are considering at your two nominated sites.
Priority Fuel would like to provide completed costings and a review of the scope of Project works as
provided below.
Please review the document and provide your amendments comments or alterations as required.
We refer to the Lithgow City Council Request for Tender – Closing Date 10.00 am Tuesday November 6

The Tender is offered as a fully complying Tender with respect to both the client requirements of Lithgow
City Council as well consideration of Dangerous Goods and NSW WorkCover legislation. Appropriate
regulations relating to the handling and storage of Flammable and Combustable Liquids in strict
accordance with AS1940-2004.
Additionally all offered documentation and contractor services are carried out under UPSS guidelines
Underground Petroleum Storage Systems UPSS-2008 with relation to the removal and disposal of
underground tanks
Priority Fuel Management has detailed the project within two components, these being;
Part A Lithgow City Council Fuel Storage Project Works Lithgow and
Part B Wallerawang Council Fuel Storage Depot Project works
Our formal offer of quotation follows.
Part A Lithgow Depot 1) Removal and Disposal of Underground Storage Tanks Priority Fuel Management is to provide for the safe removal and certified disposal of three off existing
UST (underground steel tanks) at the Lithgow City Council Facility. Tanks removal and disposal is under
the UPSS guidelines as determined in accordance with NSW WorkCover for correct removal and
traceable/certified disposal.

1 & 2) Removal / Disposal Underground Storage Tanks & Existing Bowsers and Infrastructure
a) Transferral and filtration of existing fuel loads from Underground tanks into above ground storage
tanks for ULP and distillate product.
b) Tank bottoms waste to be disposed of under NSW EPA Licence 12862
c) ALL product within unused LRP or leaded fuel tank to be disposed as certifiable waste
d) Disconnection ( Electrical) of existing Datafuel Module and Data cabling
e) Disconnection and Removal of existing Datafuel module.(1)
f) Demolition and Removal of Existing Datafuel Canopy and hording
g) Disconnection (Electrical) of existing Diesel (1) and ULP (1) bowsers from forecourt.

i) Exposure by excavator of the underground tank farm area (ULP and Diesel Tanks) by removal of
concrete forecourt area

3) Supply and Installation of New Bowsers
Supply installation and commissioning of Fuel transfer pumps (Submersible Turbine Pumps) into
each of two Tanks designated as Diesel and ULP (Volume capacity to be confirmed by Lithgow
City Council.
Supply and Installation of (two only) Fuel Dispensers inclusive of containment sumps.
Dual Hose (Hi Flow/Std. Flow) Diesel Dispenser
Single Hose Standard Flow Dispenser ULP Product
Dispensers each set up for Fuel Management system connection.[Gilbarco Protocol]
Supply and Installation of Add Blue Dispenser Sump and barrier plate for future pump
connection.

4) Electrical Work
The Contractor agrees to the Supply and Installation of a new IP rated Electrical Switchboard
located similarly to the existing switchboard position for;
Pump control and Dispenser Hook Isolation for Fuel Pump operations [Diesel
Pump]
Pump control and Dispenser Hook Isolation for Fuel Pump operations [ULP
Pump]
Pump control and Dispenser Hook Isolation for Fuel Pump operations [ADD
Blue]1 future pump connection
Electrical connections inclusive of Emergency Stop Switches [E Stops] at Re-
fuelling location and Storage Tank Refilling areas for ULP and Diesel.
RCD and Circuit Protection Devices
Safety Valves Electrics as below
Supply and installation of Safety Solenoid Operated Anti Siphon protection
valves (Diesel and ULP) at Tank locations. No provision or requirement for Add
Blue anti syphon valve
Provide additional Circuit to include provision for Add Blue dispenser installation
(timing at a later stage as nominated by Lithgow City Council)
Provide electrical conduit and cabling for above from forecourt to switchboard for
the future FMS System. A Fuel Management System is to be later supplied and
installed (by others).
All necessary cabling and communications protocol cabling to be provided by the
Contractor.
5) Set up Storage Tanks
Confirm supply and installation conformity of 80mm Product Fill Line to Diesel Storage Tank
Confirm supply and installation conformity of 80mm Product Fill Line to ULP Storage Tank
Connection, testing and commissioning of two only above ground Fuel Storage Tanks (Tanks existing)
Provide for the Supply and Installation of necessary pipe-works to connect and commission AGT’s (Above Ground Tanks) supplied by others including placement and securement to AS1940-2004
Supply, install and commissioning external (above ground) product supply line (Schedule 40
Galvanised)2
Note. External pipework’s are to run behind existing above ground tanks and Diesel and ULP
product supply lines are to terminate adjacent to the ULP Tank prior to underground
installation.

