i Disclaimer i) The SHELAA document is an important component of the evidence base for the Test

Valley Local Development Framework (LDF). It seeks to identify and assess land available with housing and economic potential to inform future allocations for housing and employment. The Council is required to carry out, maintain and update its SHELAAs.

ii) The key points that should be acknowledged when referring to this document are:

The SHELAA only identifies sites with development potential, it does not allocate sites.

The SHELAA is based on the most up to date information available (supplied and researched) at the time of the document’s preparation. Therefore factors may be subject to change over time and may have an effect on any site. The may include (but are not limited to):

o Site boundaries o Assessment information o Constraint may be mitigated/overcome or additional factors may be

identified o Likely development timescales may be subject to change o Site capacity or densities may be subject to change as additional

The inclusion of a site within this document does not imply that the Council would necessarily grant planning permission for residential or employment use.

The inclusion of a site within the document does not preclude them for being developed for other uses.

The sites which are considered to have potential for strategic housing allocation would be assessed separately in a Sustainability Appraisal before policy decisions are made in the Local Plan.

SHELAA sites have not been ranked or discounted for existing constraints or potential delivery delays. The most appropriate development sites given the balance of constraints will be assessed separately in a Sustainability Appraisal before policy decisions are made in the Local Plan.

Summary

The site is located within the countryside on the edge of the settlement boundary of Valley Park. The site is located within the Southampton - Eastleigh Local Gap. There are existing dwellings to the north and east of the site and a public right of way to the west, a small tertiary river runs through the site. There are local amenities within walking distance; as well as a bus stop on Templars Way which runs along the eastern boundary of the site. There is potential for a site entrance off of Castle Lane. This allows access to North Baddesley and other settlement further afield to the west, Chandlers Ford and Eastleigh to the south east via Templars Way and Valley Park to the north via Knightwood Road. The site is available and promoted for development by the land owner, but to date has had no interest from developers. Development of 180-220 dwellings (at 29-35dph) is proposed within 5 years.

Summary

The site is located within the countryside on the southern edge of the settlement of Valley Park. The site lies within the Southampton - Eastleigh Local Gap. There are existing dwellings to the north and east of the site and Hampshire Corporate Park is also to the east of the site. There are local amenities within walking distance; as well as a bus stop close to the site located on Templars Way. Proposed access to the site is through the Hampshire Corporate Park onto Bournemouth Road or Templars way. Both would allow access to settlements such as Valley Park, North Baddesley, Chandlers Ford, Eastleigh and Southampton, as well as the M3 & M27 motorways and other transport links. There are overhead powerlines crossing the site from east to west and high pressure gas mains run along its western and southern edges. The site is available and promoted for development by the land owner, and there is interest from a developer. Development of 700 dwellings (at 18dph) is proposed within 5 years.

Summary

The site is located within the countryside within the Local Gap (Policy E3) between the settlements of North Baddesley and Chilworth. There are TPO areas, designated ancient woodland and a SINC immediately north of the site. Two sets of overhead powerlines, including two pylon towers cross the site from east to west. There are existing dwellings to the north and east of the site and a public right of way to the west. There are amenities within walking distance in North Baddesley; as well as a bus stop to the south of the site located closer to Chilworth old village. The site entrance is off of the A27 allowing easy access to North Baddesley and Romsey to the west and Chilworth, Southampton and the M3 motorway to the east. The site is available and promoted for development by the land owner, but to date has had no interest from developers. Development of 500 dwellings (at 18dph) is proposed within 5 to 10 years.

Summary

The site is located within the countryside in a secluded, wooded area outside of Chilworth. The site is bordered to the south, east and west by a SINC. A high pressure gas main runs along the western edge of the site. There is an existing dwelling to the south east of the site and a public right of way to the west. There are no local amenities or public transport links within walking distance of the site. The site would be accessed via a shared drive connecting to Chilworth Drove to the north. Chilworth Drove allows for access to the remainder of Chilworth as well as the A27 which leads to North Baddesley and Romsey in the west and Southampton and a junction for the M3 motorway to the east. The site is available and promoted for development by the land owner, but to date has had no interest from developers. Development of 5 dwellings (at 5dph) is proposed within 5 years.

