Several Smart Metering technologies have been developed in Europe. Some of them are private solutions but others, like PRIME, G3-PLC or Meters & More try to present public solutions.

TECNALIA, according to their commitment to sustainability and smart grids, became involved in pilot projects with Smart Meters since 2007.

Since 2009 we are involved in the definition of PRIME specification, test books and testing environment, as official laboratory of PRIME Alliance.

Since 2009 we are also involved in the revision of DLMS Functionality Companion Standard and in the definition of the test book and testing environment, as official laboratory for the DLMS Functionality Companion Standard of the Spanish utilities.

In 2009 we designed and developed the DLMS Functionality testing tool for Spain.

The first PRIME service node was certified in TECNALIA in 2010.

In 2013, we designed and developed the PRIME official testing tool for base nodes. We have certified the first Smart Meter implementing 1.4 specification.

In 2012 we designed and developed the DLMS Functionality testing tool for Portugal.

Since 2012 we are involved in the revision of the Meters & More standard to support to the DLMS protocol.

Since January 2015 TECNALIA is member of G3-PLC association up to December 2018.

Official Testing Tool for PRIME Base Nodes.

This Testing Tool allows the PRIME Certification of the Smart Data Concentrators. It covers all capabilities needed to perform the Base Node conformance tests as defined in PRIME Certification Base Node Test Cases and is compliant with PRIME Specification.v1.3.6.

Testing Tool for PRIME Service Nodes.

This testing tool checks the test cases of the PRIME-Certification Service Node document defined by the PRIME Alliance. With this software the laboratories and the manufacturers are able to check PRIME Communication protocol conformance.

Official Testing Tools for DLMS Functionality.

DLMS Functionality Testing Tool checks the functionality of the Smart Meters and the DLMS Communication protocol. The Testing Tool allows the following operations. Certification of:

Smart T5 Meters according to Spanish Companion Standard.

Smart Meters according to Portuguese Companion Standard.

Smart Meters according to Saudi Companion Standard.

Smart Meters according to Lebanese Companion Standard.

The tool could be adapted to other National Companion Standards. According to the specifications of the different countries DLMS can be applied over PRIME, GPRS, serial port, optical port or Ethernet. New communication protocols can be easily integrated in the future.

DLMS Companion Debugging Software.

DLMS Companion Debugging Software easy to use software that lets the manufacturers quickly check the OBIS codes defined in DLMS Protocol in Smart Meters for Spain, Portugal, Saudi Arabia, Lebanon and United Kingdom SMETS 2.

The manufacturer can create their own scripts combining the OBIS codes for each country.

Recomended Tests to save money and time.

Conformance tests are designed to evaluate the protocols in ideal conditions. But, real field is a very different environment. Problems appear with impedance changing, noisy disturbances, attenuations in cables… So, other tests are required.

Interoperability testing.

As defined in the UE Smart Grid Co-ordination Group, the interoperability is the ability of two or more devices from the same vendor, or different vendors, to exchange information and use that information for correct cooperation.

In some cases, like PRIME, G3-PLC or Meters&More, the interoperability of the communications protocol is ensured with the conformance testing process.

When DLMS/COSEM is integrated in the application layer, the interoperability is ensured with the correct definition and testing of DLMS profiles defined by the utilities (also named Companion Standard).

Each country or utility develops their own test cases to evaluate the correct functionality of the Smart Meters. TECNALIA has helped some of them (IBERDROLA, GNF, EDP, SEC, EDL…) in developing the test cases to ensure a correct functionality. TECNALIA has also developed the specific testing tools required for this evaluation.

Consultancy and evaluation in real field and pilot projects.

Deployments of Smart Meters have become a complex process where the needs of the electrical system must be combined with the complexities of the telecommunications networks. To ensure the quality of the whole process, it is necessary to work effectively and orderly in each of the project phases.

The design and definition of the technical specification, including the previous analysis to decide the technologies, the development of the Companion Standard, test books and testing tools, shall ensure that all the requirements are fulfilled.

The pilot project is an essential step to mitigate the problems of the final roll out and minimize the cost of the project.

The purchase process must ensure the compliance with all technical and economical requirements and must be followed by quality assurance.

The roll out is not the final step. It is very important to detect all the problems due to interoperability, real field performance, cybersecurity… and the forensic analysis that helps to ensure the life cycle of the products. The system can even be improved using the data provided by the own devices. The use of these data saves money to the company.

TECNALIA gives the companies the knowledge and the tools to ensure high quality projects.

Performance testing.

The final performance of a system that combines a communication protocol (PRIME, G3-PLC, Meters & More, RF Mesh…) and DLMS, depends on the implementation of the manufacturers and the real field conditions. The communication performance can vary in:

- The number of data they can exchange in a day.

- The availability of the Smart Meters (and data) in complex networks.

- The time needed for a network recovery in case of a blackout.

- The ability of the Smart Meters to withstand noisy environments.

- The ability of the Smart Meters to withstand changes in impedances.

- The ability of the Smart Meters to communicate correctly in high attenuated networks.

- These parameters are price factors and should be limited by the utility.

TECNALIA has been working in several projects with utilities in order to find the procedure required to evaluate their critical parameters. In each case, the selected parameters have been different. Some of them are:

- Number of data exchanged in a minute.

- Level of noises supported by the smart meter.

- Impedance changes supported by the smart meter.

- Attenuation supported by the smart meter.

- Recovery time after losing the PLC communication.

- Number of changes in stable PLC networks.

- Number of smart meters supported in ideal or real networks.

TECNALIA has developed software testing tools to compare these parameters among several manufacturers, based in the log files of certified data concentrators and other PRIME testing tools.

DLMS UA

General overview

The mission of DLMS UA Association is creating generic and compatible communication objects, enabling the integration of diverse systems and thus simplifying operational and commercial processes. This will raise the efficiency in different business sectors remarkably, independently of the brand of meters.

DLMS protocol over different communication protocols.

DLMS/COSEM is an open standard and, consequently, each company has to define its profile. In Spain, Iberdrola, Gas Natural Fenosa, HC, CIDE and ASEME have defined the same profile for Smart Meters installed in Spain. In Portugal, EDP has defined its own profile. In Saudi Arabia SEC has defined it and in Lebanon EDL has defined it. In UK, the profile is defined in accordance to the specifications SMETS and SMETS 2.

These profiles are called Companion Standard and are linked to technical test books which ensure the correct functionality of the smart meters.

TECNALIA has helped some national administrations and companies in the definition of the national Companion Standard that uses DLMS over different communications protocols. If the Companion Standard is not correctly defined the risks of lack of interoperability and cybersecurity increase.

TECNALIA has developed the needed testing tools to apply Spanish, Portuguese, Lebanese, Saudi and British Companion Standard and security profile certification. TECNALIA can also provide, testing tools for manufacturers in order to make some pre-tests before certification.

TECNALIA can also offer the official certifications according to DLMS UA, using the CTT (Certification Testing Tool) provided by the Association.

Meters & More Association

General overview

Meters & More is an Association originally promoted by ENEL Distribuzione S.p.A. and ENDESA Distribución S.A. in order to create and implement smart metering solutions based in new generation communication protocols. Nowadays, more than 25 members participate in the Association; among them European, Chinese or Brazilian manufacturers, other distribution companies like E.On and other technological agents.

TECNALIA takes part in Protocol Specification Committee where, due to our wide experience in DLMS/COSEM protocol, we help in including DLMS protocol in Meters & More specification.
