Govt. and who has executed similar nature of work successfully as mentioned in Qualification requirement criteria given in the tender document. Bidders should fulfill all the qualification criteria. Otherwise their bids will not be considered & price bid will not be opened. All the bidders should have valid e-tender vender registration. due to postal services or any other reasons and the Corporation shall not assume any responsibility for late

receipt of tender.

6. The Earnest Money Deposit and tender fee will be accepted by Demand Draft on any Nationalized Bank

only situated at ANJAR drawn in favor of “GUJARAT ENERGY TRANSMISSION CORPORATION LTD.”

Otherwise tender will be rejected straightway. Tender without EMD and tender fee shall be rejected. Two

separate demand draft for Tender fee and EMD should be submitted with technical bid.

7. The GETCO reserves the right to award the work to one or more bidders, considering their technical and financial

capacity OR to reject any or all tenders or accept any tender without assigning any reason thereof.

Qualifying Requirements (For 66kV S/S)

1. Registration :The bidder shall be registered contractor of GETCO.

2. Technical Criteria: 1. Bidder shall have executed Minimum 01 no. of 66/11kV substation with State or Central Transmission Utility or major industries or 03 nos. of 66kV bays i.e. Transformer/Feeder Bays at same or different locations. Substations include minimum 02 nos. of Feeder bays, 01 no. no. of Transformer bay. 2. The bidder shall have valid Electrical Contract license and approved Vendor of GETCO/ STU/CTU, registered under Sales tax Act, Service tax Act and should have CPF/PF Registration Certificate.

3. Financial Criteria: The bidder shall submit the Bank solvency of the amount which is 20% of the total estimated cost of tender.

The bidder should submit necessary work completion certificate Form no. 3A, (& signed experience Certificates / detailed W.O. copy

along with format given as below) with the physical technical bid.

Note: Above technical criteria is for technical scrutiny after opening the technical bid. However the GETCO reserves the right to award the

Scope of Work 1. The Scope of the proposal shall be on the basis of a single Bidder’s responsibility, completely covering all the

services specified under the accompanying Technical Specifications.

2. The Bidder shall complete all the schedules & annexure in the Bid Proposal Sheets, technical Data Sheets and

specified elsewhere.

3. The scope of work is “ as mentioned above/ as per schedule-B” as per standard specification and standard

practice of GETCO and as per EIC.

4. The above work shall be executed under GETCO supervision as per GETCO’s latest approved drawing/layout

which can be collected from concern GETCO Division/Field office. Necessary field quality plan of GETCO shall be

implemented and necessary documentation shall also be maintained as per GETCO’s norms and instruction of EIC.

If required field quality plan shall be available at field offices.

5. During the work all safety norms & safety check list shall be followed. Necessary check list will be available at our

field office.

6. Successful bidder has to appoint site Engineer to maintained site register & FQP as per ISO.

7. All work should be done accordingly to ISO/IE rule & FQP and all require documents including Filled FQP, testing

results etc. should be submitted while handing over the completed work.

8. The quantity mentioned in price bid is tentative and may vary in actual work order.

GENERAL:- 1. The above materials shall be issued to the contractor only to meet with the immediate requirement of the contractor and not

much in advance. 2. The Contractor will submit the material account for the consumption of the material issued free of charge along with their

bills. 3. The account for the issue of materials shall be settled by contractor before payment of pre-final bill. 4. Cement and steel will be allowed to use in the contract and for allied connected works with the prior approval of the Chief

Engineer, Head Office. 5. The steel material will be issued to the Contract by the GETCO on weight basis i.e. weighing on way-bridge wherever

possible if there is no way-bridge the materials shall be issued on Section weight basis. However measurement for the work done will be done on line measurement basis by calculating weight as per the sectional measurement as per I.S.S.

6. The contractor will be allowed by unaccountable wastage up to 2% only. However in no case the Contractor will be allowed to take away any materials of the GETCO.

7. If the M.S. Bars pain or tor Steel are return of length 2 mtrs and above it will not be considered as scrap. 8. If the wastage exceeds 5% then the contract value, the Contractor will be charged at book rate or market whichever is

higher +15% as per rules of the GETCO for all wastage quantity in excess of 5%. 9. If any steel material, cement including a structural steel is not available in the GETCO’S store and if the work of the

Contractor is likely to be delayed then Engineer in change of the work permit the Contractor to purchase such materials from the open market in which case actual procurement cost shall be reimbursed by GETCO. However, in such case the Contractor shall have to indicate the price at which he can procure the materials based on the price us indicated the Engineer in change shall obtain prior approval from GETCO H.O. i.e. Chief Engineer before permitting such purchase.

10. If no finalizing the account of material by the GETCO. It is found that material is issued in excess of the actual consumption (Plus permissible an accountably) wastage the Contractor shall return the balance materials to the GETCO’s store from which it was originally issued. In case to the contractor fails to return the balance materials to the GETCO’s store from which it was original issued then for unreturned material. GETCO shall recover cost (a) stock rate or market rate whichever is higher plus +15%.

11. For the materials to be issued by the GETCO the contractor shall have to furnish indemnity bond on stamp paper of Rs. 100/- (One hundred only).

12. All the materials issued by GETCO shall be transported to the work site on same day and to be preserved in safe custody, failing to which GETCO shall intimate police action similarly as per instruction of Engineer in charge you have to credit the material of GETCO store without any loss time failing to which GETCO shall intimate police action.

Further we the CONTRACTOR agree that the GETCO shall be sole judge of and as to whether there has been any breach of the guidelines as per Annexure-A of this bond and as to the extent of the loss, damages, costs, charges and expenses caused to or suffered by the GETCO. We the CONTRACTOR further agree that our liability under this bond shall not be discharged because of the change in the constitution of the GETCO or for the extension of the time limit or for any other reason. a. That the CONTRACTOR undertakes /undertake to indemnify and keep harmless the GETCO from all claims, actions, proceedings and risk, damage danger to any person whether belonging or not belonging to the. CONTRACTOR.

b. That the CONTRACTOR shall keep harmless the GETCO from all claims, compensation, damages any proceedings in respect of any of its employee / workmen under the Workmen Compensation Act or any other laws for the timebeing in force.

c. That, if during the course of execution of work as stated in the contract order mentioned hereinabove issued by the OBLIGEE, it is found that the CONTRACTOR has not complied with guidelines as per Annexure-A or terms and conditions / formalities within the meaning of Employees’ State Insurance Act,1948 (ESI) or Workmen Compensation Act 1923 or any other laws relating to the Labour Welfare for the time being in force, and also has not observed the safety norms in accordance with the law prevailing at the place of work/job to the satisfaction of the GETCO, the GETCO shall have the right to stop the execution of work/job and the period of such stoppage shall not be taken into account for the calculation of the total period of completion of work for which the CONTRACTOR is responsible to complete the work/job and it will be deemed that discontinuance was due to default of the CONTRACTOR .

d. That, if any time, due to exigency, GETCO as the Principle Employer, becomes liable to pay any such compensation mentioned hereinabove, whether on failure of the CONTRACTOR or for any other reason, the GETCO shall have the right to recover the said amount from any amount receivable by GETCO or any bank guarantee deposited or anything payable whether in connection with this contract or other contract by the CONTRACTOR to the OBLIGEE.

e. That the CONTRACTOR is/are aware and accept that for the persistent or repeated violation of any guidelines as per Annexure-A and terms and conditions mentioned in this Safety cum Indemnity Bond, GETCO shall have right to terminate the contract of work issued to the CONTRACTOR .

f. In case if any safety related fatal Electrical / Mechanical accident occurred to any employee of agency or outsider due to negligence or non-compliance of GETCO safety norms then in addition to the compensation and liability as per statutory requirement, contractor / agency is hereby agreed to pay the penalty amount as given below: Sr. No Amount of Contract in Rs. h. This Safety cum Indemnity Bond shall continue and hold good until it is released by the GETCO in Writing on the CONTRACTOR’s application after the Contractor has discharged all his obligations under the order mentioned hereinabove and submitted a “NO DEMAND CERTIFICATE” from the GETCO under the said order. The Safety cum Indemnity Bond shall be valid for a CONTRACT PERIOD and renewable thereof (Claim Period).

i. This Safety cum Indemnity Bond and the guidelines as per Annexure-A herein contained are in addition to And not by way of limitation or substitution for any other guarantee, indemnities Hereto before given to the GETCO by the CONTRACTOR and this indemnity does not Revoke or limit such indemnities or guarantees. OUR ENDEVOUR - Safety a habit To create environment where Business Confidence is built through Best Business Practices and is fostered in an atmosphere of trust and respect between providers of goods and services and their users for the ultimate benefit of society a the nation, safety guidelines are agreed upon by the agency as under. Safety is our prime concern and zero accident is our goal. In order to prevent the accident, while execution of works in indoor and outdoor systems of GETCO, the following guideline and preventive measures are identified.

Prior to execution of work a joint surveymust be conducted by GETCO supervisorand contractor’s supervisor for risk assessment. � Clearly identify the work location, to distinguish between the equipment that is dead and other equipment / part that may be live.

� Disconnect equipment from supply.

� Protect against other live parts.

� Take special precautions when close tobare conductors / Bus bar

Prior to execution of work a joint surveymust be conducted by GETCO supervisor, contractor’s supervisor and DISCOM lineman in order to identify the following : a. HT/LT line or tap line crossing under each span of line of the work. b. Isolation point of each line crossing. c. Each line crossing & isolation pointunder each span must be discussed andnoted in maintenance register withsketch.

Following safety guidelines are mandatory for all contractors operating in GETCO premises for Electrical, non-electrical & civil works. 1. The contractors must provide advanceplanning of work to concerned in-chargeof substation in writing. 2. Before starting any work whether switchyard, “permit to allow to work” must betaken from control room in-charge. 3. Utilizing Electrical / non-electricalequipments, safety rules must beimplemented. 4. If the work is to be carried out onSunday or public holiday, the necessarypermission must be taken in advance,requesting in writing. 5. Unwanted person including children oflabours will not be allowed at workingsite/ in the switchyard and in theprohibited area. 6. Any electrical work or electricalconnections to equipment for any otherwork must be carried out by certifiedelectrician/wiremen with adequate size ofwire through MCB as per I.E. Rule. - Live penal area / bus bar must beisolated and sealed / bifurcated withred colour tape for visible warning. - Display Board must hang on LCPpanel. - Transformer must be switched offwhenever and wherever contractorand line workers are not satisfiedwith isolation, earthing or anyequipment performance of GETCO, itwill be pointed out and work shallbegin only after resolution.Contractor shall not take up job inabsence of GETCO authorizedperson. All wire temporary connection & material whenevererection activity has any connectionand disconnection work of bus bar,string bus.

Contractor’s supervisor and GETCO Supervisor must ensure all isolations physically with adequate earthing technically prior to give clearance to gang leader for taking up job. While execution of stringing work, the identified line crossing must be isolated / de-energized and written clearance should be obtained from concerned DISCOM supervisor. The isolation of Tap line must be physically seen and verified by Contractor and GETCO supervisor. At D.O. fuse junction contractors person should be posted to ensure that no person restore D.O. supply while work is under execution Contractor’s supervisor must ensure that concern officer take LCP for EHV line and power line crossing.

