Surat Municipal Corporation (SMC) is planning for GHARENU (Gopitalav Heritage Area
Rejuvenation Project) in Wall City Area through Public Private Partnership (PPP) mode. As
an initial step, SMC invites Expression of Interest (EOI) to carry out the Techno-financial
Feasibility Report on PPP mode through a qualified, experienced, competent and financially
sound consultant in the field of Techno-financial Feasibility Report/Study and Transaction
Advisory Services.
Applications are invited for providing consultancy services for Techno-financial
Feasibility Report and Transaction Advisory Services for GHARENU (Gopitalav
Heritage Area Rejuvenation Project) in Wall City Area on PPP mode.

2. Disclaimer
The objective of this Expression of Interest (EOI) is to solicit proposals from interested bidders for
participation in a bid process for selection of a consultant for undertaking a “Consultancy services for
Preparation of Techno-financial Feasibility Report and Transaction Advisory Services for GHARENU
(Gopitalav Heritage Area Rejuvenation Project) in Wall City Area through Public Private Partnership
(PPP) mode. This EOI contains brief information about the Project and provides the applicants with
information to assist the formulation of their EOI application or response to EOI document ("the
Application").
While all efforts have been made to ensure the accuracy of information contained in this EOI
document. This document does not purport to contain all the information required by the
applicants. The applicants should conduct their own independent assessment, investigations and
analysis and should check the reliability, accuracy and completeness of the information at their end
and obtain independent advice from relevant sources as required before submission of their EOI
application. Surat Municipal Corporation (SMC) ("the Client") or any of its employees or advisors
shall incur no liability under any law, statute, rules or regulations as to the accuracy or completeness
of the EOI document. SMC reserves the right to change any or all conditions/ information set in this
EOI document by way of revision, deletion, updation or annulment through issuance of appropriate
addendum as SMC may deem fit without assigning any reason thereof.
SMC reserves the right to accept or to reject any or all applications without giving any reasons
thereof. SMC will not entertain or be liable for any claim for costs and expenses in relation to the
preparation of the EOI applications to be submitted in terms of this document.
3. Background
Surat with its population reaching 4.5 million mark in 2011 has been one of the fastest growing cities
in India with decadal population growth of about 55% during 2001-2011. Surat Municipal
Corporation (SMC) is responsible for administration of Surat city spread over 326.51 sq km area.
Gopitalav, the water reservoir was constructed around 1510 A.D by Malik Gopi, who was a leading
merchant of Surat and Chief Vazir of Gujarat sultanate. It was constructed after the Chalukya style of
architecture which flourished during the Solanki period. Having a circumference of about one mile
(1.609 KM) with sixteen sides and sixteen angles. It had steps on each side leading to the surface of
water. In the middle of the lake was a small island known as “Bakasthala”.

Gopitalav was a source of water supply for the population till 1673 A.D. It had a device known as
“Nagadhara” and three culverts to collect fresh water during monsoon months. However, with the
passage of time the reservoir got totally silted with mud, as a result, from the 18th century onwards
it went out of use. The stones used in its construction were then used in the construction of the city
wall in 1716 A.D. Thus this precious and beautiful monument lost its glory and grandeur.
Gopitalav is one of the built Heritage of the city which has local traditional and cultural value and it is
like Gharenu for Surat city. Gharenu means “Jewel” in Guajarati so that SMC want to conserve the
precious property of city to enhance the heritage value of the city and for future generations to
appreciate the local traditional value. Hence, Surat Municipal Corporation (SMC) is planning for
GHARENU (Gopitalav Heritage Area Rejuvenation Project) in Wall City Area through Public Private
Partnership (PPP) mode. The location of the project is partly in ward no-2 (Gopipura) and ward no-3
(Sagrampura).
In 2015, The Surat Municipal Corporation redeveloped this historical heritage property in three
different phases and developed as a “Lake Garden” with theme based zones for the citizens of Surat.

