The following items/issues have been noted by the Chair, committee members or staff as needing discussion to

determine if revisions are needed. (Several issues noted have been sent to the appropriate task group for follow up and

are therefore not included in this list). Please review and be prepared to discuss at our pre-FD meeting in December.

1) Define Cutoff storage, detached storage and segregated storage. Right now we define segregated and

detached for oxidizers only and there is no definition of cutoff storage.

a) Do the definitions of detached and segregated storage apply to other materials as well? b) Is there a need to define cutoff storage?

2) Question about whether or not the electrolyte in powered industrial trucks is required to count towards the

MAQ. All I can find in 400 is an exemption in 1.1.1.2 for corrosive materials in stationary batteries utilized for

facility emergency power or uninterrupted power supply OR SIMILAR PURPOSES, in accordance with NFPA 1.

a) Should we clarify that the exemption in 1.1.1.2 also applies to powered industrial trucks?

3) The footnotes in Chapter 5 tables are different for each table and do not necessarily follow NFPA’s Manual

of Style. Also few errors in footnotes. Nancy will work with NFPA editorial staff to propose new footnotes for

committee to review.

a) For consistency can we have one set of footnotes even if not all footnotes are used in the table?

b) Missing Footnote “h” in Table 5.2.1.1.3. Missing Footnotes “k” and “l” in Table 5.2.1.3

4) Advisory service question-Caller pointed out that we have a definition of combustible dust in the document

and that we mention combustible dust in 4.2.1.2.2 High Hazard Level 2 Contents and in Table 6.2.1.6.

a) Should there be an exemption in 1.1.2.2?

b) Should we clarify the difference/relationship between a flammable solids and combustible dust? Is

there a particle size that could be used to distinguish?

5) Review Annex I to compare to latest edition of NFPA 472.

a) Is this annex needed?

b) If so, anyone interested in aligning the annex with NFPA 472?

6) Look at 6.1.1.1. Should never get to chapters 11-21 if not over MAQ. Yet Chapter 15, 15.1.1.1 and 15.1.1.2

have requirements if below the MAQ.

a) Is it the intent to have some requirements for oxidizers in Chapter 15 even if below MAQ?

b) If so, how would you get to Chapter 15 if you are under the MAQ-change needed?

7) Modify flowchart to also indicate that the requirements of chapters 6-9 apply below MAQs and that

requirements of chapters 11-21 apply when above MAQ. (Nancy will bring proposed change to committee)

8) Common Path issue-Marty proposed changes to 5000 and will provide update.

9) Ballot comment from Marty related to Table 5.3.7. NFPA 400- is intended to address solids and liquids (NFPA 400 scope) as well as gases (NFPA 55 scope). This Table needs to be only a partial extract from NFPA 55 to address gases and the solids and liquids header (NFPA 400 scope) needs to be retained. The location of the extract tag in current version of the table is confusing but it is better to retain that for now than to make this edit which breaks the code and would require a TIA to fix if it passes. (Note this related to SR 34 from last ballot-Marty will propose changes) 10) From TIA ballot comment NFPA 1. Table 5.2.1.1.3 under Corrosives Gaseous (both storage and in‐use closed system the following quantities and footnotes appear__810 c,d,g . The “g” footnote specifies that it is “…only allowed where stored or used in gas rooms or approved cabinets, exhausted gas cabinets or exhausted enclosures, as specified in this code”. Neither NFPA 400 nor NFPA 55 specify enclosure/cabinet storage for gaseous corrosives under the MAQ. This appears to be a holdover from adoption from NFPA 5000. The associated NFPA 5000 footnote refers to 150 pound ammonia cylinders which are adequately covered under liquefied corrosive gas within this table. (Lynne Kilpatrick to propose changes)

11) Need to look at shading of sections in tables in Chapter 5.

a) What does the committee want shaded if anything?

b) What should note indicate about shading?

12) Section 6.1.12.1 indicates that “Incompatible materials in storage and storage of materials incompatible with materials in use shall be separated when the stored materials are in containers having a capacity of more than 5 lb. (2.268 kg) or 1⁄2 gal (1.89 L)”.

a) Do we need to clarify that it is the container size due to retail storage here?

b) What about an upper limit on quantity? For example can you store 400 lbs of material (100-4 lb containers)?

13) NFPA 400 requires sprinklers for Protection Level 4 building (corrosives over the MAQ in this case). But there is an exception in 6.2.1.1.4 for those areas or rooms with non-combustible construction or content. See below.

Question about whether or not a building still needed to be sprinklered if all rooms in the building are of noncombustible construction and content. NFPA 101 40.3.2.1 requires automatic extinguishing systems for high hazard occupancies-no exception. May just be a conflict between 101 and 5000 that needs to be fixed? Comment from Pat M. This provision has been in NFPA 5000 and NFPA1 since at least 2003 and in NFPA 400 since 2010. It

appears to have originated from NFPA 55 Compressed Gases. To my knowledge it does not exist in the IFC

or IBC. I have never run into it before, probably because very few occupancies are totally non-combustible

and house nothing but non-combustible contents, i.e., a metal building with noncombustible HPM with no

packaging. Also, the exception is for rooms or areas and not the building which raises additional questions.

14) Footnote in OP tables needs to be fixed.

a) Should say NE = Not Established (insufficient data) for those OP without 704 ratings?
