Substantive

Change “Quarantine Pest(s)” to “Regulated Pest(s)” throughout the document.

The Standards Committee and steward are encouraged to consider and discuss the proposal to change "quarantine pest" to "regulated pest" throughout the ISPM in order to recognise that some countries may wish to ensure that regulated non quarantine pests are also managed in post-entry quarantine noting that in order to be a regulated non quarantine pest it must be "... regulated within the territory of the importing contracting party...". Increasing the coverage of the standard to include regulated non quarantine pests may result in an increasing number of consignments entering quarantine and an increasing the associated costs of maintaining a post-entry quarantine facility. Could the report of the Standards Committee include a summary of the discussions/considerations surrounding this point please?

Change the Annex to an Appendix

The text provides very useful guidance and options for specifications for PEQ stations but should not be regarded as prescriptive.

There is no reference to recommended periods for holding plants in PEQ. It is suggested that some guidance is developed in the future in the form of an additional appendix on suggested holding periods for different plant types.

Canada would like the term “containment” to be considered when specifying requirements for Post Entry Quarantine (PEQ) stations as it will better reflect the current use of the term worldwide, for example through the development of containment standards for facilities handling plant pests in several countries. The current definition for “containment” in ISPM No. 5 Glossary of phytosanitary terms is “the application of phytosanitary measures in and around an infested area to prevent spread of a pest” which does not take into account holding consignments of plants in a PEQ station. In the world of Biosafety, there is a difference between confinement and containment where confinement is generally referring to confining (or restricting movement) animals in a pasture when they are not shedding any infectious particles. With respect to PEQ stations, we are looking at containing plant pests within the PEQ station (preventing their accidental release or escape). Canada would like the Technical Panel for the Glossary to review the definition of the term “containment” to consider this aspect.

General comments

The Annex of this draft can’t be considered an annex but an appendix, because it does not fulfil the agreed description of an Annex.

General comments

Remove/change "Type of station" in PEQ station specifications table of the annex to actual physical components of each facility type.

Type of station "screen house or glasshouse" is very restrictive as tunnels, concrete buildings etc. can also be used. What is important are the physical requirements for each facility, e.g. impermeable roof, insect proof or impermeable sides etc. see specific comments in the annex.

comentarios Generales

General comments

1. This Draft ISPM should constitute an Annex of ISPM n° 20

2. Substitute “requisito cuarentenario” by “requisito fitosanitario de importación”

1. Since PQE is one of the measures that can be established under the phytosanitary import regulatory system, the possibility that this draft ISPM should form part of ISPM N° 20 should be considered, thus avoiding several separate standards on the same topic.

2. “Requisito fitosanitario de importación” is the term defined in NIMF N° 5. “Requisito cuarentenario” as such does not appear in that standard. In English “phytosanitary import requirements” instead of “quarantine requirements”

Such facility will be very costly for developing country when taking into account the cost of infrastructure, training, manpower, materials and equipments and operational cost.

It will involve a lot to enforce the capacity building to meet this requirement and application can be very difficult

Even we don’t have the facility at least we do understand the responsibilities of this draft and we do have a strategical approach to do something to prevent the introduction and spread of quarantine pest e.g. PRA etc.

In several sections of this document it can be inferred that a PEQ station is a physical structure and that is not always the case. In the United States, we have a mix of field and physical structures for PEQ, depending upon the individual circumstances of each importation. While the table and definition are clear, other statements throughout the document would be clarified with this additional statement.

Imported consignments of plants have the potential to introduce quarantine pests. When considering phytosanitary measures for such consignments, National Plant Protection Organizations (NPPOs) should apply measures based on the principle of managed risk (ISPM No. 1: Phytosanitary principles for the protection of plants and the application of phytosanitary measures in international trade). In order to assess the pest risks and identify appropriate phytosanitary measures for particular pathways, pest risk analysis (PRA) is carried out. For many commodities consignments of plants that are traded internationally, importing NPPOs identify risk management measures that mitigate pest risk without the need to apply quarantine after entry. For some consignments of plants commodities, NPPOs may decide that a quarantine period is part of the phytosanitary import requirements or is necessary for certain consignments after entry into the country because of the impossibility to verify uncertainty about the presence of quarantine pests in that consignment at entry. This allows for testing for the presence of pests, time for the expression of signs or symptoms, and appropriate treatment if necessary.

[22]

First sentence

Substantive

The specifications of PEQ stations for consignments of plants should reflect the biology of the plants, and the biology of the quarantine pests that may potentially be associated with the plants, and particularly their mode of dispersal and spread.

The standard is providing guidance on PEQ stations designed and operated in a way that prevents organisms moving in or out of the facility. This includes not only the ability of the target host or regulated pest to move itself but also a range of potential vectors including as relevant to the type of containment people, ants, flies, birds etc.