After redevelopment of Gopitalav as a Recreational purpose for public it has footfall around 6 lakh
which earn an income above 1 crore from December 2015 to the end of April 2016. It created a
unique identity for the city. GHARENU will trigger the rejuvenation of the surrounding &
subsequently the entire old town.
As a first step, SMC is now floating an Expression of Interest (EoI) for short listing of consultancy
firms for providing Consultancy Services for Preparation of Techno-financial Feasibility Report and
Transaction Advisory Services (TAS) for GHARENU (Gopitalav Heritage Area Rejuvenation Project) in
Wall City Area through Public Private Partnership (PPP) mode in Surat.
Broad description of the objectives, scope of services, deliverables, and other requirements relating
to this consultancy are specified in this EoI. In case an applicant firm possesses the requisite
experience and capabilities required for undertaking the Consultancy, it is invited to participate in
the Selection Process individually (the "Sole Firm"). No Joint venture or consortium is allowed.
These shortlisted firms will be invited to submit the detailed Technical and Financial Proposal to
SMC based on the Request for Proposal (RFP) issued by SMC.
4. Project background
1. Surat Municipal Corporation (SMC) has under taken the comprehensive efforts to develop
Gopitalav for recreational purpose in the Wall City Area of Surat.
2. On the line of Lakefront development of Kankariya Lake of Ahmedabad, SMC has decided to
develop Gopitalav as a Recreational Project with National and International standards.
3. As a part of Surat City development, there is strong need to develop the adjoining areas of
Gopitalav Lake as a place of Recreation.
4. The existing site details and surroundings of the proposed Redevelopment area are as below:
a) Located at the centre of the City.
b) Proposed redevelopment area comprises of 38.5 hectare approximately.
c) Kot Safil road lies in the North side of the site.
d) Rusatampura main road lies in the South side of the site.
e) Indarpura Gadhewan road in the East and
f) Navsari Bazaar main road in the west.

5. Excluding Gopitalav, the major portion of the proposed redevelopment area includes private
owned Residential plots, and parcels of land owned by private trusts, burial grounds and
Government.
6. With reference to prima-facie Socio-economic profile and the potential of the proposed land for
redevelopment it can be concluded that the whole area is under developed and underutilised in
terms of Primary/Commercial/Health infrastructure.
7. For this redevelopment project large parcel of land will be required under Recreational purpose.
For creating the land bank as per said purpose it is required to relocate/ rehabilitate the local
occupant in a planned way. The spare land available will be utilise in an optimal way in
commercial and financial terms.
8. The said project will be mainly focusing on the following aspects:
a) To provide modern infrastructure to the existing occupants in terms of residential,
commercial, health, education and social infrastructure.
b) To improve the quality of life of the occupant through social and economic upliftment.
c) The option of Transfer of Development Right (TDR) will be under due consideration
during the implementation of this project.
d) To make use of the spare land for development works of recreational purpose,
compatible to the existing use of Gopitalav.
9. A lot of financial assistance will be required for this massive project, for which Techno-financial
Feasibility Report is required to be made. This report will incorporate the study of financial,
social, legal and planning aspects of the project. It will also conduct the Cost-Benefit analysis.
There-by the financial burden to be bore by SMC for the execution of this project will be
forecasted.

5. Scope of Work
The objective of the assignment is to appoint a consultancy firm for Preparation of Techno-financial
Feasibility Report and Transaction Advisory Services for GHARENU (Gopitalav Heritage Area
Rejuvenation Project) in Wall City Area through Public Private Partnership (PPP) mode in Surat.

The scope of this assignment will cover following:
1. Carrying out feasibility study to assess the various Technical, Institutional and Financial aspects
for setting up GHARENU (Gopitalav Heritage Area Rejuvenation Project) in Wall City Area
through Public Private Partnership (PPP) mode in Surat.
2. Preparation of bid documents to select a private player to Design, Build, Finance, Operate and
Maintain proposed GHARENU (Gopitalav Heritage Area Rejuvenation Project) in Wall City Area
through Public Private Partnership (PPP) mode.
3. Carrying out bid process management and selection of the private player and assist SMC till
signing of the Concession Agreement with the private player.
3(A).Providing consultation to SMC on Technical, Legal and Financial aspects during the project
implementation/ execution and up to its completion.
3(B).Providing consultation to SMC for arising any legal matter or any breach of contract
condition (By Private Player) if arises during the concessionary period of the project and
payment for such issues will be paid on mutually agreed extra fee basis.
4. Preparation of bid documents and carrying out the bid process to select an Independent
Engineer/ Consultant to monitor the PPP Project executed and managed by the private player.
6. Terms of Reference
The Terms of Reference for the assignment would cover the following:
A. Feasibility Stage
1. Carry out assessment on socio-economic profile of that region/area.
2. Estimate broad cost of the project based on the norms including capital cost and O&M cost
3. Carry out broad economic analysis of the project, quantify all economic benefits, and estimate
the Internal Rate of Return (IRR) for the project over short/medium and long term.
4. Carry out sensitivity analysis on the basic parameters affecting IRR.
5. Identify and propose potential sources of the revenue and means of funding including grants,
loans and Public Private Partnership (PPP) etc. which can be utilized for development
6. Prepare the detailed Financial Model and Financial Operating Plan considering Capital and O&M
costs giving at least three options for the proposed PPP structure such that the implementation
of the project is financially self-sustainable.
7. Based on consultation with SMC, finalise most suitable PPP structure and financing option
8. Suggest appropriate approach and methodology for better implementation of project on PPP.
9. Study of proposed upcoming infrastructure and other facilities required within the
redevelopment area, related to housing, recreation, and tourism.

