productivity, the reduction of the working week, and
last but not least the increase of the living standard have led to the increase of the population's
interest for the most pleasant leisure time. All this, together with the free movement of people
and labor, are significant opportunities for the development of regional and local tourism with
direct implications on the level of economic and social development of local communities.
On the other hand, the limited non-renewable resources and increasing pollution have
arrived since the second half of last century, so the attention of international organizations and
public opinion.
The development of tourism, in the context of the limited nature of resources, has led
to the substantiation of the concept of sustainable development, as well as to a knowledge-
based management in which innovation and especially eco-innovation play a fundamental
role, so that the natural potential and the anthropic, local, regional, national and global to
remain unaltered for future generations.
Current competitive management is a knowledge-based management, especially since
the complexity and dynamics of economic and social processes and relationships make it
impossible to thoroughly analyze the variables that act on an organization, leading to a
management based on stochastic information, the risk and uncertainty becoming the sine-qua-
non attributes of today's society.
Risk reduction, although it has been a management goal for decades, the practical
ways of putting it into practice have developed significantly only in the last decade, with the
development of information and communication technologies (IT&C), which through its
current computing power, offers the possibility analysis of large and very large volumes of
data, so that decisions are made in real time, ie in a time frame in which they can lead to the
expected results.
The development of IT&C has allowed the creation of complex interactive
environments for analysis and testing of the results obtained through the use of statistical tests

that allow the verification of statistical significance, and their relevance for a certain
confidence level. This gives the managerial factor the opportunity to formulate scenarios, and
to choose those decision-making options that lead to the expected results in terms of
increasing efficiency and reducing risk.
Given that the characteristics of the tourism product, including immateriality, non-
storage, simultaneous production and consumption, inseparability of the beneficiary, and the
fact that the tourism product is permanently affected by the continuous change of consumer
preferences, tourism management takes place in environments with a high degree of risk and
uncertainty.
In these conditions, the use of methods and models of econometric analysis of data
series that characterize the decision-making environment in tourism, along with the classical
methods and models of decision-making is continuously relevant.
On the other hand, econometric modeling, based on IT&C, offers the possibility that
starting from a set of decisions to predict their implications, not only in a short time horizon,
but also in the medium and long term, both on the economic results, as well as the impact on
the environment, providing the image of the degree of sustainability of the development
directions to be put into practice.
Last but not least, the use of IT&C in the analysis of the preferences and opinions of
tourism service consumers regarding competitive and sustainable management at regional and
local level provides scientifically substantiated ways to identify trends and correlations
between the indicators used. In this regard, an important role in the design and analysis of
statistical survey results has specialized computer applications, including SPSS (Statistical
Package for the Social Sciences), used in the scientific approach to analyze the views of
tourists on the competitiveness of sustainable tourism management.
Competitive management in regional and local tourism, in the current but also future
conditions, can only be conceived as knowledge-based management and oriented towards
sustainable development, so as not to affect neither the natural potential nor the anthropic
potential in tourist destinations, while ensuring their preservation.

RESEARCH OBJECTIVES AND METHODOLOGY
The scientific approach undertaken during the elaboration of the doctoral thesis
Competitive management in tourism in the context of sustainable regional development aimed
at outlining a clear and scientifically based image of the characteristics of the Romanian
tourism phenomenon in recent decades in the imperative conditions of tourism management
towards sustainable development and competitiveness.
The main stages of the scientific approach
Starting from the need to ensure a coherent and clear research path on competitive
management in tourism in the context of sustainable regional development, the scientific
approach was structured in the following main stages:
• Establishing the main objectives as well as the derived ones;
• Formulation of research hypotheses;
• Identifying the sources of statistical data necessary to characterize the Romanian
tourism phenomenon in recent decades;
• Preparing and conducting the survey on the current opinions of consumers of
tourist services in Romania;
• Analysis of data series and survey results;
• Elaboration of conclusions in relation to research objectives and hypotheses.
Research objectives
The establishment of research objectives had as a starting point the need to implement
the vision and objectives of the European Union on sustainable development, the UN 2030
Agenda for Sustainable Development, and the National Strategy for Sustainable Development
of Romania, embodied in the Master Plan for National Tourism Development, in which are
formulated a series of objectives oriented towards the fastest possible development of the
national tourism, simultaneously with the development of actions of conservation of the
tourist patrimony for the future generations
Starting from these, in the elaboration of the doctoral thesis, three main objectives and
ten derived objectives were taken into account.

