Discussion

Page 4: Ten regions develop their understanding of Smart Specialisation … · 2019-11-06 · • To explore the role of organisations and their interaction in the development and implementation

• To strengthen the analytical underpinnings of the concept of Smart Specialisation,

• To generate strategic intelligence for policy-makers, and

• To provide methodological guidance for practitioners

SmartSpec Project Aims

Page 5: Ten regions develop their understanding of Smart Specialisation … · 2019-11-06 · • To explore the role of organisations and their interaction in the development and implementation

• To explore the role of organisations and their interaction in the development and implementation of S3 strategies

• To identify institutional and systemic bottlenecks for smart specialisation, and the possible need for reforms

• To assess the challenges for Member States and regions with less developed research and innovation systems

• To explore the link between smart specialisation and social innovation

• To support the production of better metrics for the design, evaluation and monitoring of smart specialisation strategies

• To develop the process of peer review assessment of strategies

Overview

Positive feedback – strong attendance over 10 workshops

– Bottom up choice of topics

Building of confidence and shared support

– Practitioner and academic mix

But…

– How do we learn about smart specialisation?

– Should we be building professional competences and how?

Interreg Europe

To reinforce the effectiveness of cohesion policy, the INTERREG EUROPE programme promotes exchange of experience on thematic objectives among partners throughout the Union on the identification and dissemination of good practice with a view to its transfer principally to operational programmes under the Investment for Growth and Jobs goal but also, where relevant, to programmes under European Territorial Cooperation (ETC)

This will be done via the support and facilitation of policy learning, sharing of knowledge and transfer of good practices between regional and local authorities and other actors of regional relevance. The programme covers the whole territory of the European Union (EU) and Norway and Switzerland. The programme is co-financed by the European Regional Development Fund (ERDF) with a budget of €359 million for the 2014-2020 period.

Policy Learning Platforms

Page 26: Ten regions develop their understanding of Smart Specialisation … · 2019-11-06 · • To explore the role of organisations and their interaction in the development and implementation

The Policy Learning Platform (PLP) will focus on key areas like:

• S3 implementation (with a focus on monitor and review/updating processes)

• Research-to-business knowledge/technology transfer

• Promotion and sustainability of excellence centres and R&D infrastructures

• Cluster approaches and open innovation

• Non technological innovation

• Down-stream and demand based Policy measures

• Synergies with central managed programmes (like H2020 and COSME).

Värmland Learning academies The Värmland Smart Specialisation Academy is a

tool for transformation and renewal of private and public sectors in Värmland and for research at Karlstad University.

The purpose of the Academy is to contribute to innovation by improving cooperation and clarifying priorities, increasing the involvement of the business sector and the public sector, increasing the capacity to participate in international research and innovation projects and raising awareness nationally and in EU cooperation.

A brand should be built around The Smart Specialisation Academy to create awareness and facilitate communication about the initiative and cooperation opportunities. The hope is that the brand will be known internationally and help to strengthen the region, the University and Region Värmland by facilitating recruitment, investment, research funding and partnerships.