B. Transaction Advisory Stage
1. Prepare Bid Documents for selection of a private player for GHARENU (Gopitalav Heritage Area
Rejuvenation Project) in Wall City Area through Public Private Partnership (PPP) mode in Surat.
2. Carry out consultations with SMC and take their inputs while preparation of bid documents.
3. Prepare Concession agreement between SMC and the private player.
4. Assist SMC in conducting pre-bid meeting and in formulating replies to the queries raised.
5. Assist SMC in carrying out Technical and Financial evaluation of bid documents. 6. Assist SMC in signing the concession agreement with the selected private player on PPP mode.
C. Selection of independent Engineer (IE)/ Consultant
1. Prepare Bid Documents for selection of an Independent Engineer/ Consultant who can monitor
the execution of the project.
2. Assist SMC in conducting pre-bid meeting and in formulating replies to the queries raised.
3. Assist SMC in carrying out Technical and Financial evaluation of bid documents
4. Assist SMC in signing the agreement with the selected IE.
7. Eligibility Criteria
The invitation for bids is open for all entities registered in India who fulfills all the eligibility criteria as
specified below:
a. The participation is restricted to companies registered in India or empanelled agencies for such
studies by Government of Gujarat or Government of Gujarat undertaking Organisations or
Government of India.
b. Minimum 15 years of experience in consultancy services.
c. Annual turnover (avg. of last three years) of the Applicant should be equal to or more than INR
10 crore from Consultancy services. (Financial Year shall means, year starting 1st April to 31st
March. In case applicant's financial/accounting years are different from the above, the
immediate past financial/accounting years of the applicant as per their annual reports shall be

d. For the documentary evidence of the turnover, the applicant shall submit a Chartered
Accountant Certificate/ Auditor’s certificate as per attached format in Annexure 9.
e. The firm should have demonstrated experience in Feasibility study and Transaction advisory
services during last 10 years -
i. Experience in minimum five number of assignments on feasibility studies in any field which
should include at least three feasibility studies in urban sector - in the areas of urban
rehabilitation, urban redevelopment, entertainment sector and urban transportation.
ii. Experience in minimum three number of assignments on Transaction Advisory Services or
bid document preparation and carrying out bidding process in any field which should include

at least two projects in urban sector - in the areas of urban rehabilitation, urban
redevelopment, entertainment sector and urban transportation.
f. These assignments should have been awarded to the consultancy firm during 1st April 2006 to
31st March 2016. These assignments should be completed assignments or in case of ongoing
assignments the draft Feasibility Report has been prepared.
g. The final selection will be based on Experience, Credential and Technical and Financial capability
of the bidder. The qualifications and experience of the key professional available in the
organization will be a basic criterion for evaluation.
h. Applicant needs to provide details of all assignments for further assessment as per Annexure-5 &
6. Necessary documentary evidence comprising of Client certificate/ work order/ contract must
also be enclosed in support.
8. General Conditions
a. EOI Notice
This EOI document is being issued by SMC and seeks expression of interest from respondents
("Applicant") meeting laid down eligibility criteria for Consultancy services for Preparation of
Techno-financial Feasibility Report and Transaction Advisory Services for GHARENU (Gopitalav
Heritage Area Rejuvenation Project) through Public Private Partnership (PPP) mode in Surat
(hereinafter referred to as "Project").
The purpose of this EOI document is,
Preparation of Techno-financial Feasibility Study to assess the various Technical, Institutional and Financial aspects for setting up of GHARENU (Gopitalav Heritage Area Rejuvenation Project).
Preparation of bid documents to select a private player to Design, Build, Finance, Operate and Maintain proposed for GHARENU (Gopitalav Heritage Area Rejuvenation Project) through Public Private Partnership (PPP) mode.
Carrying out bid process management and selection of the private player and assist SMC till signing of the Concession Agreement with the private player.
Preparation of bid documents and carrying out the bid process to select an Independent Engineer to monitor the PPP Project executed and managed by the private player.
The applicant shall be a Sole Bidder (Single entity) for the purpose of this EOI. No Joint Venture or
Consortium of firms is allowed.