GENERAL CONDITION A. GENERAL TERMS :- 1. The Gujarat Energy Transmission Corporation Limited does not bind itself to accept the lowest or any tender.

Superintending Engineer (TR) Anjar, Anjar reserves the right to reject any or all tender without signing any reasons whatsoever and decision of the SE TR Anjar will be final and unchallengeable.

2. In case of any dispute / doubt, the decision of SE TR Anjar / EE (Const), Anjar shall be unchallengeable, final and binding to the Contractor.

3. Tender offer without payment of E.M.D. required Certificate, Documents, bar chart list of Tools, Tackles, Equipments, blank tender etc. required for execution of job will be out rightly rejected. The tenderer should furnish details of past experience of such job of similar nature completed by him satisfactorily within the time limit in GETCO without this certificate offer shall be rejected out rightly.

4. The competent authority can delete any items in schedule of the tender, if he feels that the rate quoted by contractor act. That item is abnormally high completed to the estimated rates. Specification in any items mentioned in tender are subject to change without any prior notice and binding to the Contractor.

B. GENERAL TERMS FOR CONTRACTOR :- 1. The erection work should be carried out according to the specification and as per Instructions & programmed laid out by the

DE / Executive Engineer-in-charge of the work. Contractor has to co-ordinate E.I.C. of planning of outage & work schedule thereof, so as to complete all the planned work in outage. Contractor has to deploy adequate manpower accordingly.

2. The contractor should appoint supervisor with sufficient qualification and experience who could supervise the execution of work throughout. He should always be present on the site as far as possible. Qualification & experience certificate of deputed supervisor to be submitted to GETCO.

3. The erection work should be commenced immediately from the date of receipt of instructions from office and should be completed within thereafter. Prior intimation in writing for starting the job will be given by GETCO for the work.

4. The contractor shall see the line route or S/S site before quoting the rates. 5. The Contractor has to follow all IE rules, Insurance rules, GETCO rules labours laws, safety rules and regulations at his risk

& cost. The GETCO does not take any responsibility in case of accident or injury to the workers. The safety / security of men, materials & equipments shall be sole responsibility of the contractor. Contractor will abide by and fulfill all the terms and conditions and general terms and condition of the contract for works available in the office. All other general terms and conditions as prevailing in the GETCO shall be applicable to this contract. The contractor will be governed by the GETCO’s general conditions of works contract. The Booklet will be available in the concerned office in any working days. In the event of placing order, the contractor will have to sign this booklet along with other documents and agreement. All the usual terms and conditions of the GETCO, though the same might have not been mentioned in this specification or contractor booklet will applicable to this contract, and the decision of the Executive Engineer (Const), Anjar shall be binding on the contractor.

6. The bidder shall have the experience of erection line should be as mentioned in Technical/Commercial Bid. 7. The tenderer should quote for complete erection work, testing and commissioning of line as indicated in the Schedule “B”

and as per terms and conditions. 8. It will be bidder sole responsibility for erection of complete line in all respect, accordance with latest rules under Electricity

Act and approved by Electrical Inspector. 9. Above terms and conditions are part and partial of tender and will be observed 10. The Contractors has to engage required strength of skilled persons for Transportation, Loading & unloading work and proper

Supervisor to avoid complication & unnecessary delay to complete work timely. The Contractor will be totally responsible for labour claims arising out of the labour employed for this job.

11. The detailed drawings of equipments can be seen from this office during any working day and the equipments which are to be erected can also be seen physically at Anjar store during any working day and time.

12. Contractor has to ensure safe shifting and erection of all accessories / equipments as per standard norms. 13. The Contractor has to arrange for minor fabrication (if required) at free cost. The tender includes all minor accessories and

items of work which may not have been specifically mentioned in the specification schedule etc. but are essential for completion of work. The contractor will not be eligible for any extra payment in respect of such minor accessories and items of work.

14. The contractor has to co-ordinate & co-operate fully with Engineer-in-Charge and commissioning Engineer of the supplier for erection of all equipments / structure / accessories, etc., and any other items which are not conveniently included in the specification but requires for completing the job.

15. The Contractor has to remain in contact in close days with Engineer in charge of work who in turn shall issue detailed instruction for the commencement of the work.

16. The Contractor will be solely and responsible for any accident / damage either to equipments or any human being during the time of execution of work.

17. Either you or your authorized person should contact our concern S/Dn as well Const. Div. office, Anjar daily, for the availability of equipments required for this work, failing to which this work order shall be terminated without giving any notice.

18. The Contractor will have to give indemnity bond to GETCO against any possible claim of compensation for damage to contractor’s equipments or staff or any of third party during the execution of work.

19. The Contractor will have to complete entire job as per directive and instruction of Engineer in charge. If he fails to do so entire work will be carried out at Contractor’s risk and cost.

20. The contractor has the experience of survey work and produces the list of survey instrument and bio-data of Supervisor / Surveyor / Engineer / Technician to be engaged for the job.

21. If the work is required to be carried out during specified outage then the contractor has to deploy adequate man power, material, tools etc. well advance and has to complete the entire work during this specific outage period only, failing to which GETCO shall be at liberally to deduct the amount of revenue loss due to prolong outage. Contractor has to co-ordinate E.I.C. of planning of outage & work schedule thereof, so as to complete all the planned work in outage.

22. If required by GETCO you shall have to provide free to & for traveling facility to our field Engineer or Surveyor for the work. 23. The Contractor shall not refuse to execute the work order at any time and it will be his sole responsibility to execute and

complete this work as per the instruction of Engineer - in - charge. 24. The tender shall invariably furnish a monthly average erection capacity (in km. and rating) along with list of available

machinery, tools and tackles etc. for erection of line. 25. The tenderer shall not submit offer for erection or foundation work. 26. No subcontractor, Power of Attorney shall be allowed. 27. Any excess work done beyond specification and drawing shall be at Contractor’s risk and cost. 28. The Contractor has to deploy minimum 8 to 10 skill labours / fitters at site daily failing to which GETCO shall have a right to

deduct Rs. 1,000/- per day from the bill. 29. During the stringing work of line if any EHT / 11KV / L.T. line comes on the way the Contractor has to dismantle, restringing,

kept on original position etc. work to be carried out. No any charges will be paid extra for this work. Further work to be carried out in co-ordination with concern DISCOM personnel for proper identification of feeder / LT line as well as you have to strictly observed all the safety rules of GETCO.

30. The bidder shall specifically note that GETCO will not pay any extra amount to wards any type of claim except for the description indicated in Schedule “B’. The party has to carry out all other / additional required activities / work as directed by Engineer in charge which is not mentioned in Schedule but required to be completed as per the site condition and for this work no extra Payment shall be made by GETCO.

31. In addition to the general of the construction particular attention shall be paid to the final finish and every effort shall be made to have the entire work contented wish standard of workmanship by the Contractor.

32. No any idling / gang mobilization charge will be paid by GETCO in any circumstances. 33. No part rate or reduces rate shall be allowed in final bill. 34. The interpretation of specification doubts etc: - In case of any doubts about what is mentioned in specification or

schedule or elsewhere, the tenderer should get all doubts cleared from the Department in writing and in advance of filling in the tender. In case of difference of opinion about interpretation of specification etc. the decision of SE TR Anjar/Ex. Engineer (Const). Anjar will be final and shall be binding to the contractor to the tenderer.

35. Power supply should be arranged by contractor at his own cost. For that temporary connection to be obtain by contractor from PGVCL for the said work.

1. SAFETY:- The Compliances of all Central / State Govt., rules, safety and insurance rules etc. and that of local body, is a must condition for the agency.

2. Contractor shall have to execute the work as per GETCO safety policy. Safety Booklet & safety policy shall be collected from concern EIC before work commencement. (Refer ISO document).

3. You shall ensure that at the end of each sub-activity, the surplus material is immediately removed from the work site to avoid loss and injury to the public.

4. Safety Clause: a. In case if any safety related fatal Elect. / Mech. accident occurred to any employee of agency or b. outsider due to negligence or non-compliance of GETCO safety norms then in addition to the compensation and liability as

per statutory requirement, contractor / agency shall be penalized as under:

c. Reporting; 1. The contractor shall inform concerned Ex. Engineer Const/TR in writing within 24 hours of fatal/Non-fatal accident occurred

to human being. 2. The GETCO investigating officer findings in to accident shall be final and binding to the contractor /Agency. d. Safety Requirement: 1. Kick off Meeting exclusively for safety shall be done in each contract in presence of contractor’s site in charge and

supervisor. Safety document shall be handed over and vital safety norms and key points of safety related to project shall be explained and recorded for commitment by erection contractor.

2. Such records are mandatory for clearing first erection bill. 3. During site visit by GETCO official of Executive Engineer and above rank, the following checks during execution of work

shall be covered. 3.1 Safety equipments available and utilize.

(a) Helmet. (b) Safety belt. (c) Safety shoes. (d) Live line Voltage detector

3.2 Safety procedure adopted. (a) Permit to work (b) Earthing at the place of work. (c) Adequate supervision.

3.3 T & P physical Check. (Healthiness and Quality) (a) P.P.rope. (b) Wire rope and sling.

(c) Earthing rod e. If above-mentioned safety requirements found violated in any of the above three conditions shall attract penalty of Rs.1000/-

per occasion. (Max.Rs.3000/--for violation of three conditions) f. During subsequent visit, if violation is found, then double penalty shall be deducted from the bill of the Contractor/Agency.

F. FIELD QUALITY PLAN: - Contractor shall have to execute the work as per GETCO FIELD QUALITY PLAN & APPROVED

DRAWING being the mandatory requirement of ISO 9001-2000.

G. SECURITY DEPOSIT:- 1. The successful tenderer will have to pay the Security Deposit of 5% of the order value. On placing the order 2.5% will have

to pay in cash or demand draft in favour of GETCO LTD. within seven days from the date of receipt of intimation given by the office and the remaining 2.5% will be recovered from the first two R.A. Bills. And higher percentage of security deposit may be fixed at the discretion of the Executive Engineer / Supdt. Engineer.

2. The tenderer will be abide by and fulfill all the terms & provisions of the “Tender and Contract” for works as applicable and in case of any default there to the GETCO shall forfeit the S.D. or any other action as may be decided by Ex. Engineer (Const), Anjar.

3. Security Deposit will be refunded after / completion of one year or guaranteed period over whichever is later.

H. TIME LIMIT:- 1. Time limit allowed for completion the work is 03 Calendar Months from the date of the commencement of the work. 2. Time limit extension will be given if line material is not supplied in time and farmer's objection not cleared in time subject to

merits / demerits & approval of competent authority as per DOP but if material given in time and farmer's objection cleared in time, then no time limit extension will be grant and penalty will be imposed as per rules. Time limit application with justification & supporting documents shall be produced.

3. The Time Limit for the work may be reduced and contractor should make all this efforts to complete the work within stipulated time limit as may be given by the Engineer in charge depending upon emergency of work GETCO reserves the right to reduce the time limit without giving any notice.

