ANNEXURE-A EQUIPMENT FOR OIL'S CRISIS MANAGEMENT CELL 200 KVA SILENT DG SET 1.0 SCOPE OF SUPPLY The scope of supply by the bidder shall be one 200KVA, 425 volts, 3 phase, 50Hz Industrial Type, Diesel Engine driven Generating Set with the control panel and all accessories housed in an acoustic enclosure. The generating set shall be the primary source for providing power for equipments pertaining to the Crisis Management Infrastructure of OIL . The rating shall apply to supplying continuous power at variable load for unlimited annual hours where a 10% overload is allowed for up to 1 hour in every 12 hours. 2.0 DIESEL ENGINE The engine should preferably be a four stroke, turbo charged, after cooled, diesel engine, rated for continuous power and capable of developing a net minimum HP of 245 at 1500 rpm at the site conditions given below # Maximum Temperature : 40º C Minimum Temperature : 5º C Maximum Relative Humidity at 35º C : 95º C Maximum Altitude above mean sea level : 150 M With HSD conforming to IS:1593:1982 and having the following specification : Cetane number : 42.5 Gross calorific value : 19480 BTU /CFT The engine should comprise of the following sub systems : 2.1 COOLING SYSTEM , preferably comprising of # Engine mounted water pump # Blower fan # Heavy duty industrial radiator # Corrosion inhibitor

The engine should conform to either ISO 3046/BS 5514 /IS 10000 specifications and should be rated for continuous power with an over load power rating of 110% of the continuous power corresponding to engine application for a period 1 hr. within a period of 12 hrs. of operation. b. The bidder should submit the following information along with relevant performance rating curves and engine product catalogues. (i) Gross HP developed by the engine at rated RPM (ii) Deduction for blower fan, charging alternator and other ancillary equipment (iii) Net HP developed by the engine at rated RPM (iv) Specific fuel consumption at rated power as well as 110%, 75% and 50% of rated load c. A suitably selected flexible coupling should be incorporated to transfer power from the Engine to the Alternator. d. The Generating Set should be suitable for operation at the site conditions mentioned earlier.

e. The Engine and Alternator are to be coupled, aligned and mounted through AVM pads on the a common #Base Frame#. f. The Generating Set inclusive of the Control Panel and all accessories should be housed within an acoustic enclosure be ready for operation after carrying out initial servicing and making provisions for fuel. g. Bidders must submit filled in data sheet and technical check list enclosed with the enquiry and deviations if any should be separately indicated. h. Bidders must undertake that the equipment to be supplied are not going to be obsolete for next 10 years and provision for supplying spares of the equipment shall be continued. 3.0 ALTERNATOR 1. 14. Connection : Y (Star) 15. Site condition : Temp. 5-40 deg. C, RH=95%, Alt = 150 mt. 16. Alternator internal protection : IP23 (enclosure) 17. Alternators terminal box : IP24 protection 18. Cooling : Air cooled by integral fan 19. Excitation system : Brush less, self excited and self regulated. The brush less alternator shall be composed of 3 phase AC exciter with rotating diodes, pilot exciter and static voltage regulator with voltage adjuster potentiometer, main field windings and stator windings. At nominal speed the exciter must produce sufficient residual voltage in order to ensure perfect excitation. 20 Automatic voltage regulation : The machine shall be voltage regulated & shall maintain a voltage accurate to +/-0.5% to +/-1.0% in any condition between no load & full load even if its speed fluctuates by +/-4%. AVR should be mounted in the control panel with rubber washers to arrest vibration. AVR should have under speed, over excitation protection features with LED display. 21 Permissible voltage variation : + 2% at rated speed and power factor 22 Voltage swing : When rated load is suddenly switched ON voltage (transient response ) dip shall be limited to 5-10% and will be corrected within 0.2-0.7 sec. 23. Permissible engine : When the speed of engine is 1.2 times for two speed variation minutes, the alternator should be capable of withstanding it without any damage. 24. Permissible frequency variation : +2% 25. Period for taking load from : 5 sec. start impulse 26. Motor starting ability : 200% for 20 sec