Summary

The site is located within the countryside on the edge of the settlement of Chilworth. The site lies immediately adjacent to the University of Southampton Science Park allocation (Policy LE1). There are existing dwellings to the south and east of the site the Science Park is to the west and there is a hotel to the north. The entire site is covered by a TPO order. High Pressure Gas Main (X440511801001415) runs through the site from north to south. There are few local amenities within walking distance; however there is a bus stop close to the site located on Chilworth Road. The site entrance is off the A27 which grants access to North Baddesley and Romsey to the west and Southampton and the M3 motorway to the east. The site is available and promoted for development by the land owner, but to date has had no interest from developers. Development of 2000sqm of employment floorspace is proposed within 5 years.

Summary

The site is located within the countryside on the edge of the village of Chilworth. The site lies immediately adjacent to the Ancient woodland to the north and the M27 motorway to the south. The woodland to the north is classified as a Site of Important Nature Conservation (SINC) and also allocated as Forest Park under policy LHW3. Summary

The site is located within the countryside within the North Baddesley - Valley Park Local Gap. The site lies within the Site of Important Nature Conservation - SU40902010 and is also designated as Ancient Woodland. There are existing dwellings to the east of the site and a public right of way runs through the north of the site. There are local amenities within walking distance; as well as bus stops close to the site along Castle Lane. High Pressure Gas Mains: X441011951001425 runs through the site from north to south. The site entrance has not been specified by the applicant but would most likely be off of Castle Lane to the south of the site. This leads towards Valley Park, Chandlers Ford and Easleigh to the east and North Baddesley on towards Romsey to the west. Summary

The site is located within the countryside on the edge of the settlement boundary of North Baddesley. The site has two rows of electricity pylons running through it from east to west. There are existing dwellings to the north of the site within North Baddesley. There are local amenities within walking distance; and there are bus stops on Rownhams Lane running along the eastern edge of the site. There is the potential for the site entrance to be located along How Lane, Rownhams lane or both. This allows access to the rest of North Baddesley and settlements beyond including Romsey to the north as well as Nursling, Rownhams and Southampton to the south. The site is available and promoted for development by the land owner, and there is interest from a developer. Development of 350 dwellings (at 37dph) is proposed within 5 years.

Summary

The site is located within the countryside on the outskirts of the settlement of North Baddesley. The site is covered by a number of Sites of Importance Nature Conservation. The settlement boundary of North Baddesley is to the north of the site and the Kingfisher Business Park is located to the south west. There are local amenities within walking distance within North Baddesley; as well as bus stops close to the site located on Rownhams Lane. The site would be situated along Rownhams Lane, this grants access to North Baddesley and other settlements such as Romsey and Eastliegh to the north and Rownhams and Southampton to the south. The site is available and promoted for development by the land owner, but to date has had no interest from developers. No information has been supplied by the applicant with regards to proposals for development. The Council estimates 435 dwellings at 25dph

Summary

The site is located within the countryside on the edge of the settlement of Nursling. There are some existing dwellings to the south and east of the site, there are also some employment sites to the south and east of the site and a public house to the south. A public right of way begins from the west of the site under the motorway. The site is bordered to the north by the M27 motorway and to the west by the M27 (Junction 3). There are local amenities within walking distance; as well as a bus stop within walking distance located on Romsey Road. The site entrance is located at the end of Nursling Street which runs east towards Nursling and Rownhams. It joins up to the A3057 Romsey Road which leads into Southampton to the south and towards Romsey in the north. The site is available and is being promoted for development by the land owner; there is interest from a developer. Development of 30 dwellings (at 30dph) is proposed within 5 years.