4. The tender shall remain open for acceptance at least for a period of six months from date of tenders.

I. SIGNING AGREEMENT:- The Contractor will have to sign an agreement as per GETCO’s rules in the prescribed form of the GETCO. The cost Rs. 100/- of the Stamp Paper will have to be borne by the Contractor.

J. PENALTY FOR DELAY: 1. If it is found that the work is unsatisfactory or not progressing as per the program / BARCHART / Target period, any action

taken by the GETCO, as may be deemed fit, to see that work is completed as required by the GETCO, would be at the risk and cost of the contractor. If the work is not completed within time limit penalty of 1/2 % of the delayed work per week will be levied, Maximum 10% of order value unless time quotation as granted for valid reasons by the competent authority.

2. Any delay causing extension of outages shall be contractor’s responsibility and appropriate amount (in term of Rupees) as decided by Ex. Engineer (Const), Anjar shall be recovered from Contractor’s bill as a penalty.

K. GUARANTEE: - It is the responsibility of the contractor to handover the complete work free of all defects. If within a period of one year from the date of handing over the work it is noticed that any defects occurs due to bad workmanship. It is the duty of the contractor to rectify / replace the same at his own cost. If within seven days from the date of receipt of such notice, the contractor does not take up the work, same will be carried out at his risk and cost.

L. WORKING DAYS: In case, it is not possible for the contractor to continue, the work either due to heavy rains or other reasonable causes, such facts should be immediate reasons to the notice of the Executive Engineer in writing. If the reasons for stopping the work are genuine, the Engineer may ask the contractor in writing to stop work be cases (for such stoppage) are overcome and the Engineer will ask the Contractor to start the work again in written, the period of such stoppage will not be considered as a part of working month moreover the contractor cannot claim compensation for such work. Contractor will not allow to work after working hours except in special case, if any.

M. TERMS OF PAYMENT: 1. Normally, one R.A. Bills will be paid every month, however, looking to the progress of the work it will be reviewed mutually

and 90% of the cost of work done will be paid to the Contractor on his presentation of R.A. Bill giving the material account thereof. Remaining 10% Payment will be made after the entire work is completed satisfactorily in all respect. The payment will be made through Account Payee Cheque. The Bill should be submitted to our concern Deputy Engineer (Const. Sdn) with a copy to Ex. Engineer, Anjar. Final bill will be prepared by our concern Deputy Engineer (Const. Sdn) within about fortnight from the date of completion of the work by the Contractor.

2. The GETCO will be untitled to deduct directly from the bills to be paid to the contractor any sum or sums payable by you and which sum/sums the GETCO is required to pay as principle employers on account of your default in respect of all liabilities referred to in above clauses.

3. In case of any farmer's objection / ROW, contractor has to mobilize his all efforts to clear the objection in consultation with GETCO authority. No extra Charge will be paid for such effort.

4. The contactor shall co-operative with the GETCO in recording measurement etc. as expeditiously as possible and he shall fulfill all the requirement which are necessary to finalizes the accounts on the basic of its records and pay him such amounts as if found due to him, together with the amount of security deposit if any remaining payable to him after deduction there from the amount due by him to the GETCO. The GETCO shall not entertain further claim from thereafter.

5. THE GETCO shall deduct the Income - Tax & Taxes as per prevailing rules from each and every bill. 6. Service tax will be paid as per prevailing norms on production of service tax registration.

7. PRESENTATION OF BILLS: All the bills for erection, separately for each line should be presented with the following information on each bill.

(i) 90% bills for erection should be serially numbered giving the work done under each item up to period of billing, work done for which the claim is made in the bill and up to date work so for done. Items in erection bill should correspond to items mentioned in schedule of A/T.

(ii) Balance payment bills should be prepared at the end of the job for each line section under the jurisdiction of the concerned Deputy Engineer which should give the complete information of work carried out, total payment due, actual payment received up to date and the balance amount claimed, It should also accompany a statement of reconciled material account tower wise and line wise.

8. 10% retention money will be deducted from each R.A. bill. 9. No higher rate or revised rate will be applicable for the work, if work is held-up / closed due to whatever so reasons. 10. R.A. Bill shall be paid if GETCO satisfy with the output of works otherwise only final bill shall be paid. 11. The cost of damages, if any will be recovered from the Contractor’s bill. The assessment of which will be done by field

Engineer at his sole discretion and his decision shall be binding to the contractor and shall be considered as final and unchallengeable.

12. The contractor shall co-operate with the GETCO in recording measurement etc. as expeditiously as possible and he shall fulfill all the requirements which are necessary to finalize the accounts on the basis of its records and pay him such amount as if found due to him together with the amount of security deposit. If any remaining payable to him after deduction there from the amount due by him to the GETCO.

13. The contractor will not be eligible for any extra payment in respect of minor accessories and items of work.

N. AVAILABILITY OF MATERIALS AND IDLE LABOUR CHARGE: Materials are readily available and arrangement made to procure the rest. However, the Contractor should be carrying out the work as and when the materials are received. No idle labour charges will be Bourne by the GETCO in case such occasion of idle labour arises, due to want of any materials. However, this idle period will be counted for the period of assessing the time limit for completion of work as mentioned in the work order. Contractor has to collect the material as and when available and should be keeping in his safe custody.

O. PROGRESS OF WORK & REPORTING : 1. Contractor has to submit their working schedule along with tender to complete the line in view of time limit given in tender

Bar chart is also to be submitted. 2. PROGRESS REPORT: Fortnightly progress reports in DUPLICATE shall be regularly submitted to the Executive Engineer

(Const.) Anjar and the Engineer-in-charge with a copy to SE, CONSTRUCTION DIVISION, Anjar. Bar chart duly signed by contractor shall be submitted at the time of commencement of work.

P. MATERIAL, DELIARY & HANDLING : 1. All material / equipment required for this work as per schedule shall be delivered at any store center of Const. Dn. Anjar

jurisdiction & contractor has to take delivery from these stores at his own cost only. 2. The contractor shall be responsible for breakages, losses & thefts of material during transit or erection after the materials

are issued from stores will, the completed work is taken over by the GETCO. 3. The contractor will be responsible for loss, distribution or deterioration of the materials, stores or articles supplied to him by

the GETCO, even if such a less distribution of deterioration has occurred under any circumstances whatsoever beyond his control as if the materials, stores or articles so supplied were his property.

4. RETURN OF EMPTY CONDUCTOR DRUMS: The empty wooden drum of earth wire and conductor as well as insulator crates will not be required to be returned back by the contractor to the GETCO stores.

5. ACCOUNTING OF GETCO MATERIALS: - The contractor will be fully answerable and responsible for all the material issued to him for the work by the GETCO for any theft, loss of pilferage and shall have to furnish account for the same after completion of the work and before preparation of final bill, If the loss referred to above is not made good before final bill as per rules of the GETCO. Contractor has to maintain Site Register Material Account Register regularly.

6. The structure & equipment required for line erection work shall be delivered at central store by GETCO at free of cost and it must be shifted to site without damaging the equipment must be kept in position as

per instruction of In charge Engineer and Manufacturer’s manual. The M.S. Girder required for line erection work will be provided at one end of the line by GETCO. The trip of Girder should be of minimum 20 Girders.

7. The Contract has to shift the material at site with packing case and it should open carefully without damaging the equipment. The packing case must be returned to the store in good condition and stacked as directed by Engineer-in-charge.

8. The equipments must be cleaned, washed if required before erection. The initial testing wherever required should be carried out first with the help of Engineer-in-charge before erection, such as measuring continuity test or any other test found necessary.

9. THE GUJARAT ENERGY TRANSMISSION CORPORATION LTD. shall supply Steel Section required, for earth mesh / structure / G.I. / M.S. strip for earthings the equipments structures with nut and bolts, power cable, control cable, L.T. cable, Clamps connectors and C.I. Plate for small pit etc. at free of cost subject to condition mentioned in schedule-B.

10. Wooden charcoal, salt, black cotton soil, G.I. pipe, G.I. strip, G.I. wire, nut & bolts lugs etc. required for earthing shall be procured by the contractor as per specification given is Schedule B.

11. Contractor will fully and solely responsible for any shortage, damage, leakages to the equipments or any it’s accessories that may occur during transportation dragging, draining of oil, erection work etc.

12. In case of non - availability of some items / materials you will have to collect the same from other nearly store center for which you shall be paid as per GETCO’s rules and S.O.R. rate.

13. After completion of the work, all the surplus materials issued by the GETCO shall be returned by you to the respective center of the GETCO as per instruction of Engineer in charge at your cost.

14. For shortages of any materials issued by the GETCO for the work, recovery shall be made from you, on the basis or prices of the materials (prevailing the date of settlement of materials Account) plus 15% supervision charges.

15. All the materials issued by GETCO shall be transported to the work site on same day and to be preserved in safe custody failing to which GETCO shall initiate Police actions, similarly as per instruction of Engineer-in-charge, you have to credit the material at GETCO store without any loss of time failing to which GETCO shall initiate Police action.

16. Accounts of Materials issued :- The contractor shall have to maintain accurate day to day and item wise account of use of issued materials which shall be got checked from time to time by the representative of the GETCO. The contractor will be responsible for custody and preserving the issued materials till the work is handover by the Contractor after completion.

17. The contractor has to maintain site Register, covering all the daily details of Material receipt & utilization, progress of work etc. This register shall be checked and signed by Engineer in charge, Executive Engineer (Const) & SE (TR), Anjar during the site visit. Any bill without site register shall not be passed. The GETCO shall not entertain further claim from thereafter.

Q. TOOLS :- 1. No tools, tackles, manpower, crane facilities etc. will be provided by the GETCO. 2. No special tools and tackles such as compression joint machine, jointing dies, come along clamps, dynamo meter etc. shall

be given by GETCO. 3. Erection tools required during construction of lines shall be arranged by the contractor at his own cost. Adjustable stub

templates will however be supplied by the GETCO which shall be returned by the contractor in Good condition on completion of the works.

4. Contractor will have to make his own arrangement for all tools, tackles, wire ropes etc. for the work. 5. The contractor has to submit the list of tools, tackles, equipments with him along with his tender offer. The tender without

this list and other required documents (as mentioned above herein the tender) should be rejected out rightly.

R. ELECTRICITY RULES: All works shall be carried out in accordance with the revised and latest providing under Indian Electricity Act and Rules made the rounder.

S. WASTAGE: You shall make every effort to minimize the breakage/Looses and wastage of line materials, etc. supplied “Free of cost “by the GETCO for erection of line.

The ceiling for wastages permitted is as under :- i) Conductor and Earth wire. : For jumpering/sag/sister wire: 0.5% : For credit length up to 30 Mtr.: 0.5% : For credit in pieces as good conductor from 30 Mtr. to 00 Mtr: 2% ii) Insulators. : 0.25% iii) Bolts & Nuts : NIL (No extra Bolts/Nuts will be supplied). v) Hardware & Accessories. : NIL. T. INSPECTION BY GETCO REPRESENTATIVES: The Engineer-in-charge, higher authority of GETCO or his representatives

will be free to visit the contractor’s work, their stores site and erection sites and also verify the GETCO’s materials in the custody of the contractor as and when required.

