4.Tender documents are generally available in English only.5. The addresses at which tender documents may be obtained and to which tenders should be posted, appear in
Annexure 1.5.1 The address where a document is available from and where it must be submitted to may differ.5.2 Tenderers should read the Conditions of Tender issued by the different tender boards. Mostly tenders that are
submitted after the closing time will not be allowed for consideration.6. The financial category for construction related supplies and services are the following:

6.1 Where security is required particulars thereof are indicated in the tender documents. However, security is mostlynot required for services with an estimated value of less than R100 000.
7. Please note that all documents issued by the Department of Public Works will be sold as follows:
• R50,00 per set for all services with a pre-estimated value from above R100 000 to R300 000.
• R100,00 per set for all services with a pre-estimated value above R300 000 to R2 000 000.
• R200,00 per set for all services with a pre-estimated value above R2 000 000.These amounts will not be refunded. Only cash or postal orders will be accepted.
7.1 No documents will be exchanged.8. Tenders must be on the official tender forms which must be filled in and completed in all respects.9. Tenders must be submitted in sealed envelopes.10. Separate envelopes must be used for each tender invitation.11. The address, tender number and closing date must appear on the front of the envelope.12. The name and address of the tenderer must appear on the back of the envelope only.

The South African Post Office (“SAPO”) has appointed PricewaterhouseCoopers (“PwC”) as Procurement Advisors (“PA”)in relation to the outsourcing of the tender and evaluation process to select a single service provider for the outsourcing of thenational linehaul transportation services (“NLTS”).
Proposed Project
SAPO wishes to outsource its NLTS to a single service provider and is seeking companies or consortia with demonstratedexperience. Accordingly, interested and suitable companies or consortia are invited to submit information for NLTS that willensure on time collection and distribution of mail items and other related products handled by SAPO.

Currently, NLTS comprises three contractors who run a fleet of approximately 60 vehicles of different configurations. Thesevehicles transport mail between 26 mail sorting centres, namely:

NLTS transports over 1 billion mail items annually, travelling approximately 150 million kilometres in the process.
The NLTS operation currently utilises approximately 1 000 mini-containers, as well as mailbags, letter trays and roll-containers. Approximately 20 forklifts are used in the loading and off-loading of mail.
Pre-qualification Criteria
Expressions of Interest (“Eol”) are invited from service providers who can demonstrate credible experience in operating nationaltransport operations, financial capacity and strong Broad Based Black Economic Empowerment (“BBBEE”) credentials.
Form of Expression of Interest
Respondents should indicate their interest by providing the following information for their company or for each member of theconsortium, if relevant:
• Full name of the company, company registration number, contact person, principal place of business, auditors, registeredaddress, postal address, telephone number, fax number and e-mail address of nominated representative;
• Details of ownership structure and directorships;
• Details of technical and operational capabilities, including:
— Years of operation in the transport and logistics industry;
— Total number and type of vehicles in operation;
— Skill and experience of the company or consortium in projects of a similar nature;
— Range of transport related services currently provided; and
— Details of geographic areas of operation.
• A statement on the responding company’s consortium’s BBBEE credentials. Respondents’ Employment Equity statementsshould include details of:
— Top management (indication of gender equity);
— Demographics of workforce; and
— Explanation of how the respondents intend to accommodate Black Economic Empowerment considerations in itsservice provision, taking cognisance of the requirements of BBBEE.
• A description of corporate, shareholder or regulatory approvals required, as well as any other conditions which are requiredto be fulfilled, to consummate the proposed transaction;
• A preliminary statement as to how the respondent intends to finance the proposed transaction and confirmation fromreputable auditors, bankers or other appropriate financial institution, that the respondent has the necessary cash resourcesor access to such resources, to finance the proposed service provision;
• Audited financial statements for the last three years or in the case of a responding company or consortium with a tradinghistory that is less than three years, the financial statements of the shareholders of the responding company or consortium.If the latest audited financial statements are older than one year, the latest management accounts must be included; and
• Tax clearance certificate(s) for the company and/or each of the constituent consortium members.
Proposed Timetable
Respondents have until 10 October 2005 to respond to this advertisement and will be evaluated based on their responsesto this invitation. Those that SAPO adjudicates as qualifying for the Request for Proposals (“RfP”) process will be invited toparticipate in the process.

Critical Criteria