c. Pre-requisites for the applicants
Public limited company, Private limited company can submit the EOI application.

The Applicant should also submit a power of attorney as per the format enclosed authorizing the signatory of the EOI application.
The EOI application should contain the information required.
d. Blacklisting / debarred by government
The intending Applicants should submit an undertaking that applicant is not currently black listed/
debarred by any Govt. Dept. / PSU/ Semi Govt. agency. The Applicant should submit self-certification
to the effect. Any applicant found black listed/debarred by any Govt. Dept. / PSU/ Semi Govt.
agencies shall be subject to disqualification for this EOI process.
e. Number of EOI submission
Each applicant should submit only one (1) EOI document for the Project. Any applicant which
submits or participates in more than one EOI application for the Project would be disqualified.
f. EOI application preparation cost
The applicant shall bear all costs associated with the preparation and submission of the
expression of interest and neither SMC will in any case be responsible and liable for sub-costs,
regardless of the conduct or outcome of the EOI process.
g. Right to accept and reject any or all the EOI Application
Notwithstanding anything contained in this EOI document, SMC reserves the right to accept or reject
any EOI application and the assessment process and reject all the EOI application, at any time
without any liability or any obligation for such acceptance, rejection or annulment, without assigning
any reason.
SMC reserves the right to reject any EOI application if:
At any time it is found that a material misrepresentation is made by the applicant or
The applicant does not respond promptly and satisfactorily to the requests for
supplementary information required for the assessment of the EOI application.
SMC reserves the right to cross check and confirm the information/ details furnished by the
applicants in the document.
9. PREPARATION AND SUBMISSION OF EOI DOCUMENTS
a. Language
All information in the EOI application must be in English, information in any other language, if not
accompanied by an authenticated translation in English, shall not be considered, in the event of any

English translation shall prevail.

b. Clarification on EOI documents
The Consultants are free to raise their queries in pre-bid meeting only, which will be
scheduled at 11.30 hours on 27.06.2016 at venue, Room No.88, Conference Room, Second
Floor, Surat Municipal Corporation, Muglisara, Surat.
SMC shall endeavour to respond to the questions raised or clarifications sought by the applicants during pre-bid meeting. However, the SMC reserves the right not to respond to any question or provide any clarification, in its sole discretion, and nothing in this clause shall be taken or read as compelling or requiring the SMC to respond to any question or to provide any clarification.
The company may also on its own discretion, if deemed necessary, issue interpretations and clarifications to all applicants. All clarifications and interpretations issued by the company shall be deemed to be part of the EOI document. Verbal clarifications and information given by SMC or its employees or representatives shall not in any way or manner be binding on the Client. SMC will provide adequate information/ support to the assist Applicants in the formulation of their EOI application or response to EOI document.
c. Amendment of EOI document
Before the deadline for submission of EOI application, the EOI document may be modified by the
Client by issue of Addendum/ Corrigendum. Any Addendum/ Corrigendum issued shall be part of the
EOI document and it will be publicized through newspapers/ official website. It would be the
responsibility of the applicants to regularly check SMC's website for any updates.
To give prospective applicants reasonable time in which to take the Addendum/ Corrigendum into
account in preparing their EOI application, extension of the deadline for submission of EOI
application may be given as considered necessary by the Client.
d. Alternative EOIs by the applicants
The applicants shall submit offers which comply strictly with their requirements of the EOI
document. Alternatives or any modifications shall render the EOI application invalid.
e. Submission of EOI Application
The applicant shall prepare original set of the Application (together with originals/ copies of documents required to be submitted along therewith pursuant to this EOI document) and applicant shall also provide a soft copy on a Compact Disc (CD). In the event of any discrepancy between the original and CD, the original shall prevail.
Each page of the above documents including drawings if any should bear the dated initials of the Applicant along with the seal of the Applicant in token of confirmation of having understood the contents.
All set of application will have to be submitted only in hard bound forms so as to ensure that it will not be possible to replace any page without disturbing the documents. All pages should be sequentially numbered. Each document should have an index to indicate the