U. FORCE MAJEURE :- 1. Force majored is defined as “Any cause which is beyond control of contractor or the GETCO as the case may be, natural

phenomena like floods, draught, - earthquake, epidemics etc. acts of any Government Authorize domestic or foreign including but not limited to war, declare or undeclared, priorities quarantine, embargoes Licensing control or production or distribution restrictions accidents like Fire, Explosions, Break-Downs etc.”.

2. All legal complication or disputes are subject to Anjar jurisdiction only. 3. As the case may be, which they could not foresee or with a reasonable amount of diligence could not have foreseen and

which substantially affects the performance of the contract such as: 4. Natural phenomena including but not limited to floods, droughts, earthquakes and epidemics; 5. Acts of any Government, domestic or foreign including but not limited to war, declared or undeclared, priorities, guarantees

and embargoes. 6. Provided either party shall within fifteen (15) days from the occurrence of such a cause notify the other in writing of such

causes. 7. The contractor or the owner shall not be liable for delays in performing his obligations resulting from any force majeure

cause as referred to and/or defined above. V. QUANTITY OF WORK: The quantities of various items of erection indicated in Schedule-B are tentative, final quantities shall

be determined after completion of the details route surveys. The contractor has to carry out the work according to quantities as determined at site for which the rates quoted in the Tender shall be valid. The department reserves the rights for revising or omitting any of the quantities. The quantities actually executed by the contractor will be calculated at the rate given in the contract schedule of the rates. The payment shall be made only on actual work executed or order quantity whichever is less.

W. TAKING DELIVERY AND INSURANCE: 1. As regard damage the materials, equipment and worker of the contractor, he himself will be responsible. If there is any

compensation to be paid in respect of “WORKMAN” compensation act of any other statutory provisions, the same will have to be paid by the contractor direct. If he thinks fit he may take necessary insurance cover, at his cost.

2. The contractor has to keep ‘H’ frame materials & line materials in safe custody and transport to the respective sites and will be fully responsible for any damage to or loss of all materials at any stage during transportation or erection or taking over of the line by GETCO.

3. The Contractor has to open site store near by the route of the line and ensure for safe custody of all the stored materials at his own cost.

4. The contractor shall have total responsibility for the entire materials stored, loose, semi assembled and/or erected by him at site in his custody. The contractor shall make suitable security arrangement at his own cost to ensure the protection of all

materials, equipment and works from theft, fire pilferage and any other damages and loss. It shall be the responsibility of the contractor to arrange for security till the works are finally taken over by the corporation.

18. STORAGE-CUM-INSURANCE:- The contractor shall take suitable storage-cum-erection insurance cover at his cost to the extent of 100% cost of s/s or line materials, which are required to complete the s/s or line. Contractor shall have to take Marine cum Erection (MCE) insurance policy against any loss, damage, theft, pilferage, fire etc. for the complete period of storage, erection and commissioning up to the time of taking over of the transmission line or S/S by the Board. The contractor shall deal directly and pursue the claim with the insurance company and shall be responsible in regard to maintenance of all insurance coverage as well as for settlement of claim. The proof of insurance policy taken by the successful contractor shall be furnished to Engineer-In-Charge. No material shall be issued to bidder/erection agency in absence of such insurance policy. The risk shall be covered for lifting of material from store to final handling over to GETCO. Further In absence of the above insurance policy, R. A. Bill payment will be with held.

5. In the event of any damage, theft, loss, pilferage, fire etc. contractor will be responsible to lodge, pursue and settle all the claims with the insurance company for all items, materials and the corporation shall be kept informed about it. Contractor shall replace the lost/damaged materials/items promptly irrespective of the settlement of the claims by underwriter and ensure that the work progress is as per agreed schedule. The loss, if any, such replacement will have to be borne by the contractor and Board will not entertain any claim/representation in this regard. However it will be contractor’s responsibility to insure the entire project till the line is taken over by the Board.

X. DEPARTURE FROM SPECIFICATION AND DRAWINGS:- Should the tenderer wish to depart from the specification in any respect, they should draw attention to such departure giving his reasons thereof and should get approved the same before doing any further work, unless this is done this specification shall held good. The working drawings are attached with the tenders. However in case of any clarification the decision of Engineer in charge will be final & binding to the Contractor.

Y. TESTING AND COMMISSIONING : 1. The contractor after completion of erection work will ensure that all works connected with line have been completed

correctly as per Indian Electricity Rule and procedure, any extra cost involved due to incompleteness of work or bad workmanship found out subsequently shall be set right forth with by the contractor at his cost. The clearances at major crossing & earthing resistance value of H-frame / tower footing to be taken & data to be handed over to EIC.

2. After the erection is completed in all respects, the line should be thoroughly patrolled and checked for continuity and clearances. The line should be meggered to check its insulating level. Afterwards, a line clear should be given to the Engineer-in-charge that the line is clear and free of men and materials and is fit to be charged. If on charging the line is found not to hold, the contractor should arrange to patrol the line and find out the causes for the tripping and rectify the defects.

Z. TECHNICAL PARTICULARS : The general technical details of the type of towers to be erected conductors and earth wire to be strung and relevant loading particulars for the same are given in section of the specification.

AA. WELFARE CESS :- welfare cess, the welfare cess @ 1% is applicable on supply and erection items for supply , erection, testing & commissioning

of substation, transmission lines, EPC/Turnkey projects and civil works.

• Contractor shall get registered under welfare ces act before commencement of work, office of factory inspector is authorized at present as a registering authority.

• The welfare cess @ 1 % is considered in the price schedule so, the bidders are requested to quote accordingly.

• Getco shall pay the welfare cess by way of reimbursing to contractors on production of documentary evidence of payment.

• The contractor for which supply or part supply of material are in the scope of GETCO, then contractors shall deposit welfare cess on estimated cost of supplied items to GETCO on progressive basis of utilization. As this part of welfare cess is on GETCO account, the same shall be reimbursed to the contractor on receipt of request letter along with documentary evidence of payment. For calculation of welfare cess on supply part, valuation as per MR shall be taken and informed to contractor for payment. This will be over and above the A/T value.

The modality of payment/reimbursement of welfare cess will be as under:

• On receipt of A/T, the contractor/bidder will get them registered under welfare cess act and submit the documentary evidence to the concern office.

• Before release of payment of first RA bills, the contractor has to submit the documentary evidence of registration. Only thereafter, the bill will be processed for payment.

• Before release of payment of subsequent RA bills, the contractor has to submit the documentary evidence of payment of welfare cess of previous RA bill.

• Before release of payment of final bill, the contractor has to submit the documentary evidence of payment of welfare cess of previous RA bill as well as of this final bill.

• If the RA bill happens to be first and final bill, then before release of payment, contractor has to submit documentary evidence of registration under welfare cess Act and evidence of payment of welfare cess.

The welfare cess will be reimbursed to the contractor on submission of copy of documentary evidence of payment by observing due formalities

TERMS & CONDITIONS REGARDING INDUSTRIAL LAWS AND OTHER RELATED MATTERS

(1) Wages to be paid at time of payment etc. by the contractor. (A) The contractor shall pay minimum prevailing rates per day or as may be specified hereafter or rates fixed under the

minimum wages Act. Whichever is higher. The wages or very contract labour employed by him under this contact shall be paid by him before the expiry of 7

th day of the month in respective of which the wages are payable ( i.e. wages of a month

have to be paid by him in the first week of the next month). The payment shall be disbursed in the presence of management representative during the working hours in factory premises and the contractor shall get the entries certified in the register of wages by the representative of the GETCO. Any default will result in cancellation of contract forthwith or also the contractor shall be paid punishable to the extent of Rs.100/- fine per each day.

(B) The contractor shall give his telephone number and address to the GETCO so that in case of labour troubles etc. the contractor can be contacted. The contractor shall arrange to have his office outside the factory premises and the contractor shall keep himself present throughout the working hours.

(2) Labour Laws :- (A) Person below the age of 18 years shall not be employed for the work. (B) No. female worker shall be employed in the night shift between 7 p.m. to 6 a.m. (C) Contractor shall maintain a valid labor license under the contract labour (Regulation and Abolition) Act for employing

necessary manpower to be required by him. In the absence of such license the contract shall be liable to be terminated without assigning any reason thereof.

(D) The contractor shall at his own expenses comply with all labour laws and keep the GETCO indemnified in respective thereof. Some of the major liabilities under various labour and industrial laws which the contractor shall comply with are as under :-

(i) Payment of contribution by way of employer’s contribution towards provident fund, family pension scheme, Deposit linked insurance scheme, Administrative charge etc. at the rates make applicable from time to time by Government of Gujarat/Government of India or other statutory authority.

(ii) Payment of deposit in respect of each contract labour at the rate of Rs. 30/- with the office of Commissioner of Labour as

per the Contract Labour (Regulation and Abolition Act).

(iii) License Fees as prescribed under the Contract (Regulation and Abolition) Act and rules framed there under depending

upon the number of work men employed by the Contractor.

(iv) Paid Leave facility and wages as per the provision of the Factory Act at the rate of one day for every 20 days of working.

(v) Identity Cards as prescribed under the Factories Act with Photo affixed thereto, the same for identification.

(vi) Payment of retrenchment compensation, Notice pay and other liabilities as per Industrial Disputes Act. any payment to the

Contractor’s employees arising out of any claim or disputes under the Industrial Disputes Act. 1947 or any other labour

laws.

(vii) Payment of Compensation in case of accidental injury.

(viii) Provision of crèche if the female labours employed are more than 30 numbers. (ix) Maternity Leave as per the Maternity Benefit Act. The above are some of the major liabilities of the Contractor in addition

of other liabilities prescribed under the various labour laws in force from time to time from statutory Authorities likes State Government / Government of India which the Contractor shall have to comply with.

(3) Provident fund & Family pension Scheme:- The contractor shall submit along with his bill (month wise) a statement regarding deduction against employees provident

fund and family pension scheme in respective of each concerned employee, provident fund and family pension scheme at the rate at admissible ( or at the rate made applicable by the Government from time to time) of the wages. The contractor’s contribution and his workers contribution towards provident fund and family pension scheme shall be deposited by the contractor with regional Provident Fund Commissioner, Ahmadabad.

(4) Deposit Linked Insurance Scheme:- The contractor shall have to deposit ½ % of the wage in respect of employees who is a member of the Provident Fund as

the contribution to the deposit. Linked insurance Scheme with Regional Provident Fund Commissioner, Ahmadabad. (5) Administrative Charges:- Administrative charges for maintaining provident fund A/C shall be deposited by the contractor with Regional Provident

Fund Commissioner, Ahmadabad at the rates applicable. (6) Paid Leave Facility:- Paid leave facility at the rate of one day for every twenty days worked by the contract labour shall be provided by the

contractor to his workers. He shall maintain leave Records/leave cards for individual labour which shall be duly verified and approved/certified by the authorized officer of the GETCO.

