Testing & Commissioning Procedures That Have Been Developed In-Line With International Requirements!

Doing it right first time requires skill, experience and

knowledge, all of which Forsspac have in-house.

Since Forsspac launching its Testing & Commissioning

department fifteen years ago, Forsspac have continually

invested in best-practice systems of work that adhere to

or surpass international standards.

To this end, Forsspac has achieved ISO 9001: 2008

certification, which underpins all of its business

activities. All of Forsspac’s Testing & Commissoning

procedures have been developed to meet the

standards of NEBB (National Engineering Balancing

Bureau) and BCXA (Building Commissioning Authority),

working to their philosophy and standards.

Physically witnessing tests is a core value for our business.

We believe that, unless our highly skilled Testing &

Commissioning team actually witness a test, the required

documents can’t be signed-off in good faith. By

employing Forsspac as a professional services provider,

the building owner gets the peace of mind that they are

seeking, knowing all of the buildings systems will function

as they were specified at the design stage.

Our in-house stock of calibrated equipment is the envy of

others and we are continually buying new equipment to

further increase our operational capabilities. For some

projects, and to conform to the building owners

requirements, it may be necessary to re-calibrate our

equipment to different standards or systems, e.g. NATA.

Forsspac believes in continuous development particularly when it comes to applying new technologies. All of our international site based staff now use hand held tablet devices to capture site information, pictures, test results etc.. This enables the information recorded to be sent back to our highly experienced head office team who will then process and issue all final reports including the compiled O&M manuals. This significantly reduces the number of staff required on site thereby reducing overall service delivery costs without compromising on speed or quality.Through the process of discovery we make ourselves aware of, and respond to, project / country specific technical requirements.

The Quality Assurance Plan Defines the Cornerstones of the Quality Control System, Enabling the Goals & Requirements of the Project to be Achieved!

Testing & Commissioning can be broken down into the

following key process steps.

Commissionability Study: This is the cornerstone for any

good Testing & Commissioning project. It is conducted

by our qualified and experienced staff using the available

design information and owners requirements. The study

looks for design, specification and installation issues that

would cause problems during Testing & Commissioning or

Testing, Adjusting & Balancing. It is also possible to predict

which systems can be commissioned and balanced, but

may still fail to meet the owners requirements.

Commissioning Plan: Sets out what is to be done and

when, it is in effect, a mini Project Management Plan.

The Commissioning Plan is the bible for the works that

need to be undertaken and defines all of the required

workflows and resources required. Reference is made to

the construction timing plan, required test packs and

management oversight.

Test Packs: These are set up at the start of the project

and define all of the Testing & Commissioning or Testing,

Adjusting & Balancing work that has to be undertaken.

Each Test Pack requires an associated Method Statement

to be agreed with the contractor carrying out the actual

test. Progress is tracked in real time against each Test

Pack,

looking at state-of-sign-off for Test Pack set-up,

pre-commissioning checks, actual test approvals and

punch list actions. Weekly Management reports are issued

for tracking purposes.

Integrated System Turnover (ISTO): Our proprietary

software system controls the commissioning plan and

test packs thereby allowing us to track the progress of all

aspects of the project. ISTO is linked to our proprietary

document control systems to ensure that we do not

miss any important communication either incoming or

outgoing that is related to the project.

Forsspac’s Engineers Verify that Method Statements are Correctly Applied, that Measuring Equipment is Calibrated and that Test Results are Coherent

Witnessing: The protocol is that the contractor signs

off the Test Pack and Method Statement and advises when the test is to be conducted. Forsspac’s

engineers attend the test on the date and time

requested, verify that the Method Statement is being

correctly applied, that the measurement equipment

is appropriate and calibrated and that the test results

are coherent. Forsspac’s engineers then sign the test

pack as

“witnessed” with any observations being noted.