Main objective A: determination and analysis of disparities and similarities between
development regions in Romania in terms of correlations of tourism activities with indicators
that characterize the level of regional economic and social development
Derived objectives:
A1: Identification and analysis of the particularities of the regional development
of tourism in Romania
A2: Determining regional disparities and similarities through the prism of the
integrated analysis of economic and social indicators with an impact on tourism
A3: Analysis of the interdependencies between tourism activity, the level of
economic development, the unemployment rate and the average income of
households at regional level.
A4: Analysis of the qualitative evolutions of the sustainable development and of
the tourist circulation at county level in the last decade
Main objective B: determining and analyzing the impact of seasonality on tourism
management at regional level.
Derived objectives:
B1: Determining and analyzing the impact of seasonality on the management of
accommodation capacities in operation at regional level
B2: Determining and analyzing the impact of the seasonality of tourist traffic on
the tourism workforce at the regional level
Main objective C: determining and analyzing the opinion of consumers of tourist
services regarding the competitiveness of tourism management
Derived objectives:
C1: identification and analysis of consumer opinion on the appropriateness of
using IT&C to improve communication between beneficiaries and tourism service
providers
C2: knowledge of consumers' opinion on environmental protection and ecological
management of resources at the level of tourist destinations where they have been
or want to go

Research hypotheses
Starting from the main objectives, as well as from the derived objectives, and in
accordance with the orientation of the scientific approach, two sets of research hypotheses
were formulated, the first aiming at the defining characteristics of tourism in Romania in
recent decades, and the second aiming at current opinions of consumers of tourist services in
Romania, regarding the competitive management in tourism and its orientation towards
sustainable regional development.
Hypotheses regarding the image of the tourist phenomenon in Romania in the
last decades:
HI1: The intensity of the tourist trafic and the efficient use of the accommodation
capacities in operation are important factors in the sustainable regional
development in Romania.
HI2: The rhythms of development of infrastructure and tourist traffic has led to
significant differences between the results recorded at regional level with an
impact on economic and social development.
HI3: Between the flows of tourists, the accommodation capacity in operation and
the regional development in Romania there were and there are interdependencies.
HI4: In the last decade, the level of tourism activity and sustainable development
have induced changes in the grouping and ranking of Romanian counties from this
point of view.
HI5: The seasonality of the tourist trafic at regional level in Romania has a strong
negative impact on the labor force and the indices of use of the accommodation
capacity in operation.
Hypotheses regarding the opinions of the consumers of tourist services in
Romania regarding the competitive management in tourism and the orientation
towards sustainable regional development:

HO1: The use of IT&C to improve communication between beneficiaries and
tourism service providers is timely and beneficial
HO2: Environmental protection and ecological management of resources at the
level of tourist destinations are important actions for regional sustainable
development
HO3: The application of competitive management oriented towards local and
regional sustainable development influences the choice of the service provider and
the tourist destination in Romania
HO4: The attitude of consumers of tourism services regarding the management
oriented towards sustainability in tourism is influenced by their age, gender, level
of education and income.
Identification, collection and processing of data series
In order to carry out the scientific approach of the research on competitive
management in tourism in the context of sustainable regional development, two data sources
were used, the first coming from the statistical databases of the National Institute of Statistics
(NIS) and EUROSTAT, and the second consisting in the results of the empirical research
aimed at identifying the opinions of tourists on the competitiveness of sustainable tourism
management.
In order to fulfill the main objectives A and B, respectively for the analysis of the
evolutions of the main indicators of the tourist circulation, the accommodation capacity in
operation, as well as of the regional and local economic and social development in Romania
were used series of statistical data provided by the National Institute of Statistics. Romania,

In order to fulfill the main objective C, respectively the determination and analysis of
the opinion of the consumers of tourist services regarding the competitiveness of the tourism
management, the collection of empirical data was carried out during about five months. Two
methods were used for this. A first method consisted in the use of a specialized computer
application for surveys (www.isondaje.ro), and the second method consisted in the direct
interview of the respondents.
The questionnaire used for the survey covered 20 aspects, four of which relate to the
identification of the main characteristics of the interviewees, characteristics used to identify
segments of the population in terms of opinions on competitive tourism management at
regional level, five relate to secondary characteristics of the interviewees, and the other 11,
most with multiple responses, targeting respondents' views on the appropriateness of using
IT&C to improve communication between beneficiaries and tourism service providers,
environmental protection and ecological resource management at the level of tourist
destinations, the need to apply a competitive management oriented towards local and regional
sustainable development, as well as the preferences of tourists regarding the choice of tourist
destinations in Romania in the context of sustainable development.
Data processing and analysis was performed using SPSS (Statistical Package for the
Social Sciences). The main variables, their identifiers, their type, as well as the coding of the
main and secondary variables, used in the analyzes performed with SPSS are presented in
Annexes 1, 2 and 3 of the paper.
The testing of the statistical meanings regarding the relevance of the interviewees'
characteristics in identifying segments with significant influences in decision making in the
competitive management, was performed with the help of the Chi-Square test. The null
hypothesis (H0) of the test is: There is no significant difference between the respondents
'responses depending on the structure of the respondents' characteristic according to which
the analysis of a variable is performed;
A 95% confidence coefficient was used to test the validity of the statistical hypotheses,
corresponding to the significance threshold α = 0.05.

