17th FAI World Paragliding Championships

2. Location of Championship Annecy — Chambéry — Passy

30 years after the first and only World Championship in France, we are inviting you for another top-level event

in the heart of the French Northern Alps, in a pilot-friendly valley surrounded by the Pre-Alps

that offer lower ranges of mountains to fly challenging but safe tasks and large fields to land.

Our headquarters will in the beautiful and relaxing

Ferme des Gabelins, in Chamousset, Savoie.

Our team has been trusted many times by the PWCA to organise its events.

We will be even better with the help of the World Cup scorer and live-tracking manager

and with the experience of our Meet Director, Didier Mathurin.

The French Federation FFVL will support this championship and make sure that from the test event to the closing ceremony this championship will be remembered as one of the best ever.

3. Proposed dates of Championship May 22 to June 5, 2021. These dates are in line with the ones selected for the various PWC events that we organised. We know from experience that the weather is the best you can expect in our region at this time of the year. Also, this is outside holiday times, so there will be less free-flying pilots around and the competitors who have high-level professional activity during the summertime (training, tandem...) will not be penalised. 4. Competition allowing the organiser to bid Air Evènement, under Philippe Roea’s responsibility, has organised many competitions with 100+ pilots, including:

• One PWC in May 2014 • One PWC in May 2017

Both events were a success, underlining the quality of organisation, the hospitality of the local people, the festive mood at the headquarters. In 2019, we will organise one PWCA event in the same venue and with the same organisation that are planned for the World Championship. We thank PWCA for its trust and believe that the 2019 event will be a tremendous asset for a successful World Championship.

5. Local Organiser (LOC) Air Évènement will be associated with the FFVL (French Federation of Free Flight). FFVL’s professional technicians will help us make the championship a success in all aspects, during the championship, of course, but also during the 2 years leading to it. FFVL, when backing up this major event, shows its willingness to serve our sport internationally at the highest level.

6. Sporting Power The French Federation of Free Flight (FFVL) has delegated power from the French NAC: the Aeroclub de France.

7. 9. CIVL Coordinator The CIVL coordinator will be the CIVL president. If the bid is successful, the coordinator will be the CIVL steward as soon as nominated.

10. Pilots Entry 150 pilots are expected. We describe in point 13 the different sites, the number of take off lines and the time needed for everybody to take off.

Didier Mathurin – Meet Director Didier is currently the French team, but will not be it if our bid is successful! Didier is also a very good pilot. He knows perfectly what pilots are expecting. His great experience will benefit the whole championship.

Philippe Roéa – Event Director Philippe is one of the paragliding personalities of the region and has good contacts with local authorities. To bring the public and the pilots together at the same place will be one of his main goals.

Pierre Naville – Safety Director Founder of Les Passagers du Vent, a training school with over 35 years of experience, Pierre organised many World Cup or international Open events in Haute-Savoie. He is a kind of an icon, passionate and with a friendly approach, always here to make our sport progress.

Ulrich Jessop – Scorer and live tracking A key actor of the PWCA, Ulrich is to this day the best in his field. When Philippe asked him to join the organisation, he agreed without hesitation.

Chris Trow – Safety and live-tracking Chris is the long-standing Ulrich’s partner within the PWCA, making sure that live tracking is used at its best to insure added safety and retrieve for the pilots.

All sites are managed by the FFVL and/or its local representants. • They offer 3 to 5 take off lines and drops from 620 to 1290 metres. • All wind directions are covered. • All are accessible to pilots and public by private car. • All have dry toilets and tents as shade providers.

Local clubs will be informed about the championship and time slots secured for safe take-offs.

14. Distance for access to launch sites From the headquarters:

• 4 are 1 hour or less away • 6 are between 1 and 1.5 hours away • 2 are between 1.5 and 2 hours away

15. Task flying area The Savoie – Mont Blanc area is a beautiful playground for paragliding. Seven different mountain ranges around 2500m height surround the headquarters. Wide valleys allow the task committee different options according to the weather. Landing fields are everywhere for pilots who don’t reach the goal. Retrieval is easy thanks to the many bus-friendly roads that crisscross the area. At the time of the championship, traffic is not busy like during the summer.

Biodiversity is of concern. • We will work in partnership with the National Park of the Bauges. • Flight over the RNCFS is forbidden. • Sensible areas around the nests of the Peregrine falcon and the Golden Eagle will be protected. • Pilots instruments will be able to show these areas thanks to the Open Air file.

Power lines will be clearly shown on the task board along the chosen task.

16. Airspace The Open Air file and briefing map integrate all restricted areas.

17. Landing It will be at headquarters, weather permitting. Headquarters are very friendly for the pilots, public, adults and children alike. See points 26 and 36. A nice place to share!

18. Weather

In springtime, thermals are good in this area due to the difference in height between the valley floor and the top of the ranges. They are expected to be around 3 m/s. Congestus or cumulonimbus are a possibility in the evening but are easy to predict when you know the area, and we do!

