The report includes the goals and objectives, research, educational, and service accomplishments, specific figures of merit, sources of funds and research impact of TechMRT for the reporting period. 1. GOALS AND OBJECTIVES

The Center for Multidisciplinary Research in Transportation (TechMRT) is on track to meet many of its goals and objectives outlined in the strategic plan. Six goals are outlined below, followed by details of how TechMRT is making progress toward these goals.

Goal 1. Research Excellence: Attain national recognition for multidisciplinary research in transportation.

• Since its inception TechMRT has performed more than $13M in transportation

research. Research funding for the last six years is $8,390,183 • Five TechMRT research projects have been selected for the TxDOT Top

Innovations Award, which is an annual recognition given to projects that either have the potential to or have already realized significant dividends to TxDOT through lives saved, savings of taxpayer dollars, more effective operations and services.

• TechMRT was admitted into the Council of University Transportation Centers (CUTC), a not-for-profit corporation whose 60-plus members have advanced the state-of-the-art in all modes and disciplines of transportation. CUTC’s goal is to advance education, research and technology transfer in all areas of transportation, and TechMRT’s admission into this organization greatly elevates the Center’s visibility and facilitates networking and partnership opportunities, in addition to providing a forum for TechMRT researchers to keep abreast of the latest in transportation research needs.

• TechMRT added two new faculty positions and hence expanded the scope of transportation research. Dr. Hongchao Liu has created the TransTech Lab in TechMRT, with a focus on many aspects of urban and rural surface transportation systems. Dr. Moon Won is recognized nationally for his work with rigid pavements.

• TechMRT faculty researchers have significantly increased participation in professional activities at the state and national level. More than 20 Texas Tech faculty have served on Technical Advisory Panels for the Texas Department of Transportation. Several serve on the research panels for the Transportation Research Board for the National Academies.

• TechMRT researchers have increased the number of presentations at major conferences, thereby increasing the Center’s visibility. During the six-year period covered in this assessment, 40 presentations were given at national and international conferences.

• TechMRT introduced a proposal development workshop and partnered with Technical Writing faculty from the TTU College of Arts and Sciences, as well as the Office of the Vice President for Research’s Grant Editor to maximize the quality of proposals.

Goal 2. Education and Training: Develop an education and training program that will be recognized as one of the top academic programs in multidisciplinary transportation studies in the region.

• Introduced five new graduate level courses: Advanced Geometric Design of Highways Advanced Traffic Engineering I Advanced Traffic Engineering II Advanced Design of Bridge Structures Advanced Reinforced Concrete Design

Goal 3: Service and Technology Transfer: Foster a spirit of service and leadership among faculty and students, and engage in service and research implementation activity.

• Maintained TechMRT’s level of involvement in research implementation projects and inter-agency service agreements with TxDOT.

• TechMRT faculty members have applied transportation research to classroom curricula and have taught short courses and work shops totaling thousands of training hours all over Texas. Currently, TechMRT faculty conduct ongoing, annual training courses in Geotechnical Engineering and Professional Ethics for practicing transportation professionals. TechMRT researchers have trained over two thousand transportation professionals through workshops designed to educate them on new technologies and procedures developed in research projects in the areas of Equipment Transport, Pavement Edge Maintenance, Surface Treatment, Seal Coats, and Recycled Materials.

Goal 4: Partnerships: Develop Strategic Partnerships

• TechMRT has formed numerous research partnerships with other universities including University of Texas, Texas A&M, University of Texas at El Paso, University of Houston, and University of California at Berkley.

• Twelve different TTU departments participated in transportation related research through TechMRT since 2002.

Goal 5: Resources and Infrastructure: Enhance financial and human resources and upgrade infrastructure.

• TechMRT was the recipient of Research Excellence funds during three of the past six years; a large percentage of the funds allocated for upgrading research infrastructure.

• Developed Asphalt Laboratory • Developed Traffic Engineering Laboratory • Nearing completion of the Texas Water Research Laboratory • Currently planning Concrete Pavement Laboratory

Goal 6: Marketing: Launch a well-coordinated effort to promote the research center.

• Joined Council of University Transportation Centers (CUTC). • Currently organizing submittal to the Federal Highway Administration (FHWA)

for recognition and funding as a national University Transportation Center (UTC). • Developed a new brochure highlighting the center’s capabilities. • Developed a new website which highlights the 10 primary TechMRT researchers,

five areas of transportation-related research, and provides access to over 50 research reports by TechMRT researchers.

