Telangana budget 2017-2018

Finance Minister Etala Rajender presentedthebudgetoftheTelanganagovernmentfor2017-18totheAssemblywithanestimatedtotal

expenditureofRs1.49lakhcrore whichisRs19,000croremorethantheestimatesfor2016-17.

TheGrossStateDomesticProductofTelanganafor2017-18atcurrentpricesisestimatedtobeRs7,49,893crore.Thisis14.6%higherthanthe

revisedestimatefor2016-17.

Totalexpenditurefor2017-18isestimatedtobeRs1,49,646crore,a33.4%increaseovertherevisedestimateof2016-17.In2016-17,therewasa

decreaseofRs18,225crore(14%)intherevisedestimateoverthebudgetestimate

Totalreceipts(excludingborrowings)for2017-18areestimatedtobeRs1,19,940crore,anincreaseof36% overtherevisedestimatesof2016-17.In2016-17,totalreceiptsfell

shortofthebudgetedtargetbyRs16,661crore(15.9%).

RevenuesurplusforthenextfinancialyearistargetedatRs4,571crore,or0.61%ofthestateGrossDomesticProduct(GDP).FiscaldeficitistargetedatRs26,096crore(3.49%of

stateGDP).

DepartmentsofPanchayat Raj,MajorandMediumIrrigationandSocialWelfaresawincreasesinallocationsfortheyear2017-18.Ontheotherhand,Departments

Agriculturewitnessedadecreaseinitsallocationin2017-18.

SchemeforsheeprearingforYadava communityhasbeenproposedtobeimplemented.Sheepwillbeprovidedat75%subsidyratetoeligiblemembers.

ForthewelfareofNavi-brahmins and Washermen communities,Rs 500 crore isproposedtobeallocated.Tomodernizetheiroccupations,itisproposedtoprovidewashingmachines,driersandiron-boxestoeligiblemembers.

Similarly,dhobighats areproposedtobeconstructedontanks.

An amount of Rs 1,200 crore hasbeenproposedtowardsassistancetoweavers.Topromotehandloomindustry,thegovernmentproposesto

procureclothonlyfromthehandloomindustry.Thisincludesconstructionofatextile park at Warangal and an apparel park at Sircilla. Inaddition,financialsupportwillbeprovidedtohandloomweaverstotakeup

alternativeprofessions.

FinancialassistanceundertheKalyana Lakshmi and Shaadi Mubarak Schemesisproposedtobeincreased from Rs 51,000 to Rs 75,116

Welfareofbackwardclasses:TheGovernmentproposestoestablishresidentialschoolsineachofthe119Assemblyconstituencies.

AnexpenditureofRs.1.05lakhtoRs.1.25lakhwillbeincurredoneachstudenttowardsprovisionofinfrastructure,nutritiousfood,

textbooks,uniformandotherfacilities.

ThegovernmentproposedtoprovideRs12,000forpregnantwomen.Rs4,000willbeprovideduponadmissiontoagovernmenthospital,followedbyanotherRs4,000duringdischargefromthehospital,and

anotherRs4000willatthetimeofvaccinationofthechild.AnadditionalRs1,000willbeprovidedforthebirthofagirlchild.

KCRKitisproposedtobeprovidedtonewbornchildren.Thekitwillconsistof16 essential things neededforanewbornbabyforthe

firstthreemonths,suchassoaps,babyoil,babybed,mosquitonet,dresses,napkins,etc.TheamountproposedunderthisschemeisRs

The‘Sahaj Bijli Har Ghar Yojana’(Saubhagya)schemeannouncedbythePrimeMinisterislikelytobenefitsome4.32lakhhouseholdsinTelanganaincluding

over4.12lakhintheruralareas.

Underthescheme,un-electrifiedhouseholdswouldbeprovidedwithfreeelectricityconnectionsbasedontheSocio-EconomicandCasteCensus-2011

(SECC)data.

ThehouseholdsthatarenotcoveredunderSECCwouldalsobegivenelectricityconnectionswiththefacilityofpayingtheconnectivitychargesof₹500in10

installmentsalongwiththeirmonthlyenergyconsumptionbills

TheRuralElectrificationCorporation(REC),thenodalagencyforimplementationofthescheme,hasalreadymadeitclearthattherewouldbenofreepower

AccordingtoSECCdata,thereare4,12,725ruralhouseholdsinTelanganawithoutelectricityconnectionandanother19,235inurbanareas.

The totaloutlayoftheprojectisRs.16,320crore whiletheGrossBudgetarySupport(GBS)isRs.12,320crore.

However,un-electrifiedhouseholdsnotcoveredundertheSECCdatawouldalsobeprovidedelectricityconnectionsundertheschemeonpaymentofRs.500

whichshallberecoveredbyDISCOMsin10installmentsthroughelectricitybill.

Thesolarpowerpacksof200to300Wattpeakcapacitywithbatterybankforun-electrifiedhouseholdslocatedinremoteandinaccessibleareas,comprisesofFiveLEDlights,OneDCfan,OneDCpowerplug.It

alsoincludestheRepairandMaintenance(R&M)for5years.

TheGramPanchayat/Publicinstitutions intheruralareasmaybeauthorised tocollectapplicationformsalongwithcomplete

documentation,distributebillsandcollectrevenueinconsultationwiththePanchayat RajInstitutionsandUrbanLocalBodies.

TheRuralElectrificationCorporationLimited(REC)willremainthenodalagencyfortheoperationalisationoftheschemethroughoutthe

country.

ThePrimeMinisterhadin2015saidthatthegovernmenthasseta1,000-daytarget toelectrifyover18,000 villagesthatdon'thaveaccesstoelectricityatall.

Despitethegovernment’saggressivevillageelectrificationprogramme,theDeen DayalUpadhyay GramJyoti YojanalaunchedinJuly2015,underwhich78%of18,000villageshavebeenelectrified,itwasrealised thattheproblemofelectricity‘access’wasn’t

resolved.

Avillageisdeclaredtobeelectrifiedif10%ofthehouseholdsaregivenelectricity alongwithpublicplacessuchasschools,panchayat office,healthcentres,dispensariesand

communitycentres. .

Withalargenumberofhouseholdstillremainingwithoutaccesstoelectricity,theschemeaimsatensuringthecoverageofhouseholdsasopposedtoonlyvillages.

Themoveisaimedatensuringbettercomplianceandtoavoiddefaultsbygovernmentagenciesthatareknownfordelayedpaymentstoutilities.

TheTelanganaSouthernDistributionCompanyLtd,whichhasinstalledpre-paidelectricmetersinsomegovernmentoffices,isnoweyeing

industrialconsumersandsomedomesticusers.Pre-paidmetersfunctionindualmode,bothaspre-paidandasnormalpost-paidmeters.

As per estimates,thetotalduesofgovernmentofficesandsomecommercialestablishmentsputtogetherisestimatedtobeinthe

rangeof₹1,400croreto₹1,500crore.

Thepre-paidmetersareaimedataddressingtheproblemofdelayedpaymentsandtokeeptherecordsofpaymentup-to-date.

Intheyear2016-17,thestategovernmenthassetatargetofbuilding1.4Crore2BHKhomesunderthescheme.

Eachhousebeingconstructedunderthe2BHKhousingschemewillconsistof2Bedrooms,1Hall,OneKitchenandTwotoiletswithaplinthareaof560Sq.ft.
