Last spring the EMSBaccepted a proposal from energyefficiency experts Énergère tobegin a feasibility study that wouldlay the foundation for a proposedbolstering of the energy efficiencyof 17 schools and centres. It isexpected to go to the Council ofCommissioners for final approvalat the end of September. Workwill then be scheduled tocommence next summer andcompleted by December 2016

This project consists, amongother measures, of modernizingequipment using aerothermaltechnology, and adding morecontrol points to enhance thecomfort of staff and students.Once the project is complete, the17 buildings will realize a 50percent reduction in energyconsumption and a 72 percentreduction in Green House Gasemissions. Lighting in halls,

stairways, and classrooms will beconverted from fluorescent toleading technology LED whichwill save energy, last longer, andsimplify maintenance and carewhile maintaining or enhancinglighting levels. Savings areprojected to amount to more that$1 million per year once allmeasures are installed.

The EMSB received proposalsfrom three firms for such a project.Selecting a firm represents arigorous process and we followedit very precisely. The proposal weretained met and surpassed thegoals we set. When completedand paid, it will provide us withimportant savings adding up toan increase and improvements in services to students across the Board.

As our Director of MaterialResources Daniel Hogueemphasizes: “The project providesus with leading-edge energytechnology, more control pointsthat will ensure greater comfort forstudents and staff while offeringthe EMSB greater control overmaintenance and associatedoperational costs.”

The project will put us in lineor ahead of the targets for energyefficiency set by the governmentand we will be leaders in terms ofenvironmental awareness andconcrete actions that show our levelof commitment. When it is fullyimplemented at least 11 of the 17schools will qualify to be certifiedcarbon-neutral. That is somethingof which our entire Board can berightly proud.

DIRECTOR GENERAL’S MESSAGE

It is important to vote in School Board ElectionsFor the next school board

elections, which take place onSunday, November 2, 2014, therewill be 10 electoral divisions(compared to the present 23) and the position of chairman willbe chosen by universal suffrage. This will be for a three year term. The last school boardelections took place in 2007,meaning that the present Councilhas served an unprecedented sevenyear mandate.

Every school board is admin -istered by a Council composed of commissioners elected orappointed under the Act respectingSchool Elections. In addition to

the 10 elected commissioners, the new Council will have the option ofappointing three additional commissioners who will not have votingprivi leges. The idea here will be to determine if there is a need to recruitindividuals with specific expertise which can be advan tageous aroundthe table. There will also be four non-voting parent commissioners (upfrom the present-day two).

Former Quebec Minister of Education, Leisure and Sports(MELS) Michelle Courchesne has warned that if voters fail to exercisetheir democratic duty to elect the people who run the school boards, they risk handing over the future of their schools to unelected civilservants unacquainted with their children’s and communities’ needs.Only 7.2 per cent of eligible voters cast a ballot in French school boardelections in 2007. At the English boards that number stood at 16.7 per cent.

Quebec automatically places citizens on the French school voterslist by default, once the youngest child in a household completes schoolor at the age of 18. It therefore goes without saying that most votersprobably do not realize that if their child was no longer in the Englishpublic system the last seven years then they (and their kids who are ofvoting age) are not only on the French voters list, but unless they getthis changed their school taxes will also go to the local French schoolboard. Needless to say that those individuals without children in theEnglish public school system are not on the list unless they were in factregistered to do so in 2007. You can call 1 888 353-2846 to find out.Have your medicare care card handy. We have a form to transfer yourname to the English list posted on our website. It must either be mailedor brought to the EMSB Administration Building in person as anoriginal signature is required.

I think members of the English community at large saw one of thevalues of having an “English” Montreal School Board when our Councilstepped up and spoke out against the former PQ government’s proposedCharter of Values. We were leaders in this regard and representedour community at hearings in Quebec City. So please think about thaton voting day.