• Texas Tech faculty members have incorporated lessons learned from transportation research into classroom curricula and have taught short courses and work shops totaling thousands of training hours in 25 districts of Texas. TechMRT faculty members are currently conducting ongoing, annual training courses in Geotechnical Engineering and Professional Ethics for practicing transportation professionals. In addition, Texas Tech researchers have trained over two thousand TxDOT employees through workshops designed to educate them on new technologies and procedures developed in research projects in the areas of Equipment Transport, Pavement Edge Maintenance, Surface Treatment, Seal Coats, and Recycled Materials.

2. RESEARCH, EDUCATIONAL AND SERVICE ACCOMPLISHMENTS

The major areas of transportation research for the Center for Multidisciplinary Research in Transportation are: Pavement Engineering and Construction, Environmental and Right-of-Way Issues, Geotechnical Engineering, Transportation Structures, and Traffic Engineering. Concurrent with the development of TechMRT’s transportation research program, the Department of Civil and Environmental Engineering has expanded its transportation education program in terms of transportation faculty and transportation courses. TechMRT research projects are an essential component of the education program and allow researchers to stay abreast of the latest developments in all areas of transportation. This, in turn, helps produce future transportation professionals. TechMRT has provided assistantships to numerous graduate and undergraduate students over the reporting period. In addition to providing excellent learning opportunities, TechMRT’s sponsored transportation research projects provide salary, tuition and benefits to our graduate students. Beyond the university level and into the field, TechMRT researchers have taught short courses and workshops totaling thousands of training hours all over Texas. In addition, Texas Tech researchers have trained over two thousand TxDOT employees through workshops designed to educate them on new technologies and procedures developed in research projects in the areas of Equipment Transport, Pavement Edge Maintenance, Surface Treatment, Seal Coats, and Recycled Materials,.

3. SPECIFIC FIGURES OF MERIT 3.a. Competitive Proposals The number of proposals submitted by TechMRT researchers has remained fairly consistent, with an average of 25.5 proposals per year between 2002 and 2008. The tables on the following pages show details of proposals submitted for the six years covered by this report. The legend below indicates the abbreviations used for the various departments involved.

There were 23 proposals submitted for fiscal year 2002, for a total amount requested of $2,779,549. Faculty from six departments collaborated on these proposals from the Colleges of Engineering and Agricultural Sciences and Natural Resources. Two patents have been applied for during the reporting period. One was as a result of research for TxDOT project 0-2116: Effects of Wet Mat Curing Time and Earlier Loading on Long-Term Durability of Bridge Decks. The other was in conjunction with TxDOT project 0-1400: Investigation of Wind-Rain-Induced Cable-Stay Vibrations on Cable-Stayed Bridges. Both patents are pending.

Transportation has come from the Texas Department of Transportation. Additional

research grants have come to TechMRT from the City of Lubbock, California Department of Transportation, and several interagency contracts with local TxDOT districts.

5. Research Impact

The many disciplines and the broad range of expertise found within the College of Engineering, and university as a whole, provides a valuable resource for conducting multidisciplinary research in transportation. During the reporting period, more than 60 faculty members representing 7 departments within the college of engineering (civil, electrical, mechanical, chemical, industrial, computer science and engineering technology) and 7 departments outside of the college (geography and economics, geosciences, plant and soil science, range and wildlife management, mathematics, political science and business administration) have participated in sponsored research through TechMRT. TechMRT’s major accomplishments during its operation as a research center are as follows: (a) TechMRT researchers completed over 70 externally funded research projects with total contract funds equal to $13,000,000, (b) 5 out of the above 70 projects received the Top Research Innovation Award by the Texas Department of Transportation. This award is based on the benefits gained from the research in terms of savings in taxpayer dollars, increased safety etc. (c) short courses and training programs were developed for the benefit of practicing professionals and taught by TechMRT faculty in all 25 TxDOT districts throughout the state, reaching over 2,000 state employees (d) 4 new graduate level courses were added to the transportation engineering curriculum by new faculty, (e) 4 new laboratories have been developed or are in the process of being developed, including a high-performance Asphalt Laboratory, a Traffic Engineering Laboratory, the Texas Water Research Laboratory and a Concrete Pavement Laboratory.