Test Results Assessment: Test Packs that have been

witnessed are returned to the senior engineers for

assessment. This assessment looks at the results to see if they are consistent with the equipment specification

and the projected operating point of the system. Any

discrepancies are investigated. If there are no major issues

then the Test Pack will be signed off, this may be with or

without comments. If the Test Pack cannot be signed off

it will be sent back to the contractor with a punch list.

Testing, Adjusting & Balancing (TAB): Is undertaken

by the contractors to ensure that water and airflows are

within specification to provide the correct level of comfort

to the building’s occupiers.

Post Building Completion and Handover: Regular

visits are made over a 9 month period to verify that

systems are stable. This usually involves making additional

measurements for verification purposes as required for

example by LEED / BERDE.

Operation & Maintenance Manuals (O&M): These are

an essential part of Forsspac’s work output and form the

basis of the documentation required for staff training and

on-going building operation. Forsspac’s Commissioning

Plan and ISTO system require the necessary documents

to be collected progressively and complied into the O&M

manual. By using this process the O&M manuals are

completed as early as possible at the end of the project.

Tablets are used to collect all site data for onward transmission to the ISTO team, via a cloud based information management system, for report production, progress control / reporting.

Work started on this 234,892m2 project in 2011, in-line

with USGBC LEED requirements for the Commissioning

Authority (Forsspac) to be involved before construction

starts. The project was successfully concluded in 2014.

Forsspac was employed directly by SM Prime as their

representative on this project. Our scope included the

Design Study (Commissionability Study) and covered both

T&C and TAB witnessing.

Forsspac are now leading the post completion phase,

which includes Measurement & Verification which

will come to a close during 2015.

CASE STUDY:SM Aura, Global City, Manila (LEED project)

In 2009, Forsspac was appointed by Bridgebury Reality

Corporation to be the third party Commissioning

Authority on this 33 storey 80,000m2 Zueilig project.

The brief was to achieve the highest level of LEED

certification possible.The scope of works included the

Design Study (Commissionability Study) and covered

both T&C and TAB management and witnessing. The

post completion phase, which included Measurement &

Verification, was also completed.

This project was awarded the highest LEED certification of

“Platinum” in 2014.

CASE STUDY:Zueilig Building,Manila

Sureste, part of the Bloomsbury Group, appointed

Forsspac as the third party Testing & Commissioning

Managers in 2012. Forsspac’s role was to oversee the

commissioning of this complex hotel and casino

project. This project presented many technical

challenges that had to be overcome within the time-line

of the project.

Forsspac’s scope of works included the Commissionability

Study and covered both T&C and TAB management

and witnessing.

CASE STUDY:Solaire Casino / Hotel, Manila

A particular challenge on this project was the Management and Witnessing of the T&C activities during Phase 1a, Sky Hotel commmissioning, whilst ensuring no impact on the Phase 1 operations, Casino and Bay Hotel, which had previously been opened to the public.

In 2009, Forsspac was appointed by Belle Corporation to be the

third party Commissioning Authority on this prestigious 102,400m2 project.

Forsspac undertook a number of key roles on The City Of Dreams Casino Resort project which consists of 6 hotel towers, large general casino gaming floor, retail area, family fun facilities along with high class restaurants and other dining experiences.

Forsspac's primary role was that of overall Testing and Commissioning Management responsible for ensuring that all contractors & suppliers carried out thier own T&C Responsibilities in accordance with the project specific standards, specifications and local authority requirements, verifying and signing off MEPF works as fully commissioned and ready for handover. During the project Forsspac collated all the necessary documentation / as-built information into the final Operation and Maintenance Manual that they then handed over to the client upon completion of works.

CASE STUDY: City of Dreams, Manila

Soon after starting work on the project Forsspac's services were extended to include 3rd party QA/QC for all of the installed MEPF services; Design and development of the HVAC and extractions systems for the main kitchen facilities; Design and development of the site wide temporary electrical systems for use by the contractors.