• NNW wind is a big help to trigger them. • SSE wind gets us the foehn around the Italian border, but until now it never stopped us from flying a

task. • S wind is not common but we can deal with it and fly tasks in well-protected areas like:

o Cœur de Savoie: good up to 40 km/h when it’s impossible around Annecy or St-Hilaire-du-Touvet. Tactical and technical tasks.

o Passy Plaine Joux: good with Mont Blanc as a protection. Nice task on Sallanches’s valley.

Task time should be from 11:30 am to 3:00 pm, depending on weather conditions and take off site.

19. Meteorology We will have a dedicated person to:

• Analyse the information available • Explain the weather during the general safety briefing • Prepare weather for each leaders’ briefing • Anticipate and explain the weather 5-day trends throughout the championship

20. Transport We trust that it will also be one of the key successes of this event. We can easily move 180 persons at once. All pilots will have the same opportunity to get ready for the task. We will provide:

• 2 buses: 50 seats • 10 shuttles: 9 seats • 1 4x4 for the MD • 1 4x4 for Rescue • 1 extra truck for the gliders

21. Safety issues Power lines will be clearly identified. Briefings will underline all safety issues.

22. Rescue / Medical Services

23. Safety Management Plan Air Évènement and FFVL have a long experience of management and use of safety and rescue issues: at the end of each event they organise, they hold meetings where feedbacks are analysed. This helps making future events safer.

Before the event: Safety information is sent to city hall, emergency stations, police stations and prefectures on a standardised form that has been used for many competitions including PWC. Every day:

• Task information sent to appropriate authorities (rescue and safety) • Medical team and firemen at headquarters and take-off • Radio always available • Always someone at landing in contact with the Safety Director • All vehicles have tracker, cellphone, emergency kit • Retrieve people make sure that nobody is left behind

In case of a crisis Will be provided, as per FFVL requirements:

• Dedicated room • Dedicated director

One doctor and firemen on site to provide immediate and appropriate help. 3 helicopters available within 30 min wherever the take-off site is. This is a big touristic area, so helicopter can be trusted to do a good job.

Live trackers CIVL will provide top-of-the-range live trackers.

Every pilot must have personal liability insurance. Personal insurance for injury, repatriation and rescue are strongly recommended. FFVL will provide temporary insurance at the cost to be defined later.

For previous PWC events, we were on national TV (TF1, France TV) and regional TV (TV8 Mont Blanc, Montagne TV, TLM). For this championship, a specific communication plan will be implemented.

• ‘Flash Info’ will be published up to 8 months before the event. • Posters will be posted and information given to tourism offices. • Media sponsors are SAVOIE MONTBLANC (TV), Dauphiné Libéré (daily paper) and France Bleu (radio). • AirEvenementTV, a live channel, will cover the test event and the championship with daily

broadcasts. • Task of the day, live broadcast from the take-off, shots from onboard cameras … will be shown on

a giant screen at the headquarters and on the web. All video will be available to FAI for no charge.

Dear President, On September 14th, 2018 we received an application for the subvention linked to the organisation of a Paragliding World Cup for 2021. After the study of your application by the sport direction and the presentation of your project in front of the technique committee as being part of the new instruction procedure GESI 2018, I’m honored to inform you that the committee agreed on granting you a subvention which could reach €50,000 if France was to be chosen as the official organisers of this event. This amount of money is here mentioned for indicative purpose. In order to conclude on this engagement, a convention mentioning the support conditions will be sent to you by my services as soon as possible. Subject: Letter of support to the application to the 2021 Paragliding World Championship The territory of Coeur de Savoie, situated between the preAlps and the Alps, sees its sky filled up for more than 40 years with big colorful wings, which makes us dream and feel light. The hang-gliding adventure started in Coeur de Savoie in the 1980s with the first hang-gliders. It went on naturally, in the 90s with the first paragliders, and the organisation of hang-gliding through dynamic and willful associations. At the end of 2000s, the responsible agents (associations and local representatives) decided to launch an opportunity and development study on hang-gliding, conscious of the importance it could play in the future of our activity on the territory. Passion, encounter and also work could lead in 2014 to the organisation of a first set of the Paragliding World Cup. This first international sport event allowed many human encounters between professional athletes, everyday paragliders and inhabitants. This amazing bet was experienced as a great moment, and only was the first step of a wider adventure… “Citius, Altius, Fortius” the territory remained engaged and welcomed the 2017 and 2019 World cup, showing that hang-gliding is deeply rooted in our territory as shows the logo of this very letter. The territory of Coeur de Savoie will proudly stand up, from a financial and organisational point of view, so that the 2021 PARAGLIDING WORLD CUP will take place in France once again. The application follows the work of passionate actors of the territory symbolized by “Air Evènement” but also thanks to the collaboration of all the sport and institutional facilities. We will be happy to welcome, on Spring 2021, the teams from all around the world as much as all the passionate people who will, for sure, be there too. This application is deeply respectful of the values of sustainable development. “Air Evènement” worked towards a green approach by using local resources and by implying local actors not belonging to the world of hang-gliding too. There is no doubt that the Paragliding World Cup taking place in Coeur de Savoie will be a great sport event but also an amazing popular celebration.