(7) Workmen’s compensation fund & Employer’s Liability Insurance:- The contractor shall cover all his employees under workmen’s compensation fund and under the liability insurance. The contractor shall employ adequate number of experienced staff at site for dial supervision and for maintenance of

various register and records required under the law and contract No. payment for supervision shall be admissible. (8) Contractor to Identify the GETCO:-

The contractor shall indemnify the GETCO and every member officer and employees of the GETCO also, engineering in charge and his staff against all actions, proceeding, claims demands, costs and expenses which may be made against the GETCO or Government for or in respective of formance of his obligation under the contract documents. The GETCO shall not liable for or in respective of or in consequence of any accident or injury to any workman or other person in the employment of the contractor or his sub-contractor and the contractor shall indemnify and keep indemnified the GETCO against all such damage and compensation and against all claims, demands, proceedings costs, charges and expenses whatever in respective thereof in relation thereto.

(9) Workmen’s compensation and employer’s liability insurance:- Insurance shall be affected for the entire contractor’s employee engaged in the performance of this contract. If any of the

work is subject the contractor shall require the sub-contractor to provide workmen’s compensation and employer’s liability insurance for the latter’s employees unless such employees are covered under the contractor’s insurance.

(10) The GETCO reserves the right to terminate this rate contract at any time during its tendency without giving notice of

termination or any reasons thereof. (11) The GETCO will be entitled to deduct directly from the bills, to be paid to the contractor any sum or payable by you and

which sum/sums the GETCO is required to pay as principal employer on account of your default in respect of all liabilities referred to in above clauses.

TECHNICAL INSTRUCTIONS TO THE BIDDER 1. The works shall be carried out strictly as per the erection manuals and shall fully comply with the relevant Indian Standard.

The IE rules and Acts in force time to time shall also be applicable during tendency of the contract. 2. The Statutory requirement of central government and stage government shall be complied with by the successful Bidder.

Any complications arising out of it shall have to set right by the contractor without any financial implication to the Purchaser. 3. The Purchaser will make all the technical data drawing and catalogues for equipment to be erected available to the

contractor. Purchaser shall also make available to the contractor the layout of switchyard and also drawing of the control room and also related works equipment drawings.

4. The erection contractor shall however not remain contended with the drawings, manual and catalogue as well as lay out drawing given by the Purchaser but shall also exercise his own judgment and shall prepare the working drawing required for erection or shall assist the purchaser in making them. Further while erecting the equipment or carrying out other activities related to the contractual work, the contractor shall adhere to the latest engineering practices for erection and construction and shall also keep Engineer in charge posted about the ways and means adopted by him for construction activities.

A. ERECTION AND COMMISSIONING TOOLS & TACKLES 1. The Contractor shall provide all tools/tackles jigs and fixtures winches, alignment tools, welding sets, testing kits, testing

meters/instruments, breaker handling devices all consumable items and construction equipment as required to install the equipments and to complete the work in all respects and shall necessarily include (but not limited to) bolts, nuts, rivets, welding rods, shims, wedges, packing sheets, packing compounds, oil installation and protection of individual equipment in storage and during erection, testing and commissioning.

2. This shall also cover proper alignment, tack welding tagging laying marking of and connection of cables, fabrication supply and installation of all support structures for installation of various electrical equipment and cables.

3. Provision of cable glands, ferrules, and cable lugs tags sealing kit (for HT cables) shall also be arranged by the contractor. 4. Erection testing & commissioning of various equipment shall be done strictly as per manufacturer’s instructions. 5. Successful bidder shall submit proposed test procedure to the purchaser for approval well in advance and shall not

commence testing until approval is conveyed. 6. All additional iron framework erected to put the equipment in operational condition shall be provided with two coats of primer

and two top cots of finish paint. 7. Special care shall be taken to make the enclosed equipment protected against entry of rates, lizard, and creeping reptiles,

which may create electrical short circuits.

B. ERECTION OF SWITCHYARD STRUCTURES

1. Erection of switchyard structures shall mean erection of gantry column, beams, equipment support structure and lighting, mask, VHF masks, watch and ward observation posts if any.

2. The foundation work of switchyard structure is not in the scope of this tender. The foundation with concreted anchor bolts shall be made available by purchaser well in time to enable the contractor of this work to get a clear working front.

3. The switchyard structure shall be made available to the contractor in the knocked down condition either at site or from any other store of GETCO in radius of 100 KMs. Small parts like cleat, plate fastners step bolts and other accessories (if any) shall also be supplied as above separately.

4. Before Commencement of the erection work, the contractor shall check cast foundations and anchor bolts for their individual ad mutual distances and also for the correctness of concreted bolts in terms of number and verticality. In case of any disagreement with the lay out drawing, the matter may be referred to Engineer in charge for remedial measures who in turn will arrange such remedial measures, However, the contractor shall also render necessary assistance in the matter.

5. The erection of structure shall be done strictly as per the approval set of structure drawings to be given by the Purchaser. The erected column for bringing the structure in alignment or bringing the structure in plumb shall be allowed.

6. The erection of column/beams shall be done in phased manner on already erected column. The elevation faces the beam should be first fastened to the column one and there after plan bracings should provide one by one to complete the beam geocentric pre-stressing of beam member for alignment should be avoided. In case of difficulty in fabricated material or otherwise, the engineer in charge should be contacted for remedial measure who in turn will take necessary action. However the contractor shall also render necessary assistance in this work to Engineer in charge for speedy completion of work. The load points, rings bracing shall also be provided as per drawings.

7. The Cross-connected beams should be perfectly at right angle and matching with respective faces of the column. No. column or beams shall be erected with missing members.

8. The method of erection is not being dealt with in details here. However, while making the rigging arrangement, it should be ensured that no column beam or part thereof is damaged due to misjudgment. All the members, plates, cleats, bolts, buts and other accessories should be fitted to the column, beam support structure as per the approved drawing.

9. After the erection of beam and column, the bolt, nuts should be properly tightened and centre punched. The thread protruding bout should be dented in the contact surface of nut at 3 point 120 degrees apart to eliminate loosening of bolt due to vibration. The stringing of bus bas conductor be done only after getting certificate from engineer.

10. In charge that all bolts & nuts are provided as per approved drawing and tightened. 11. The equipment support structure should also be erected like gently column. They should well be in plumb with all members

fitted as per approved drawings and bolt nuts properly tightened. The contractor shall also take care to see that the alignment of foundation of equipment support structure is well done. The equipment support structures shall be erected as per the approved drawings.

12. All the structure to be erected in line level and in plumb as per instruction of Engineer-in-charge. 13. If any structures falls after erection but before grouting then it is responsibilities of Contractor to bet replace damaged

members at his cost.

14. After taking delivery of the structures from GETCO stores than contractor is fully responsible for safe custody and theft which will be at Contractor’s cost till completion.

15. During erection due care is to be taken for any damage to any equipment inside the S/S yard and any damage to the equipment is at Contractor’s Cost.

16. Required tools, tackles, ropes, spanners and skilled labours etc. are to be arrange by the Contractor at his cost. 17. All bolt and nuts to be fixed properly and spring washer, flat, washer to be used as per drawing. 18. If any minor fabrication / modification is required during erection to the structure i.e. holes, cutting, which is to be carried out

by the Contractor at free of cost. 19. Any loose materials which obstacles during the erection is to be shifted by the contractor for which no extra charges is to be

paid.

C. ERECTION OF EQUIPMENTS

1. All the equipment to be opened carefully and any damage during opening of equipment cases or during shifting of at erection places will be at Contractor’s cost.

2. Before erection of equipment it should be cleaned properly or if required may be washed as per instruction Engineer-in-charge.

3. Before erection initial testing of equipment whatever is required is to be done with the help of Engineer-in-charge for which no any extra charge will be paid.

4. Arrangement of erection is to be get inspected by Engineer-in-charge before erection of equipment and its structure. 5. No any extra charges is to be paid if any equipment is required to change its position as per requirement after erection. 6. Within the sub-station yard no any extra shifting charge will be paid to the Contractor for any equipment. 7. The detailed drawings of equipments can be seen from this office during any working day and the equipments which are to

be erected can also be seen physically at Wankaner/ Gondal store during any working day and time. 8. The erection work should be carried out according to the specification as per instructions and programmed laid out by the

Engineer in charge. Contractor has to ensure safe shifting and shifting and erection of all accessories/ equipments as per standard norms.

9. The contractor has to arrange for minor fabrication (if required) at free cost & follow all labour laws I.E. Rules safety rules, Insurance rules, GETCO rules at his risk & cost.

10. All the equipment to be opened carefully and any damage during opening of equipment cases or during shifting of at erection places will be at Contractor’s cost.

11. Before erection of equipment it should be cleaned properly or if required may be washed as per instruction Engineer-in-charge.

12. Before erection initial testing of equipment whatever is required is to be done with the help of Engineer-in-charge for which no any extra charge will be paid.

Engineer in charge. Contractor has to ensure safe shifting and shifting and erection of all accessories/ equipments as per standard norms.

18. The contractor has to arrange for minor fabrication (if required) at free cost & follow all labour laws I.E. Rules safety rules, Insurance rules, GETCO rules at his risk & cost.

19. The Secondary equipments like Breaker, CT, CVT, PT, LA (Surge arrestors) wave trap etc. Shall be procured by the contractor from the site store centre or other store centers of the purchaser and transported to the site at the cost of contractor. The contractor shall also do loading and unloading of the equipment.

20. After the arrival of equipment at site, packing shall be gently removed without causing any damage to the equipment. The equipment shall be checked for its correctness of dimension, make etc. as per the approved drawing. The equipment then shall be cleaned by a piece of cloth and made ready for erection.

21. The equipment shall be mounted on the ready pedestal (of masonry) or steel structure as the case may be and checked the same for its verticality. Construction of masonry pedestal is not in the scope of this work.

22. All the clamp connector and fitting shall be provided as per the approved drawing of equipment by the purchaser except “T” connector to be provided on buses.

23. In case of CT, PT by CVT, the junction box or terminal box of the equipment shall be opened, cleaned and all their connections should be checked.

24. The arcing horns or corona control rings shall be provided as per the approved drawing. Similarly all fittings etc. shall also be provided as per the approved drawings.

25. The electrical connection of the equipments through jumpers or through 4” aluminum pipe shall be carried out kiosk or to the control relay panels. The connection of high voltage terminal of equipment shall not be resorted to, unless secondary connection or cabling work to control equipment is over. Testing of equipment shall also be done to ensure the correct wiring sequence of the equipment and continuity before energizing equipment by EHV.

26. Polarity of the equipment to be connected on HV side should be checked prior to erection. The oil level (if any) of the equipment should be checked for its totality. If level is found to be inadequate, topping filling of oil should be resorted to. The purchaser free of cost will supply the quantity of oil required.

27. Fuse, links, etc provided in the secondary box of the equipment shall be checked for their position and continuity and any lacuna observed will be set right before taking the equipment for commercial use.

D. ERECTION OF CIRCUIT BREAKER

__




1. The circuit breaker shall be taken delivery from the site/other stores of purchaser and transported to the work place will in time on loading/unloading. The crates containing the insulators and important parts and accessories shall be opened carefully keeping them in their proper position. Insulator parts and other accessories shall be thoroughly cleaned for any deposits of dust or other particles.

