Glossary for the Rules of the Swiss Electricity Market

The Transmission Code is a regulatory mechanism that defines the technical and organisational principles governing the Swiss transmission system and sets out minimum requirements for its operation and use. The Transmission Code describes the tasks and functions of the involved parties and governs the interfaces between swissgrid and the relevant market players. The provisions of the Transmission Code concern the relationship between swissgrid and distribution system operators, electricity generators, end consumers and other electricity market players.

Glossary
(n-1) criterion: Principle which, if complied with ensures secure grid operation in the event of failure or outage of any individual system component.
(n-1) secure: Means that the status of a grid satisfies the (n-1) criterion.
(n-1) security: see (n-1) secure
1:1 nomination: Deliveries of electrical energy over control area borders between two balance groups with the same EIC. The schedules are usually submitted to the respective transmission system operators by the same Balance Group Manager. In- and out-party are identical in the schedule time series.
Redirect for own use: Means that a generating unit which has been suddenly disconnected from the grid has an operational status in which it is available for reconnecting to the grid without significant delay. The generating unit switches from grid operational status to a disconnected status in which electricity can only be provided for auxiliary functions of the generating unit itself or for other power plant equipment.
Delivery direction: Direction of energy flow in which electricity is delivered.
Reading constants: Factors by which meter values need to be multiplied.
Reading procedure: Reading method, remote reading or on-site recording.
Reading: Recording of measurement data, either manually using meters on-site or using data link equipment.
Billing unit: Virtual grouping for billing purposes of the following balance group types by the same Balance Group Manager, including:
just one standard balance group,
an optional CHF-15 balance group,
an optional control balance group.
Metering data for billing purposes: Metering data or default values used for billing purposes.
Waste heat: Based on current technology, unavoidable heat losses resulting from energy conversion or chemical processes (e.g. refuse incineration plants), excluding heat produced in plants where the primary objective is the combined generation of electrical and thermal energy.
Margin of error: Tolerated deviation of a measured value from the ideal value.
Branching point: Branch tee in the ground, above-ground coupling, branch terminals on overhead power lines.
Acknowledgement message/report: Confirmation of receipt in which the party receiving the data informs the sender of the data whether or not the data transmission and the formal data check has been successful.
Aggregate: Addition of multiple values to create a new value in accordance with predefined rules.
Player: Natural person or legal entity that participates in the Swiss electricity market and assumes one or more roles.
Player ID: see EIC Code
General conditions for grid connection and usage: General conditions of a grid operator for the setting-up of grid connections and grid usage, which are binding for all grid users. In the case of local distribution systems, the distribution system operator can offer grid connection or usage solely on the basis of these «General conditions for grid connection and usage», i.e. without the need for a separate grid connection or grid usage contract.

General balance group regulations: General regulations relating to balance group management, the latest version of which is published and forms an integral part of the balance group contract.
Allocation procedure: Procedure for allocating capacity rights as part of congestion management.
Allocated transmission capacity: The total amount of transmission capacity issued/allocated via auctions.
System operator: Collective term for transmission system operator (TSO), distribution system operator (DSO), customer system operator (CSO) and grid system operator (GSO). The system operator is responsible for operation of the respective power plant.
System owner: Collective term for transmission system owner (TSOW), distribution system owner (DSOW), customer system owner (CSOW) and power plant owner (PPOW).
Anomaly report: Notification to the balance group manager that his schedule message contains errors (including a list of the errors).
Connection fee: Made up of grid connection charge and contribution to grid costs. It covers expenses for the technical connection of the customer system and a share of grid usage.
Authorised grid user: Landowners, persons with building rights (or their legal representatives) and grid operators.
Installed load: The input or output power (rated power) guaranteed by the grid operator at the grid connection.
Connection point: Refers to
the location at which the grid user is connected to the grid,
the border marking the division of responsibility between the grid operators on the one hand and grid users on the other,
the interface for energy exchange.
Connection point model: Model for calculating grid usage charges at the connection points.
Approbation: State-recognised calibration of measuring devices.
Working day: Any day other than Saturday, Sunday and public holidays defined for specific processes.
Operating availability Ratio of available energy to theoretically possible energy in the reporting range.
Auction rules: Rules agreed with the auction partner for holding an auction and subsequent use of the capacity rights acquired. These form the basis for participation in the auction.
Auction participant: Balance Group Manager who has agreed to the auction rules by signing the declaration in the annex to the auction rules and is thus entitled to participate in the auctions.
Failure: Random, disturbance-related transition of a component (grid operations resource, generating unit) to an unplanned state.
Zero balance position: Applies to a billing unit if within a particular time unit the sum of scheduled feed-ins and generator meter values is the same as the sum of scheduled withdrawals and usage meter values. These four values cancel each other out to produce a zero balance.
Balance energy: Volume of electricity required for each billing unit to balance the difference between the effective import (or delivery) according to metered values and the import (or delivery) according to the schedule for a particular time unit in order to create a zero balance billing unit for the Swiss control area.
Readout: see Reading; NB.: The term “reading” should generally be used
Outflow model: The grid usage model for the Swiss transmission and distribution system is an outflow model. This means that the grid usage charge is levied independently of transaction and contract path. All grid usage charges are borne by the end customers.

