Implementation
By 2016, universities and colleges will have less freshmen applicants due to
the implementation of the K-12 program. In this program, after students finish
grade 10, they will have another two years of asic education, which are !unior
"igh #chool and #enior "igh #chool. #chool administrations, employees, parents
and even students from oth pulic and private schools have raised many issues
regarding the shift to a 12-year asic education curriculum. $lthough there were
different reactions from oth pulic and private schools, %ep&d has een handling
these two types of schools differently.
'he (noy $dministration elieves that adding more years to asic
education in the (hilippines could help solve the prolems of unemployment, )eep
with gloal standards, and help (ilipino students to have more time to choose the
career that est suits their s)ills.
(sychologically spea)ing, the short education program affects human
development of the (ilipino children. $ (ilipino is legally a child efore he or she
turns 1* years old. (sychologists and educators say that children under 1* are
generally not emotionally prepared for entrepreneurship or employment or higher
education disciplines. +ommonly, rade si pupils graduate at the age ranging

from 11-1 years old, and fourth year high school students graduates at the range
of 1/-1 years old. 'herefore, these learners are still considered children and they
are not capale to handle serious situations li)e decision ma)ing and wor) tas).
In the (hilippines, there is a harvesting practice which is called, "inogsaBunga3,
meaning a fruit which was ta)en from the trun) of the tree. 'he ripened fruits
which were ta)en from the trun) of the tree are more sweet and tasty compared to
fruits which were ta)en ahead of time.
'he goal of the K 12 Basic &ducation (rogram is to create a functional
asic education system that will produce productive and responsile citi4ens
e5uipped with the essential competencies and s)ills for oth life long learning
and employment. 'his program will enhance the asic education system to full
functionality to fulfill the asic learning needs of students. 'his is in line with the
agenda of the (resident $5uino of having 5uality education as a long term
solution to poverty, in order to achieve these goals.
'he program has the following twin oectives7 'o give every student as
opportunity to receive 5uality education ased on an enhanced and decongested
curriculum that is internationally recogni4ed and comparale8 %evelop a
curriculum that is rational and focus on ecellence8 (roduce a pool of highly
5ualified and ade5uately trained teachers8 $chieve high academic standards,
especially in 9athematics, #cience and &nglish at all levels8 (roduce graduates
who are gloally competitive and whose credential are recogni4ed internationally8

'o change pulic perception that high school education is ust a preparation
for college8 rather, it should allow one to ta)e advantage of opportunities for
gainful career or employment and:or self employment in a rapidly changing and
increasingly gloali4ed environment8 (roduce graduates who possess s)ills and
competencies that will allow them to e productive memers of the society or
pursue higher education8 through coordination etween the academic and usiness
sectors, to change industry hiring practices into account the enhance s)ills and
competencies of K 12 graduates.
9any parents disapprove of the proposed K - 12 &ducation system y the
%epartment of &ducation, as it is means additional urden for oth parents and
students, even more so for the marginali4ed sector of the community. 'here are
some issues raised y different individual on this matter which are the possiility
of $dditional 2 years ; added cost to parents, %ep&d lac)s of educational
resources such as classroom and teachers and some parents can<t wait to have their
children start wor)ing.
If the K-12 &ducation (lan ecomes successful, then the (hilippine
education system can ecome more competitive among other countries around the
world. 'hough there are still some prolems that the government needs to solve
efore they can successfully implement the plan. 'he proposed program is good
ut it still won=t wor) if the needed elements to ma)e it wor) aren<t present. #uch
elements include the numer of pulic school classrooms plus the ade5uate supply

of classroom chairs, oo)s, etc. If the government could allot a igger udget to
educational needs, then we could e one-step ahead towards the success of the K-
12 program. >urthermore, parents ?especially those who elongs in the poor
sector@ should e properly informed and motivated of the advantages of the K-12
&ducation (lan. 'his is very important since parents play a maor role in providing
the child=s school allowances, supplies, and fees for other school proects and
activities. $dd to that the support of parents towards their children in terms of
guidance and teaching.
