DEFINITION ACCORDING TO APTE - IASP
• This is a project which requires an stable managing body
• Designed to encourage the creation and growth of knowledge-based companies
• To establish formal and operational dealings with universities and research centres
• and the stable managing promotes:– the transfer of technology – innovation among companies and– develops an area of land

• The construction process of technology parks in Spain began in the 80s with the advent of newly created autonomous communities.
• The first Parks in Spain: Basque Country, Catalonia, Madrid, Galicia, Andalusía, Asturias, Valencia and Castilla y Leon.
• Endorsed by regional governments in order to improve technological capability, the creation of wealth, and the generation of qualified employment.

OBJECTIVES
– To guide the local economy in the direction of
diversification, with an emphasis on highly competitive
sectors.
– With the spirit of creating adequate conditions to attract
investment with a considerable technological component.
– To consolidate basic industries to make them more
competitive by incorporating technology.
– To promote university-industry collaboration and RDI
– To create stable employment for qualified people.

MANAGEMENT OF THE FIRST PARK FROM THE BEGINNING From 1990 to 1995
• In 1990 the 100%-state-owned enterprise for the management and promotion of the Technology Park of Boecillo was created.
• In 1991 SPRINT Programme of the European Commission (D.G. XIII).
Viability Study. All the recommendations drawn up by EU experts were implemented by the management board of the Technology Park of Boecillo, S.A.
• In 1992 the development of the first phase of the Technology Park is finished and officially inaugurated in April.
• Five technology centres were created and located in the Technology Park of Boecillo in the following sectors: Automotive, Energy, Láser, Robotics and Telecommunications.

ASSESSMENT OF MANAGEMENT- From 1995 to 1998
• 1995 the state company (Parque Tecnológico de Boecillo, S.A.) applies for the Sprint Programme of the D.G. XIII a second time.
• Afterwards, a final evaluation, monitoring and management report for the Technology Park of Boecillo was elaborated and conclusions and recommendations were presented.
• From 1996 to 1997: 1st enlargement– 16 new hectares were added to the first phase of the Technology Park giving the
park a total surface of 61 hectares. (At first this was conceived as industrial land)
• 2004: 2nd enlargement– The second enlargement was a further 57 hectares giving a total surface of 118
hectares.

Creation of new Technology Parks
Leon and Burgos: years 2004 - 2008
• The Regional Government created two new Technology Parks in Burgos and León under the same society.
• 2005 the Technology Park of León became operative.
• In 2008 the Technology Park of Burgos is forecast to be finished, with a surface of 128 hectares.

Current situation of the Technology Park of Boecillo
• Surface: 118 hectares• 130 companies and 3 technological centres
• Total employment: 5.600– Women 45%– Men 55%– Average age: 32– R+D employment: 26%– University Graduates: 60%– University teachers: 70
• Total turnover: €430m• Accumulated investment: €382m• Sectors involved: aeronautics, automotive, electronics, ICTs, chemical,
pharmaceutical, energy and environment.

Current situation of the Technology Park of León
• Surface: 32 hectares
• 7 companies (forecast for next two months 25 companies).
• Accumulated investment: €30 (million of euros)
• Sectors involved: aeronautics, automotive, electronics, ICTs, chemical, pharmaceutical, energy and environment.

Recommendations still valid for the success of the technological park
POLITICAL SPHERE
• The necessity of considering the park as a long term project.
• Political support from the regional government which, 15 years ago, considered the Park as its main instrument in the policy of the modernization of the regional economy.
• General approval and support from all economic and social sectors for the region´s future successfully development
• The Society that runs the park needs annual budget and personnel to manage the park properly

THE BUSINESS OF ATTRACTING COMPANIES
• Definitions of the sectors where firms could be attracted to the Park,
concentrating all efforts on promoting those sectors.
• The importance at the beginning of one or two main companies that could
attract several satellite companies
• Creation of an Incubator system to promote new companies for
entrepreneurs (provision of premises on a rental basis and advisory
services)

THE BUSINESS OF ATTRACTING COMPANIES (II)
• Creation of a specific strategy to encourage relations between University
and the Park´s firms.
• The development of an advanced production services offer for the firms
located in the Park.
• Aspects of development. By phases. The economic aspect is important and
also the maintenance but this is always according to needs of the
companies

Campaign to improve the image of the region,
• activities in order to change mentalities in society