Amplitude of vibration at no load : 100 micron 3.1 GENERAL NOTES (ALTERNATOR) a. The alternator shall be of proven design. b. The alternator shall be with double bearing. c. Alternator and AVR shall be suitable for humid and corrosive atmosphere. d. Alternator#s winding terminals shall be connected to 4 terminals of suitably rated tinned copper bars of appropriate length, mounted on sheet molding compound (SMC) supports, in the cable terminals box. e. Cable entry arrangement :- The alternator terminals & terminals box shall be suitable for terminating 4 core x 120 sq.mm. PVC insulated and PVC sheathed armored copper cable. All cables from the alternator shall be terminated through suitably sized single compression glands on a detachable gland plate at the bottom of the terminal box and connections will be made through properly rated tinned copper sweating sockets crimped rigidly to the copper conductors. f. Earthing system for the alternators (body and neutral) shall be as per the IS:3043.

g. 02 nos. of earth studs shall be provided on both sides of the alternator. h. 02 nos. lifting hooks shall be provided for lifting the alternator. i. The following information shall be provided : (i) Unbalanced current carrying capacity (ii) Efficiency of the alternator at 25%, 50%, 70% and 100% load. (iii) Power factor of the alternator at 25%, 50%, 70% and 100% load. (v) Motor starting capability (vi) Dimensional drawings. j. Name plate (Rating plate) : A Name plate shall be fixed on the Alternator frame containing the following minimum information in English language. Manufactures Name, Applicable Standards, Serial No., Type, Frame reference, Rated output,Rated power factor, Duty, Rated frequency, Rated voltage, No. of phases, Type of connection, Rated stator current, Rated speed in rpm. , Class of insulation, Excitation current and Voltage at Rated output, Phase rotation, Temperature rise, year of manufacture. 3.2 Standards : The alternator shall conform to the following standards : IS:12065 - Noise limit IS:12075 - Vibration IS:4722 - Governing standards IS:4691 - Enclosure IS:6362 - Cooling IS:2253 - Mounting 3.3 Testing of alternator at manufacturer#s works : All the routine tests and load tests of the alternator (along with the control panel) shall be witnessed by OIL#s engineer at manufacturers works. The routine test of the alternator will include the following minimum tests / measurements # a. Measurement of winding resistances for generator armature, field, exciter armature and exciter field.

Voltage regulation test. f. Vibration measurement g. Measurement of noise level h. Overload test. 3.4 Documents : a. The following documents /drawing shall be submitted with the offer # # GA drawing # Technical literature of alternator # Catalogue of various components b. The successful bidder shall obtain approval for the drawings prior to manufacturing of alternator and ten sets of following documents shall be submitted along with the supply # GA drawing # Technical literature of alternator # O&M manual # Catalogues of various components # All test certificates # List of recommended spares for two years c. One set of the above documents shall be furnished with the equipment. 3.5 SPECIFICATION OF SWITCHGEAR & CONTROLS : Switchgear & controls will consist of the following : A. Generator Control Panel B. Generator Control Panel The generator control panel shall be sheet steel clad, self supporting, floor mounting with vibration dampers, cubicle type, dust and vermin proof made of 14 G MS CR sheet and built upon rigid framework having front and rear hinged doors with danger plate fitted on both sides, lifting lugs

Incomer / bus bar section ii. Generator protection section iii. Generator control section iv. Engine control section i. Incomer / Bus bar section : This section shall have : a. 1 no. 400A TP & N, 415V, CFS unit, fused 300A (Make : Siemens / GEPC / Havells / L&T) b. 1 no. 400 A, 4 pole, 415V moulded case circuit breaker, 50 KA, with adjustable overload so that overload can be set at full load current of the alternator, with remote tripping facility with 230 volt shunt tripping, (Make : Siemens /GEPC/Merlin Gerrin/Legrand ). c. MCCB should trip on the following faults with indication # Over current & earth fault # Short circuit # Earth leakage # Over voltage # Under voltage # Incorrect phase rotation d. 1 set TP & N electrolytic grade, high conductivity, cooper bus-bars, conforming to E91E-WP grade as per IS:5082, rated 500 amps and supported at required intervals to withstand short circuit fault levels up to 50 KA. Bus-bar support shall be non # hygroscope SMC / FRP he bus bar shall be insulated with heat shrinkable PVC sleeves. e. Cable entry arrangement : All cables to the panel will enter through a detachable gland plate at the bottom of the panel. All cables will be terminated through suitably sized single compression glands and connections will be made through properly rated terminal strips and tinned copper sweating sockets crimped rigidly to the copper conductors.