Outflow: Physical withdrawal of electrical energy and power at predefined points on the grid.
Exchange program: Active power per agreed time unit exchanged between two control areas.
Automatic Generation Control (AGC): A device which automatically adjusts the generated value in accordance with the exchange program including frequency deviations. The AGC is a combination of secondary control for a control area or control block and real-time operation of the generation dispatch function (based on the generation schedule). Secondary control is operated by the TSO while generation scheduling is run by the respective generators.
Balancing concept, balance management concept: Document describing the general rules for balance management in the Swiss electricity market.
Basic meter: Metering point with auxiliary devices.
Provisioning: Procedure enabling a supplier to deliver energy to an end consumer via the local distribution company. The local distribution company invoices the supplier and not the consumer.
Authorised customer: Market player who is entitled to access the grid in accordance with the legal provisions.
Authorised party: see Authorised customer
Already Allocated Capacity (AAC): The total allocated transmission rights, either capacity or exchange programs depending on the allocation methods.
Operational measurement and metering: The recording of measurement and metering data for operational management activities (not billing).
Operating resources: Equipment, components, installations, etc., which contain or carry power lines or are part thereof.
Operating voltage: Voltage available between the external conductors or the external conductor and the neutral conductor (neutral conductor) of an electrical power plant in the uninterrupted operating state at a particular time at a particular place.
Operating agreement: Agreement between a grid operator and a grid user with regard to the operational regulations at a grid connection, also called operating regulations.
Power entitlement: Power at the interface or connection point agreed with the grid operator. The power entitlement is usually smaller or equal to the connection power.
Reference voltage: Operating voltage at the connection point.
Balance group model: Market model in which all energy business is transacted via balance groups in order to ensure a balance in the electricity grid between energy consumption and generation. All metering points must be assigned to a balance group.
Balance group-specific (aggregate): Simultaneous aggregation of time series for each balance group and time interval.
Balance group manager (BGM): Natural person or legal entity responsible for at least one balance group (BG) vis-à-vis the TSO and all other market players. The BGM is responsible in particular for the timely transfer of schedules and for ensuring a zero-energy balance of its billing units.
Balance group contract: Contract between the transmission system operator and the balance group manager.
Balance management: All the technical, organisational and billing-related measures for maintaining an energy and power balance in the synchronous electricity system. This includes, in particular, schedule management, meter data management and balance compensation management.
Balance management concept: Document describing the rules for balance management in the Swiss electricity market.

Reactive energy: Electrical energy required to create electrical or magnetic fields; used for maintaining voltage stability during grid operation.
Reactive energy compensation: Action by the grid operator to maintain the reactive energy budget.
Reactive power: Electrical power required to create electrical or magnetic fields.
Reactive power supply:
mandatory: basic requirement for generators that must be met at all operating points.
extra-mandatory: scope that goes beyond the basic requirement and is usually remunerated as a separate additional ancillary service.
Credit rating: Evaluation of the commercial and financial situation of a market player under corporate law.
Obligation: A service (e.g. provision of measurement data) which must be performed without the recipient having to request the service.
Business document: Representation of a message required for completing a process step. A business document is made up of core components and is represented as a class diagram.
CH-15 balance group (CH-15 BG): Balance group for the short-term management of energy supplies within the Swiss control area.
Confirmation report (CNF): Message confirming the schedule time series as provisional (intermediate ICNF) or definitive (final FCNF).
Contracting: Planning, execution, financing and possibly operation of plants by a third party.
Control Area Exchange (CAX): Control area-specific schedule submitted by the transmission system operator to the control block operator.
Control Area Schedule (CAS): Balance group-specific schedule message exchanged between two transmission system operators for coordinating balance group schedules involving multiple control areas.
Control Block Schedule (CBS): Schedule message exchanged between control block operators (CBSb) or between control block operator and the Coordination Centre (CBSm) for coordinating control areas.
Coordination Centre Total (CCT): Schedule message exchanged between Coordination Centre North and Coordination Centre South for coordinating schedules involving multiple coordination centres.
Core components: Core elements (individual classes) needed to create a business document.
Data aggregation: Sum of separate, simultaneous data.
Data interchange: Exchange of data based on a predefined format and procedure.
Data plausibility check: Check to ensure that data are complete and correct.
Data transmission: (Electronic) transmission of data.
Day-ahead schedule message: Submission of a schedule no later than 14:30 on the day before execution.
Distribution code (DC): Principal VSE document setting out the technical and operational rules for distribution systems.
Double tariff: Switching between and billing two separate tariffs depending on the time of day
Grid utilisation: Transmission of electricity over one or more networks including transits.
Real-time measurement: Measurement which generates the current measured value.
EIC code: Unique identification code for a market player or area issued by one of the issuing offices designated by the ETSO.

