104 This President's most crippling flaw is his apparent preference for being feared and catered to instead of trusted andreasoned with. The President's defensive unwillingness to hear input other than praise and agreement is his hamstringand led him to surround himself with a barricade of intimidated subordinates instead of a council of innovative change-makers. Honest and helpful differences of opinion have no way of getting to this President through his entrenchment ofcroneyism, which has spread power-mongering and outside grant-making (money-grubbing) as the only two modes ofsurvival-let alone success-at TSU. Any innovations that might attract and retain highly motivated students have very littlechance of getting through to the President for implementation, unless one happens upon an insider of his who is willing torisk putting it in front of him. Despite the barricade of lower-level administrators with which the President bars the facultyfrom access to him, he nevertheless makes statements about how the faculty should have fixed thegraduation/retention/low morale issues that only he and his Cabinet have the authority to mandate.

Theproper tools are not in place for enrollment staff to properly do their job, yet incompetent leaders are making extremelyhigh salaries while the "worker bees" are barely able to feed their families and have to make do with 20th century tools.

The Provost does not have a realistic opinion of the day-to-day running of the academic units. Because the deans are so afraid of him and of losing their jobs, they do notaccurately report the goings on in their units which keep the status quo of frustrated faculty, dissatisfied students andineffective administration. The provost routinely abuses his power, for example, when he bursts into a room and expectsthat all within should immediately stop in their tracks and cater to whatever whim he has in mind. Often he does not ask tobe helped but demands that it be so, often in the rudest tone imaginable. He seems to believe that the university is hisoffice and there is no work more important than catering to his needs. Also, his Executive Assistant, Ms. LaShanta Gill, isknown university-wide as one of the most ineffective and surly administrative professionals and yet continues to beemployed in that capacity even when there is a revolving door of receptionist/administrative assistants working in hisoffice. One feels as though they shouldn’t waste time learning their names as they are gone so quickly and are never ableto help anyway.

25 What can be said about the harried Associate Provost of Academic Affairs that hasn’t already been whispered aroundcampus? She spends so much time writing letters, producing policy and, proofing documents for the president andprovost (tasks that should be done by their respective admin staff) that she is barely able to focus on her on real work,whatever that is. Her primary responsibility of researching best practices for the university should actually be done byInstitutional Effectiveness. She is so busy doing everyone else’s job that her faculty stipend is being wasted as she hasno time to teach. Perhaps if she were to take advantage of her distinguished professorship position she would have theability to interact with faculty and students thus making her an empathetic and effective associate provost. One feels thather general attitude might also be improved, and she might speak more civilly to people, if she were not so consumedwith cleaning up after the provost and president. She employees several graduate student assistants to help with thismassive undertaking, however they are expected to work as fulltime staff thus undermining their academic abilities andpotential. She should employ full-time staff to do this full-time staff work. During instances of contacting the office of theassociate provost her assistant, Ms. Tiffany Vaughner is very efficient and responds in a timely manner, quite unlike theprovost’s executive assistant. More often than not, Ms. Vaughner is considerably more courteous, knowledgeable, andhelpful than Ms. Gill.

9 This institution is in need of strong, honest, and intelligent leadership. It has not had this, and the TSU mission isundermined by the people at the top. TSU needs an overhaul, or at the very least, TSU needs to terminate employeeswho cause trouble for TSU and the university's reputation. There are far too many unqualified people at TSU and it isdragging TSU down. The good people should be recognized, and the bad should be terminated. TSU owes this to itsstudents and to the State of Texas.

16 Unfortunately, Dr. Rudley has created for himself more trouble than he envisioned. I believe that his intentions may havebeen in the right place, but the underlying motives of those he brought along did not match. When the new administrationarrived they did not find us standing hopeless and without a future. What they found was a flourishing university, withstudents eager to learn and Faculty willing to train them and broaden their thinking capacity. What they found was athriving ground of "Excellence In Achievement". Our heads may have been bowed, but that was only because we are acommunity of great thinkers and we were thinking of our next big contribution to the world! Make no mistake about it,TSU will make it through!

17 It is advise that the administrators in leadership roles become active within the university. There should be individuals putin positions that are for the students and care about their well-being and success. For TSU to be a prestigous university,the students are not receiving a prestigous education and the faculty and administration has yet improved the graduationrate. Departments within the university are handing out grades and not students who are graduating are left withoutcareers because there is not enough staff, faculty, and administrators who have the passion for young black students tomeet the expectations of the world.

18 Administrators should treat faculty, staff & students with the highest respect and regard. Should not hire high-dollaradministrators and keep salaries of faculty and staff low to pay the administrators. Should not punish and/or terminatefaculty/staff unnecessarily. Should encourage, by example, all employees and students to work as a team to improveand advance the university. Should release information to faculty and staff instead of forwarding it through the deans andchairs (that do not reveal it).

29 The University's Board of Regents, the Office of General Counsel, the Office of Research, TSU Police Department, andthe Office of Internal Audit must start immediate and thorough investigations over the President's fraudulently andintentionally committing five million dollar university matching fund to NASA URC Program's renewal application in orderfor his personal political gains in 2008. The NASA URC Program's renewal application, which is a total mess now, wouldnot have been funded in 2008 if the president didn't make the 5-million dollar commitment to NASA, which he knows hehas no way to pay. Now the entire program is being scrutinized by NASA, including this very important 5-million dollarmatching fund commitment, which places the University in a very dangerous and embarrassing situation and clearlydemonstrates his complete incompetency in his position.

Also, their negotiation skills are pathetic and have gotten TSU on the hookfor financial obligations that were completely unnecessary (e.g., Tom Joyner HBCU's Online initiative). For these twomissteps alone, they should all be terminated.

Eliminate one stop registration and allow students to be adults as they are at every other college in theUnited States and register themselves; this puts a strain on staff because faculty are unwilling to advise and travel to thegym. Give appropriate raises to staff who have never had one. Look at departments that are under-staffed and increaseworkforce. Lessen departments that are over-staffed. Properly evaluate staff who are seeking promotion or transfer toother areas; or who are applying to become faculty but are overlooked because of co-existing relationships of hiringcommittees. Offer a staff assessor position of all programs on campus

Is it possible to get administrators who care aboutstudents--not graduating after 6,7,8, years with degrees that are not translatable into credible employment and non-minimal pay jobs? Enforce equitable pay raises not the current system of rewarding 'friends' and/or sycophants. Somefaculty pay (like this one) froze or declined in real terms even though the administration claims 'merit' faculty pay raiseswith some as high as 20+% and more new administrative staff hires. Put resources on faculty and teaching efforts so wecan do a credible job for graduates who can compete in the global employment market.

What is needed, at this point, is thecourage to dismiss tail-chasing, self-defeating arguments and the self-serving administrators who cannibalize TSU'sresources while making excuses for their own low performance. It is time to implement best practices borrowed as-isfrom more successful institutions, and to clear out lower-level administrators whose croneyistic practices beat downdynamic and productive faculty members who could make progressive, student-attracting and student-retaining policieswork. As for the gendered racism that has entrenched itself as effective policy in some departments: an environmentthat is dangerous for African American women faculty members is obviously also detrimental to the success of AfricanAmerican women students; token graduation rates will not save this university.