All indication lamps shall be of LED type (Make : Vinay or eqv.) and shall be mounted in front of the panel. c. Fuses : All meters, indication lamps shall be protected by adequate nos. of HRC instrument fuses of suitable rating (Make : GEPC or eqv.) d. Auxiliary relays : Auxiliary relay / contactors will be provided as per requirement of the control circuit (Make Siemens / Telemechanique / L&T) iv. Engine control section : This section shall have a. Digital RPM meter # 1 no. b. compartment inside the acoustic enclosure. One incoming will be connected to the alternator power from the MCCB with 4x120 sq.mm PVC insulated and PVC sheathed armored copper cable. The other incomer will be left for connecting the other source of power. The outgoing of the changeover switch will be connected to the distribution panel described below, through a 4x120 sq. mm PVC insulated and PVC sheathed armoured copper cable. All terminations will be done through suitably sized single compression glands in detachable gland plates and connections will be made through properly rated terminal strips and tinned copper sweating sockets crimped rigidly to the copper conductors. Earthing arrangement will be provided with double earthing studs on two sides and will be connected to the earth bus with suitably sized zinc plated and passivated double nuts and spring washers. C. Distribution Panel : (Make : Siemens / GEPC / Havells / L&T) A TPN distribution panel with 500A, 50KA electrolytic grade, high conductivity, copper bus-bars insulated with heat shrinkable PVC sleeves & mounted on non-hygroscope SMC/ FRP supports will be provided inside the acoustic enclosure to connect loads of various ratings. The distribution switchgear shall have the following minimum outlets 0- a. 63Amp TPN : 3 nos. b. 32 Amp TPN : 3 nos. c. 20 Amp TPN : 4 nos. d. All riser connections will be made through properly rated and PVC insulated copper conductor. Cable end boxes will be provided for each outlet with detachable gland plates. Sufficient space will be made available in all above feeders for terminating and dressing the outgoing cable. One of the 63 Amp feeders will be connected to a six way, 63 Amps, TPN, HRC fused distribution board, through a suitably rated 4C PVC insulated and PVC sheathed armored copper cable. Earthing arrangement will be provided with a 50 x 6 mm GI strip with minimum two nos. of earthing studs and will be connected to the earth bus with suitably sized zinc plated and passivated double nuts and spring washers. Suitable entry system for cables and earthings shall be provided in the acoustic enclosure.

3.6 General Notes a. The control panel shall be designed, manufactured and tested as per the latest applicable codes and standards and stringent quality control checks to be carried out at every stage. b. Copy of CPRI test certificate for type test of the panels will be furnished with the bid and with supply. c. The control wiring shall be done with PVC insulated flexible copper wires of 2.5 sq.mm and each wire shall have a ferrule number. The entire wiring will be properly dressed and tested. d. All control wires shall be brought to terminal strips and from there taken to different controls/devices. All connections shall be done through properly rated lugs. e. Suitable inscription plates should be provided for the indication lamps, push buttons, selector switched, terminal strips etc. f. The panels will be so placed in the enclosure that sufficient space shall be available in the front and rear of the panels for inspection & maintenance works on the panels. g. Neoprene gaskets should be provided wherever required. h. Earth strips of 50x6 mm Gl shall be provided as earth bus at the rear of the switchgear for the earth connections , complete with adequate nos. of zinc plated and passivated studs, nuts and spring washers. 3.7 Testing of Panel at manufacturers works : All the routine tests and load tests of the panel (along with the generating set) shall be witnessed by OIL#s engineers at manufactures works. The routine test of the panel will include the following minimum tests / measurements # a. Physical checks & operation check of all components b. HV tests c. Insulation tests (before and after HV tests) 3.8 Documents :