Power for own requirements: Energy from a generating unit to cover its own requirements.
Auto-generator: Natural person or legal entity which produces electricity for its own consumption. Generation and consumption sites must form a regional and economic unit.
Auto-generation: see Auto-generator
Power for own consumption: s. Power for own requirements
Feed-in and feed-out points: Points on the grid where an energy flow is recorded using a suitable measuring instrument. see Metering point.
Settlement deadline: Time at which schedule coordination is complete, as defined by market rules. After this time, schedule differences can no longer be corrected by the balance group manager.
Feed-in profile: Measured time series of the energy flow from the generating unit to the grid.
Injector: see Generator
Feed-in: Physical supply of electrical energy or provision of power to a grid at the connection point (cf. outflow)
Electricity grid: System comprising numerous lines and the necessary auxiliary systems for the transmission and distribution of electricity. Electricity lines extending over a small area, such as on an industrial site or inside a building, do not constitute an electricity grid.
Electricity system: System comprising electricity networks and the electrical systems and operating resources connected to it.
Electricity supply company (ESP): Private or public-sector electricity company which is does not exclusively operate in the area of generation or transmission.
Electricity meter: see Meter
End customer: see End consumer
End consumption: Conversion of electricity into another form of energy such as light, power, heat, etc. …
End consumer: Customers that purchase electricity for their own consumption. This does not include the electricity purchased for a power plant's own requirements and to drive the pumps in a pumped storage power plants.
End consumer: Market player who draws power and energy from the grid for end consumption (outflow).
Energy trading: Buying and selling of electricity.
Power supply contract: Governs the energy supply relationships between market players.
Energy meter: see Meter
Congestion: The actual or imminent exceeding of limits in the electrical system or operating resources or a violation of the (n-1) security principle caused by power flows.
Congestion management: Ensures that secure grid operations can be maintained by means of preventive (e.g. NTC provisions, capacity auctions) and operational measures (e.g. redispatch, reductions).
Withdrawal point: Predefined point in the grid where electrical energy or electrical power is withdrawn.
Supplementary energy: Difference between the total energy consumption of a customer and its scheduled energy consumption. See also Open contract.
Supplementary supply: see Supplementary energy
Renewable energies: Hydropower, solar energy, geothermal energy, ambient heat, wind energy and energy from biomass and biomass waste.

Substitute value: A plausible value used in place of a missing or implausible, real value.
Generator, independent: See Independent generator
Generator: Natural person or legal entity which is the owner of one or more power plants or shared power plants.
Generation: s. Generating unit
Generating unit: Unit for generating active and reactive power or active and reactive energy for feeding into the grid. The generating unit is the electricity-producing equipment of a power plant, which can be defined according to certain criteria, e.g. a block-unit power plant, a generation set, a cogeneration unit, a power plant level, an entire cascade power plant or similar. One important criterion is the geographical cohesion of the plant, which is why a generating unit should normally feed into the grid at one grid node or similar.

ETSO role model: Role model published by ETSO.
Explicit auction: In explicit auctions the grid user purchases the right to use a specific amount of transmission capacity of a congested line for a specific period of time. The auctioning of capacities is independent of energy trading transactions.
External schedule time series: Schedule time series used for managing external trades.
External trade: Exchange of electricity between a balance group in the Swiss control area and a balance group in a neighbouring control area. Trades are transacted through the submission of schedule messages with external schedule time series.
Schedule: Time series agreed in average output values for the delivery or consumption of electricity over a specific period.
Schedule coordination: Check to determine whether the schedule time series of a schedule message agrees with the associated schedule time series of the counterpart schedule message.
Schedule message: Message from one ESS player to another. It basically consists of one or more schedule time series, whereby a distinction is made between various message types such as TPS, CAS, CAX and CBS, etc.
Schedule difference: Difference between the individual schedule time series of a schedule message and the associated schedule time series of the counterpart schedule message for each schedule time unit.
Schedule difference rule: Procedure used by transmission system operators for correcting schedule differences.
Schedule management: Actions involved in the management of energy schedules such as identifying players, determining schedules, notifying and validating schedules, etc.
Schedule reduction/curtailment: Reduction in scheduled capacity or energy delivery.
Schedule day: Day on which the schedule is executed.
Schedule value: Individual power value of a schedule based on the schedule time unit.
Schedule time unit: Period of time (usually 15 minutes) which is assigned a power value.
Schedule time series: A series of values which, for a schedule time series of 15 minutes, comprises 96 schedule time units per calendar day (with the exception of summer and winter time changeover). It contains information about the balance group managers involved (in party, out party) and the control areas involved (in area, out area).