Install approved vent pipes and capping vents as necessary to Diesel and ULP Tanks.

Supply install and commission UPP® Secondary containment3 thermoplastic Pipework for
underground pipework for Diesel and ULP.
Supply install and commission UPP® double walled Add blue thermoplastic Pipework for
underground pipework for Add Blue line connection to Sump termination.
Supply and installation of Secondary containment test area and ground box for secondary
containment integrity verification by client.
Hydrostatic Testing and Commissioning all pipework
7) Signage
External Pipework to be to Australian Standard Paint colour and all identification decals
supplied and fitted in accordance with AS1345-1995 Pipeline Identification Standards
Supply and Fitment of Dangerous Goods approved signage appropriate in accordance with
AS1940-20044 as and where required at Tanks and fuel filling area.
Class 3 Flammable Liquid ULP Pump
Combustable Liquid Signage at Diesel Bowser
Note
Dangerous Goods Signage including No Smoking/Mobile Phones etc to be mounted on
Galvanised post (supplied and installed by the Contractor)
Dangerous Goods Detail documentation to the client.
8) Commission and Calibrate
All Pumps are to be wet tested and calibrated prior to client handover.
Calibration certification to be part of the handover documentation requirements.
Commissioning ITP’s (Inspection and Test Plans) will be provided to the client by the
Contractor and confirmed prior to handover.
Fleet vehicles and light vehicles re-fuelling will be undertaken by the Contractor to the
satisfaction of the client at handover

i. Site Preliminary Works
The Contractor in providing preliminary works is to provide the following site establishment and works
programme documentation prior to commencement of works at Lithgow City Council.
The Contractor nominates the following services necessary to establish preliminaries at the Lithgow
Council site as follows;
Lithgow City Council Inductions and Priority Fuel personnel sign on to project works area
Establish and submit Traffic Management Plan [LCC Lithgow Works site/Wallerawang works site]
Provide security Barrier Fencing to immediate area of project works
Establish Deep Excavation Signage and appropriate Work safe Compliance documentation and
signage including;
Hard Hats/ Hearing Protection/PPE
Construction Area
Flammable Atmosphere/Combustable Atmosphere Signage
Authorised personnel only
Submit Safe Work Method Statements to LCC designated personnel
Submit Plant and Equipment Register to LCC designated personnel
Submit Priority Fuel Personnel & Contact Register to LCC designated personnel
Establish Visitor Sign on Register (as appropriate)

Removal of Existing Fuel Bowsers
The Contractor is to provide for both the mechanical and electrical isolation and disconnection and
preparation for the removal of two existing fuel dispensing bowsers.
Removal of existing fuel bowsers including;
Electrical isolation and disconnection Pumps
Electrical isolation and disconnection DataFuel module
Electrical isolation and disconnection Pump and DataFuel Cabling
Mechanical isolation and disconnection from forecourt area
Sealing and transportation preparation including pallet supply and strapping of Bowsers
Disposal or transportation to clients’ requirements
Site break up of concrete at refuelling area. (Concrete disposal is agreed to be provided
by Lithgow City Council)
8 Priority Fuel Management agrees to Filter and transfer resident Diesel Fuel within the existing tank to ensure run downs of the fuel do not require LCC management

