What makes TEMPLETON Advantage Unique? Thank you for the opportunity to conduct the search for the next superintendent of the Westmont Hilltop School District. I believe that my knowledge, industry experience, passion for collaborating with boards, and my commitment to the strength, vitality and endurance of public education, positions me extraordinarily well to provide the district with top-flight service. In fact, the board will begin to notice that my executive search services are truly unique in the marketplace. The entire search will be conducted through the lens of the mission, vision, shared values and goals of Westmont Hilltop. Through my project, TEMPLETON Advantage, I have developed a comprehensive framework for conducting all aspects of the search for the next superintendent of your district. Bidder Qualifications and Background Information TEMPLETON Advantage was created by Tom Templeton in February, 2014 as a leadership consulting service for public schools and non-profit organizations in Pennsylvania. For the last 20 months, Tom has been traveling Pennsylvania extensively, working with many educational leaders on a variety of leadership projects, from seminars and workshops to executive coaching, CEO evaluations and executive searches. Prior to February 2014, Tom Templeton spent 10.5 years conducting a series of leadership and governance services (including executive searches) for school districts and intermediate units throughout Pennsylvania. He served in three capacities with the Pennsylvania School Boards Association, ending his career at PSBA as Assistant Executive Director for School Board and Management Services. Tom’s resume in this proposal provides a more extensive look at his career and accomplishments. TEMPLETON Advantage leverages a deep network of industry contacts throughout Pennsylvania and beyond when conducting searches. In fact, it is safe to conclude that Tom Templeton has perhaps the most robust network of any search consultant in Pennsylvania. Oversaw a 20-plus person staff in four core service areas, with four direct reports. Oversaw a budget of over $1 million with revenues derived from entrepreneurial services

Facilitated the implementation and revision of PSBA’s Standards for Effective School Governance and the Code of Conduct for Pennsylvania School Boards.

Steps in the Executive Search Process and Clients Served All aspects of the search will be completely customized to meet the needs of the Westmont Hilltop. TEMPLETON Advantage facilitates a comprehensive, highly-engaging process for the board, and ensures all details around this crucial assignment are handled with expertise and professionalism.

KEY STEPS in conducting the search include, but are not limited to the following:

Determine the cost for conducting all aspects of the search. Set up a meeting to establish all protocols related to the search process. Determine the process for handling all candidates (internal and external). Develop the search schedule and calendar of events. Identify Strategic Competencies and Leadership Experiences for the next superintendent. Prepare all search promotional efforts and briefings. Blast the advertising and recruiting information throughout Pennsylvania and beyond,

including several states surrounding Pennsylvania. The search will have a national presence as well through websites, industry contacts and publications.

Announce the search via a press release to the entire educational community. Conduct Focus Group discussions with all identified stakeholders. Collect, assess and develop candidate credential files. Communication Protocols A successful executive search requires outstanding communication amongst all parties. In fact, communication is perhaps the most important component within any project. Timeline and Methodology for Project Management

From Day #1, all logistics will be outlined, from the timeline and advertising to interviewing and contract negotiations. The purpose of the initial meeting is to establish clear expectations and to develop a communication protocol that will keep all parties well informed throughout this search.

Developing the timeline for the search

We will be developing the timeline for the search during our first meeting together. I will be laying out the process and we will determine the actual dates for the search to unfold. Please bring along your personal schedules so we can establish dates. It normally takes approximately four months to conduct a search; however, that can fluctuate based on board and candidate schedules, additional processes the board would like to undertake, etc. Below are the time frames for the major events in the search. I will be describing each in detail during our meeting.

The search starts with a six to seven week advertising and recruiting period, followed by, Two weeks to review the applications and select first round candidates. One to two weeks to conduct first round interviews. Two weeks to conduct reference checks on candidates moving to the next round. Two to three weeks for next rounds of interviews and selection of candidate One week for negotiation of contract

Strategic Competencies and Leadership Experiences Cultural Assessment and Strategy Mining

TEMPLETON Advantage will immediately undertake a close analysis of the entire organization (this is already underway) by reviewing key documents in the organization, and setting up stakeholder meetings with internal and external groups. However, unlike any other search firm, TEMPLETON Advantage goes much further. The TEMPLETON Advantage Leadership Library is a comprehensive collection of outstanding leadership and personal excellence materials that will be utilized throughout the entire search.

In conducting these meetings, I will be conducting a high-level SWOT analysis with each of the stakeholder groups to develop a deeper understanding of the organization. As you know, S.W.O.T is an acronym that stands for Strengths, Weaknesses, Opportunities, and Threats. Questions and discussion prompts I will be asking the focus groups include:

What is it that the Westmont Hilltop School District does well? What resources (human, operational, capital) position you well? What advantages do you have over other organizations? Do you have strong professional development for staff? What other positive aspects add value to the organization? What factors that are within your control inhibit your ability to maximize the performance

of the organization? What areas need improvement to accomplish your objectives? What factors beyond your control could place the organization at risk? What leadership qualities are needed in the next superintendent?

TEMPLETON Advantage also undertakes a process called Strategy Mining, which involves the research and analysis of leadership strategies and concepts from a variety of perspectives and industries, and summarizing those findings so they are useful for possible implementation. The board will also participate in a S.W.O.T. analysis, and review all of the findings from the focus groups – and my strategy mining efforts -- to develop a set of strategic competencies and leadership experiences necessary to lead Westmont Hilltop into the future.

The Power of Partnerships and Networking Advertising and Recruiting Your Ideal Candidate How to design a statewide and national search

TEMPLETON Advantage will tap a tremendous network of industry contacts within and outside Pennsylvania in conducting the search for the next superintendent. As a search consultant, I prioritize the recruitment of candidates unlike any other search firm. This involves several important strategies that will capture the attention of candidates in the marketplace.