THESIS STRUCTURE
The doctoral thesis entitled "Competitive management in tourism in the context of
sustainable regional development" is a scientific approach, presented over 285 pages, and
whose results are structured and analyzed in six chapters, preceded by a brief introduction,
and followed by conclusions and proposals, personal contributions, limits and future research
directions, highlighting the need to use qualitative and quantitative analyzes, as well as IT&C
media, both for the processing and analysis of statistical and empirical data, in order to
making decisions in competitive management and tourism at regional and local level. The
doctoral thesis also includes 62 tables, 95 figures, 3 annexes, and 183 bibliographic sources.
In essence, the six chapters of the paper present the scientific approach undertaken in three
aspects. A first aspect and, at the same time, a research direction, analyzed during the first two
chapters, aims at the conceptual coordinates and the relationship between results-oriented and
sustainable development-oriented management.
The second aspect targeted by the scientific approach undertaken was the use of
qualitative and quantitative methods for identifying and analyzing the image of the tourism
phenomenon in Romania in recent decades. To this purpose, during three chapters are analyzed,
on the one hand, the interdependence between tourism and sustainable development at regional
level in Romania, and on the other hand, the impact of seasonality of tourism, both on competitive
management in tourism and on regional economic and social development.
The third aspect concerned, to which the sixth chapter of the paper was dedicated, was the
analysis of the current opinions of tourists on aspects of competitive management in tourism at the
regional level, as well as at the level of tourist destinations.
The first chapter of the doctoral thesis, entitled Conceptual coordinates on the
triunivocity of the relationship tourism-competitiveness-management, approaches, in the first
part. the characteristics of tourism as a component of the tertiary sector with development
trends and in the quaternary sector in conditions of sustainable development, emphasizing that
through the objectives and the way of carrying out the activities, in the tourism industry their
interdependence with the natural, social and cultural environment is particularly strong.
Next, the evolution and current characteristics of the concept of competitiveness are
analyzed, as well as the evaluation criteria included in the determination of the Global
Competitiveness Index (GCI) developed by the World Economic Forum. It also sets out the
principles adopted by the European Commission on sustainable and competitive European
tourism. In the last part of the chapter, the analysis of competitiveness in tourism management

is deepened as a dynamic and integrative process of activities aimed at meeting the objectives
of the organization, and meeting the needs of employees.
The second chapter, entitled From results-oriented management to sustainable
development-oriented management, is established to the analysis of innovation and eco-
innovation as directions of action in competitive knowledge-based management, as well as
the relationship between sustainable development and tourism in the National Strategy of
Sustainable Development of Romania.
It is emphasized that some of the most effective ways to ensure sustainable economic
and social development are innovation and eco-innovation. The European Innovation
Scoreboard (EIS) and the Composite Eco-Innovation Index (EII) are presented. Starting from
these, the analysis of the results of innovation and eco-innovation in Romania is carried out,
both at central and regional level, with the highlighting of the places occupied by Romania
among the states of the European Union from these points of view.
It is also highlighted that, given the saving of depletable resources and the reduction of
environmental impact are of vital importance, the transition from results-oriented
management to sustainable development-oriented management requires the development of
eco-industries, respectively eco-tourism, both concept and practice. In this regard, the
objectives and principles formulated in the National Strategy for Sustainable Development of
Romania are highlighted.
The third chapter, Methods and models for substantiating decisions in competitive
tourism management, analyzes both the usefulness of classical quality management methods
applicable in tourism and the facilities and opportunities offered by IT&C development on the
use of data analysis methods and models that characterize the decision-making environment.

The second part of the chapter presents models and methods of econometric analysis
that can be used to substantiate the decision in competitive tourism management, including
methods for determining the characteristics of data series describing phenomena and
processes in tourism, as well as identifying correlations. of these.
Chapter four of the doctoral thesis, entitled Tourism and sustainability in the
development regions of Romania, analyzes, in the first part, the evolution of tourism in
Romania in 1992-2018, offering, in addition to the overview of this phenomenon at national
level , an analysis of the particularities of the evolution of the tourist circulation at the level of
the development regions in Romania.