details of contents and their page numbers. Each page (including Annexure) should be initialled at the bottom by the authorized signatory.
Applicant is required to submit Articles of Association
f. Last date of submission
The EOI Application in hard copy should be submitted latest by 17:00 hours on 08.07.2016 to the
below mentioned address by RPAD/Speed post through postal Authority only:

g. Items to be checked while furnishing details
There shall be no additions or alterations except those to comply with the instructions issued by the client or as necessary to correct errors, if any, made by the applicants.
Conditional offer/ EOI application will be rejected.
Financial data should be given in Indian Rupees only. In case the financial data is in any other
currency, the same should be converted in Indian rupees and certified by the auditor(s) of
the firm(s).
In case the Applicant intends to give additional information for which specified space in the
given format is not sufficient, it can be furnished in enclosed sheets.
h. Sealing and Marking of EOI Applications
The Applicant shall seal the original together with their respective enclosures, in which shall also
be marked “EOI for Consultancy services for Preparation of Techno-financial Feasibility Report
and Transaction Advisory Services for GHARENU (Gopitalav Heritage Area Rejuvenation Project)
in Wall City Area through Public Private Partnership (PPP) mode in Surat”.
If the envelopes are not sealed and marked as instructed above, the client assumes no
responsibility for the misplacement or premature opening of the contents of the application and
consequent losses, if any suffered by the Applicant.
All documents issued and information given to the applicant shall be listed as confidential.
i. EOI Application due date
EOI application must be submitted by the applicant at the time and date as mentioned in Clause 9(F)
of this document OR amended if any. The client may extend the deadline for submission of EOI
application by issuing an amendment in writing/ online in accordance with Clause 9(C) in which case
all rights and obligations of the client and the applicant previously subject to the original deadline
will be subject to new deadline.

j. Late/ Delayed EOI Application
Any EOI application received after the specified date and time of receipt shall not be considered.
Application received by Registered post AD/Speed post only after the time and the date specified in
the tender notice and shall not be received by the Client from the postman, such applicant if
received will not be opened and will stand rejected. Post delay will not be accepted.
k. Modification/ Substitution/ Withdrawal of EOI Application
The applicant will not be allowed to modify, substitution or withdraw its EOI application after expiry
of the deadline for receipt of the EOI application.
l. Confidentiality
Information relating to the examination, clarification, assessment and recommendation for the
shortlisted applicants shall not be disclosed to any person who is not officially concerned with the
process.
m. Disqualification
The applicants and their respective officers, employees, agents and advisers shall observe the
highest standards of ethics. Notwithstanding anything to the country contained herein, the SMC may
reject a bid without being liable in any manner whatsoever to the applicant, if it determines that the
applicant has directly or indirectly or through an agent, engaged in corrupt practices, fraudulent
practice, coercive practice, undesirable practice or restrictive practice in the EOI process. For the
purpose of this Clause, the following terms shall have the meaning herein under respectively
assigned to them:
"Corrupt practice" means (i) the offering, giving, receiving, or soliciting, directly or indirectly,
of anything of value to influence the actions of any person connected with the bidding
process (for avoidance of doubt, offering of employment, to or employing or engaging in any
manner whatsoever, directly or indirectly, any official of the SMC who is or has been
associated in any manner, directly or indirectly, with the bidding process at any time prior to
the expiry of one year from the date such official resigns or retires or otherwise ceases to be
in the service of the SMC, shall be deemed to constitute influencing the actions of a person
connected with the bidding process): (ii) engaging in any manner whatsoever, whether
during the bidding process or thereafter, any person in respect of any matter relating to the
Project, who at any time has been or is a Legal, Financial or Technical advisor of the SMC in
relation to any matter concerning the Project;
"Fraudulent practice" means a misrepresentation or omission of facts or suppression of facts
or disclosure of incomplete facts, in order to influence the process;
"Coercive practice" means impairing or harming, or threatening to impair or harm, directly
or indirectly, any person or property to influence any person's acts or omissions in the
process;