Powerful Promotional Materials: TEMPLETON Advantage will develop an executive briefing for candidates that attracts interested leaders to the position and the organization. Any candidate looking at this position must be able to review detailed information about the responsibilities of the position, the dynamics of the board, successes in the organization, and areas that require continued attention – as well as preferred career and educational accomplishments. My job listings will be compelling, persuasive, and attention-grabbing. Make no mistake about it: the marketplace will know the Westmont Hilltop is looking for their next superintendent!

Interacting with Industry Experts: I am perhaps the most connected search consultant in the commonwealth. For over 12.5 years, Templeton has been involved in over 100 searches, and this has afforded him the opportunity to interact with thousands of school directors and hundreds of educational leaders. Also, I will be working closely with highly respected educational leaders who already hold the traits the board may be looking for in the next superintendent. Even if these individuals do not apply, they will have a clear sense of other excellent candidates.

Social Media and LEAD2015: I will also use his highly-regarded e-briefing, LEAD2015, to publicize the position, and promote in other states and regions as per the board’s directive. All traditional methods, including but not limited to EdWeek, PASA Websites, Colleges and Universities, PennLink, Associations and other venues will be utilized.

Interacting with Potential Candidates: As the promotional efforts continue, TEMPLETON Advantage will begin to interact with candidates, and generate ‘leads’ to pursue. These names remain confidential throughout the first round interview with the board in order to maximize the pool of interested candidates. At the board’s directive, I will conduct an initial ‘screening’ of candidates to determine high-level strengths and weaknesses, but the board will see the credentials of every candidate and, ultimately, make those assessments as a corporate body.

The Emerging Leaders Collection: TEMPLETON Advantage has built a database of candidates, both inside and outside Pennsylvania that will also be assessed against specific skills sets and other metrics to determine those that may be well positioned for consideration at Westmont Hilltop. It is called the TEMPLETON Advantage Emerging Leaders Collection, which consists of current CEOs and those who aspire to executive positions.

These broad categories, and other strategies will assist me in developing a robust candidate pool for the Westmont Hilltop Board to consider.

Selecting and Interviewing Candidates

After the application period has closed, the board and/or board committee will have the opportunity to review all the credential files to determine those candidates best positioned for a first round interview. We will be assessing candidates against the Strategic Competencies and Leadership Experiences that resulted from the focus group discussion and strategy mining activities undertaken by TEMPLETON Advantage. Usually, a board conducts a series of ‘rounds’ in the interview process. I will be providing the board will comprehensive guidance on all aspects of this process, from the legal parameters surrounding the interviews, to specific ‘look fors’ in candidate answers. As a matter of legal compliance, best practices in human resource management, and complete fairness, all candidates will be asked the same questions in the same order during the first round.

TEMPLETON Advantage houses a tremendous databank of traditional, behavioral, and scenario-based questions that can be customized to meet the needs of Westmont Hilltop. From question design and appropriate interview venues, to the involvement of other stakeholders and a detailed analysis on each candidate, the interview process with TEMPLETON Advantage will be thorough, insightful and impactful, which falls in line quite well with the E7 Framework. Additional rounds of interviews beyond the first round are reserved for candidates the board is seriously considering. These candidates undergo a more detailed scrutiny of their backgrounds, including comprehensive reference checking, and a more dynamic interview process that may involve candidate presentations, leadership scenarios, ‘visioneering’ exercises, and other activities designed to determine a candidate’s true fit for Westmont Hilltop.

Reference and Background Checking TEMPLETON Advantage will facilitate all aspects of the reference checking process through the E7 Framework, and will work closely with all appropriate parties at Westmont Hilltop regarding the entire process. Phone calls and interviews will be conducted with individuals who have worked with – or have known – the candidate for years. While it is important to tailor reference check questions to your organization, the job and the applicant being considered, I have developed a structured process for conducting all reference checks, and in a way that yields great information for the board.

Offer of Employment and Negotiating the Contract

After all interviews have concluded and the reference/background checks have been conducted, the board is prepared to offer the position to a selected candidate. This also triggers the process of negotiating a contract. I coordinate all discussions to make sure the board and the candidate are comfortable with the terms and conditions of employment.

Entry Planning

TEMPLETON Advantage has developed a comprehensive, yet user-friendly entry plan framework for new superintendents so they can enter organizations thoughtfully and efficiently. That is why I will be with you for the next 9 months! An effective entry plan accomplishes four primary objectives: builds trust, enhances communication, improves transition, and maximizes performance. The TEMPLETON Advantage Entry Plan Service process evolved out of years of working with candidates and boards as new leaders transitioned into an organization -- and through aggressive research into the most comprehensive transition planning processes available in the marketplace. Superintendent Evaluation

TEMPLETON Advantage has designed an evaluation process for superintendents that is driven by standards, accountability measures, and qualitative/quantitative measurements. Also, I will provide comprehensive assistance around all aspects of the superintendent evaluation process that fully aligns with the new law passed in 2012. The system was created through extensive research into how organizational leaders are evaluated across a series of industries, with a focus on the education marketplace. The process I have developed also includes a communication protocol that encourages consistent and ongoing dialogue throughout an entire year. I call it a board’s “GPS” system. The ultimate purpose is to maximize the performance of the superintendent, drive continued professional growth, encourage ongoing dialogue between the board and superintendent, and make all parties more effective leaders in the organization.

Board Self-Assessment TEMPLETON Advantage has developed a board self-assessment tool that will be shared with the board, if selected. The tool embodies the traditional elements of the board’s work as well as intangibles -- the attitudes, values and core beliefs that really drive the work of teams. In developing this tool, I’ve researched a series of measures, and researched the best practices in board excellence to really get to the core of what drives organizational excellence and exceptional board governance!