The exact territory of each ward can be viewed at www.emsb.qc.ca.A notice to readers: the use of a roadway or a railway implies the median line thereof, unless otherwise specified. The use of the backline of a roadway means that the boundary of the electoral ward extendsalong the back of the properties whose addresses have frontage on theroadway mentioned. The side of said roadway is specified by a cardinalpoint (north, south, east or west).

and administrators, as well assenior management and commis -sioners, attended the 13th annualEnglish Montreal School Board(EMSB) Volunteer AppreciationEvening last spring at theRenaissance Centre des Congrèset Banquets in Anjou. The eventwas held to markNationalVolunteer Week, under the theme “Volunteers: Above andBeyond.”

Time and space did not allowthe EMSB to honour all of itsnearly 1,500 volunteers in person. Therefore, those individuals whohave volunteered for more than five years were in attendance.Volunteers with 15 or more yearsof service received a hand-paintedminiature picture by JasonGoldsmith of Big Blue Hug as aspecial thank you gift. Severalthousand copies of a commemo -rative program book weredistributed to each school. LaCapitale Financial Services wasonce again the title sponsor for this event.

The emcees for the eveningwere EMSB Communicationsand Marke t ing Spec ia l i s t Michael Cohen and popularMontreal comedian FrancoTaddeo. Mr. Taddeo, who ishimself a former EMSB parentvolunteer, entertained the guestswith a 10-minute stand-up comedyset, in which he spoke about avariety of topics.

“Day after day, year after year, you show your caring and passiontoward the schools where you serve by going that extra mile, bygoing above and beyond the callof duty,” EMSB DirectorGeneral Robert Stocker said inhis opening remarks. “By doingthat, you contribute greatlytowards making our schools andcentres so vibrant and successful. And for that, we want to show ourgratitude with this unforgettableevening just for you. How do ourvolunteers heroically go above andbeyond? Simply by taking on anytask, fulfilling any role, filling anygap and do so many things thatmean a lot. To our volunteers, nojob is too large or too small forthem to undertake, no matter howeasy or challenging it is.”

“Your commitment has pro -pelled us to great heights in termsof student success. I encourage youto stay involved and to bring othersalong with you,” added EMSBChairman Angela Mancini. “I know that leaving your home ona cold January night to go to yetanother meeting, or to leave yourhome to go and help at school is

not always easy and I am surethere are moments when you havewondered why I am doing this. I have one answer – our children’sfuture.” Ms. Mancini also thankedthe volunteers for their involvementin helping the board in their fightagainst the controversial Bill 60,the former PQ government’sproposed Charter of Values.

Marc Garneau, the federalMP for Westmount-St. Henri, extended his greetings and warmwishes via pre-recorded videomessage. You can view it athttp://vimeo.com/91308863. Herecalled when he went above andbeyond 30 years ago on the spaceshuttle as Canada’s first astronaut, and told the volunteers that theyhave went above and beyond intheir own way. “The countlesshours of hard work that you havedevoted to the schools of theEMSB, whether they be to helporganize and stage a fundraiser, run a book fair, aid a teacher, or be a monitor on a school bus or a lunch room, your efforts have benefited both students and teachers tremendously,” hesaid. “You are more than justvolunteers; you are an essentialpart of what makes a school runso efficiently and successfully,” he said.

This year’s Volunteer ofDistinction was Debbie Hanleyfrom Roslyn Elementary Schoolin Westmount. She beganvolunteering 35 years ago atCoronation School in Côte desNeiges, where her first son was astudent at the time. She thencontinued volunteering at OptionsAlternative High School in VilleÉmard. James Lyng High School in St. Henri’s new ping pong tournament, launched by Vice-Principal Steve Manstavich, has left its mark in a big way. When it first started, no one was really sure how the students would respond.Within days, Mr. Manstavich recruited both staff and students to play in his month long tournament. Every day at recess, lunch and after schoolmatches would take place and there were crowds of people cheering the players on. Students stayed extra hours to practice and perfect their craft. “Itreally helped bring our school community closer together because everyone was invested in the tournament whether because they were playing, becausea teacher’s student was playing or just because they wanted their friend to win. Everyone in the school was really involved,” said Mikaella Goldsmith,CLC Coordinator. Joshua Casanova (pictured with Mr. Manstavich) won last year’s event and looks forward to defending his title in 2015.