"Undesirable practice" means (i) establishing contact with any person connected with or
employed or engaged by the SMC with the objective of canvassing, lobbying or in any
manner influencing or attempting to influence the process; or (ii) having a conflict of
interest; and
"Restrictive practice" means forming a cartel or arriving at any understanding or
arrangement among applicants with the objective of restricting or manipulating a full and
fair completion in the process.
In addition the following will be additional grounds for disqualification:
Submitted an EOI application after the response deadline
Submitted an EOI application which is not accompanied by required documentations
Failed to provide clarifications related thereto, when sought
Submitted more than one EOI application. This will cause disqualification of all the EOI
applications submitted by such applicant.
If any information which would have entitled SMC to reject or disqualify the applicant
becomes known after the applicant has been assessed, it reserves the right to reject the
applicant at that time or at any time after such information becomes known.
n. Governing law
The governing laws for the purpose of the process are the laws of India and courts of Surat shall
have full jurisdiction considering any matter arising out of this EOI documents and the process.
o. Assessment
The assessment of the application shall be to establish the capability of the applicant as brought out
in Eligibility Criteria. For short listing process SMC will determine whether each EOI application is
responsive to the requirements of the EOI document.
10. Responsive proposal
The EOI application shall be considered responsive if:
a. It contains all the information and documents as requested in the EOI document.
b. It contains information in formats specified in this EOI document as per appended Performa
/forms. The SMC may not evaluate the applications received with the information in different
format. In case the desired information is not submitted in the prescribed format and instead
the company’s profiles, reports etc. are only annexed with the application, SMC may not extract
the information from these documents in order to evaluate the application. It is, therefore,
advised that all the relevant information should be furnished in the prescribed format only.
c. There are no inconsistencies between the EOI application and the supporting documents.

d. SMC reserves the right to reject any EOI application which is non-responsive and no request for
alteration, modification, substitution or withdrawal shall be entertained by SMC in respect of
such EOI Applications.
e. Meeting all the eligibility criteria as stipulated in this EOI documents.
f. It is intended to make the assessment of responsive EOI Applications. Applicant has to fulfill all
the eligibility criteria as established above and also should not invite disqualifications as provide
in Clause elsewhere in the documents
g. On assessment of EOI applications as above, SMC shall prepare the list of responsive bidders for
consideration to the next stage of assessment process, which may contains
presentation/animated document to SMC authority showing the broad outline and planning of
the project / job. Applicant shall also shows their preparedness plan and work methodology for
executing the job of master plan. The applicant so selected finally will be issued Request for
Proposal for the project which contains detailed scope of works, Terms of reference, Conditions
of the contract, financial offer etc.
h. Clarifications sought by the client: To assist in the process of assessment of EOI Application, the
client may, at its sole discretion, ask any applicant for clarification on its EOI Application. The
request for clarification and the response shall be in writing or by facsimile. No change in the
substance of the EOI Application would be permitted by way of such clarifications.
i. Notifications: SMC may notify responsive applicants for making presentation to the Company as
a part of assessment process. The date of presentation will be communicated in the letter to the
shortlisted applicants.
j. Applicant's responsibility: It is expressly clarified that before submitting the EOI Application, the
Applicant must have examined carefully the contents of all the documents and any failure to
comply with any of the requirement of the EOI document will be at Applicant's risk.
k. Submission of the proposal by the Applicant would mean that they have.
Made a complete and careful examination for requirements and other information set forth
in this EOI document
Made a complete and careful examination of the various aspects of the Project including but
not limited to the Project site and all matters that might affect the Applicant’s performance
during the jobs, if awarded SMC shall not be liable for any mistake or error or neglect by the
Applicant in respect of the above.

11. Selection Process
Consultancy firm satisfying the eligibility criteria specified in this Document shall be pre-qualified for
next stage.
All pre-qualified firms will be invited (along with a standard “request for proposal” which includes
the detailed terms of reference, formats for submission of Technical and Financial proposals, and
standard contract documents) to submit detailed Technical and Financial proposals. Technical and
Financial proposals will be submitted in separate envelopes.
Technical proposals will be opened and evaluated first (by evaluation committee). Financial proposal
will be opened for only those firms who pass this evaluation.
