    A Workman shall be deemed to be

    employed as a Contract Labour in or in

    connection with the work of anestablishment where he is hired in or in

    connection with such work by or through

    a contractor, with or without the

    knowledge of the principal employer.(CLRA, 1970)

    Who is aContractor??

    A person who undertakes to produce a

    given result for the establishment other

    than a mere supply of goods or articlesof manufacture to such establishment,

    through contact labour or who supplies

    contract labour for any work of the

    establishment and include a sub-contractor.

    Who is Principal Employer??

    Head of the office or department or a local

    authority or such other officer as the

    government or the local authority, as thecase may be, may specify in his behalf.

    In a factory, the owner or occupier of the

    factory and where a person has been

    named as the manager of the factoryunder the Factories Act, 1948, the person

    so named

    Who is Principal Employer??

    In a mine, the owner or agent of the mine

    and where a person has been named as

    LIABILITIES OF PRINCIPAL

    EMPLOYER

    In case the contractorfails to make paymentofwages, then it shall bethe responsibility of the principal employer to make such payment to thecontract labour.

    The principal employer shall be required to nominatearepresentative tobe present at the time of disbursement of wages by the contractor whoshall ensure that wages paid to the contract labour in the prescribedmanner.

    In case the facilities likedrinking water, washing facilities, firstaidboxes, restroom andcanteenfacilities are not provided by theContractor then the Principal will have to insure the same.

    He can recovertheexpenses involved from the Contractor.