Starting from these aspects, in the second and third part of the chapter, the regional
evolutions of the indicators with impact on tourism are analyzed, with emphasis on
highlighting the disparities between development regions, in terms of interdependencies
between living standards, education and unemployment, and on the other hand, the
interdependence between tourism activity and the level of sustainable development at regional
and local level is analyzed.
The fifth chapter, entitled Seasonality and competitive management in tourism,
highlights the impact of this phenomenon with negative implications, both on competitiveness
in tourism management and on the level of economic and social development at local and
regional level in Romania. Starting from the analysis of the phenomenon of seasonality of
tourist traffic in countries within the European Union, and the way this phenomenon is
controlled in some states, the scientific approach focuses on the implications of seasonality at
regional level in Romania.
In this regard, the implications of this phenomenon on the use of accommodation
capacity in operation, as well as on the population employed in tourism are analyzed.
Negative implications are highlighted and proposals are made to limit them, through
competitive and sustainable management at regional level.
The sixth chapter of the paper, entitled Analysis of tourists' preferences, a way of
decision making in competitive tourism management, aimed at identifying opinions,
addressing the views of respondents on the opportunity to use IT & C to improve
communication between beneficiaries and tourism service providers, environmental
protection and ecological management of resources at the level of tourist destinations, the
need to apply a competitive management oriented towards local and regional sustainable
development, as well as the preferences of tourists regarding the choice of tourist destinations
in Romania, in the context of sustainable development.
The analyzes carried out led, on the one hand, to the identification of segments of
tourists with different opinions or preferences regarding the quality of the tourist product or
tourist destinations, opinions that must be priorities in particularizing the offer in competitive
tourism management, and on the other on the other hand, the identification of tourists'
opinions on aspects of regional and local sustainable development, aspects that may constitute
constraints for the tourism service provider, but which must be taken into account in
substantiating a competitive management oriented towards sustainable regional development.

CONCLUSIONS AND PROPOSALS
In the conditions of globalization and increasing competition on the market of tourist
services, competitive management in tourism is a dynamic process in which both the social
objective (meeting social needs) and the economic one (profitability) must take into account,
on the one hand, the change continues to be the preferences of consumers of tourist services,
and on the other hand, the need to preserve the natural and anthropogenic potential of tourist
destinations.
In Romania, one of the most important documents that offers the framework of a
sustainable and competitive management in tourism is the National Strategy for Sustainable
Development of Romania whose main objectives are environmental protection, equity and
social cohesion, economic prosperity and fulfillment of international responsibilities for
democracy development and of sustainable development practices worldwide, also
highlighting the significant impact of the interrelationships between tourism-consumers,
industry, the environment and local communities on achieving sustainable development.
An important role in the implementation and development of a competitive
management in the conditions of sustainable development, has the identification of
technological processes and business models, leading to the production of goods and services
primarily through the use of renewable resources through the development of innovation and
eco-innovation. In order to measure performance, as well as to draw the attention of decision-
makers, several instruments have been developed and implemented at European Union level,
including the European Innovation Scoreboard and the Eco-Innovation Scoreboard.
Unfortunately, both in the field of innovation and eco-innovation, Romania is in 2018 in the
last part of the rankings
Competitive tourism management must combine market strategies with environmental
protection strategies. In this regard, the Master Plan for the Development of National Tourism
formulates a series of objectives aimed at the rapid development of national tourism while
carrying out actions to preserve the tourist heritage for future generations, targeting three
priority areas: economic, ecological and social, development which must be done in perfect
harmony.
Given that Romania has a tourist potential of great diversity, tourism could make a
much greater contribution to economic and social development at the regional level through a
competitive management, focused on both competitiveness and protection of resources, in the
direction of development sustainable regional and local.