Final Confirmation Report (FCNF): Confirmation of the selected schedule time series to the sender of the schedule message. The values contained in the final confirmation are relevant for billing.
Force majeure: Unforeseen and unavoidable event caused by unpreventable external forces.
Frequency maintenance: Measures for maintaining the grid frequency within specific limits so as to guarantee secure operation of the grid.
Compromised grid status: All directly connected grid users can be supplied, but
a. limits defined in the «Detailed Technical Grid Documentation»1 cannot be maintained, or
b. the (n-1) security criterion cannot be met, or
c. sufficient reactive power and transmission capacity is not available.
Counterpart schedule message: Schedule message whose schedule time series are synchronised with the schedule time series of another schedule message.
Accuracy class: Definition of the accuracy of measuring equipment.
General disturbance: Disturbance leading to a total loss of power on the Swiss transmission system.
Disrupted grid status: Situation in which not all directly connected grid users are able to use the grid.
Disruption value: Value indicated by the metering equipment, i.e. recognised as implausible during processing.
G components: Portion of the grid usage charge or compensation charged or credited to generating units.
Limit violation: This occurs when a permitted value range is exceeded by the observed electricity volume.
General coverage: Amount of coverage provided by a medium-voltage power grid, e.g. within a building zone or the coverage area of a substation.
Major Disturbance: Disturbance resulting in voltage collapse on large sections of the Swiss transmission system.
Landowner: Natural person or legal entity which owns a site, or property and assets containing electrical installations which are connected to the grid.
General generator: Comes under the role of Generator. The general generator is assigned unassigned generating units if these are not intended to be disconnected from the grid following regular assignment to a balance group. The grid operator nominates a general generator for its grid.
General supplier: Comes under the role of Supplier. The general supplier is assigned unassigned end consumers if these are not intended to be disconnected from the grid following irregular assignment to a balance group. The general supplier is also responsible for supplying fixed end consumers (in accordance with the Energy Supply Act). The grid operator nominates a general supplier for its grid.
Trader: Natural person or legal entity which purchases electricity for resale purposes. The trader is not assigned metering points.
Main reading, Main meter: Meter which provides measurement data, generally for billing purposes.
Peak load procedure: Procedure for spreading power costs between different groups. The key factor for cost reallocation is the individual peak load for a group within a specific time period.
Act of god: see Force majeure

Imbalance settlement responsible party (from ETSO role model): Responsible for calculating balance energy.
Implicit auction: With implicit auctions, capacity is assigned in the event of congestion in direct correlation to the underlying transactions.
In area: Grid area which imports electrical energy.
In party: A player which imports electrical energy.
Island operation capability: Ability to supply a grid area that is disconnected from the synchronous grid over an extended period of time autonomously with the aid of a generating unit in order to maintain operation within the permitted operating parameters.
Inter TSO Compensation mechanism (ITC): Compensation mechanism between participating TSOs for grid usage costs associated with cross-border supplies of electricity.
Intermediate Confirmation Report (ICNF): Provisional confirmation sent to the sender (balance group manager) of a schedule message following schedule coordination and application of schedule difference rules, if applicable.
Internal schedule time series: Schedule time series used for transacting trades within Switzerland.
Internal Trade: Exchange of electrical energy within the same control area between two balance groups operated by the same or different balance group managers. Trade is managed by means of schedule messages with CH-internal schedule time series.
Intra-day schedule submission: Submission and execution of a schedule message on completion of the day-ahead schedule process, or on the same day.
Annual consumption: Total electrical energy procured and generated by the end consumer per year.
Capacity: The maximum capacity of generating or transmission systems or other electrical systems expressed in megawatts [MW] for active power or megavolt amperes [Mvar] for reactive power.
Capacity right: Right of use relating to transmission capacity in the transmission system, allocated by means of an allocation procedure.
Small-scale consumer: Power consumer with small energy and power requirements. The distribution system operator can set the limits for small-, medium- or large-scale consumers in its grid.
Control block (CB): Comprises one or more control areas and operates its load-frequency controls with respect to the other control blocks of the synchronous grid system. A control block
is able to maintain the complete exchange program with all other control blocks of the grid system;
works with the other control blocks to restore the frequency to its target value following a disturbance;
is responsible for billing in its control area;
is not responsible for the primary control of the whole block. This remains the responsibility of the control zones within the block.
Control reading: Second meter at the same metering point as the main reading. The measurement data are used to check the measurement data of the main reading or to create substitute values.
Coordination Centre (CC): Responsible for the acceptance and validation of exchange programs between the control blocks and for accepting the meter data for the interconnecting lines between the control blocks for the purpose of calculating the unintentional deviation and the resulting compensation program for balancing the unintentional deviation. These duties are performed by the coordination centres «UCTE North» (RWE in Brauweiler) and «UCTE South» (swissgrid in Laufenburg).