ii. Site Excavation & Fuel Facility Abandonment (continued) Site Works Excavation
The Contractor is to excavate9 overburden above each of the three existing underground tanks to be de-
commissioned.
All demolition of Concrete civil works above the existing underground tank farm is inclusive within this
quotation. Saw cutting of concrete may be required and provision made for these services.
Note 1
It is understood by the Contractor that Enviro West has completed out Monitor well Hydrocarbon analysis
prior to Project commencement and report findings provided to LCC and the Contractor.
All soil analysis and testing will be required on completion of tanks removal by Envirowest as a LCC cost.
Note 2
Reinstatement of the excavation site is to be undertaken by LCC on confirmation of contaminant free soil
analysis. (Contaminated Soil is the responsibility of the client with regards to EPA compliant disposal if
applicable.)
Contaminated Soil costs will be at $200.00/metric tonne.
Note 3
No additional Fill material allowances have been included by the contractor within the quotation to backfill
entire excavation area.
Note 4
Contaminated Excavated Materials.
In the event of tainted excavated materials, the contractor agrees to transport and store the material to a
nominated location on the clients’ site. Transportation and disposal of tainted or contaminated excavated
waste off site is not inclusive within this quotation.(refer Note 2 above)

The contractor agrees to provide for the following services;
Removal of Type 17 Underground Steel Diesel Storage Tank and ancillary pipework and valve-

Removal of Type 3 Underground Steel unused leaded Tank and ancillary pipework and valve-
work
Disconnection and disposal of Tank Infill Lines and Product supply lines to each of three
underground tanks.
Disconnection and disposal of Tank Vent Lines10 to each of three underground tanks
Disposal and traceable certification documentation of underground steel tanks as identified
above.
Notification of NSW WorkCover Authority of tanks abandonment within 7 days of abandonment
under UPSS Regulation 2008
Soil Remediation/Backfilling

Removal of Existing DataFuel Module Canopy structure
The Contractor is to provide for the safe demolition and disposal of the existing DataFuel Building
structure.
Transportation and Disposal costs of demolished materials are inclusive within the scope of services.

Confirm supply and installation conformity of 80mm Diameter Swing check valve for fuel
load in piping. (Supplied by others)
Supply and Installation of 316 Stainless Steel Fill Point Spill containment Drip Tray and
fastenings
Labelling of external Fill Point pipework in accordance with AS 1345-1995 (pipework
supplied by others)

Confirm supply and installation conformity of Swing check valve (80mm) and
Confirm supply and installation conformity of 80mm Camlock attachment (male) and cap
assembly. (Tanker Connection Point)
Fill Pipework is to be terminated with 80mm Camlock attachment and isolation provided
by lockable 80mm Stainless Steel Fire Safe rated Ball Valve. Handle Assembly not

11 Hydrostatic Testing undertaken by the Contractor shall ensure all connections are pressure tested (Air pressure ) to a maximum 100kPa
Commission test approval will be accorded after a period not less than 12 hours duration without pressure decay.

Supply and installation of 50mm Galvanised steel pipework connection to existing exit
point on Logitank. Pipework is to be extended by the contractor to the rear of the
Logitank and continue to South Western corner of the Fuel storage facility concrete slab.
Galvanised pipework Painted to AS1345-1995
Double walled thermoplastic pipework is to be connected to this point.
Supply and installation of Double Walled Thermoplastic UPP® petroleum pipework
63mm OD/ 50mm ID for product supply traversing the forecourt area.