At the same time, however, the fact that the development of the management process
in tourism depends significantly on the one hand, on the preferences of potential tourists,
preferences that are constantly changing, and on the other hand, on the constraints determined
by its particularities (non-storage, immateriality, simultaneity of production and
consumption), the efficient decisions making is completed by the quality of knowledge of the
evolution of the tourism phenomenon not only at local or regional level, but also at European
and global level.
The current and future development of IT&C, allows the use of econometric methods
and techniques of environmental analysis in which the managerial activities in tourism are
carried out, offering an additional evaluation and validation of the conclusions of the analyzes
performed. Through the rigor and power of analysis offered, they contribute to the
implementation of a competitive management based on knowledge at all decision-making
levels, allowing an intertwining of competitiveness strategies applied at microeconomic level,
with those at macroeconomic level.
These considerations led to the conclusion that, in substantiating decisions in
competitive tourism management, it is necessary, on the one hand, to know the evolution and
characteristics of the tourism phenomenon at regional and national level, compared to its
evolutions in other EU Member States, and on the other hand, knowing the preferences of
tourists at a time as close as possible to that of decision-making.
Regarding the identification and characterization of the image of the tourist
phenomenon in Romania in the last decades, five hypotheses were tested.
HI1: The intensity of the tourist circulation and the efficient use of the accommodation
capacities in operation are important factors in the sustainable regional
development in Romania.
General conclusion: Hypothesis accepted
The conclusion is based on the fact that the analyzes performed in subchapters 4.1 and
4.2.1 showed that the development regions with the highest values of tourist traffic among
which Bucharest-Ilfov, Center, North-West and West are characterized by the most high
values of GDP / inhabitant, while regions such as South-West Oltenia and North-East, with
low values of tourist traffic, especially in terms of foreign tourists, are characterized by low
values of GDP / inhabitant and average household income, as well as higher unemployment
rates.

Although the general conclusion is to accept the HI1 hypothesis, it should be noted
that the analyzes showed an increase in the gaps between development regions, both in terms
of tourism and regional development.
This aspect is highlighted by the cluster analyzes carried out at the level of 2008 and
2018, in terms of the risk of poverty, the unemployment rate, internet access and the level of
education. With the exception of the Bucharest-Ilfov development region, in which the values
of the analyzed indicators place it in the first place regarding the level of sustainable
development, in the positioning of the other seven counties there were significant changes.
Thus, if in 2008 in the cluster with the lowest performances were the regions North-East and
South-West Oltenia, and in the cluster with medium performances were the regions North-
West, West, South-East, South-Muntenia and Center, after 10 years, in 2018, the relations
between them change so that the North-West, Center and West development regions break
away forming a cluster with significantly better performances in terms of the analyzed
indicators, while the South-East and South-Muntenia development regions lag behind and
together with the North-East and South-West Oltenia regions form the cluster with poor and
very poor performance in terms of sustainable development..
HI2: The rhythms of development of infrastructure and tourist traffic has led to
significant differences between the results recorded at regional level with an
impact on economic and social development..
General conclusion: Hypothesis accepted
A first peculiarity in comparison with the other development regions is the Bucharest-
Ilfov development region in terms of both the evolution of the number of arrivals, 4.51 times
higher in 2018 than in 2001, and the number of overnight stays of foreign tourists in tourist
reception structures with accommodation functions, which in 2018 was 3.78 times higher than
in 2001. These evolutions are due to the fact that in the development region of Bucharest-
Ilfov is the capital of Romania, a municipality where are concentrated in addition to central
government agencies, business centers and headquarters of the vast majority of large national
and transnational companies in Romania the main form of tourism being business tourismAt
the same time, the number of arrivals and especially of the overnight stays of Romanian
tourists in the structures of tourist reception with accommodation functions is very small,
placing this region on the last place. In conclusion, Romanians do not consider the Bucharest-
Ilfov region a tourist destination.
Another peculiarity is registered in the South-East development region which, from
the point of view of the number of overnight stays of Romanian tourists, is on the first place,

while in the case of foreign tourists it is on the penultimate place. This fact highlights a
management at least defective regarding the attraction of foreign tourists on the Romanian
coast, given that on the Bulgarian Black Sea coast their number is incomparably higher.
A third peculiarity is registered in the Center development region which, besides the
fact that, after Bucharest, it is the region with the highest intensity of the flow of foreign
tourists, in the last 8 years it has registered an accentuated increase of the accommodation
capacity. exceeding in 2018 by 7,011,976 places-days, the accommodation capacity of the
South-East region, a region in which Dobrogea is included with the special tourist potential of
the Danube Delta and the Black Sea coast.
A fourth peculiarity is given by the different intensities of the correlations between the
accommodation capacities in operation and the number of overnight stays of tourists in the
structures of tourist reception with accommodation functions. These correlations are of very
strong intensity in the case of the Center development region, of strong intensity in the
Bucharest-Ilfov, North-East and North-West regions, of low intensity in the West and South-
West Oltenia regions and of very low intensity, practically non-existent. , within the South-
East and South-Muntenia regions. This aspect highlights significant shortcomings in tourism
management in regions where the correlations between the development of accommodation
infrastructure and the degree of its use is weak and very weak..
HI3: Between the flows of tourists, the accommodation capacity in operation and the
regional development in Romania there were and there are interdependencies.
Conclusions:
Accepted hypothesis for the development regions Bucharest-Ilfov, Center,
North-West, North-East, South-Muntenia and West
Rejected hypothesis for the regions South-East and South-West Oltenia
These conclusions result from the analyzes performed and presented in subchapter 4.3
of the doctoral thesis, in which they were determined and tested in terms of statistical
significance, for a 95% confidence factor, the correlations between the indicators the number
of arrivals in the tourist reception structures, the accommodation capacity in operation and
three indicators of the regional development, respectively GDP / inhabitant, the
unemployment rate and the average income per household.
In the six development regions, for which the HI3 hypothesis was accepted, the
interdependencies between tourist arrival flows in tourist reception structures and regional
development indicators are of medium intensity, in the case of GDP / capita and
unemployment rate, and strong in the case of average income per household. Regarding the