2. The breaker shall be brought on the pedestal of masonry or steel frame as the case may be in up right position without any inclination. The main parts of the equipments shall be assembled as per approved drawing to be submitted by purchaser. The purchaser shall requisition service of commissioning engineer of circuit breaker manufacturer. However, the contractor will not remain contended with the instruction and guidelines given by the commissioning engineer and shall also use his judgment in better erection of commissioning practice of circuit breaker.

3. After the placement of circuit breaker in position the kiosk of the breaker shall be thoroughly inspected and any lacuna found shall be reported to the engineer in charge of the work. The HT terminal connection shall be done only after the terminals of the equipment kiosk are made to the marshaling kiosk and or the control/relay panels. Polarity of the equipments shall also be ensured before physical erection.

4. The method of erection of breaker is not dealt with in details, however, it is recommended that breaker poles shall be erected only by using telescopic crane or other suitable mechanical arrangement. The rigging should be tool proof.

5. The operating mechanism in the breaker Kiosk and contacts as well as the power supply circuits (AC/DC) shall be property checked for its operation worthiness. All piping for gas/air shall be laid as per the approved drawing. The air receiver or compressor shall be positioned as per the relevant drawing. Minor fittings and fabrication or grouting work required to place these articles or accessories shall be done by the contractor without any extra cost to the purchaser. In case of breakers with spring mechanism the trials of the mechanism by actuating should be done to ensure it’s line worthiness.

6. EHV side of the breaker should be aligned to a incoming and outgoing bus conductor of 4” IPS aluminum tubular pipes. Whiles erecting the breaker, the operating mechanism without the porcelain insulator should be laid perfectly to avoid any mal functioning of the breaker.

7. Earthing points of the breaker as well as attached kiosk be connected to earth grid by means of risers already available nearby the equipment. The purchaser free of cost shall make pieces of galvanized earthing strips available. Any other erection checks and pre-cautions indicated in the manual furnished by the respective supplier of the equipment shall be studied well by the contractor and the provisions there of shall be implemented as far as possible.

E. ERECTION OF ISOLATORS 1. Isolators of dis-connectors for the 200 KV and 66 kV switchyard shall be with or without earth blade type. They are also

further categorized as pantograph type of centre breakers type etc. The isolators shall be procured by the contractor from the site stores of the purchaser and transported to the work site. All the spare parts shall be properly unpacked cleaned and made ready for erection.

2. Before erection, the contractor shall obtained copies of approved drawing of respective equipments. The isolators shall be erected on the ready galvanized structures. The purchaser along with support structure shall supply pantograph isolators. However, foundation for them will be available readily at the respective points in the switchyard.

3. The contractor shall check the erected support structure for their alignment vertically and tightness of fasteners before mounting the isolators part on them. The contractor shall also verify the mounting arrangement for the operating mechanism on this structure and suitable for the same. In case of any shortcoming the matter may be reported to engineer in charge. Any modification of trivial nature for the structure of fixtures shall be carried out free of cost.

4. The parts of the isolators, fixed and moving contacts earthing rode etc. shall be handled very carefully to avoid breakage or distortions. The erection shall be carried out using mechanized erection tools. The polarity of the isolator polls shall be properly identified and also the direction of the opening should be pre-determined. It should be ensured that in the entire switchyard the isolator open and close uniformly (direction point).

5. The operating mechanism for the line contacts shall be thoroughly checked for their accessories as per approved drawing and it should be ensured that all the connection fuses links dehumidifiers lighting sockets electric motors are in their proper position. Any deviation from the approved should be got sat right with the help of engineer in charge. Position any deviation from the approved drawing should be got set right with the help of Engineer –in-Charge.

6. While erecting the isolator, it should be ensured that it should be properly aligned with respect to bus conductors or line conductors or 4” IPS tubular aluminum bus bard provided in the switchyard.

The erected isolator shall be within the plumb. The operating mechanism rods, pole and rotation insulators shall be checked for their proper function. The testing of the wiring to the kiosk should also be done to ensure its operation worthiness The final commissioning of the isolator should be done only after connection to control panel is affected. However prior to that it should be ensured the physical movement of the fixed and moving contacts and reach of them is within the prescribed limit.

7. The pantograph isolator shall be erected along with the tubular structure on the ready foundation. It is very much essential to align pantograph isolator longitudinally and laterally which is also in tandem. The vertical movement of the pantograph arms should be properly checked and aligned with the horizontal contact bar hanging from the line / bus conductors so that the moving contacts of the pantograph isolator grips the horizontal contacting bar. In center of the moving contact. The master and follower operating mechanism should be checked for their sequence of operation and fit should be ensured that the circuits are exactly as per the circuit diagram approved by the purchaser.

F. ERECTION OF CONTROL & RELAY PANELS 1. The contractor shall procure the control and relay. Panel from site store or any other stores of the purchaser and transport

the same to the erection site. The cases containing the panel shall be unpacked carefully and shall be nicely cleaned. Any of external damage is observed, same shall be brought to the

notice of Engineer in-charge. The panel shall be unpacked in upside position. After an external visual inspection, the panel door shall be opened and checked for the circuit connection, terminal connector, dehumidifier, power connection etc.

2. A front side of the panel shall be checked for the meter indicator, hooter, semaphore indicators etc. for their position, rating and dimension by comparing them with the approved drawing. The overall dimension of the panel should also be verified.

3. Any lacuna in the equipments, circuits, fittings, dimensions etc. observed shall be brought to the notice of Engineer in charge who will try to impose remedial measures.

4. The relay panel should also be checked for type of schemes adopted for protection, internal connection, fascia indicator etc. Any difference observed should be brought to the notice of Engineer in charge who will take necessary action.

5. After all the inspection of control panel and relay panel is over, the equipment will be transported from inspection room to their respective place in the switchyard. The panel shall be erected along cut outs provided in the slab concrete; it is decided by Engineer in charge or which is approved by authorized drawing.

6. The size and number of cores of cables be brought from the equipment to control panel, control panel to relay panel and back to equipment shall be pre- determined by study.

7. The panel for communication and tale control protection system shall be erected at the separate space provided for them in the control room and shall be distinctly away from site control panels. Connections and circuit of PLCC panels shall be altogether different from that of control and relay panel for feeder. The contractor shall synchronize the activities of panel erection in such a way that cabling work from the control room to field kiosk and thereafter to the equipment kiosk shall be suitably checked as per the approved drawing as well as actually field – testing requirement.

8. After the erection of control panel and relay, panel, all the equipments, accessories indicators etc. along with the internal wiring and other accessories provided with the kiosk of the panels.

G. Sub-station structures and equipment earthing. 1. Earthing pits are to be excavated as per standard drawing and as per instruction of Engineer-in-charge of s/s. 2. Generally in rocky / soft rock strata mesh type earthing are to be provided from scrap / flat which will be given to the

contractor at free of cost for which account to be submitted and necessary fabrication welding, joining with pipe is to be done by the contractor.

3. Back filling and watering of earthing pits is to be done in the presence of GETCO Supervisor only. 4. Contractor has to arrange watering in such way that resistivity of each pit should come to the required limit. 5. For laying of earthing strip inside the sub-station yard for equipment and s/s structure contractor has to be carried out as per

the specification is to be laid properly by making welding joint and bolt wherever is required. 6. In case of hard strata contractor has to fill-up earthing trench after laying of strip by black cotton soil. 7. All earthing joints are to be welded with structure of equipment by means of proper welding and bolt with structure and with

the earthing pits. All the welded joints are to be painted with Aluminum Paint. 8. For earthing GETCO will supply only G. I. Strip & Scrap for mesh, remaining materials such as salt-cock pipe etc. is to be

supplied by the contractor. 9. All earthing joints including the earthing trench is to be made over lapped with earthing strip. 10. The drilling of the bore should be carried out as per specification given in standard corporate office approved drawing. 11. The bore should be fill up with black cotton soil & bentonite powder as per instruction of E.I.C. 12. The welding joint, bolting, over lapping of round bar, G.I. plate etc. as per standard corporate office approved drawing. 13. The arrangement of riser for earthing system of all equipments must as per standard corporate office approved drawing. 14. The laying of earthing strip is as per earth mat layout plan as per standard Corporate office approved drawing. 15. The laying of earthing strip in excavated trench size 0.6 x 0.3 & fully back filling with black cotton soil with pouring of water. 16. The design of earthing system should be as per standard corporate office approved drawing. 17. The approved drawing of earthing system design available with SDO/D.O.

H. Bus bar / Earth wire stringing. 1. For stringing of conductor any size or any type is to be utilized which must be properly cut after taking correct measurement. 2. Conductor to be spread in a straight condition and no any twist is permitted if any twist is there than same is to be replaced

by the Contractor at his cost. 3. No any scratches should be allowed during spreading bus conductor. 4. All disc. Insulators are to be cleaned and the entire ‘W’ pin must be ensured before fixing to the conductor. 5. Before taking the tension of bus conductor on gantry beam, beam tension plate bolt, nuts to be checked and tighten. No

over tension is to be allowed during tensioning of conductor and sag of conductor is to be kept as per instruction of Engineer-in-charge.

6. Wherever spacer are required to be providing at regular interval as per instruction of Engineer-in-charge. 7. Jumpering is to be done as per standard practice however it must be done with taking proper care of clearance between

conductor and column.

I. LAYING OF CONTROL CABLES & TERMINATIONS (1) Laying and termination of control cable work shall generally includes following.

a) Control and power cable from individual equipments kiosk to the field kiosk. b) Laying and termination of Control and LT Power cable from field – kiosk to control room equipment (i.e. LT switchgear, DC

battery and control panel / relay panel). c) Laying and termination of cable from the transformer kiosk to transformer panel and up to AC / DC supply source. d) Laying and termination of control cables from control panel to relay panel and vice a versa. e) Laying & Termination of cable from DC/AC source, battery room LT switchgear room to control / relay panel. f) Laying & Termination of Control / Power cable from Diesel generating set terminals to LT switchgear room. g) Laying & Termination of cable from 11KV / 400V distribution transformer to LT switchgear room. h) Laying & Termination of cables from station transformer to distribution transformer in the switchyard as well as in the

residential quarter area. i) Laying & Termination of LT power cable from station transformer to fire protection system kiosk (If required). j) Laying & Termination of control cable from communication and Tele-protection equipment to their respective equipment and

panel. (2) The Contractor shall first of all prepare cable schedule after studying the various control schemes, protection schemes and

metering scheme as well as communication, scheme etc. as per the approved drawing which the purchaser makes available. The cable schedule shall be got approved from engineer in charge of the work.

(3) The contractor shall procure’ the required size of control and power cable from the purchaser’s site store to any other stores from where the same allotted and transport it to its site store.

(4) The control cables shall be terminated using correct type of lugs and further prodded with ferules giving the identification number of various cores of the cable. Correct type of tools fro termination shall be used to secure a rigid connection of the cable tray along with the cable trenches. Normally mild steel, racks and cable trays are provided in the cable trench. However, the purchaser may it its’ own discretion prefer to utilize fiber reinforced poly propylene (FRP) cable racks and trays. In such an event, the racks trays, will be supplied by the purchaser to the contractor in a knocked down condition. The contractor shall assemble the rack and provide trays on them as per the approved drawing given by the purchaser. If FRP trays and racks are to be utilized, the contractor will have to take extra care while laying the cable through different layer and racks to avoid any displacement or distortion of the FRP racks. However, if the laying of prefabricated FRP racks and trays fall in the scope or FRP rack / tray supplier. the contractor shills co-ordinate and synchronize his cable laying activities with respective supplier of FRP rack / trays.

