Technical interoperability of 1520 mm and
1435 mm railway systems

The leaflets determine parameters, construction technology and maintenance
procedures for:
- Passenger transport;
- Track and engineering structures (locations);
- Rolling stock;
- Signalling and communication devices;
- Power supply and overhead system;
- Informatics and coding.
• Optimization of rolling stock profiles in order to increase the capacity and speed of trains. Solutions
on transportation of unusual goods in international railway traffic.
• Development of a set of issues related to track construction on international lines, including high-
speed lines, in order to implement them in the traffic between Europe and Asia.
• Development of diagnostic system related to the statу of the permanent way, railway subgrade and
engineering structures.
• Implementation of optimal technologies in repair of tracks and engineering structures on international
and local lines.
• Development of modern high capacity telecommunication networks. Selection of common standards,
rules and recommendations on the equipment, signalling systems, numbering for linking
telecommunications networks of OSJD and UIC railways.
• Development of diagnostic systems in CCS devices.
• Consideration of technological problems and elaboration of safety requirements for CCS systems and
devices, including on high-speed lines.
• Harmonization of technical requirements and elaboration of issues related to electrification of railways
and electric traction in high-speed traffic.
• Development of diagnostic systems for power supply equipment and electric traction.
• Development of technical requirements for rolling stock and its elements which ensure safety in
operation.
• Development of technical requirements for container terminals and rolling stock.
• Providing railways with information on existing information technologies.

Cooperation between OSJD and ERA regarding the
analyses of the interrelation of the EU and non-EU
1435mm and 1520/1524mm rail systems
Cooperation between OSJD and ERA
• The cooperation aims at comparing technical and technological parameters in legal documents of EU and non-EU countries.
• The Memorandum of Understanding (MoU) between ERA and OSJD was signed in 2007.
• The MoU regulates the cooperation regarding the analyses of technical parameters of the EU and non-EU 1435 mm and 1520 mm rail systems.
• The analyses is limited to the technical and operational aspects of the railway system.

• 41 meetings were organized during this
period of cooperation with OSJD (2007-
2017).

Before 2015, the MoU between ERA and OSJD provided the
development of a set of documents on analysing the parameters
for technical and operational compatibility of different
subsystems within the 1520/1524 mm network on the EU-CIS
border:
1. Infrastructure (engineer structures and permanent way);
2. Energy;
3. Control Command and Signalling;
4. Freight Wagons;
5. Passenger Coaches;
6. Locomotives and Multiple Units;
7. Operation.

SUBSYSTEM: OPERATION

The results of the analysis of technical parameters
were used by ERA during the revision of the TSI in order to
include the parameters of the 1520/1524mm rail system in
the documents listed below :
TSI INF– Infrastructure;
TSI ENE– Energy;
TSI LOC-PAS– Locomotives, multiple units and passenger
coaches;
These TSIs with included parameters of the 1520mm rail
system have been approved by the European Commission
and came into effect from 1st January 2015.
• Analyses of measures is also carried out for preservation and improvement
of technical and operational compatibility of the railway systems on the EU-
CIS border (1520/1520 mm border and 1435/1520 mm border).
Information exchange is carried out on requirements in regulatory documents of
EU and non-EU countries:
conformity assessment procedures, conformity assessment
authorities,
acceptance of rolling stock,
acceptance of infrastructure,
registration of rolling stock and infrastructure,
border crossing points,
numbering of rolling stock units, trains numbering.
• With a view to improve current technical and operational compatibility on the
EU-CIS border, the Glossary of terms relevant for interoperability on the
EU-CIS border was elaborated.
• In 2013, the representatives from ERA suggested to
conclude a long-term MoU between OSJD and Era (for
2015-2019) and requested the OSJD Committee to
consider this proposal.
• The MoU for 2015-2019 was signed in January 2015.
THE RESULTS OF THIUS COOPERATION WILL
BE:
1) A set of working documents on analyses of
parameters for technical and operational
compatibility:
• Freight Wagons(TSI WAG)
• Persons with reduced mobility(TSI PRM)
• Telematic applications for freight services (TSI TAF)
• Telematic applications for passenger services (TSI TAP)
• Safety in railway tunnels (TSI SRT)
• Rolling Stock – Noise (TSI NOI)
2) Revision of the working documents
previously completed by the Contact Group
taking into account developments of TSIs
and railway technical regulations in OSJD
countries;
3) Regular exchange of practical experiences to
coordinate measures for preservation and
improvement of the existing technical and
operational compatibility on the CIS-EU
border.
Pursuant to the provisions of the MoU between
OSJD and ERA for 2015-2019 as well as in
accordance with the approved Work Plan, the
OSJD-ERA Contact Group discussed the following
topics in the course of 5 meetings:
• Analyses of parameters relevant for preservation of
technical and operational compatibility in the field of
operation and traffic management (completed);
• Analyses of parameters relevant for preservation of
technical and operational compatibility in the field of
subsystem “accessibility for persons with reduced
mobility”. The work on this topic is completed, the working
document was published at the end of 2015.
• Analyses of parameters relevant for preservation of
technical and operational compatibility in the field of
subsystem “freight wagons”. The work on this topic is
completed, the working document was published at the
end of 2016.
• Updating of the document prepared in 2012 on the
analyses of parameters relevant for preservation of
technical and operational compatibility in the field of
subsystem “Control Command and Signalling”. The
updating is being carried out taking into account new
requirements for the interface “rolling stock – train detection
systems” within the 1520mm railway system developed by
EU. The work on this topic is completed. The final version
of the document is being drafted;
• Analyses of parameters relevant for preservation of
technical and operational compatibility in the field of the
subsystem “Safety in railway tunnels”. According to the
Work Plan, the Contact Group started considering this
issue in May 2015. The work shall be completed by the
first quarter of 2017.
• Analyses of parameters relevant for preservation of
technical and operational compatibility in the field of the
subsystem “Telematic applications for passenger traffic”
According to the Work Plan, the Contact Group started
considering this issue in May 2016. The work shall be
completed by the first quarter of 2018.
OSJD-ERA Contact Group
• A promising platform for finding solutions on the
issues of interrelation of the EU and OSJD railway
systems (operations, databases)
• Current group of experts on facilitation of the
development of technical requirements (rolling
stock, infrastructure)
• Potential for cooperation with other international
organizations/associations (OTIF, RTC, UIC).