accommodation capacity in operation, the interdependencies between them and the indicators
of regional development are of strong intensity, in the case of GDP / inhabitant average
household income, and of medium intensity in the case of the unemployment rate.
Also, an important conclusion is the fact that, in the case of the development regions
Bucharest-Ilfov, North-West, Center and West, the positive impact is given by the intense
development of the tourist circulation, and in the case of the North-East and South-Muntenia
regions , the interdependence is between a relatively low level of tourist traffic and a low level
of sustainable development at regional and local level.
HI4: In the last decade, the level of tourism activity and sustainable development have
induced changes in the grouping and ranking of Romanian counties from this
point of view.
General conclusion: Hypothesis accepted.
The conclusion is based on the results obtained from three cluster analyzes (presented
in chapter 4.4) performed in 2008, 2016 and 2018, the structuring of counties on clusters
being performed based on six indicators, four targeting the number of arrivals and overnight
stays of domestic and tourists foreigners in the tourist reception structures, and two indicators
of sustainable development at county level: GDP / inhabitant and unemployment rate.
The analyzes performed, besides some common characteristics, such as the ascending
evolution of the tourist circulation, also highlighted a series of disparities that accentuated the
differences between the Romanian counties in the analyzed period, resulting in increasing
discrepancies between developed and least developed counties in terms of the indicators
analyzed.
Thus, if in 2008, in the most disadvantaged group from the economic point of view
and the level of unemployment, and with one of the weakest levels of the tourist circulation,
there were seven counties (Alba, Vaslui, Teleorman, Dolj, Gorj, Mehedinți, Hunedoara), in
2018 their number reached ten by the decline registered in counties such as Buzau, Galati or
Gorj which, although enjoying significant tourist potential, they only manage to attract a very
small number of tourists. On the other hand, there are counties, among which Alba, Covasna,
Vrancea and Caraş-Severin, in which, in the analyzed period, both intensifications of the
tourist circulation and of the level of regional development were registered, which led to their
transition to clusters with superior characteristics in terms of indicators analyzed.
At the same time, at the opposite pole were counties, among which Brașov, Cluj and
Sibiu, which, in terms of the indicators analyzed, form the leading group of the entire period. I
consider that the results registered in these counties are due to a quality tourism management

with positive implications in the regional sustainable development. Also, with significantly
positive evaluations, the first places are located in Bucharest and Ilfov County, but this fact is
primarily due to their particularities, and to a lesser extent to their promotion as tourist
destinations.
HI5: The seasonality of the tourist circulation at regional level in Romania has a
strong negative impact on the labor force and the indices of use of the
accommodation capacity in operation
General conclusion: Hypothesis accepted.
The conclusion is based on the studies and analyzes presented in Chapter 5 of the
doctoral thesis. But even in the case of this hypothesis, the analyzes highlighted the fact that
between the development regions in Romania there are differences that characterize it from
the point of view of the impact of the seasonality of the tourist circulation..
The lowest impact of seasonality on the use of accommodation capacity was registered
in the Bucharest-Ilfov region, due to the dominance of business tourism, the highest
seasonality index being registered in September and not in August, as in the other seven
development regions.
At the opposite pole, with the highest amplitude of seasonality, is the South-East
region, where the impact of summer tourism is dominant. With the exception of the summer
months, the accommodation capacity in operation in this region is used in very small
proportions with negative effects both on the recovery of investments and maintenance costs
and on the staff of these structures.
A very important conclusion that emerges from this is that, during the analyzed period,
the impact of the tourist traffic seasonality on the employed population in this field was very
strong, affecting on average over 10% of the employed population in tourism in Romania.
Regarding the identification and analysis of the opinions of the consumers of tourist
services in Romania regarding the competitive management in tourism and the orientation
towards sustainable regional development, four hypotheses were tested.
HO1: The use of IT&C to improve communication between beneficiaries and tourism
service providers is timely and beneficial
General conclusion: Hypothesis accepted.
This conclusion is the result of the opinion of the respondents, who in proportion of
88% considered that online booking is a very important way, and that significantly influences
the communication provider-consumer of tourist services..