Cost reallocation: Method for allocating grid costs to one of the two cost centres «end consumer on a grid level» or «downstream grid level» based on the respective energy and power values.
Cost allocation: Method for allocating the costs of the Swiss transmission system operator to all grid operators within the Swiss control area.
Power plant: Facility for providing electrical power and generating electrical energy, comprising one or more generating units.
Power Plant Operator (PPO): Natural person or legal entity designated as the power plant operator by one or more generators and responsible for the operation of a power plant.
Customer systems: Technical facilities owned by a grid user.
Short disruption: Temporary disconnection of an overhead transmission line for the purpose of fault rectification.
Load shedding: Automatic or manual emergency measure for preventing a total collapse of the grid.
Load profile: Energy time series determined by integrating the power for each billing period. see Feed-in profile
Load management: Management of interruptible consumer installations by the grid operator.
Load frequency control: see Secondary control
Peak demand: Maximum mean power consumed per registration period within a meter reading period (individual ¼ h or 1 h value for load profiles, individual value in the case of peak power meters).
Power reserve: Contractually agreed power capacity available for balancing load fluctuations in the transmission system.
Grid-based energies: Electricity, gas, district heating
Supplier: Provider of electricity to at least one end consumer. The supplier must be assigned the metering points of the end consumers it supplies.
Supplier-specific (aggregate): Sum of measured values compiled by the grid operator from all the individual meters allocated to a supplier.
Change of supplier: Change of energy supplier by the end consumer.
Property owner: see Landowner; NB.: Property owners are considered landowners according to building and planning law.
L components: Portion of grid usage charges or compensation charged to or credited to end consumers.
Local distribution system: Distribution system with an operating voltage of up to 1 kV.
Market player: Market participants who use the transmission or distribution system for the purpose of exchanging electricity.
Market output: Generation and supply of electrical energy and power and all other services made freely available on the market.

Merit Order List (MOL): List of bidders for electrical energy and power, sorted in order of merit according to a predefined procedure.

Central European Time (CET): The time zone which applies to Germany, Austria and Switzerland, among others.
Medium-voltage installation: Electrical installation comprising several panels with circuit breakers, disconnectors, fuses, etc. The fields are connected via one or more busbars. Operating voltages greater than 1 kV to 36 kV.
Month: Calendar month.
Downstream grid: Grid belonging to a grid operator which is fed from a higher-level grid or one on the same level (transmission or distribution system).
National grid company: Operator of the Swiss transmission system
Rated voltage: Voltage
a. used for designating or identifying a grid with specific characteristics or
b. for which operating resources are designed.
Net Transfer Capacity (NTC): Maximum exchange program between two grid areas which is compatible with security standards applicable in both areas and takes into account the technical uncertainties of future grid situations.
Grid: All interconnected system components (lines, switches, transformers and auxiliary systems) for the transmission and distribution of electricity.
Grid system operator (GSO): Entity commissioned by the TSO to operate the systems in the transmission system.
Grid connection: Technical connection of customer systems or other networks to a grid.
Grid connection charge: Contribution to the expenses for connecting to the grid and any grid modifications, payable by end consumers and generators (including auto-generators). The charge becomes due as soon as the connection is established and is based on actual grid usage.
Grid connection concept: Technical implementation concept. Includes, among other things, the results of the operational and technical feasibility study carried out to determine the outcome of a grid connection request.