The successful bidder shall obtain approval for the drawings prior to manufacturing of equipment / panel and four sets of the following documents shall be submitted with the supply. # GA drawing showing all details # Bill of materials with catalogues of various components # Power and control circuit diagrams # List of recommended spares for two years # All test certificates including copy of CPRI test certificate for type test of the panels. c. One set of the power and control circuit diagrams shall be furnished with the equipment. 4.0 ACOUSTIC ENCLOSURE : # The acoustic enclosure should be portable and should house the engine, alternator and control panel. It should be of modular construction with the provision to assemble and dismantle easily at site. # The acoustic enclosure should be designed and manufactured to suit the most stringent noise specifications offering attenuation to a minimum of 75d BA at 1 meter. Sound proofing of the enclosure should be done with high quality rock wool / mineral wool conforming to IS;8183 OF 50 MM thickness and density of 96 Kg/M^3. The rock wool should be further covered with fiberglass cloth and perforated powder coated sheet. # The acoustic enclosure should be complaint with the provisions of the Environment (Protection) second Amendment Rules 2002, vide notification GSR No.371 (E) dated 17th May 2002 and as amended vide GSR No. 520 (E) dated 1st July 2003 issued by the Ministry of Environment & Forest, Government of India. It should further be approved by National Physical Laboratory, New Delhi or alternatively should meet norms specified by Central Pollution Control Board .

# Specially designed attenuators should be provided to control sound at air entry to and exit from the container . There should be carefully designed inlet and outlet baffles /attenuators with corresponding weather louvers and bird mesh allowing sufficient air flow, for the set to operate even under the harshest ambient conditions whilst maintaining specified noise levels. # The enclosure should be fabricated out of CRCA sheet of 14 SWG Corrosion resistant sheet steel duly surface treated and lined with sound absorbing materials retained by powder coated perforated zinc sheet. The sheet metal components should be pretreated and to ensure prolonged life of the enclosure, it should be pure polyester based powder coated (inside as well as outside) and all nuts and bolts / hardware should be Zinc coated. # Each canopy should have a pitched roof, guttering and a panel viewing window. Readings of indicating meters must be visible from outside. Side opening access doors should be provided on either side with lockable recessed handles to facilitate maintenance operations. The doors should be lined with high quality EPDN gaskets to avoid leakage of sound. Cable glands should be provided to avoid necessity of cutting into the canopy. The enclosure should have sufficient space around the generating set, so that operating personnel can carry out inspection of the same. There should also be provisions for taking out the generating set or the panel for maintenance / overhauling jobs. # The residential type silencer and spark arrestor should be roof mounted with all internal pipe work including flexible bellows already connected. The silencer should be designed to give minimum back pressure and high sound attenuation. # The canopy should be finished in synthetic enamel paint incorporating rust inhibitors and aluminum sprayed silencers and spark arrestors to guarantee a superior and long lasting finish. # Adequate ventilation should be provided to meet air requirement for combustion and heat removal. If required, a thermostatically controlled blower should be used to meet