Regarding the way of communication, following the analysis of the respondents'
opinions, it resulted that in the first place are the social networks (Facebook), about which, on
average, over 75% of them considered it important and very important, followed by
specialized review sites (TripAdvisor), dedicated mobile apps, and the use of blogs and
microblogs (Tweeter), less interesting media sharing sites (YouTube).
HO2: Environmental protection and ecological management of resources at the level
of tourist destinations are important actions for regional sustainable development
General conclusion: Hypothesis accepted.
The vast majority (over 93%) of respondents, belonging to the population up to 65
years old, considered that, at local and regional level, competitive and sustainable
management brings benefits to environmental protection and ecological management of
resources.
The analysis of the respondents' opinions regarding on the one hand, the practical
modalities used, and on the other hand, the main directions of action for achieving a
competitive and environmentally oriented management, at local and regional level highlighted
both positive and negative aspects. Thus, while their views on the existence and maintenance
of green spaces and the management of water and energy consumption have highlighted at
least a good level of satisfaction, in terms of waste management and the reduction of noise
pollution, the share of the dissatisfied is significant, which highlights two important directions
of action to increase the competitiveness of management at the level of tourist destinations. In
this context, for a competitive and sustainable management, restructuring of the management
modes and modernization of existing technologies in this field are required, as well as for the
significant reduction of noise pollution..
HO3: The application of competitive management oriented towards local and regional
sustainable development influences the choice of the service provider and the tourist
destination in Romania
General conclusion: Hypothesis accepted.
This conclusion is based on the analysis of the respondents' opinions on the
characteristics of the location and the directions of action of the providers in order to meet the
expectations and preferences of the consumers of tourist services. Analyzed in terms of local
and regional sustainable development according to respondents, of significant importance in
choosing the provider of tourism services, in the first place is the interior design (84.14%),
followed by the manifestation of a responsible attitude towards the environment (82.65%) and
the existence of modern technological endowments (81.18%).

At the same time, the existence of a unique architecture, as well as the presence of a
certain theme of the location were of less interest. These opinions are in line with the
respondents' recommendations on the direction and scale of investments that the provider
should make, and which are mainly aimed at landscaping, equipping rooms and appropriate
technical systems and installations..
HO4: The attitude of consumers of tourist services regarding the management
oriented towards sustainability in tourism is influenced by their age, gender, level of
education and income.
General conclusion: Hypothesis accepted
The characteristics of the respondents (age, gender, education) determined the
formation of population segments with different points of view in relation to the analyzed
aspects, including the use of IT&C in communication, the effects of competitive management
on the environment, as well as the choice of destination characteristics..
The use of IT&C in the communication provider-beneficiary of tourist services is of
greater interest for the segments of the young population (generally over 86%) and those with
a higher level of education (93.5%), while other segments of the population have were more
reserved, including the segments of the population with secondary education (63.3%) and the
elderly (71.4%). Although the vast majority of respondents believe that over 93% consider
that a competitive management would have positive effects on the environment, in the case of
the segment of respondents over 65 years, it decreases to 71.43%, and in the case of those
with middle school education drops to 54.55%.
Regarding the expectations regarding the characteristics of the location, the segments
of respondents most interested in these aspects were those of female respondents (87.44%),
those with incomes over 6000 lei (85.08%), as well as those with postgraduate studies
(86.36%). Less interested were those with incomes below 3000 lei (79.3%), those over 65
years (64.29%) and those with secondary education (54.55%).
Respondents with incomes between 3001 and 6000 lei (91.24%), as well as those in
the 41-65 age group (89.22%) were especially interested in design. Regarding the technical
endowments, the most interested were the respondents with incomes between 3001 and 6000
lei (85.40%), those with higher education (84.55%) and those in the age group 26-40 years
(84, 17), and the least interested were those with secondary education (63.64%), as well as
those over 65 years (64.29%).
Although the four hypotheses on competitive management in tourism and the
orientation towards sustainable regional development have been accepted, they must be