The Contractor is to provide for the following materials supply and installation for the following ULP
product supply to Dispenser at re-fuelling forecourt as follows;
Provide 50mm stainless steel braided hose connection from STP (Submersible Pump)
outlet to connection point on tank pipework14.
Supply and installation of 80 NB medium galvanised pipework to Unleaded Storage tank
to provide for product supply OUT.
Pipework is to extend to the entry point at ground level adjacent to the South Western
corner adjacent to the Unleaded Petrol Tank area where a thermoplastic double walled
pipework attachment continues to the Re-fuelling forecourt.
All Galvanised Steel pipework to be painted in accordance with Australian Standards and
labelled accordingly to AS1345-1995
Supply and installation of Double Walled Thermoplastic UPP® petroleum pipework
63mm OD/ 50mm ID for product supply traversing across to the forecourt area from the
ULP tank drop down area.
Hydrostatic Testing15 and Wet test prior to commissioning

v. Provisional [DEF18] Add Blue Connection
The contactor is to provide provisional connection (partial only) for the establishment of an Add Blue urea
dispensing station at the diesel re-fuelling area of the forecourt.
This is to consist of the provision of the supply and connection of Add Blue thermoplastic pipework from
the existing add blue line outlet (previously installed by others) adjacent to the proposed add blue IBC
storage shed.
Thermoplastic Line to run underground to connection point on under sump containment.
A 50mm OD Add blue line is to be provided by the contractor to extend to a forecourt re-fuelling position
at which point the line will be terminated by fitment of a 316 Stainless steel isolation ball valve. Location is
to be adjacent to new Diesel dispenser.

v. Provisional [DEF19] Add Blue Connection (continued)
Add blue line is to be thermoplastic welded and laid within a trench of a minimum 600mm depth, with the
trenching preparation and backfilling provided by others.
The underground pipework trench20 is to run approximately parallel to the existing stormwater trenching
with an appropriate easement from the stormwater as appropriate to Council regulations.
The Add blue Dispenser footprint (Dispenser Frame assembly) is to be determined following client advice
on the dispenser make and model selected.
Priority Fuel Management has included attachments providing varied add blue dispenser options for
reference by the client that may assist in the selection process.
The contractor agrees to provide a blanking plate across the Dispenser Frame to isolate pipework and
fittings from damage or unauthorised access.
vi. Electrical Sub Boards and Connection
The contractor agrees to supply all electrical requirements necessary to commission the new Fuel
dispensing operation (Diesel ULP and Add Blue)21 at the Lithgow works depot inclusive of the following;
Electrical isolation and disconnection and removal of the existing sub board
Supply and installation of new external electrical IP Rated22 sub board23 and wiring to the
bowsers and the storage tank transfer pump (including wiring for the Ad-Blue bowser.)
Supply and installation of STP Turbine relays and Single Phase Controller (2)
Supply and installation Variable frequency drive pump controllers
Supply and Installation of Dispenser Hook Isolators
Supply and installation of approved RCD devices for Dispensers (3)
Supply and installation of approved RCD electrical circuit protection devices for Pump circuit
protection
Supply and installation of electrical E Stop (Emergency Stop) button at three locations these
being;
1. Re-fuelling area adjacent to each dispenser Qty. 2 and
2. E Stop24 at Re-filling station adjacent to Fuel Storage tanks.
E Stop at 2 is to be activated by Tanker Driver to isolate all Fuel dispensers when Tanker
filling operations are in progress.
19 DEF (Diesel Emission Fluid Urea Solution) 20 All Product pipework [Diesel ULP & Add Blue] is to be installed in single 450mm width at 600mm trench depth. 21 Add Blue Dispenser not inclusive within quoted package. vii. Testing and Commissioning
The Contractor is to check and pre-commission the complete fuel installation including;
o All external and underground pipe-works static testing. (Refer Static Testing ITP)
o Secondary Containment Testing
o Static testing all pipework from Tank outlet to under pump shear or isolation valve
o Fuel Dispenser Isolation Valve to Dispenser inlet test
o Wet testing all fuel load IN pipework