Temperature of enclosure should not exceed beyond 5 deg.C of ambient temp. # The fuel tank at the base of silent DG set should be provided with an air breather and drain plug. The fuel level should also be indicated with the help of fuel gauge. # There should be provision for filling the fuel from outside as in the case of automobiles with locking arrangement. There should also be provision of drain plugs for drawing lube oil and diesel. Also, the batteries should be accommodated in a separate tray within the enclosure. # There should be provision of #emergency shut down# of the engine from outside the enclosure. # There must be two numbers of earthing points on both sides for connecting the enclosure to the ground. # The enclosure should be provided with internal wiring for illumination. There should be one number 15 amps MCB, one number switchboard with 5 amps / 15 amps combined switch / socket, 2 numbers 20 watt tube light fitting with lamp for lighting circuit. Wiring of lighting circuit should through the PVC conduit. The generating sets including the control panels shall inspected and tested at manufacturers works / factory by OIL Engineer, as per relevant IS norms , prior to dispatch. Such inspection however shall not relieve the supplier of his responsibility to ensure that the equipment supplied is free from all manufacturing defects and conforms to correct specification . Intimation must be sent to OIL at least 30 days in advance for inspecting the generating sets at manufacturer#s premises. The supplier shall submit detailed records and all relevant test certificates along with the delivery of the generating sets. The certificates should be forwarded in quadruplicate and those for electrical equipment should be endorsed # Suitable for use in the climatic conditions specified #. Inspection /testing charges, if any, shall be quoted separately which shall be considered for evaluation of the offers. The to and fro fares, boarding/ lodging and other en route expenses of OIL#s Inspection Engineers for carrying our inspection shall be borne by OIL. 7.0 INSTALLATION & COMMISSIONING : Installation and Commissioning of the 200 KVA DG Set and its control panel shall be carried out by the bidder in the presence of OIL representatives at its fields at Duliajan, Assam (India). Services of qualified and competent personnel from equipment manufacturer is essential during installation and commissioning of the generating sets. Persons engaged for installation, testing and commissioning of the generating sets and control panels should have valid electrical license. A person who is authorized for supervision of all electrical works should have supervisory license. Installation / commissioning charges should be quoted separately which shall be considered for evaluation of the offers. These charges should included amongst others to an from fares, boarding/ lodging and other expenses of the commissioning engineers during their stay at Duliajan, Assam (India). All Personal, Income and Service Tax etc. towards the services provided by the supplier shall be

borne by the supplier and will be deducted at source. Bidders should also confirm about installation/ commissioning in the Technical Bid. Note : I. Once commissioned at designated sites the generating sets will be subjected to a trial run on available load for a minimum period of 24 hrs continuously and on satisfactory performance shall be subsequently handed over to OIL. II. Any offer not quoting the installation/ commissioning and Inspection/ testing charges shall be loaded with a maximum charges for the same received against the tender for the evaluation purposes. Moreover bidders should categorically confirm about the Service/ Income Taxes for evaluation purpose. 8.0 SPARE PARTS List of spares along with their part numbers, that shall be required for normal operation and maintenance of the generating sets and accessories for a period of two years should be submitted along with the offer. Item wise break up of prices of these spares should also be provided. However cost of these spares will not be considered for evaluation of the offer. 9.0 WARRANTY The warranty period for the engine, alternator, control panels and all other accessories should be a minimum of 12 months from the date of commissioning or 18 months from the date of dispatch. The relevant warranty certificate should be submitted at the time of delivery of the generating sets. 10.0 AFTER SALES SERVICE

The nature of after sales service, which the supplier can provide during initial commissioning and also subsequently should be clearly stated. Confirmation that all spares related to the equipment supplied shall be available for a period of at least 10 years after delivery should be provided. Bidders should also indicate their nearest authorized service center. 11.0 BID EVALUATION CRITERIA (TECHNICAL) The bids must conform to the specifications and terms ad conditions given in the enquiry. Bid shall be rejected in case the items(s) offered do not conform to the required minimum / maximum parameters stipulated in the technical specifications and to the respective international /national standards wherever stipulated. Notwithstanding the general conformity of the bids to the stipulated specifications and terms and conditions, the following requirement shall have to be particularly met by the bidders, without which the offer will be considered as non-responsive and rejected. i. . The offered engine should be a four stroke diesel engine, rated for continuous power and capable of developing a net minimum HP of 245 at 1500 rpm at site conditions ii. The engine must conform to ISO:3046/BS 5514/IS 10000 specifications and must be rated for continuous power with an over load power rating of 110% of the continuous power corresponding to engine application for a period of 1 hr. within a period of 12 hrs. of operation. iii. The acoustic enclosure should be designed and manufactured to suit the most stringent noise specification offering attenuation to a minimum of 75dBAat 1 meter. iv. Bidders should have the experience of successfully completing at least 1 (one) order in the last 10(ten) years before the bid closing date of this enquiry against supply, installation, commissioning and testing of Diesel Engine driven generating sets of capacity 125 KVA or above along with the Control Panels and accessories in PSUs, Central Govt. or any other reputed Company Documentary evidence in this regard must be provided along with the quotation failing which their offer will be rejected.