Grid operator: Private- or public-sector company which provides grid services for operating the electricity grid. See also Transmission system operator, Distribution system operator

Grid operations management of the transmission system: All the tasks of the transmission system operator shared with other involved market players,

Grid level: Organisational division of the transmission and distribution system into different grid levels. The Swiss grid usage model is based on a division into 7 grid levels (4 voltage levels and 3 transformer levels: NE1 ... 220 or 380 kV; NE2 ... transformation, NE3 ... 36 kV to 220 kV; NE 4 ... transformation; NE5 ... 1 to 36 kV; NE6 ... transformation; NE 7 ... 0.4 to 1 kV), to which individual costs can be allocated. Each grid user is physically assigned to one of the seven levels according to their connection.
Grid owner: Natural person or legal entity which owns the technical facilities, equipment and resources used for the transmission and/or distribution of electricity.
Grid elements: Physical components of the transmission and distribution system, in particular power lines, transformers, etc.
Grid area: Geographical area in which a grid operator is responsible for connecting end consumers and electricity generators.
Grid cost contribution: Amount corresponding to usage of the distribution system, irrespective of whether or not grid upgrades need to be made on individual grid connections. It includes a portion of the general and local distribution costs.
Grid customer: see Grid user
Grid load: Power withdrawn from the grid at a given point in time.
Grid user: Market player which feeds electricity into or draws electricity from the transmission system or the distribution system. The grid user is responsible in particular for concluding grid usage contracts for all of its connection points.
Grid usage: Physical use of a grid system based on the feeding in or withdrawal of electricity.
Grid usage charge: Charge levied by the grid operator for the use of its grid by third parties.

b. which requires immediate attention by the transmission system operator to avert the risk.

Grid losses: Energy that needs to be provided to compensate for the difference between feed-in and withdrawal in a grid.
Grid access: Right to use a grid to purchase electricity from a freely chosen supplier or to feed electricity into a grid.
Grid status, secure: Grid status in which
a. all directly connected grid users can be supplied securely,
b. all limits are complied with (e.g. no overloads),
c. the (n-1) security criterion is met, and
d. sufficient reserves of active power, reactive power and transmission capacity are available.
Low voltage: Rated voltage 50 V to less than 1000 V.
Nomination: The market player uses the nomination to declare that it will actually use the portion of transmission capacity it has been allocated. Depending on the allocation procedure used, capacity that has already been allocated but not nominated can be returned to the Auction Office for further use.
High-voltage side: The side of a transformer with the higher operating voltage.
OBIS code: Object Identification System for labelling measurement data in accordance with IEC 62056-61:2002. Combined with the metering point ID it generates a unique ID for measured values.
Open contract: With an open contract, an end customer can secure electricity in excess of that provided for in any schedule.
Out area: Grid area which exports energy.
Out party: A market player which exports electricity.
Pancaking: Sum of grid usage charges or transit charges at the same grid level.

Primary controller: Decentralised, locally installed control equipment for a generating unit to control the valves of the turbine based on the speed of the generator (for synchronous generators, directly coupled to the frequency). See also Primary control
Charging time zone: Predefined time zone in which a particular price applies for grid usage (e.g. standard tariff, low tariff).
Primary control band: see Primary control range
Primary control range: Control range of primary control power within which primary controllers can provide automatic control in both directions in response to a frequency deviation. The concept of the primary control range applies to each generator, each control area and the entire synchronous area.
Primary control power: The power output of a generating unit due to primary control.
Primary control reserve: The positive or negative part of the primary control range measured from the working point prior to the occurrence of a disturbance up to the maximum possible primary control power, taking account of the power limiter. The concept of the primary control reserve applies to each generator, each control area/block and the entire synchronous area.
Primary control: Maintains the balance between generation and consumption in a grid using turbine regulators. It is an automatic, decentralised function of the turbine regulator designed to adjust the generator output as a function of the frequency deviation within a synchronous grid area.
Production Party Schedule (PPS): Schedule message sent by the power plant operators to the transmission system operator detailing the power plant’s feed-ins and withdrawals (e.g. pumps) for each feed-in and feed-out point.

Ramp period: Time between ramp start and end times, usually expressed in minutes (time required by a power plant or power plant park to achieve a setpoint value).
Redispatch Schedule (RDS): Messages containing redispatch offers from the market players to the transmission system operator.
Redispatch: Local reallocation of power plant feed-ins (reduction in the amount fed in on one congestion side and simultaneous, equivalent increase in the amount fed in on the other congestion side) as part of congestion management on behalf of a transmission system operator.
Control range: Power range of a generation unit for primary and secondary control which can be accessed automatically by a regulator.
Control balance group (Control BG): Balance group for the short-term management of control power and reserve supplies within the Swiss control area and to neighbouring control areas.
Control block: Unit comprising one or more control areas.
Control block operator: A single transmission system operator which is responsible for the secondary control of the whole block vis-à-vis its neighbouring blocks, for the billing of all control areas within that block and for the organisation of secondary control within the block, and which operates the overall regulation of that block.
Control energy: Electricity available from power plants for maintaining the planned electricity exchange and for guaranteeing secure operation of the grid.
Control energy market: Marketplace for procuring control energy and power for transmission system operators.
Control power plant: Power plant that meets the technical criteria for provision of control power.