v. Provisional Add Blue Connection
The contactor is to provide provisional connection (partial only) for the establishment of an Add Blue urea
dispensing station at the re-fuelling forecourt.
This is to consist of the provision of the supply and connection of Add Blue thermoplastic pipework from
the existing add blue line outlet (previously installed by others) adjacent to the proposed add blue IBC
storage shed.
A 50mm OD Add blue line is to be provided by the contractor to extend to a forecourt re-fuelling position
at which point the line will be terminated by fitment of a 316 Stainless steel isolation ball valve.
Add blue line is to be thermoplastic welded and laid within a trench of a minimum 600mm depth, with the
trenching preparation and backfilling provided by others.
The underground pipework trench36 is to run approximately parallel to the existing stormwater trenching
with an appropriate easement from the stormwater as appropriate to Council regulations.
The Add blue Dispenser footprint (Dispenser Frame assembly) is to be determined following client advice
on the dispenser make and model selected.
Priority Fuel Management has included attachments providing varied add blue dispenser options for
reference by the client that may assist in the selection process.
The contractor agrees to provide a blanking plate across the Dispenser Frame to isolate pipework and
fittings from damage or unauthorised access.

bowsers and the storage tank transfer pump (including wiring for future Ad-Blue bowser.)

Supply and installation of approved RCD devices for Dispensers (3)

Options
As referenced within the request for quotation documentation, any options that may be considered
necessary or to enhance the safety or efficiency of either the project or the operations of the fuel storage
and dispensing facility were to be nominated.
Priority Fuel Management provides the following list for reference and consideration.
All options are provided below are inclusive within the scope of supply as offered by the Contractor.
Extended Warranty Period
As a Primary Contractor to Lithgow City Council, Priority Fuel Management will provide an extended
warranty period on all operational componentry of the system “as Built”
The Warranty period of 12 months will be extended for an additional 12 month period (24 months
Warranty) on all operational componentry as identified within the list below.
This will extend to Fuel Pumps and ancillary protection devices and all electrical works.
Extended Warranty Includes;
Fuel Pumps
Electrical or Mechanical breakdown as above
Filter Strainer Assemblies Hoses41 and Pumps
Breakaway Couplings on all Fuel Pump Hoses
Shear Valves under pumps
Isolation Valves and Gasketting
Anti-Siphon Valves including their internal sealing components
Test Pressure Gauges
Service Calls
On-site Service
During the 24 month extended Warranty period, Priority Fuel Management will attend both the Lithgow
and Wallerawang sites each and every six monthly interval during the course of the Warranty period.
Service calls will include Filter and Strainer maintenance, external cleaning of all pumps, tightness tests
and line monitoring for underground works carried out during the construction period.
Any operational aspects of concern may at any time be advised by Lithgow City Council during this 24
month period.
Site attendance to operational issues will be attended to by Priority Fuel Management on the next working
day to the logged Service call or enquiry.
SAFETY Anti-Siphoning Protection Devices Priority Fuel Management agrees to provide a “secondary anti siphoning protection device” by a 50mm
diameter solenoid controlled normally closed bronze fuel shut-off valve to each of the three fuel tanks.

Dispenser activation “only” will energise a 240Vac solenoid to provide full safety against tank siphoning
occurrences. Associated electricals and connection works are inclusive.

Underground Pipework Identification Priority Fuel Management agrees to include metallic identification tracer tape on all underground installed
fuel product pipework for identification and subsequent location as may be required.

electrical conduits for identification and subsequent location as may be required.
Economies of Scale Opportunities While pricing assumes the Wallerawang Depot and Lithgow Depot Works are undertaken independently
of each other, opportunities for economies of scale savings can be considered by LCC in the event that
simultaneous program of works are considered for both locations.
Cost implications for the removal of independent excavation works activities for tanks removal works may
provide LCC project cost savings and some discussion in this regard is encouraged by the Contractor.
Simultaneous project works may be a consideration.
Above Ground pipework Support The Contractor is to provide for the support and affixing of all above ground pipework (Diesel) by way of
316 Stainless Steel Pipe stands affixed directly to the existing concrete slab at the Lithgow Works Depot.
Pipework is to run behind the existing Diesel Storage tank traversing behind the Add Blue Storage Shed
and ULP above ground tank.
Diesel and ULP Pipework will terminate at external of ULP Above ground tank where it penetrates below
ground level. All steel pipework is to be double DENSO tape wrapped at any area where pipework
extends below the ground.