Summary

The site is located within the countryside to the east of the village of Rownhams. The site lies immediately adjacent to and is also partially covered by a number of TPO areas, Sites of Importance Nature Conservation and ancient woodland. Parts of this are also allocated as Forest Park under policy LHW3. There are currently no existing dwellings surrounding the site application 14/00726/OUTS granted permission for 320 dwellings and 60 care units to the west of the site. This site was included within this application, however was earmarked for public open space and paddocks. A public right of way runs along the northern boundary. There are no local amenities within walking distance; however there is a bus stop close to the site located on Rownhams Lane. The site would be accessed through the pending development which would be accessed by Rownhams Lane linking the site to Rownhams and North Baddesley as well as Southampton and Romsey further afield. The site is available and promoted for development by the land owner, and there is interest from a developer. Development of 300 dwellings (at 33dph) is proposed within 10 years.

Summary

The site is located within the settlement boundary of Romsey. The site is located within the Romsey Conservation Area. The most northern point of the site comes into close proximity to Park House which is a Listed Building. There are existing dwellings to the east of the site, Crosfield Hall to the south and an Aldi supermarket to the west. There are local amenities within the town centre within walking distance; as well as Romsey Bus and Railway Stations close to the site. The entrance for the site entrance would be off of Broadwater Road which allows for access into the centre of Romsey. It also adjoins Bypass Road which leads to the A27, A3090 and A3057 access to the north, south east and west of Romsey. The site is available and promoted for development by the land owner, but to date has had no interest from developers. Development of 10 dwellings is proposed within 5 years.

Summary

The site is located within the countryside on the outskirts of Romsey. The site lies immediately adjacent to a Site of Important Nature Conservation (SINC). There are existing dwellings to the north and south of the site; and the Belbins Business Park strategic employment site is to the east. There is a public right of way running along the south of the site. There are no local amenities within walking distance; and no access to public transport to or from the site. The site entrance would be from Cupernham Lane which would grant access to Romsey to the south. The site is available and promoted for development by the land owner, and there is interest from a developer. Development of 30 dwellings (at 12dph) is proposed within 5 years.

Summary

The site is located within the countryside to the south of Romsey. The site is bordered by TPO areas and a Site of Important Nature Conservation (SINC) SU32801880. There are existing dwellings to the north and south of the site entrance along Gardeners Lane. A public right of way runs along the same route as Gardeners Lane. There are no local amenities within walking distance; and there is no access to public transport to or from the development site. The site entrance along Gardeners Lane is within easy reach of the A3090 to the south east, this grants access to Romsey in the north and Ower in the south. Gardeners Lane also meets up with the A27 north of the site. The site is available and promoted for development by the land owner, but to date has had no interest from developers. Development of 5-10 dwellings (at 4-7dph) is proposed within 5 years.

There are existing dwellings to the north and east of the site. There is a railway line immediately to the south of the site. Southern Water sewer passes through the southern half of the site. There are no local amenities within walking distance; however there is a bus stop within walking distance of the site on Winchester Road. The site entrance is along Crampmoor Lane, this joins up to the A3090 which allows direct access to Romsey in the west and Ampfield and Winchester in the east. The site is currently unavailable, but is promoted for development by the land owner, but to date has had no interest from developers. Summary

The site is located within the countryside on the edge of the settlement boundary of Romsey. There are existing dwellings to the north and west of the site and a school to the east. The site is immediately adjacent to SINC: Site Of Important Nature Conservation - SU38102210 Overhead powerlines run through the site from north to south. The site is on a hill with the north of the site falling within flood zones 2 and 3; the area proposed for development is outside of flood zone areas. There are few local amenities within walking distance; however there is a bus stop close to the site located on Halterworth Lane. The site entrance would come off of Highwood Lane. The rest of Romsey including the town centre is very accessible from this location. This route also leads to the A27 to the south for access to North Baddesley and Southampton and to the A3090 in the north via Halterworth Lane which eventually leads to Winchester. The site is available and promoted for development by the land owner, and there is interest from a developer. Development of 155 dwellings (at 21dph) is proposed within 10 years.