Control power: Automatic or manually procured electricity for maintaining the planned electricity exchange beyond the control area or control block borders and for guaranteeing secure grid operations by maintaining a constant grid frequency. It is made up of primary, secondary and tertiary control power.
Control reserve: Electricity made available for use as control power, consisting of primary, secondary or tertiary control reserves.
Swiss control area: Territory in which the national grid company is responsible for regulating the grid. The control area is defined physically by metering points.
Control Area (CA): Smallest system unit equipped with a load-frequency control.
A control area
is responsible for primary control within its area;
is able to maintain power exchange at a planned value;
cooperates to maintain the frequency at its setpoint value in the event of a disturbance;
is responsible for billing in its area.
Each control area is physically demarcated by the transfer metering points that supply the exchange measured values for the secondary controller. These metering points are also used for billing purposes and for determining unintentional deviations.
Control area operator: Legal entity responsible for the running of a control area. This is normally a transmission system operator.
Regional distribution system: Distribution system with operating voltages greater than 1 kV to 36 kV.
Registration period: Period set aside for determining an energy value. The registration period is a uniformly defined period and applies, for example, to a load profile.
Resale: Procedure which allows auction participants to sell back their increased capacity to the Auction Office. The Auction Office disposes of this capacity in a subsequent auction and the auction participant is compensated with the price that was reached.
Reserved capacity: The transport capacity that was acquired through auctions and given to the auction participant based on its auction result. When the reserved transmission capacity has been paid for it becomes allocated capacity.
Reserve energy: Energy which is procured as an import option from a third party over an extended period of time by an authorised importer from a power plant with the aim of safeguarding against loss in imports from its own power plant share by means of a short-term energy import (submission period of less than 60 minutes)
Reserve power: see Power reserve
Rights Document (RDO): Notification of the cross-control area capacity rights of the market players from the Auction Office to the transmission system operator.
Loop flow: Difference between actual and scheduled power flow on transmission lines caused by inhomogeneous distribution of transmission based on impedance, injection and loads for both zero power balance of the individual control areas (natural loop flow) and in the case of agreed schedules.
Raw data: Unaltered information measured by metering equipment.
Ripple control: Technical installation for controlling tariff and illumination equipment and for disconnecting and clearing specific groups of consumers.
Black-start capability: Ability of a generating unit to start up without the assistance of external power, or the ability of a sub-grid to recover without the assistance of neighbouring sub-grids (e.g. following a general disturbance or grid failure).
Secondary control band: The control range of secondary control power, within which the secondary controller can operate automatically in both directions during the period of observation, from the working point of the secondary control power.

Secondary control range: see Secondary control band
Secondary control power: The part of the secondary control range already activated at the working point.
Secondary control reserve: The positive or negative secondary control reserve is the part of the secondary control range between the operating point and the maximum or minimum value. The part of the secondary control range already activated at the operating point is called the secondary control power.
Secondary control: Decentralised, automatic installation to regulate the generation within a control area based on secondary control reserves, and
to ensure that the load flow over the borders of the control area remains in accordance with the exchange program and to correct the loss of generating power in a control area as a result of a power plant failure, and, at the same time
in the event of a major frequency deviation originating from a control area, particularly after the loss of a large generating unit, to restore the frequency in case of a frequency deviation, originating from a control area, to its set value in order to free the capacity engaged by the primary control and restore the primary control reserves.
Secondary controller: A single, decentralised TSO installation per control area or control block for the operation of the secondary control.
Secondary control: see Primary control
Selectivity: The characteristic of a protection system to record a fault in an electricity grid and isolate the fault with minimum impact on the rest of the grid.
Collateral: Provision of a financial security (e.g. bank guarantee).
Voltage range: Permitted range of the operating voltage.
Voltage support All the measures used to maintain the operating voltage within the permitted tolerances.
Voltage setpoint value: Voltage level which needs to be maintained at a predefined location.
Peak load procedure: Procedure for spreading power costs between different groups. The key factor for cost reallocation is a group’s portion of the overall peak load of the grid (simultaneous maximum load).
Stability: Refers to the ability of the electrical system (grid, generators and consumers) to maintain synchronous operation of the generators and to keep all of the grid’s operating parameters (frequency, voltage, current strength) within the permitted limits.
Standard balance group (Standard BG): A virtual unit for transacting energy trades within the Swiss control area and/or to neighbouring control areas, and for collating import and/or export schedules or generation and/or consumption figures for balancing purposes. The measured values are uniquely allocated via the metering points and the schedules via the EIC of the balance group.
Standard profile: A characteristic load profile determined for a specific generating unit or group of end consumers by means of an appropriate procedure.
Disturbance: Event that causes an unintended transition of the grid from a secure to compromised or disrupted grid status.
Electricity trader: see Trader
Sum schedule: Sum of schedule transactions between two balance groups operating in the Swiss control area or in control areas in neighbouring countries. It is compiled by the respective balance group manager.
System operator: (from the ETSO role model) In Switzerland this role is performed by distribution system operators and the transmission system operator. See Grid operator