(5) Utmost care shall be taken by the contractor to prevent damage to outer insulation and the armors of the cables. No joint to the cable shall be permitted. Unless situation so warrants and Engineer in charge permits the same.

(6) After laying all the power and control cable shall be properly identified giving the serial number and details of end connections.

(7) GENERAL PRECAUTIONS FOR HANDLING CABLES: 1. The cable shall be supplied for site wound on wooden drum as per as possible. For smaller length and sizes cable in

property coiled form can be accepted. The cables will be laid by mounting the drum of the cable on drum carriage. Where the carriage axle and the cable laid out from the drum in on case the cable will be rolled on as it produces kinks which may damage the conductor.

2. Sharp bending and kinking of cables shall be avoided. The binding radius for PVC insulated and sheath Before laying cables these shall be tested for physical continuity absence of cross phasing insulation resistance to earth and between conductor insulation resistance tests shall be carried out with 500/1000 volts meager.

3. armored cable shall not be less than 10 ‘D’ where ‘D’ is overall dia. of the cable. Armored cables never concealed in roads without G. I. pipes or R. C. C. pipes (required pipes will be supplied by the contractor) after drawing cable and of pipe shall be sealed with cotton/bituminous compound.

(8) LAYING OF CABLES (UNDERGROUND SYSTEM) : 1. Cables shall be so laid in ground in such a way that these will not interferes with other underground structures. All water

pipes sewage lines or other structures, which become exposed by excavation shall be properly supported and protected from injury until the filling has been rammed solidly in places under and round them. Any telephone of other cables coming in the way is to be properly shield/diverted as directed by the engineer-in-charge.

Cable shall be laid at a minimum depth of 600mm from ground level excavation will generally be in ordinary soil. The width of the trench shall be sufficiently for laying or required number of cables. The surface of the ground after back filling the earth shall be made goods go as to confirm in all respects to the surrounded ground and to the entire satisfaction to site engineer.

2. For laying cable and clamping on structure for flood lighting clamps are to be provided at approximately one meter distance. To fix the clamp on structure either 5mm diameter bolts are to be welded on structure of hold can be drilled on structure leg in such a way that 2 core cable can be clamped in straight run on structure up to the flood lighting terminals.

For wall mounted fixtures the cable shall be laid on wall by using grooved wooden base block, G. I. Saddle screws etc. 3. Joints in the cable throughout its length of laying shall be avoided as per as possible and if unavoidable prior approval of site

engineer shall be taken. If allowed proper straight through epoxy joint shall be made without any additional cost. A loop of one meter of each length of cable shall be left near each street light pole. Also a loop of one meter shall be provided on both ends of the cable. This additional length shall be used for fresh termination on in figure. Cable for this loop shall be paid for supply and laying.

(9) TERMINATION AND JOINTING OF CABLES: On both ends of cables suitable size braes heavy duty. Cable glands shall be used before it enters junction box/main L.T Panel/joint box etc. Armor of cable shall be connected to earth point.

J. SPECIAL CONDITION FOR USE OF CEMENT IN WORK 1. The rate in Schedule “B” is inclusive of Cement Cost. Contractor has to purchase fresh 43 grade cement confirming to as

per IS-8112 and of approved brand by GETCO. 2. Contractor has to construct “Pucca Godown” at site of the work so that Cement bags can be properly preserved to avoid

damage due to any kind of Water. 3. The contractor shall have to procure cement by purchasing from the open market according to line requirement and keep

sufficient quantities to avoid delay in work. Same quantity of cement is to be utilized from his own stock. Account of cement utilized at each location duly certified by concerned GETCO’s supervisor and engineer in charge of work. The account is required to be maintain and submitted with each RA bill. No payment shall be made toward cost of cement bags utilized in each running bills without submission of cement consumption details. No wastage is permitted as same is to be procured by the contractor at his own cost from the authorized dealer approved by the GETCO. No wastages towards cement is permitted.

4. Cement should give the required strength of cement concrete. 5. To bring sufficient and timely cement at site is full responsibility of contractor. Nothing extra will be paid on account of any

reason to maintain progress of work and to complete the work in Schedule time. 6. Contractor has to submit material A/c for consumption of cement used with every bill. In case of not submitting the same,

bill will not be passed. Contractor has to submit the copy of cement purchase Bill along with each RA Bill/ Final Bill. 7. No negative variation will be allowed for consumption in cement then prescribed as per Booklet of Technical Specification of

GETCO/Mix Design and nothing will be paid extra for over consumption. 8. Contractor is fully responsible for safety of cement at site, nothing will be paid extra on account of safety. 9. If GETCO’s authorized representative wants to check cement stock at site, contractor has to allow for the same at any time.

10. Contractor has to maintain day-to-day cement consumption/balance at site. 11. As far as possible, Contractor has to maintain supply of cement of only one bread & grade through out the work and on

account of closer/shortage of approved brand, cement of other brand in accordance No.(01) will be allowed by Engineer-in-Charge.

12. Minimum cement Consumption considered for cement concrete:- a. M-20 : 6.5 Bags per CMT b. M-15 : 4.5 Bags per CMT

Contractor will be allowed to carry out work only after Physical Verification of cement brought at site. 13. The tor Steel bards required for RCC type foundation shall be procured by the contractor in advance to avoid delay in the

work. 14. No wastage is permitted for reinforcement steel and as reinforcement steel is to be procured by the contractor at his own

cost. NO over lapping of RCC is permitted in foundation work. 15. GETCO reserves right to test the quality of steel and cement procured by the contractor at any Govt. Recognized Laboratory

and intended to be used for the tower foundation works. The test results shall be binding to the contractor closer /shortage of approved brand, cement of other brand in accordance of condition No.(01) will be allowed by Engineer-in-Charge.

16. Contractor will be allowed to carry out work only after physical verification of cement brought at site. 17. The Cement and Steel of the fallowing companies/suppliers who are manufacturing for supplying are to be provided by

contractor.

K. ERECTION OF POWER TRANSFORMER 1. The Purchaser lay readily on the rail and plinth shall make a power transformer of appropriate capacity available. However,

the contractor using proper tools shall do minor adjustment or shifting requirement for proper alignment of the equipment and tackles jacks taking due care.

2. Bushing of HV, LV and IV side shall be packed up from the site or other store of the purchaser and shall be made open by removing the casing/covers and packing what so ever may be. The bushing shall be cleaned by the cloth. The bushing shall be handled very carefully and preferably should be opened and erected in presence of the Engineer in charge or his authorized representative.

3. Before taking up the erection work of bushing and accessories, conservator tank and the Transformer tank should be thoroughly cleaned from outside to remove all dust and other material deposited on it. Also pressure of the Nitrogen cylinder should also be checked for its air tightness, if nitrogen pressure is found to be less than prescribed the gaskets and seals should be checked to locate any air vent. In case any lacuna in observed, corrective steps shall be taken to ensure zero ingress.

4. For fixing the busing, the opening provided on the transformer tank/turret shall be removed and bushing should be connected to it. The current transformer and other accessories in the turret should be carefully handled while erecting bushing.

5. The radiators should be mounted on the pedestals already available at site. The proper leveling and alignment of the radiator should be done. Any minor nature of civil or foundation work, if required should be done by the contractor at his cost However, if already provided pedestal are totally misaligned and is not possible to erect radiators upon it wish slight modifications, the matter should be brought to the notice of Engineer in charge who will take appropriate action to remove the anomaly. As a matter of fact, the contractor may, before taking up the erection work on hand, satisfy himself that the alignments of pedestal provided for various radiator and piping headers are as per the approved drawing from the respective supplier of transformer and remedial measures should be taken much ahead of actual erection work.

6. The oil header with bellows oil circulation motors and allied accessories like valve etc. shall be fitted and placed strictly according to approved drawings. All the gaskets and oil seals shall be checked to afford zero leakage under most stringent operating conditions such as high temperature, high wing pressure vibration due to oil pump motor ON/OFF flow of oil etc.

7. The Kiosk of the equipment shall be inspected for its internal wising fuse, link temperature indicator, de-humid fire power connection, control circuits etc. If any deviation compared to the approved drawing is observed, the matter should be brought to the notice of Engineer in charge and if it of trivial nature, corrective measure should be taken by the contactor himself. All the piping or wring from various measuring points to the Kiosk should be checked for its trueness and continuity.

8. Buchholz relay will be erected on the transformer tank as per the standard practice. 9. After the erection of various accessories indicated above, filling of oil under vacuum should be started. If required random

sampling and testing of oil being filled in should be carried out. The oil level in the conservator tank, condenser bushing etc. should be checked for its desired mark. After the oil filling work is over, final filtration of oil to obtain desirable low PPM should be done. filter machine of 5000 GPH capacity having one pass facility of reputed make approval by Engineer in charge for filling and filtration work shall be brought by the contractor himself.

10. Internal testing on the transformer and its accessories for operation worthiness shall be done following oil filtration work. However, the commissioning of the transformer either from LV or HV side should be done only after the installation of control panels in the control room, its connections to the transformer and complete unit testing of transformer. The commissioning work should be done as per the instruction of Engineer in charge or his authorized representative.

11. The leads (Bushing) of the tertiary windings shall be connected to a 33 KV bushing in open delta. The material like structures, 2” Pipe, ACSR conductor, insulations etc. shall be provided by the purchaser.

12. The fire protection system for transformers is finalized by the purchaser at appropriate time. However, the contractor shall erect and commission certain accessories or parts of fire protection system, which is considered to be the portion of transformer erection (and note that of fire protection).

L. ERECTION OF BATTERY & BATTERY CHARGER

1. The contractor shall procure the material required for installation of batteries sets and battery charger from the site store or any other stores of the purchaser and transport this material to the work site.

2. All the container/packing of the battery and battery charger shall be opened carefully to prevent any damage to the equipment. The equipment than shall be cleaned to remove any dust or other un-warranted deposition. The battery rack shall be placed in such a fashion that rows of battery cell can be conveniently connected to each other. The contractor shall obtain the drawing of arrangement of

battery racks and its connection to floats charger and boost charger with reference to the floor space. The battery cells shall be filled with requisite of electrolyte with proper specific gravity and up to the mark of maximum-level indicated on the battery cells. All the cells shall be connected in the series to obtain total voltage of the 224V AC. However, Individual cell also be checked for their voltage across terminal before series connection.

3. The battery rack shall be provided with bottom insulation material to prevent any leakage of current to the earth. Similarly individual battery cell shall be provided with insulation supports to wooden rack to prevent any body leakage. The purchaser shall supply wooden racks and acid distilled water etc.

4. The connection of the battery shall be done through a cable and same shall be terminated in the LV room (AC/DC) before commissioning of the battery and battery charger. The entire battery room shall be completely cleaned. Similarly racks and battery cells shall also be cleaned for any deposits of electrolyte and other particles.