considered in correlation with the characteristics of the tourist segments. to which the tourist
service provider is oriented. Based on studies and analyzes, several proposals have emerged
that address aspects of competitive management at the regional level, in several areas,
including eco-innovation in the design and implementation of tourism products, attracting and
managing tourist flows, and the most effective guidance them to the preferences of tourists.
The analysis of Romania's performance compared to other EU Member States on
innovation and eco-innovation resulted in the following proposals for competitive
management in tourism at regional and local level.:
Awareness of local community members on the concept of eco-tourism and the
advantages of its implementation in the design and implementation of local and regional
tourism products.
Capitalizing on the particularities and traditions specific to each local entity, as well as at
regional level. In this regard, special attention must be paid to the Danube Delta as well as
to the communities located along the Romanian bank of the Danube..
Promoting in the design of tourist services the traditional way of life, so that on the one
hand to maintain the secular human-nature balance, and on the other hand to educate
tourists in the spirit of reducing the negative impact on the environment, so that the
relationship tourism - ecology - sustainable development to be effective and efficient.
The design and construction of tourist complexes at regional level, and especially locally,
to have as fundamental objectives the inclusion in the local architectural specifics, the use
of green technologies, as well as their dimensioning, so that the intensities of tourist flows
do not disturb local balances..
Taking into account the fact that the implementation possibilities of eco-innovation and
eco-tourism in Romania differ significantly from one region to another, it is necessary to
allocate resources mainly to regions and local communities with low levels of economic
and social development.
Starting from the conclusion that between the development regions in Romania there
are significant gaps in terms of economic and social development, in terms of the relationship
between tourism and sustainable regional development have resulted in the following
proposals:
Efficient use of regional and local natural and anthropogenic potential, especially in
developing regions where tourist traffic has low values in order to reduce the gaps
between regions from this point of view.

Given, on the one hand, that the development of tourism at regional and local level
requires relatively small investments, and on the other hand leads to significant
employment, raising awareness among local and regional communities in this regard can
lead to significant results on raising living standards and reducing unemployment.
Development of the accommodation capacity in operation of the tourist structures with
accommodation functions to be based on studies based on regional level so as to ensure a
balance between it and the intensities of tourist flows.
Supporting local communities in preparing and carrying out actions to promote specific
tourist potentials in order to attract both Romanian and foreign tourists.
Reducing the phenomenon of seasonality in tourism by promoting at local and regional
level the traditions specific to each season, so as to ensure both better employment and
accommodation capacity for one year.
Regarding the orientation of the production of tourist services in accordance with the
characteristics of the tourist segments as well as the evolution of their preferences, from the
processing of the survey data resulted the following proposals:
Development and widespread use of IT&C to ensure the best possible communication
between the provider and the beneficiary of tourist services.
• The design and construction of tourist locations must take into account first of all the
manifestation of a responsible attitude towards the environment, the interior design as
well as the existence of modern technological endowments, which ensure both the
satisfaction of tourists' needs and protection and use of renewable resources.
Giving more attention and rethinking the management of waste and noise pollution in
tourist destinations considered by respondents, at present, as inappropriate.
Designing tourist services in accordance with the expectations of the tourist segments to which
they are addressed. In this regard, it is necessary to design and provide tourist services
differentiated by age groups and income levels, these being mainly characteristics that
differentiate the preferences of tourists significantly.
I conclude that the studies and analyzes performed, through their results presented in
the doctoral thesis, provide a scientifically based image of tourism in Romania compared to
other EU Member States and can significantly contribute to improving competitive
management in tourism in the conditions of sustainable regional development.

LIMITS AND FUTURE RESEARCH DIRECTIONS
Limits of research
The studies and research carried out throughout the scientific approach were based, on
the one hand, on the series of statistical data provided by the National Institute of Statistics of
Romania, as well as on those provided at European level through the EUROSTAT databases,
and on on the other hand, based on the results of the statistical survey organized by the author
with reference to the opinions of tourists on competitive management in tourism, the limits of
the research were given by:
Short period of time when data on innovation and eco-innovation are available at
national and regional level in the Member States of the European Union.
The stochastic character of the tourist circulation and, consequently, the induction of a
certain level of probability in the obtained results (in general I used a 95% confidence
factor).
Discontinuities in the data series regarding the population employed in tourism, as a
result of the changes occurred in time by CANE (Classification of activities in the
national economy).
The answers of the respondents may be affected by errors caused by not understanding
the questions or by events that occurred during the stays, events that had a certain
imprint on them.
Future directions of research
During the scientific approach undertaken, several research directions have
crystallized to contribute to the deepening of the analyzes carried out so far, among which:
Deepening the analysis and identifying concrete ways to include eco-innovation in the
management of tourism structures at regional and local level.
Identifying the causes that determined the significant differences between the tourist
traffic and its results on the Bulgarian coast and those on the Romanian Black Sea coast.
Carrying out studies at regional level leading to the identification of ways to increase the
intensity of tourist traffic and reducing the impact of its seasonality on the workforce
involved in turism