Ancillary Services (AS): Auxiliary services that are required for secure grid operation. They comprise, in particular, system coordination, balance management, primary control, black start and island operation capability of generators, voltage support (including a proportion of reactive energy), operational measurements and the compensation of active power losses.
Ancillary Services Provider (ASP): Market player offering ancillary services on behalf of a grid operator.
System coordination: Coordination of tasks which are necessary for the operation of the Swiss transmission system and integration in the UCTE/ENTSO-E interconnected grid.
System coordinator: Person responsible for coordinating tasks in a complete system.
Technical balance group regulations: Technical regulations relating to balance group management published by the transmission system operator and which form an integral part of the balance group contract.
Tertiary control reserve: The power which can be deployed automatically or manually for tertiary control in order to ensure an adequate secondary control reserve. This reserve must be used in such a way that it contributes to the restoration of the secondary control range.
Tertiary control: Any automatic (DATCR), manual or scheduled (SATCR) change in the working points of the generating units in order to restore the secondary control reserve at the right time.
Tertiary reserve: see Tertiary control reserve, Minute reserve
Trade Responsible Party Schedule (TPS): Schedule submitted by the balance group manager to notify the transmission system operator of all deliveries of electricity in and out of its particular balance group.
Transmission Code (TC): Principal document of the industry recommendations for the Swiss electricity market in which the technical and operational regulations for the transmission system are set out.
Excess energy: Energy produced by independent generators in excess of the generator’s own on-site requirements (Energy Act, Art. 3)
Transmission: Transporting of electricity via the transmission system.
Transmission system: Electricity grid that carries electricity over long distances within Switzerland and within the interconnected grid with other countries, and is usually operated at a voltage level of 220/380 kV.
Transmission system operator (TSO): Legal entity responsible for ensuring secure, reliable and efficient operation of the transmission system and the control area. The transmission system operator in Switzerland is the national grid company swissgrid. A transmission system operator is not necessarily the owner of the transmission system.
Transmission system owner (TSOW): Legal entity and owner of the technical systems, equipment and operating resources that form part of the Swiss transmission system.
Independent generators: Owners of electricity generating plants in which public electric utility companies hold no more than a 50 per cent share and which generate grid-based electricity:
1. primarily for their own consumption or
2. without a public contract primarily or exclusively for feeding into the grid.
Neutral zone: The area defined by the frequency limits in which the regulator has no authority. This term refers to the unit composed of primary controller and machine.
Unintentional deviation: Difference between the metered totals and the billing program for each interconnected tariff period and control area/block. A compensation mechanism is used for each control area/block. see UCTE term: «Unintentional deviation», «Inadvertent deviation»

Available transfer capacity: Proportion of net transfer capacity (NTC) remaining for further commercial use after each phase of the allocation process. ATC = NTC - AAC.
Metering for billing purposes: Grid measurements for billing purposes. This should be distinguished from «Operational metering».
Supply: Refers to the supply and/or sale of electricity to end consumers.
Quality of supply: Degree to which a power supply meets customer requirements, taking into consideration all general legal provisions and the applicable technical regulations.
Security of supply: Degree to which a power supply is available to end consumers.
Supply disruption: Prolonged disruption in supply to one or more customers as a result of a failure.
Supply restoration measures: Refers to the technical and organisational measures that are implemented to restore a fully-operational supply following a supply disruption. Supply restoration measures also include measures taken to equip generating units and grid installations in readiness for a possible major failure (restoration concepts).
Distribution system: High-, medium- or low-voltage electricity grid for supplying end consumers or electricity supply companies. Not part of the transmission system.
Distribution system operator: Natural person or legal entity responsible for ensuring the safe and reliable operation of a distribution system and the technical quality of the power supply. The distribution system operator ensures, among other things, that all the necessary contracts, processes and regulations for grid connection, grid operation and grid usage are in place at all the points at which its distribution system is connected to the transmission system.
Distribution: Transmission of electricity via distribution systems.
Trading company: Company which supplies end consumers with electricity.
Virtual customer pool: All end consumers in a grid area which are not affected by the first phase of the liberalisation of the Swiss market.