5. A connection of boost charger shall be secured from the AC supply provided in the LT switchgear room. 6. All the accessories supplied for measuring the specify gravity and testing etc. provided by the supplier shall be return to the

Engineer in charge or shall be placed at proper place in the battery room under intimation to Engineer in charge. 7. Load test on the commissioned battery sets shall be taken as per the instruction of the Engineer in charge and performance

of the battery cells float boost charger shall be ultimately connected to the LV room for its onwards utilization in control indication and protection circuits.

� The following checks are recommended for battery. a. Checking of completion of civil/ventilation requirement of battery room. b. Checking of adequacy of charger output/requirement with respect to current required for battery charging as per the manual. c. Checking for availability of safety devices, water and first aid box. d. Checking the polarity of connections between battery and charger. e. Visual inspection test for level and leakages. f. Checking of layout as per approved drawing. g. Checking of IR value from positive to earth and negative to earth. h. Checking of voltage per cell and total voltage between positive negative and earth to positive / negative. i. Checking of tightness of connectors on each cell. j. Checking of capacity test and hourly measurement of specify gravity and voltage for each cell & k. Charging – discharging cycle as per standard practice and per instruction of Engineer-in-charge.

� The following checks are recommended for battery charger. a. IR test b. Checking the voltage ratio of boost and float mode transformers. c. Checking for charging mode of batteries, constant current and constant voltage mode. d. Load test on charges by running of DC drives (if there and by liquid resistance system). e. Checking of thickness of earthing connections. f. Check for all alarm conditions. g. Checking and calibration of all indicating meters. h. Check for functional operation of charger, auto manual change over from float to boost to float etc. i. Checking and setting of all relays. j. Check for AC ripple in boost and float made after charging. k. Check and polarity of cables connected to battery.

M. SWITCH YARD LIGHTING & CONTROL ROOM ELECTRIFICATION 1. Rate is to be quoted with name of Company i.e. Bajaj/Crompton/Philips etc. 2. Inspection of the entire luminary is to be inspection at Bajaj/ Crompton/ Philips Show room then it is to be dispatched. 3. All the Luminary is to be supplied with all the accessories like round plate, flexible wire, lamp starter 40W/ 20W Fluorescent

tube etc. 4. This work also includes commissioning of existing wiring with minor repairing / replacement of ceiling rose plate etc. 5. GI.pole is to be inspected at works at the cost of contractor. 6. Sample of Allu.cast J.Box will be given by GETCO. & supply as per sample 7. Excavation for pole, Earthing, cable lying is to be carried out in any type of soil, except Hard rock. In case of excavation in

Hard rock Rs. 420 per CMT shall be paid separately. 8. Tube light fixture fitting in CR is to be carried out with long GI Pipe & is to be properly hanged and fitting and ceiling as per

EIC.

9. Ceiling Fans is to be selected at authorized showroom & inspection is to be done at show room colour of fan should be white only.

10. Exhaust Fan & Pedestal Fan should be purchased only after selection of make & model at authorized showroom. 11. Supply storage and installation of various lighting fixtures, complete with lamps and accessories. 12. Supply storage and installation of lighting panels. 13. Laying and termination of 415 V PVC armored power cable from lighting panel to the junction box at the bottom of the

gantry of lighting fixtures respectable and looping from one gantry to other shall be buried underground. Contractor shall quote the unit price of cable erection separately. Cables glands and lugs are included in contractor’s scope.

14. Laying and termination by 415V PVC armored power cable from street lighting panel to street lighting poles and power cable, for looping from one gantry to gantry shall be in scope of lighting contractor these cables shall be buried underground. Cable glands and lugs are included in contractor’s scope.

15. The contractor shall fully co-ordinate the design and the work with engineer in charge and various other contractors of the project.

16. Materials and components not specifically stated in this specification on and which are necessary for satisfactory installation and operation of the lighting system shall be deemed to be included in the scope of the specification.

17. The design manufacture and performance of equipment should comply with all currently applicable states, regulation and safety code in the lighting where the equipment will be installed nothing in this pacification shall be construed to relieve the bidder on these responsibilities.

18. Unless otherwise specified, equipment offered shall conform to latest application Indian and IEE standards equipments, complying with another authoritative standards such as British, U. S. A. VDE etc, will also be consider

if it insures performance equivalent of superior of Indian standards in each cases the bidder shall clearly indicate the standard adopted and furnish a copy of the latest English version of the along with

the tender. Should there any dispute of design, work shall follow. 18. iii. Each lighting fixture shall be provided with end earthing terminal suitable for connection to 8 SWG GI earthing conductor.

20. CABLE TERMINATION BOX : A. Cable termination box for gantry structure shall be completely weather proof confirming to ISW 55 and provided with

lockable door and HRC fuse mounted on fuse carrier and fuse base assembly. The terminal shall be stud type and suitable for two Nos. 4mm

2 cable necessary arrangements for glanding cable along with supply of gland are included in tender

scope. B. The bolts nuts and screw required for erection is to be supplied by the contractor at his own cost. C. Outside and inside the cable terminal boxes will be furnished in two coats light grey colours. D. Finished painted appearance on equipment shall aesthetically pleasing appearance free from dots and uneven surfaces. E. Touch up paint at site shall have to be done if necessary.

21. SECTION PILLARS : A. The contractor shall supply and installation section pillars. B. The section pillars shall be suitable for mounting on platform. The bracket bolts nuts and screw required for the erection

shall be included in the installation rate. C. Section pillars be of mentioned size and of 15 SWG 1.5mm sheet steel and shall have bolted cover with good quality gasket

lining.

D. The section pillars shall have the following identification marking. i. Circuit Nos. on the top. ii. Circuit no. with ferrules ( inside ) as per drawings iii. Danger sign in case of 415 volt section box. iv. The section pillars shall be weather proof type with gaskets confirming to IP-55 as per IS-2147. The connections shall be

22. STREET LIGHT POLES: a. These shall be of steel tubular type with suitable arrangement at the top of the pole for fixing the lighting fixture. The poles

shall be fabricated out of medium class black steel pipe, seamless type with specified thickness, IS-2713-1969, each pole shall be fabricated on automatic pole swaging machine tampered in and shrunk with welding outside having overall length of 7.00 meters and the effective length of section as under:

i. Bottom 3.00 meters having outside diameter 114.3mm and wall thickness 3.61mm with base plate of size 3000 x 300 x 6mm which welded as shown in drawing.

ii. Middle 2.00 meters having outside diameter 87.9mm and wall thickness 3.25mm. iii. Top 2.00 meters having outside diameter 76.10mm and wall thickness

b. On the top of the tubular pole as fabricated above one single/double side brocket of 1 meter length ( diameter of pipe suit fitting entry ) tilted at an angle of 20 shall be welded and fixed at the top by means of fixing bolts, 4 Nos, and top cap by fixing bolts 2 Nos as shown in drawing. The most shall have attended a reducer having suitable diameter for mounting street light fixture.

c. The pole and wall mounted G.I. pipe post shall be supplied with one M.S water-tight junction box fabricated from M.S. sheet of 14 SWG with 15 Amp 4 way heavy duty Bakelite connector brass neutral link rewire-able fuse rubber gaskets etc.

d. Inspection of poles shall be carried out at the work for various tests under IS-2713 & 1969 before it is dispatched to the concerned site

e. The junction box should be provided with proper bracing arrangement with poles by means of G.I. strips. The junction box should have two/three holes at the bottom to accommodate two/three brass cable glands of suitable size for the cable to be used the cable glands of approved make shall be supplied by the contractor.

f. The pole including junction box shall be painted with one coat of anti-corrosive oxide primer before dispatch to site and two coats of aluminum paint of approved mark ( preferable ASIAN paint )

g. The wall mounted G.I. pipe post shall be painted with one coat of anti-corrosive oxide primer and two coats of aluminum paint. The junction box shall be applied one coat of anti-corrosive oxide primer and two coats of black enamel as per instruction of engineer-in-charge.

23. INSTALLATION OF POLES AND WALL MOUNTED G.I. PIPE POST: a. Installation of the poles shall be done as per drawing. The depth of pole to be done in ground shall be 1/5th of total pole

length or as specified in drawing whichever more. The pole shall be grouted in pit of 450 x 450 x 1500mm with cement conceal (1:3:6) Before the placement of pole in the pit 100mm thick 450 x 450mm (1: 3: 6) cement concrete bed shall be prepared and only after drying, poles shall cast all around the pole, Above finished ground level 2 Nos. of light duty 32mm or 38mm diameter PVC pipe, each of 1 meter length for cable entries and 10 SWG G.I. earthing wire shall also be provided and laid during the pedestal casting by the contractor

b. The concrete shall be protected from premature drying by curing for at least seven days after pouring all concrete surfaces from 150mm belowground level to top shall be finished concrete all the materials for civil and electrical works shall be arranged and provided by the contractor.

c. The G. I. pipe post shall be fixed on the face of wall at suitable height by means of pairs of wall clamps must and bolts.

24. CABLE WORK: PVC insulated PVC outer and inner sheet armored copper conductor cables suitable for 1100 volts A. C. as per IS: 1554 (Part-1-1964) of size as specified in schedule of quantities. The cables should be of approved make any of following amicable/C.C.I / Unistar / Glostar C. C. of equivalent subject to approval of competent authority.

i. EARTHING OF TUBULAB POLES : For earthing tubular poles G. I. wire of size 8 SWG is to be laid, along with the control cable in trench. The connection to the studs provided on tubular poles is to be carried out with this continuous earth wire with required size of washers and nuts. Above earth wire laid along with the cable is to be connected at earthing pits in switch yard as per instruction the same.

ii. INSTALLATION STREET LIGHTING LUMINAIRE: This includes fixing of street light fitting complete with

accessories and clamps on the pipe/brackets, connecting it with 2 x 2.5 Sqr. Mm 7/0 57mm dia PVC insulated and PVC insulated copper flexible conductor from water light junction box, testing and commissioning the same.

iii. INSTALLATION POST TOP LUMINAIRE : This includes providing and installations of post of lantern complete

with all accessories and lamp, connection it with 2 x s 5 Sgr. mm 7/0. 67mm dia PVC insulated and PVC sheathed copper fixable conductor testing and commissioning the same. All the

fittings required for fixing the luminaries such as reducer coupler gasket and all type of hard wires shall be provided by the contractor himself. All tools and tackles required for the entire work shall be arranged by the contractor. In any of board will not provide any such facility whatsoever. All materials shall be got approved from E.E. (const) Anjar before commencement of work. If there is any dispute regarding interpretation of specifications the decision of Ex. Engineer (Const) Anjar shall be final and binding to the contractor.

N. COMPLETION OF ERECTION (GENERAL)

1. Equipment shall be considered to have been completely erected when the following activities have been completed. 2. Moving of all equipments to the respective foundations. 3. Fixing of anchor bolts or tack welding as required. 4. Leveling and alignment of equipment. 5. Assembling of all accessories such as relays, CTs, PTs, instruments etc. as described in the job specifications. 6. Drying of equipment as required and testing of oil for dielectric strength. 7. Filtration and filling of oil as required. 8. Cable laying, termination with continuity checks. 9. Applying of finishing coat of pain wherever required. 10.