Summary

The site is located within the countryside on the outskirts of Romsey. The site is entirely covered by a TPO. There are existing dwellings to the south of the site and the Belbins business Park is to the east on the other side of Cupernham lane. There are few local amenities within walking distance; and there is no access to public transport to or from the site. The site is located within the countryside on the outskirts of Romsey. The site lies immediately adjacent to the Barge Canal SSSI and Fishlake Meadows (Site of Important Nature Conservation - SU35732266). Summary

The site is located within the countryside on the western boundary of Romsey. The site is surrounded on the eastern and western boundaries by water and falls within flood zones 2 and 3. There are existing dwellings to the north, south and east of the site and a public right of way runs along the northern and western boundaries. There are many local amenities in Romsey within walking distance of the site; including access to public transport. Access to the site is via Hollman Drive; from here the town centre is within easy access. Destinations further afield such as Andover, Salisbury and Southampton are also within easy reach by road and public transport. The site is not currently available but is promoted for development by the land owner, but to date has had no interest from developers. Development of 15-18 dwellings (at 25-30dph) is proposed within 10 years.

Summary

Summary

The site is located within the countryside on the outskirts of Romsey. The site is partially covered by TPO areas. There are existing dwellings to the north, south and east of the site; however the Oxlease Meadows development is also under construction to the south west. There are few local amenities within walking distance; and no access to public transport to or from the site. A southern water sewer and electricity pylons run through the site from east to west. The site entrance would be off of Cupernham Lane, this would grant access to Romsey to the south of the site. The site is available and promoted for development by the land owner, and there is interest from a developer. Development of 94 dwellings (at 22dph) is proposed within 5 years. There is outline planning permission for 40 dwellings under application number 15/01832/OUTS.

Summary

The site is located within the settlement boundary of Romsey. The site is currently used as a football ground and is therefore classified as public open space (see policy LHW1) There are a number of TPO areas surrounding the site. There are no existing dwellings immediately adjacent to the site, but there is a public right of way running along the western boundary of the site. There are local amenities within walking distance including the Rapids and Romsey Sports and tennis Centre to the south of the site. In addition to this Romsey has a bus station and railway station which are also within walking distance of the site. The site entrance is off of Bypass Road which grants access to the centre of Romsey and the A3090 and A27. Summary

The site is located within the countryside on the outskirts of Romsey. The site lies adjacent to Embley Park Historic Park and Garden allocation to the west, and a Site of Important Nature Conservation (SINC SU33802030) to the north. High pressure gas mains run along the eastern and southern boundaries. There are existing dwellings to the east and west of the site including some listed buildings. The site is located within the countryside on the edge of the settlement boundary of Romsey. There are existing dwellings to the north and east of the site. There is a railway line immediately to the south of the site. Southern Water sewer passes through the southern half of the site. Summary

The majority of the site is located within the countryside on the edge of the Romsey, however a small proportion of the site lies within the settlement boundary this will allow access to the site from Braishfield Road. There are existing dwellings to the south and west of the site and the Ganger Farm development is currently under construction to the east. There are local amenities within walking distance; as well as a bus stop close to the site located on Braishfield Road. The site entrance is located along Braishield Road which runs south into Romsey via the Abbottsford development and north into Braishfield past the Hilliers Arboretum. Just north of the site Sandy Lane heads west towards the A3057 and Jermyns Lane east towards the A3090. The site is available and is being promoted for development by the land owner; there is interest from a developer. Development of 40-50 dwellings (at 22-28ph) is proposed within 10 years. Permission for the erection of 46 dwellings was granted at appeal, under APP/C1760/W/17/3170081.
